What Waste-to-Energy Assets Can Mean for Cement Production Costs and Margins

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Waste-to-energy investments can lower a cement plant’s operating cost through two different routes: waste-heat recovery (WHR) can generate electricity from kiln and clinker-cooler heat, while alternative-fuel systems can replace part of the coal, gas or other conventional fuel burned in the kiln. The first primarily reduces purchased-power exposure; the second changes the kiln’s thermal-fuel bill. Neither automatically increases margins. Results depend on recoverable heat, plant design, capital cost, grid tariffs, waste quality, preparation, transport, reliability and the kiln’s ability to operate consistently with the substitute fuel.

What “waste-to-energy” means in a cement plant

The phrase covers two assets that have different equipment, cost lines and operating risks. Keeping them separate is essential when evaluating a project.

Waste-heat recovery: turning process heat into electricity

A WHR system captures usable heat from hot kiln exhaust gases and, in many designs, from clinker-cooler air. Heat produces steam or another working fluid that drives a turbine and generator, or powers another electricity-generation cycle. The financial mechanism is avoided electricity purchases, reduced use of captive generation or a combination of both.

Output is constrained by the kiln’s heat balance, production rate, exhaust temperature and gas flow, dust loading, cooler configuration, operating hours and planned shutdowns. A system sized for a particular line cannot be treated as a generic power plant: a change in clinker throughput, fuel mix or process control can change the recoverable heat and the electricity produced.

Alternative-fuel systems: replacing conventional kiln fuel

Co-processing feeds suitable waste-derived materials into the kiln’s thermal system. Potential streams identified in the International Finance Corporation’s 2017 Ethiopia assessment included municipal, commercial and industrial waste, used tires, sewage sludge and agricultural residues. A plant may need receiving, storage, shredding, screening, drying, blending, dosing and emissions-control equipment before the material can reach the burner or another approved feeding point.

The saving comes from the delivered cost of the prepared alternative fuel compared with the conventional fuel it displaces. A low gate fee or low purchase price does not by itself make a fuel economic: moisture, ash, chlorine, sulfur, metals, particle size, heating value, transport distance and quality-control costs all affect the usable thermal energy delivered to the kiln.

How each route affects production cost and margin

For management purposes, separate the cost bridge into electricity, thermal fuel, operating cost, capital recovery and production effects. A simplified annual operating-cost change is:

Margin changes then depend on the cement price and volume that remain after the project is commissioned. If a retrofit causes lengthy outages, lowers kiln availability or changes product quality, a theoretical energy saving can be outweighed by lost contribution margin.

WHR: an electricity-cost hedge

WHR value rises when grid electricity is expensive, unreliable or subject to demand charges, and when a plant otherwise runs costly captive generation. It falls when power is inexpensive, a dependable long-term supply contract is available or the kiln operates too few hours to use the generator’s capacity. The relevant comparison is not a headline turbine output; it is the electricity cost actually avoided at the plant’s operating profile.

Variable costs can include cooling water, consumables, lubrication, staffing, maintenance and treatment of dust or condensate. The project also has a capital charge and may require a shutdown for tie-ins. A proper model credits only net generation available to the plant after parasitic loads and planned downtime.

Alternative fuels: a thermal-fuel substitution case

Alternative fuels can reduce exposure to coal, petroleum coke, gas or other conventional fuels when a dependable local waste stream is available at a competitive delivered cost. The kiln still needs stable heat input. If a substitute has lower or variable heating value, the plant may need more mass flow, additional drying or blending, and tighter control of feed rates and combustion conditions.

Handling and quality assurance can be material costs. Contracts may need specifications for moisture, ash, chlorine, sulfur, metals, particle size, minimum calorific value, rejection rights and continuity of supply. A fuel that is cheap at the source can become uneconomic after preprocessing, laboratory testing, storage, insurance, haulage and contingency inventory.

What the published figures do—and do not—show

Figure Scope and date How to use it
At least 25–30% substitution of conventional fuel; 10% fuel-cost saving IFC, Ethiopia cement-sector market assessment, 2017 A regional opportunity estimate, not a current global result or a guaranteed saving for another plant.
3.6 GJ per tonne of clinker thermal energy intensity in 2022 IEA cement pathway, published 26 September 2023 An observed sector base-year figure, not a forecast for an individual kiln.
3.4 GJ per tonne of clinker modeled for 2030 IEA 2030 pathway milestone A modeled sector milestone, not a plant-specific commitment.
5% low-emissions fuels in thermal energy use in 2022 IEA cement pathway A sector figure for the base year.
30% low-emissions fuels modeled for 2030 IEA cement pathway A modeled pathway milestone; it does not predict the fuel mix at a particular site.

The Ethiopia estimate is useful for framing an opportunity, but geography, date and market conditions matter. It should not be presented as a universal 10% reduction in fuel cost. Likewise, the IEA numbers describe a sector pathway rather than the performance of a named plant.

WHR versus alternative-fuel assets

Decision factor Waste-heat recovery Alternative-fuel system
Primary cost displaced Purchased electricity or the fuel used for captive power Conventional kiln fuel
Resource dependency Recoverable kiln and cooler heat, production hours, grid tariff and reliability Local waste volume, quality, continuity, preparation capacity and delivered cost
Core equipment Heat exchangers, ducting, dust handling, generation cycle, turbine or equivalent, controls and electrical interconnection Receiving, storage, preparation, dosing, burner or feed-system modifications, laboratory controls and emissions monitoring
Main operating sensitivity Heat balance, dust fouling, shutdowns, parasitic load and electricity demand Moisture, heating value, ash, chlorine, metals, particle size, combustion stability and supply interruptions
Evidence available for payback IFC Cement Decarbonization Tool gives indicative plant-level CAPEX and payback estimates Requires a local feedstock and delivered-cost model; no universal payback is established
Typical financial question What net electricity cost will each generated megawatt-hour avoid? What is the cost per usable gigajoule after preparation and transport?

Available evidence does not support a universal ranking. A plant with high power tariffs and a favorable heat balance may prioritize WHR; a plant near reliable, properly specified waste streams may find fuel substitution more attractive. Some sites can use both, but each must pass its own technical and financial case.

How to build a plant-specific business case

1. Establish the operating baseline

  1. Record clinker and cement production, kiln operating hours, planned outages, current electricity purchases, captive generation, conventional-fuel consumption and delivered fuel prices.
  2. Measure kiln-exhaust and clinker-cooler temperatures, gas flows, oxygen, dust loading and seasonal variation. Use measured data rather than a nameplate assumption.
  3. Document current unit costs, including demand charges, wheeling or network charges, fuel handling, laboratory testing, waste disposal and maintenance.
  4. Define the margin metric: cash cost per tonne, EBITDA per tonne, contribution margin or another measure. Keep fixed-cost allocation separate from avoidable cash costs.

2. Screen the WHR opportunity

  1. Calculate recoverable heat under normal, minimum and maximum kiln-throughput conditions.
  2. Estimate gross generation, parasitic consumption, net export or self-consumption and hours available after maintenance.
  3. Value each net megawatt-hour against the actual tariff or captive-generation cost it displaces. Model time-of-use rates and demand charges where they apply.
  4. Add capital, financing, civil works, electrical interconnection, commissioning, replacement parts and the production cost of any shutdown.

3. Screen alternative fuels

  1. Map suppliers and waste sources by distance, annual volume, seasonality, legal status and competing users.
  2. Test representative samples for moisture, lower heating value, ash, chlorine, sulfur, metals and particle-size distribution.
  3. Build the delivered-cost stack: gate fee or purchase price, sorting, shredding, drying, blending, storage, loading, transport, laboratory work, rejects and contingency inventory.
  4. Confirm kiln compatibility, feeding points, burner requirements, flame stability, refractory effects, bypass needs and emissions-monitoring obligations.
  5. Run a controlled trial with defined acceptance criteria for production rate, clinker quality, emissions, maintenance and fuel substitution.

4. Use a transparent financial model

IFC’s online Cement Decarbonization Tool is designed for approximate plant-level estimates of fuel and electricity consumption, emissions, indicative capital expenditure and payback. IFC says the European Cement Research Academy reviewed the approach and methodology as sound; the tool webpage was last updated in November 2024. Treat its output as a screening estimate, then replace assumptions with site measurements, supplier quotations and financing terms.

Operational and commercial constraints that can erase savings

Supply and logistics

Alternative-fuel economics fail when supply is intermittent or transport distances increase. A plant may need duplicate suppliers, buffer storage and a conventional-fuel fallback. Contracts should define quality, sampling, rejection, contamination liability, delivery windows and remedies for shortfalls.

Process stability and product quality

Rapid changes in heating value or moisture can disturb kiln control and increase fuel consumption. Ash and trace elements enter the clinker system; chlorine and sulfur can contribute to buildups and circulating loads. Technical approval should therefore cover clinker chemistry, cement performance, emissions and refractory condition, not only the fuel invoice.

Availability and maintenance

WHR equipment adds heat-exchanger surfaces, ducts, fans, electrical equipment and controls that require inspection and cleaning. Dust fouling, corrosion, vibration or turbine outages reduce net generation. Include planned cleaning and unplanned downtime in the annual output rather than assuming continuous operation.

Regulatory and community requirements

Waste acceptance, transport, storage, emissions, worker safety and residue handling can require permits and monitoring. Requirements differ by jurisdiction and waste category. A project schedule should include permitting lead time and consultation before committing capital.

How energy savings connect to decarbonization and margins

Lower energy cost and lower emissions can coincide, but they are not identical objectives. WHR generates electricity from heat already present in the process; its direct financial value is avoided power cost. Alternative fuels can reduce fossil-fuel use, but their lifecycle emissions and local air-quality effects depend on the waste source, preparation, transport and combustion controls. Electricity supply mix, equipment configuration, blended cement and material efficiency also affect cement’s overall emissions and cost position.

The IEA’s 2022 and 2030 figures show why one retrofit should not be treated as the whole strategy: thermal intensity is modeled to move from 3.6 to 3.4 GJ per tonne of clinker, while low-emissions fuels rise from 5% to 30% of thermal energy use. Those are pathway milestones for the sector, not a promise that any individual plant will reach them.

Practical decision checklist

  • Define the objective: lower purchased electricity, lower kiln-fuel cost, reduce emissions, improve resilience, or meet a permitting requirement.
  • Use measured baselines: heat, power, fuel, production, downtime and quality data covering representative seasons.
  • Separate cost channels: electricity savings, conventional-fuel savings, preparation costs, logistics, maintenance and capital recovery.
  • Qualify every number: identify country, date, plant configuration, tariff, fuel basis, utilization and whether the figure is measured or modeled.
  • Protect operations: retain fallback fuel capacity and define quality, emissions and kiln-stability limits before a trial.
  • Stress-test the case: model lower production, higher capital cost, lower waste heating value, supply interruptions and changes in power or fuel prices.
  • Measure after commissioning: track net kilowatt-hours, gigajoules per tonne of clinker, alternative-fuel substitution, maintenance hours, emissions, clinker quality and cash cost per tonne.

Bottom line for owners and project teams

Waste-to-energy assets can improve cement economics when they displace an expensive, avoidable energy cost without compromising kiln availability or product quality. WHR is principally an electricity-cost hedge; alternative-fuel infrastructure is principally a conventional-fuel substitution project. The IFC Ethiopia estimate of at least 25–30% substitution and 10% fuel-cost savings is a dated, regional opportunity assessment, not a transferable guarantee. Use plant measurements, local delivered-cost evidence and scenario analysis to decide whether either asset—and under what operating conditions—can expand your margin.
