There is no single coastal setback that applies to every plot in Ras Al Khaimah. The controlling limits are the current Municipality-approved planning requirements for the specific parcel: permitted use, building line, setbacks, coverage, height, floors, access and any special conditions. A waterfront owner should obtain those controls in writing before fixing a design, then confirm separately with the Environment Protection and Development Authority (EPDA) whether environmental approval, an environmental impact assessment (EIA) or additional conditions apply.
Ras Al Khaimah Municipality Resolution No. (7) of 2026, the Building Conditions and Specifications Regulations (Architectural Requirements), states: “Setbacks shall be applied in accordance with the planning requirements issued by the relevant authority.” The same regulation defines a building permit as authorization to carry out works on specified plots in accordance with approved drawings and conditions. In practice, coastal construction is a parcel-specific approval exercise, not a matter of measuring a standard distance from the water.

What approvals a coastal project needs
Two regulatory tracks must be considered together but should not be confused. The Municipality controls land-use planning and building work. EPDA controls environmental review where a project falls within its jurisdiction or where its use could cause pollution or other regulated impacts.

The Municipality’s live Building Permits catalogue lists separate services, including preliminary design approval, consultant assignment, drawing approval and a new building permit. For vacant land, the new-building service states that a permit is required before work begins. Planning-regulation confirmation is therefore not permission to start construction; the project still needs the appropriate design approvals and building permit.
Environmental route
Resolution No. (7) of 2026 requires EPDA approval for projects “that include uses causing direct or indirect environmental pollution of any kind.” Whether that wording applies to a particular coastal house, villa, resort, infrastructure project or mixed-use development depends on the proposed use, scale, impacts and EPDA’s determination.
Ask EPDA for a written decision on the exact plot and scope before committing to a construction programme. The question may be whether an EIA is required, whether another environmental permit applies, or whether conditions must be incorporated into the design and construction method.
Is there a fixed coastal setback in Ras Al Khaimah?
The current English text of the Municipality’s 2026 architectural regulation does not state one universal shoreline or beach setback. It also contains no matching coastal or beach provision in the sections reviewed. That absence does not prove that no other site-specific clearance, authority condition or shoreline rule exists.

For an unnamed parcel, the only reliable answer comes from the latest Municipality-approved site or affection plan and the development regulations issued for that plot. Those documents may establish the building line, front, side and rear setbacks, maximum coverage, height, floor count, projections, access and infrastructure requirements. A consultant should ask whether the parcel is affected by shoreline works, reclamation, habitat, drainage, marine impacts, protected areas, public access or a special land-use designation.
Do not scale a design from a setback quoted for another project or emirate. Obtain written, plot-specific confirmation from the Municipality and retain the approved plan in the project record.
Step-by-step approval process
- Collect the land records. Assemble the current title or other valid land document, site or affection plan, plot coordinates, ownership details and the intended use. Check that the plan is the latest version available for the parcel.
- Appoint a qualified local engineering consultant. The regulation defines an engineering office or consultant as responsible for preparing drawings, designs and other engineering work. Confirm that the firm is licensed for the work and that its written scope covers planning enquiries, design submissions, permit drawings and authority coordination.
- Request the plot’s development controls. Through RAK Digital or a Customer Happiness Centre, apply for the planning-regulations and building-codes service. Ask specifically for the approved land use, building line, setbacks, coverage, height, floor limits, access rules, parking or infrastructure conditions and any coastal or project-specific notes.
- Confirm whether the planning information must be renewed. The Municipality service page says planning regulations must be renewed within one year of issuance or expiry. Record the issue and expiry dates and refresh the information if the design or submission is delayed.
- Prepare the preliminary design. Have the consultant place the building envelope, access, levels, drainage strategy and any waterfront works on the current plan. Keep the design within the stated controls; do not assume a later permit review will waive an unapproved encroachment.
- Submit the Municipality approvals in sequence. Use the live Building Permits catalogue to select the applicable preliminary design approval, consultant assignment, drawing approval and new building permit services. Follow the service-specific document list and conditions shown at the time of submission.
- Screen the project with EPDA early. Give EPDA the plot, land use, site plan, drawings, construction scope and a description of possible shoreline, drainage, marine or habitat impacts. Request written confirmation of whether an EIA, environmental permit or additional conditions are required.
- Start only after the required approvals are issued. The Municipality’s new-building service requires a permit before work starts on vacant land. Include all authority conditions in the construction documents, contracts and site procedures.
Documents and submissions to prepare
The exact checklist changes by service and project, but these are the items identified by the published services and the 2026 regulation.
| Approval or enquiry | Published or normally requested material | What it establishes |
|---|---|---|
| Municipality planning regulations and building codes (ZT29) | Valid land document or site plan; official request letter with contact details; plans and drawings | Plot-specific development controls and building regulations |
| Municipality building-permit sequence | Service-specific submissions for preliminary design, consultant assignment, drawing approval and the new building permit; use the live catalogue for the current list | Authorization for the approved works, drawings and conditions |
| EPDA EIA study evaluation | Entity letter requesting the project study; execution contract for the EIA study; two printed copies and one electronic copy of the study | EPDA’s review of the submitted environmental study |
| EPDA applicability enquiry | Plot details, proposed use, site and design information, construction scope and impact description; confirm the current intake list with EPDA | Written direction on whether EIA or another environmental approval applies |
Keep the approved site plan, planning regulations, stamped drawings, permit conditions and EPDA correspondence together. If the design changes materially, ask whether a revised approval or environmental review is needed before building from the new drawings.

Environmental review: when and how to check
Uses that may require EPDA approval
The Municipality regulation uses an impact-based test: projects with uses causing direct or indirect environmental pollution require EPDA approval and must follow the authority’s environmental conditions. The regulation does not provide a universal list of every coastal use that qualifies. A large development, industrial or utility use, wastewater-generating operation, shoreline alteration or project with potential marine or habitat effects warrants early screening rather than waiting for the building-permit stage.
EIA submission and fees
EPDA’s environmental-impact-study evaluation service lists an assessment fee of AED 1,000 for consulting firms licensed in Ras Al Khaimah and AED 2,500 for firms licensed outside Ras Al Khaimah. These are EPDA study or report assessment fees stated on that service page, not the consultant’s full fee, construction cost or total environmental-permit cost. Confirm the current amounts and payment instructions before submission.
The published EPDA material does not establish a complete end-to-end approval timeline. Its FAQ directs applicants to the environmental services available through the RAK government portal for current application requirements. Build schedule float for requests for more information, revisions and any linked Municipality approvals.
Construction environmental management plan
A Construction Environmental Management Plan (CEMP) is not stated as a universal requirement for every coastal building. The Rafah Sustainable Community Guidelines say that, within that particular sustainable-community framework, the EIA is approved by EPDA and a CEMP is prepared if EPDA requires one. Treat that as a project-framework condition, not a rule that automatically applies to every coastal house or plot in the emirate.

Design issues that matter on waterfront plots
Rainwater and site drainage
The Municipality regulation requires rainwater to be managed within the plot rather than discharged beyond it. The civil and landscape design should therefore show collection, attenuation, infiltration or approved discharge arrangements that work with the site levels and neighboring properties. Ask the consultant to demonstrate how intense rainfall, high groundwater or a rising tide affects the system.
Below-grade moisture and leakage protection
The regulation contains requirements for protection against below-grade moisture and water leakage under approved technical specifications. A basement, retaining wall, lift pit or other below-grade element should have a documented waterproofing and drainage design reviewed by the consultant and coordinated with structural details. The regulation does not require every coastal project to include a basement, and it does not prescribe a particular commercial product; the approved technical specification controls.
Waterfront and marine work
Reclamation, seawalls, outfalls, dredging, beach alteration, marine structures and works that affect public access or habitat may involve authorities or approvals beyond an ordinary building permit. The reviewed sources do not establish a universal clearance list. Ask Municipality and EPDA, in writing, whether the proposed work triggers additional reviews before placing it on the drawings or tender package.

How the Rafah coastline guideline fits
The Rafah Sustainable Community Guidelines state: “Every new community located in coastline areas additionally obtains a pre-approval from EPDA at the project start.” They also state that the EIA is approved by EPDA and that a CEMP is prepared if EPDA requires it. These statements apply to the guideline’s defined new-community framework. They should not be presented as a universal permit rule for every coastal villa, individual plot or unrelated development in Ras Al Khaimah.
Common mistakes and how to avoid them
- Using a generic beach setback: Replace it with the latest approved plot plan and written development controls.
- Treating planning approval as a building permit: Complete the applicable preliminary, drawing and new-building permit services before work starts.
- Leaving EPDA until construction: Seek an applicability decision at concept stage, especially for shoreline alteration, significant scale or pollution-generating uses.
- Relying on an expired plan: Track the one-year renewal requirement for the planning-regulations service.
- Assuming the published service time covers everything: Programme separately for Municipality permits, EPDA review, revisions and conditions.
- Designing drainage or waterproofing as an afterthought: Show on-plot rainwater management and below-grade leakage protection in the coordinated technical design.
- Assuming the Rafah rule applies everywhere: Preserve its new-coastline-community qualifier and obtain parcel-specific written direction.
Who should coordinate the applications
A RAK-licensed engineering consultant should lead the plot-planning and permit drawings, coordinate the architectural, structural, civil and waterproofing information, and maintain the authority comment log. Where EPDA requests an EIA, use an environmental consultant able to prepare the study in the required format and coordinate responses. The owner should verify each firm’s current licence, scope and responsibility directly with the Municipality or EPDA rather than relying on an informal recommendation.
Before signing a construction contract, require the consultant to provide the current approved plot plan, development regulations, stamped drawings, building-permit status, EPDA determination and a schedule showing every outstanding condition. If any authority gives a verbal answer, request written confirmation tied to the plot number, land use and drawing revision.
