What to Look for When Choosing a Newly Built Apartment

The right newly built apartment is more than a well-finished room with a persuasive show-home price. Before you commit, verify how the apartment works for your daily life, what the lease makes you pay and do, how defects will be handled, and whether the building has unresolved safety or maintenance costs. Visit at different times, read the lease and warranty documents, calculate the full cost of ownership, and have an independent conveyancer check the contract—especially when buying off-plan.

The legal examples below are UK-focused. Leasehold, building-safety and consumer rules differ across the UK and internationally, so ask a conveyancer qualified in the property’s jurisdiction to confirm how they apply to you.

Start with the six checks that can change your decision

  1. Visit more than once. See the apartment and its surroundings at different times and, if possible, on different days. Traffic, deliveries, nightlife, construction noise and parking pressure can change substantially.
  2. Read the lease before committing. Confirm the term, service-charge mechanism, ground rent, planned major works, restrictions, permission fees, insurance and management arrangements.
  3. Price the whole ownership package. Add service charges, household bills, Council Tax, insurance obligations, commuting and likely maintenance to the purchase price.
  4. Understand defects and warranty cover. Establish how snagging is recorded, who must fix it, the response timetable and what the warranty excludes.
  5. Check energy and building information. Read the Energy Performance Certificate (EPC), ask about heating and hot water, and investigate planned safety remediation or major repairs.
  6. Protect an off-plan purchase. Before paying a reservation fee or exchanging contracts, have an independent conveyancer review the reservation terms, specification, completion provisions and any long-stop date.

Assess whether the apartment fits real life

Test the floor plan against your routines

Do not rely on an attractive computer visualisation or a furnished show apartment. Take a scaled floor plan and mark the furniture, appliances and storage you actually use. Check usable dimensions rather than the headline floor area: door swings, radiators, kitchen islands and structural columns can reduce the space available for a bed, sofa or dining table.

  • Trace circulation from the entrance to each room without creating bottlenecks.
  • Check where coats, shoes, cleaning equipment, bikes, prams and suitcases will be stored.
  • Look for natural light in the rooms at the times you normally use them.
  • Ask how windows ventilate, whether trickle vents are fitted and where mechanical ventilation controls are located.
  • Consider privacy: sightlines from neighbouring windows, balconies, corridors and shared entrances can matter as much as the view.
  • Confirm the balcony or terrace’s usable depth, drainage, access and any restrictions on furniture or glazing.

Measure lift and door widths if you have large furniture, mobility equipment or plans to move items in later. Ask for the apartment’s orientation and the position of plant rooms, refuse stores, lifts and communal doors; these can affect heat, vibration, smell and noise.

Visit at different times

Visit during a weekday morning, an evening and a weekend if possible. Listen with windows open and closed. Note traffic queues, buses, rail or aircraft noise, nearby venues, delivery activity, school-run congestion and the way residents use communal spaces. A quiet sales-office appointment cannot show how the building behaves at 7:30 a.m. or 11 p.m.

Inspect the shared parts of the building

Walk from the site boundary to the apartment as a resident would. Check the entrance, access-control system, corridors, stairwells, bin and recycling area, cycle storage, parking, landscaping and parcel arrangements. Ask to see the plant rooms or maintenance areas where appropriate.

  • Does the entry system work consistently, and who answers calls?
  • Are lifts available, appropriately sized and backed by a maintenance arrangement?
  • Where are general waste, recycling and bulky items stored, and how often are they collected?
  • Is heating or hot water centrally controlled, and what happens during a plant failure?
  • Which advertised amenities are actually open, and are their operating costs included in the service charge?

Clean, well-managed common areas are not proof of future performance, but neglected spaces at handover are a prompt to ask who will manage them, under what contract and at what cost.

Read the lease, title and management arrangements

Confirm the lease term and parties

Request the full lease and title information before exchange, not just a brochure summary. Check the lease’s start date and the remaining term, identify the freeholder and managing agent, and find out whether a residents’ management company or right-to-manage structure is involved. Ask who insures the building and how claims are administered.

A lease is a continuing contract. It can control how you use the apartment and require payments long after completion, so obtain independent legal advice rather than relying on the developer’s explanation of standard clauses.

Interrogate service charges and reserve funds

Ask for the current budget, a line-by-line breakdown and the method and timing of increases. The following questions should be answered in writing:

Check restrictions before they affect your plans

Look for consent requirements or prohibitions covering pets, subletting, alterations, flooring, satellite dishes, business use, smoking, parking and storage. A permission clause may carry a fee and an administration timetable. If you expect to rent the apartment, install air-conditioning, replace flooring or keep a large dog, ask the conveyancer to identify the exact clause and practical approval process.

Understand ground rent by lease date

For UK leases granted on or after 30 June 2022, government guidance says ground rent is usually limited to a peppercorn. That rule should not be applied automatically to every resale: a buyer of an existing lease may still owe ground rent if the lease provides for it. Confirm the date the lease was granted and the exact rent, review dates and enforcement provisions in your own documents.

Calculate the full cost of ownership

Compare apartments using annual and one-off costs, not asking prices alone. The figures below are categories to obtain for each property; the actual amounts depend on the lease, location, household and tariffs.

Cost category What to obtain Why it matters
Purchase and transaction costs Price, reservation payment, deposit, conveyancing, mortgage and moving costs A low headline price can be offset by higher financing or transaction costs.
Service charge Current budget, inclusions, increase mechanism, reserve fund and major-works history Shared facilities and building systems create recurring obligations.
Ground rent Amount, review formula and lease grant date Existing leases can contain rent even where newer leases usually use a peppercorn.
Household bills Electricity, gas or heat network, water, broadband and waste charges Heating arrangements and tariffs can differ between buildings.
Local taxes Council Tax band and any local charges This is payable separately from the leasehold service charge.
Travel and parking Parking purchase or rent, permits, public transport and commuting costs A cheaper apartment can cost more to use every day.
Future works Planned repairs, remediation proposals and your potential contribution Large one-off bills may arise even in a recently completed building.

Ask for expected heating and hot-water costs, but treat any illustration as an estimate. Actual energy use depends on occupancy, thermostat settings, weather, tariffs and how the system is operated.

Check construction quality, snagging and the warranty

Arrange an appropriate inspection

New does not mean defect-free. Government buying guidance describes incomplete or defective items as snagging and suggests considering a qualified surveyor. Ask what access is available before completion and whether an inspection can be carried out when the apartment is empty and services are operational.

Record every snag clearly

  1. Photograph the issue and record the room, wall, window or fitting precisely.
  2. Describe the defect in observable terms—for example, a window that does not latch or a bathroom extract fan that does not operate—rather than assuming its cause.
  3. Mark the location on a floor plan or snagging schedule.
  4. Send the list through the developer’s stated reporting channel and keep dated copies.
  5. Ask who will attend, the proposed remedy and the target date; obtain confirmation when an item is closed.

Check finishes, seals, doors, windows, sockets, plumbing, heating controls, ventilation, alarms, appliances, drainage, balcony surfaces and communal areas. Test systems safely and do not interfere with electrical, gas or fire equipment.

Read the warranty before exchange

Request the warranty documents and certificate details before you commit where possible. Confirm:

  • the provider and the date cover starts;
  • what structural, systems and workmanship issues are covered;
  • exclusions, maintenance duties and claim limits;
  • how to notify a defect and the evidence required;
  • the complaint and escalation route if the developer does not respond.

Warranty providers do not all offer identical cover, and the policy—not a sales statement—controls the remedy and deadlines. Keep the warranty, inspection report, photographs and correspondence with your property records.

Evaluate energy performance and building safety

Use the EPC as a starting point

Obtain the apartment’s Energy Performance Certificate and read both the efficiency rating and the recommended improvements. Ask which heating and hot-water system serves the apartment, how controls work, whether heat is billed individually or through a communal system, and what standing or connection charges apply.

An EPC indicates expected efficiency and possible improvements; it does not promise a particular bill. Occupancy, tariffs, weather and behaviour determine actual consumption.

Investigate remediation and planned works

Ask the seller, managing agent and conveyancer for records of fire-safety work, cladding assessments, structural investigations and other significant repairs. UK lease guidance specifically recommends asking about historical remediation in buildings over 11 metres or with at least five storeys. Whether protections apply depends on the building, the leaseholder and other legal conditions, so have your conveyancer check eligibility and the documents rather than assuming a protection applies.

Buying off-plan: protect yourself before paying or exchanging

Reservation terms

Before paying a reservation fee, confirm exactly what is reserved, how long the reservation lasts, whether the payment is refundable and in which circumstances it can be retained. Obtain the specification, plan, parking or storage allocation and list of included fixtures and finishes. Ask what happens if the layout, materials, energy systems or communal facilities change.

Contract and completion date

Have an independent conveyancer review the contract, not only the reservation form. Check the anticipated completion window, notice procedure, consequences of delay, mortgage timing and what happens if the apartment is materially different from the agreed specification.

A long-stop date can be included in an off-plan contract, allowing withdrawal if completion has not occurred by the agreed deadline. The signed contract determines your rights, so ensure the date, termination process and return of money are drafted clearly for your circumstances.

Handover

At handover, obtain keys, manuals, warranties, meter information, alarm instructions, the final EPC and contact details for defects. Confirm that promised communal facilities, parking, storage and access systems are usable or that the contract records the outstanding work and remedy timetable.

Total cost Price, deposit, service charge, ground rent, bills, tax, parking and planned works Can the household afford ordinary and exceptional costs?
Lease and restrictions Term, rent clauses, permissions, subletting and alteration rules Does the lease support your intended use and future sale?

Use “not confirmed” rather than an assumption when an agent cannot supply a document. Make the offer or reservation conditional on satisfactory legal and technical checks where your adviser says that is practical.

Questions to put in writing

  • What is the apartment’s exact tenure, lease grant date and remaining term?
  • Who owns the freehold and who manages the building today?
  • What did the latest service charge include, and what increases or major works are expected?
  • Is there a reserve fund, and are any remediation or safety costs outstanding?
  • Which permissions and fees apply to pets, letting, alterations, flooring and parking?
  • What heating, hot-water and ventilation systems are installed, and how are they billed?
  • Which warranty covers the apartment, when does it start and how are claims escalated?
  • What is included in the specification, and what can be changed before completion?
  • What are the reservation refund rules and the contract’s long-stop date?
  • When and how will unresolved snagging be fixed?

Common warning signs and practical responses

Only one viewing is encouraged

Response: Request access at another time and inspect the surrounding roads, shared spaces and noise conditions yourself. If access is refused, treat the missing information as a risk rather than filling it with assumptions.

The service charge is quoted as a single attractive number

Response: Demand the budget, inclusions, reserve-fund position, increase mechanism and planned-works information. Ask your conveyancer to reconcile the estimate with the lease.

Free tools Windows power users keep installed

Snagging is described as “covered” without a process

Response: Obtain the warranty and developer reporting route, then submit a dated, evidenced schedule with response dates.

Completion is open-ended on an off-plan purchase

Response: Ask your conveyancer to identify the contractual completion mechanism and negotiate a clear long-stop date where appropriate before exchange.

Building-safety answers are verbal

Response: Ask for written reports, certificates, consultation notices and cost allocations. Let the conveyancer assess whether statutory protections or funding arrangements apply.

A sensible decision sequence

  1. Visit the apartment and its surroundings at several times.
  2. Collect the floor plan, specification, EPC, lease, service-charge budget, warranty and building-management information.
  3. Build a five-year affordability worksheet containing recurring charges and plausible one-off works.
  4. Arrange an independent survey or snagging inspection suited to the apartment’s stage of completion.
  5. Instruct a local conveyancer to review title, lease, restrictions, remediation records and reservation or sale contract.
  6. Resolve unanswered questions in writing before paying a non-refundable fee or exchanging contracts.
  7. At handover, test systems, photograph condition, submit the snag list and retain every document.

The strongest choice is the apartment whose legal obligations, building condition, safety position and everyday use are understood—not simply the one with the most impressive show-home finish.
