A road-project contingency budget should be built after estimating the complete project, not used as a substitute for missing scope. Start with design, right-of-way, environmental work, utilities, traffic management, construction, administration and future-year costs. Then assign traceable allowances to the uncertainties that remain, such as differing site conditions, utility conflicts, price volatility, schedule exposure and construction changes.
Each allowance should have a named risk, an owner, an approval route, a drawdown record and a forecast of what remains. Reassess it as design advances and site information improves.

What a road construction contingency budget is for
Contingency is money reserved for uncertainty that cannot yet be priced reliably. It is not a convenient line for omitted work, optimistic estimating or unexplained padding. The Federal Highway Administration (FHWA) describes a project estimate as the total project purchase price, including expended and future costs. Its major-project guidance says contingency should be defined and quantified as specific risk elements throughout development.
That distinction matters because a known retaining wall, utility relocation or environmental permit requirement belongs in the applicable base-cost category once it can be estimated. Leaving known scope in a general contingency makes the estimate difficult to audit and can hide an actual funding shortfall. Contingency should shrink or move into defined cost items as uncertainty resolves.

The guidance discussed here is U.S.-oriented and principally written for FHWA major projects, although FHWA says the estimating principles can also be applied to other projects. State and local transportation departments may impose different accounting, funding and approval rules.
Build the complete road-project estimate first
Before choosing a percentage, assemble the costs required to deliver, operate and administer the project. FHWA’s cost-estimating framework includes the following elements:
- Environmental review, permitting, mitigation and other project-development work.
- Preliminary and final design, surveys, geotechnical investigation and design support.
- Right-of-way acquisition, easements, relocations and property-related services.
- Public outreach, stakeholder coordination and required communications.
- Construction quantities and specifications, including labor, materials, equipment, mobilization, bonds, insurance and contractor profit.
- Construction engineering, inspection, contract administration and project management.
- Transportation Management Plan (TMP) implementation, including traffic-control devices, staging, detours, incident response and other work-zone strategies.
- Utility adjustments, railroad or transit relocations and other third-party work.
- Financing, escalation and other costs that arise between the estimate base date and the planned expenditure.
- Reserves for unknowns, kept separate from costs that are already reasonably definable.
Check the estimate for both money already spent and money still required. A project total that reports only future construction invoices can understate the purchase price and distort the contingency percentage.
Construction-cost details that affect risk
Document the delivery method, procurement packaging, surety requirements, local bidding climate and contractor capacity. Specialized designs, new technology, context-sensitive solutions and unusual construction administration can increase uncertainty. Consider volatility in asphalt, fuel, cement, steel and other major inputs. If a price-adjustment clause transfers market risk back to the agency, include a reserve for the agency’s potential increased payment rather than assuming the contractor absorbs it.
Contingency categories to consider
Agencies do not all create separate accounting accounts for every category. The categories below are a practical planning structure; use the project sponsor’s chart of accounts and funding rules.
| Allowance | What it covers | How it should change |
|---|---|---|
| Design-development contingency | Uncertainty in design that remains incomplete, including quantity growth or details not yet resolved. | It should reflect design maturity and reach zero in the estimate when final design is complete. FHWA gives an illustrative value of around 30% near the beginning of final design, approaching zero as design nears 100% plans, specifications and estimate (PS&E); this is not a universal rate. |
| Construction contingency | Cost growth during construction, including additional work identified after design and award. | Base it on actual site conditions, project complexity and genuinely comparable change-order experience. Track it by contract where practical. |
| Risk-specific allowances | Named exposures such as utilities, differing site conditions, hazardous materials, contaminated soil, underground obstructions, environmental impacts, third-party requirements, railroad or transit adjustments, multi-agency interfaces and price volatility. | Quantify each material risk instead of applying an unexplained blanket uplift. Transfer amounts into defined work when the risk becomes a known cost. |
| Management reserve | Broader uncertainty on a high-risk project or one sensitive to changing political or management conditions. | Keep it under controlled management authority, record every transfer and do not use it to conceal ordinary estimating errors. |
| Work-zone contingency | Unexpected traffic demand, crashes, severe weather, emergency access needs or failure of a planned traffic-management measure. | Pair the allowance with TMP trigger points, decision authority, communications and standby resources. |
| Schedule and escalation exposure | Cost effects of delayed procurement, extended overhead, seasonal constraints, future-year pricing and market movements. | State the schedule and escalation assumptions in the financial plan and revise them when the delivery date or risk profile changes. |
How much contingency should a road project carry?
There is no defensible single percentage for every road job. FHWA major-project estimating guidance says construction contingency is “normally around 5% to 10%.” It also notes that projects with high potential for scope creep and construction changes have used factors approaching 15%. Those figures are guidance examples for a particular class of projects, not mandatory rates.
A separate FHWA contingency-management page describes one historical project that used a 10% change-order and claims contingency. The page also records that the state highway agency’s experience was that change orders were below that level. That project-specific example is not evidence that every road project needs 10%.

Select an allowance from the project’s risk register, estimate maturity, site knowledge, complexity, location, schedule, comparable bid and change-order history, and agency policy. Where the method supports it, document each risk’s probability and cost impact. Present early estimates as a range or with a confidence level when precision is not justified. Reassess the allowance as information improves and check for double-counting: a risk priced in a utility allowance should not also be hidden in a broad construction percentage.
Build a risk register around the actual project
A useful register links every reserve dollar to a condition that could affect cost or time. Begin with the scope, design stage, site investigation, utility records, environmental review, delivery method, phasing and construction-period traffic plan.
Record the risk and its consequence
Describe the event in plain language, its likely cause, the affected work package, the possible cost and schedule consequence, and the evidence supporting the estimate. Typical road risks include unverified utility locations, unsuitable or contaminated soil, rock or other underground obstructions, drainage surprises, environmental restrictions, third-party approvals, railroad interfaces, contractor availability and volatile material prices.
Assign ownership and treatment
Name a risk owner who can investigate or mitigate the exposure. Record preventive actions, such as additional borings, potholing, utility coordination, early permit discussions, alternate material sources or revised staging. Estimate the residual exposure after those actions, not the unmitigated worst case alone.

Review the register at design submissions, right-of-way certification, bid advertisement, award, major construction milestones and any material change. Close risks that no longer exist, transfer resolved amounts into base costs, and create new entries when field information reveals a different exposure.
Include work-zone traffic management in the budget
Traffic management is a project cost, not an overhead item to be discovered after award. FHWA work-zone guidance recommends including the implementation cost of relevant TMP strategies in the overall project cost and itemizing those costs where feasible. Identify who pays, which agency or contractor performs each task, opportunities for coordination and the funding source.
Budget the selected strategy’s ordinary implementation: temporary barriers, signs, signals, lighting, pavement markings, portable message boards, flagging, detours, police or other approved traffic-control support, public information and maintenance of access. The exact items depend on the approved plan and local requirements.

A TMP contingency plan should address unexpected traffic demand, crashes and inclement weather. Define trigger points, who can authorize a response, how agencies and the public will be notified, how resources will be coordinated and what standby equipment or personnel are available. Keep the contingency tied to those scenarios rather than adding an arbitrary percentage to traffic-control line items.

Connect schedule risk, escalation and contingency
A late project can consume contingency through extended supervision, traffic-control rental, escalation, remobilization and lost seasonal work windows even when quantities do not change. Quantify schedule risks and state the assumptions behind the schedule allowance.
If construction or procurement spans future years, express the estimate in year-of-expenditure dollars using explicit escalation assumptions. Identify the base date, expected bid and expenditure dates, escalation indices or other approved basis, and any contract price-adjustment provisions. Recalculate when the letting date, phasing, funding availability or market conditions change. Do not mix an escalation allowance with a risk allowance without documenting which exposure each one covers.
Manage contingency through design and construction
At each design milestone
- Update quantities, unit prices, schedule and estimate assumptions.
- Move newly defined work out of design contingency and into the appropriate estimate category.
- Close or revalue risks supported by new surveys, borings, utility information, permits or stakeholder decisions.
- Recalculate the remaining reserve and explain material changes from the previous estimate.
- Obtain the multidisciplinary review required by the sponsor at that milestone.
During bidding and award
Compare bids with the estimate and investigate unusual spreads or exclusions. Confirm whether bid documents, addenda, price-adjustment clauses and provisional items shift any risk between the agency and contractor. Update the risk register for the awarded price, selected means and methods where known, and the contractor’s schedule.
During construction
Maintain a contingency and risk log for each contract and, where applicable, a project-wide management reserve. For every drawdown, record the linked risk or change, approval authority, approved amount, date, contract or work package, forecast remaining and reason. Record transfers between contracts or reserve categories rather than netting them invisibly. Forecast the likely final exposure, not merely the cash spent to date.
At closeout
Reconcile commitments, pending claims, approved changes and remaining risks. Return unused funds or reprogram them only under the sponsor’s rules. Preserve the register and drawdown history so the project’s actual outcomes can improve future estimates.

Using a flat percentage before understanding the scope
Problem: A percentage is applied to an incomplete estimate, so the reserve hides missing right-of-way, utility, environmental or traffic-management costs.

What a defensible budget tells decision-makers
A credible road-project contingency budget lets a reviewer answer five questions without guessing: What is the complete project cost? Which uncertainties remain? How was each allowance quantified? Who can release it? What has been spent, committed and forecast?
FHWA’s central principle is disciplined reassessment. Its guidance states: “There should be a disciplined and comprehensive method of assessing and reassessing project risk and uncertainty.” Apply that principle to design, construction, work-zone operations, schedule and market exposure. A reserve that is smaller because risks were retired is good estimating; a reserve that is smaller because unrecorded changes consumed it is a control failure.
Before adopting any percentage or reserve structure, confirm the current requirements of the sponsoring department of transportation, funding program, procurement documents, accounting system and project agreements. The FHWA material reviewed for this guidance is U.S.-focused, and the work-zone procedures draw on older cited Caltrans materials, so current agency requirements should control the final budget.
