Marketing images and a model unit are only evidence of intent; the contract, disclosure package, approved plans, specifications, inspection record and local law determine what you receive.
Use the checklist below before reserving a unit, before signing, and again at the pre-closing inspection. Rules on deposits, cooling-off periods, occupancy, warranties and taxes differ by jurisdiction, so confirm them with the relevant local authority and an independent property lawyer.

Start with the life you will live in the apartment
A new building can have impressive amenities and still be a poor choice if the daily journey, layout or environment does not suit your household. Visit the actual site, not only the sales centre, at the times you expect to travel and use the home.

Test the location at realistic times
- Time the journey to work, school, childcare, transit stops, shops, healthcare and other regular destinations during morning and evening peaks.
- Check pedestrian routes, crossings, cycle access, parking approaches and the route visitors will use from the street to the entrance.
- Return after dark and, where possible, during a weekend. Traffic, deliveries, nightlife, construction and street lighting can change the experience substantially.
- Ask about planned roads, rail lines, commercial premises or neighbouring construction that could alter noise, views or access.
Inspect orientation, outlook and privacy
At the unit and from the balcony or terrace, note daylight at different times, the direction of the main windows, likely summer heat, winter sun and the outlook from every principal room. Check whether another tower looks directly into the bedroom or living room, whether blinds or external shading are permitted, and whether mechanical ventilation is required to keep the unit comfortable.

Consumer Affairs Victoria’s apartment checklist prompts buyers to notice noise between apartments, cooking smells and proximity to waste areas. Walk past refuse rooms, loading bays, car-park entrances, lifts, gyms and communal terraces. Listen with windows open and closed, and ask where delivery vehicles, bins and extraction vents are located.
Check access for everyone who will use the home
Confirm step-free routes from the public footpath or parking space, lift dimensions, entry controls, visitor access and the route for moving furniture. Consider prams, mobility equipment, bicycles, pets and older relatives. Ask whether lifts serve the parking level and whether access cards restrict visitors or service providers.
Verify the apartment, floor plan and inclusions
Match the unit to the approved documents
Obtain the unit-specific floor plan, site plan, specification, disclosure statement and contract. Check the boundaries, stated floor area, ceiling heights where material, balcony or terrace dimensions, storage cage, parking bay and any shared or exclusive-use areas. Singapore’s Building and Construction Authority (BCA) advises buyers to understand unit boundaries and floor area, review drawings and specifications, and identify what is included in the development.
Measure rooms for your own furniture planning, using a tape measure or laser device only as a rough aid. A personal measurement does not establish the legal area. Ask how the stated area is calculated and whether it includes internal walls, columns, balconies, storage or other spaces.
Turn every promised feature into a written item
Make a room-by-room inclusion schedule covering appliances, sanitaryware, flooring, doors, cabinetry, lighting, heating and cooling equipment, blinds, storage, parking, landscaping and access to shared facilities. Mark where each item appears in the contract, specification or disclosure document. If a feature affects your decision, do not rely on a salesperson’s assurance or a computer-generated image.

The New York State Office of the Attorney General warns that the offering plan governs a sponsor’s construction and amenity obligations. Advertising, verbal representations and architectural renderings do not replace the written plan. The same practical rule applies elsewhere: ask for a dated, signed document when a finish, view, appliance, facility or completion feature matters.
Clarify what you may change later
Ask before signing whether you may alter internal walls, windows, doors, balcony finishes, flooring, kitchens or bathrooms. Structural or load-bearing work may require approval from the building association, a regulator or both. The BCA notes that some changes are restricted and that local building and strata rules control what is permitted. Obtain the approval process, fees and design standards in writing.

Investigate the developer and the construction record
Look beyond the brochure
List projects the developer has completed and visit at least one that has been occupied long enough for defects, maintenance and management practices to become visible. Speak with owners or residents, where possible, about workmanship, water ingress, sound transmission, lift reliability, communal-area upkeep and the developer’s response after handover.
Ask for documented defect information, completion dates, contractor details where available, independent inspection results and records of remedial work. Treat terms such as “premium,” “luxury” or “superior construction” as claims to verify against measurable specifications and project records.
Use quality schemes only in their proper context
Singapore’s BCA directs prospective buyers to its Quality Housing Portal and describes CONQUAS bands. In that Singapore-specific system, Band 1 indicates a very low incidence of major defects and Band 6 a high incidence. The bands are not a worldwide quality scale and should not be compared directly with an inspection rating from another country. If you are buying elsewhere, ask the local regulator or professional body what independent quality information is available.

Calculate the complete cost of ownership
The purchase price is only one part of the financial decision. Request a written breakdown of every one-time and recurring charge before you commit.
Build a first-year budget
- Purchase price, applicable taxes and registration or closing costs.
- Deposit schedule and the account or trust arrangement that holds deposits.
- Owners’ association, condominium or strata contributions, including the services and amenities they fund.
- Parking, storage, utility connection, metering and move-in charges.
- Insurance that you must arrange personally, in addition to the building’s policy.
- Expected maintenance, furnishing and immediate repair costs.
BCA advises buyers to request the first-year estate budget and consider increases for urgent repairs or rising maintenance costs. Ask how the budget was prepared, whether the developer is subsidising fees initially, and what happens when that contribution ends.
Test whether amenities justify their cost
Find out which facilities are included in the shared budget, who may use them, their opening hours and the planned maintenance cycle. A pool, gym, cinema room or landscaped roof can be attractive, but you still pay for its staffing, cleaning, insurance and eventual replacement if those costs are shared. Compare the annual cost with how often your household expects to use each facility.
Review the association’s financial health
Ask for the current budget, financial statements, reserve or maintenance-fund plan, insurance summary, known works, loans, liabilities, fee increases, proposed special levies, legal claims and recent meeting minutes. Consumer Affairs Victoria’s checklist specifically directs buyers to fees, debt, maintenance funds, insurance, proposed works, legal proceedings and meeting records. Terminology and disclosure rights vary by jurisdiction, so obtain the equivalent records for your building.
Read the rules for shared living
Obtain the declaration or equivalent governing document, bylaws or rules, management agreement and any schedule describing common property or exclusive-use areas. Check restrictions on:

- Pets, assistance animals and visitor access.
- Noise, flooring, parties, smoking and use of balconies.
- Renovations, drilling, air-conditioning units, window coverings and move-in hours.
- Short-term or long-term renting, subletting and owner-occupancy requirements.
- Parking allocation, electric-vehicle charging, bicycles, storage and commercial vehicles.
- Use of pools, gyms, gardens, lifts, terraces and other shared spaces.
Ask who manages the building, how owners vote, how complaints are escalated and which repairs are the owner’s responsibility versus the association’s. BCA notes that owners share responsibility for common spaces and that contributions support maintenance and future major repairs. A low initial fee is not necessarily a low long-term cost if the reserve plan is inadequate.
Inspect the finished apartment before completion
At a viewing or pre-closing walkthrough, carry the approved plan, written specification and inclusion schedule. Check the actual unit rather than relying on the model apartment.
Use a room-by-room inspection
- Structure and finishes: Look for cracks, uneven surfaces, damaged joinery, incomplete paintwork, stains or signs of leaks on ceilings and walls.
- Windows and doors: Open, close and lock each one. Check seals, handles, alignment, ventilation settings and balcony-door thresholds.
- Plumbing: Run every tap, observe water pressure and drainage, flush toilets and look beneath sinks for leaks.
- Heating, cooling and ventilation: Operate the systems where utilities are live. Check controls, airflow, noise and visible condensate or duct issues.
- Electrical equipment: Test accessible switches, lights, sockets, intercoms, smoke alarms and included appliances.
- Cabinetry and storage: Open every door and drawer, inspect hinges and finishes, and compare storage dimensions with the plan.
- External and shared areas: Confirm the balcony, parking space, storage cage, lift access and promised facilities correspond to the documents.
Write down every defect, take dated photographs and identify the person responsible, the proposed remedy and the target date. The New York State Office of the Attorney General describes this written walkthrough defect list as a “punch list.” Its guidance is New York-specific, but preserving a signed record is a useful practice wherever your contract permits it. Keep copies of all repair promises and recheck the work before accepting completion.
Consumer Affairs Victoria recommends considering an independent building inspection. Use a qualified inspector when you cannot assess construction, moisture, services or common elements yourself. An inspection does not replace legal advice or the contractual process for reporting defects.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsUnderstand contracts, disclosures, occupancy and warranties
Identify the documents before signing
Ask for the complete contract, disclosure package, plans, specifications, proposed association budget and rules, management agreements, completion or occupancy provisions, deposit terms and warranty information. Confirm which document controls if a brochure, plan and specification conflict. Have an independent local property lawyer explain cancellation rights, delay clauses, variation powers, taxes, financing conditions and default consequences.

Check completion and occupancy mechanics
Find the scheduled completion date, outside date, permitted extensions, notice requirements, interim-occupancy arrangements and your rights if the project is delayed or materially changed. Do not assume that receiving keys, moving in or paying an interim charge means legal title has transferred.
Ontario illustrates why local verification matters. The Condominium Authority of Ontario’s pre-construction guidance identifies six key documents, describes a 10-day cooling-off period that starts after the buyer receives specified documents, and explains firm and outside occupancy dates and interim-occupancy fees. Those rules apply to the stated Ontario context, not to every new development. Confirm the current requirements with Ontario’s official guidance or a qualified Ontario lawyer if you are buying there.
Check deposit protection and warranty scope
Ask where deposits are held, what protection applies if the developer fails, when funds can be released and what documentation is required to claim. Read the warranty item by item: covered defects, exclusions, claim administrator, notice method, inspection procedure, deadlines and separate treatment of common elements.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →New York’s Attorney General summarizes statutory warranty periods for some newly constructed homes of five stories or fewer as one year for many defects, two years for mechanical systems and six years for structural defects under the Housing Merchant Limited Warranty Law. These are New York-specific terms with legal qualifications; verify current law and whether the building and contract qualify. A warranty never removes the need to inspect and report defects promptly.
Compare developments with a weighted checklist
When two or more projects remain viable, use the same evidence for each rather than allowing the best showroom to decide. Weight criteria according to your household and intended ownership period.
| Decision area | Evidence to collect | Questions to answer |
|---|---|---|
| Location | Timed journeys, transport routes, nearby services and site observations | Will ordinary trips remain practical at peak times and after dark? |
| Apartment quality | Plans, dimensions, orientation, daylight, storage and inspection notes | Does the usable space, privacy and noise level fit daily life? |
| Inclusions | Signed specification, contract, disclosure documents and schedules | Are appliances, finishes, parking and facilities explicitly promised? |
| Ownership cost | Price, taxes, budgets, insurance, parking charges and reserve plans | Can you afford recurring fees and plausible future levies? |
| Developer record | Completed-project visits, defect records and resident feedback | How does the developer handle quality and post-handover problems? |
| Management and rules | Bylaws, budgets, minutes, management agreement and maintenance plan | Do the rules and governance suit your intended use? |
| Legal certainty | Completion dates, delay clauses, cancellation, deposit and warranty terms | What happens if delivery, specifications or financing change? |
| Remedies | Inspection report, dated photos, punch list and written commitments | Are defects assigned to a responsible party with a clear remedy? |
A practical decision sequence
- Shortlist locations: Test journeys, surroundings, access and likely noise before becoming attached to a unit.
- Request the full document set: Do this before paying a non-refundable reservation fee whenever possible.
- Inspect the unit and development: Compare the actual apartment, shared areas and parking with the plans and specification.
- Model ownership costs: Include fees, insurance, parking, taxes, utilities, maintenance and potential levies.
- Investigate the developer: Visit completed buildings and seek evidence of defect resolution.
- Obtain independent advice: Use a local property lawyer and, where appropriate, an independent building inspector.
- Negotiate documented remedies: Put important inclusions, changes, repair dates and completion conditions in the contract or a signed schedule.
- Recheck before closing: Complete the walkthrough, update the defect list and retain every record.
Warning signs that justify slowing down
- A salesperson will not provide the complete contract, disclosure package, plans or specifications.
- Important features appear only in renderings, brochures or verbal assurances.
- The floor plan, parking arrangement or stated area changes without a clear contractual explanation.
- Initial association fees are unusually low but no reserve plan, budget assumptions or developer subsidy is disclosed.
- The developer cannot explain prior defects, delayed projects or unresolved owner complaints.
- You are pressured to waive review time, skip an inspection or sign before receiving required documents.
- Completion dates, delay rights, deposit handling or warranty deadlines are vague.
- Defects are acknowledged verbally but no dated written remedy is provided.
A new development is worth choosing when its documented promises, physical performance, governance and total cost withstand independent checking. If a material answer remains unclear, pause the purchase until the contract and local professional advice resolve it.
