The pattern depends on the project, its approvals, the work phase and local rules. Start by checking the site notice, identifying the builder or project manager, asking when the most disruptive work is planned, and confirming which local authority handles complaints. Do not assume that one set of working hours, advance notice or a fixed completion date applies everywhere.
What construction near your home can involve
Construction impacts are not constant. A site can be relatively quiet during one task and much louder during another, with vibration or dust appearing only at particular times. The Environment Protection Authority Victoria (EPA Victoria) states that “Construction noise and vibration can be short-term, long-term or intermittent.” That description is useful because it avoids treating every project as a continuous disturbance.

- Noise: Levels can change with the equipment, materials and work being carried out. You may hear activity only during a short operation, or experience repeated noise over a longer period.
- Vibration: Some construction activities transmit vibration through the ground or nearby structures. Its presence and intensity depend on the task and site conditions.
- Dust: Construction and demolition can generate airborne dust, particularly when materials or ground are disturbed. Wind and the type of work affect how far it travels.
- Vehicles and access: Deliveries, worker vehicles and temporary changes around the site can affect traffic, parking, footpaths or access to your property.
- Changing schedules: Work may be intermittent, move between phases or occasionally occur outside the routine period where an exception, permit condition or safety requirement applies.
These are general patterns, not a prediction for a particular address. The project’s approvals, permit conditions and local construction-noise rules determine what is allowed and what controls are required.
Why the disruption changes from one project to another
Before estimating how disruptive a site will be, identify the variables that govern it. Ask the builder or project manager to explain these points in plain language:

- Work type: Demolition, excavation, building, fit-out and road work can have different noise and vibration profiles.
- Work phase: Intense activity may be concentrated in a short stage, while lower-level activity continues for longer.
- Schedule: Confirm whether work is planned early in the morning, in the evening, on weekends or at night, and why.
- Duration: Ask how long the noisiest tasks are expected to last, not only the overall project period.
- Approvals and conditions: Permits, planning approvals, environmental requirements and council rules can set limits or require mitigation.
- Contact arrangements: Find out who can answer questions during working hours and how an urgent concern should be reported.
A project manager may be able to provide a sequence of activities and approximate durations. Treat those dates as planning information rather than a guaranteed finish date: weather, safety issues, approvals and site conditions can change the program.
What to do before work starts
Read the site information
Look for a project sign, noticeboard or permit information at the boundary. Note the developer, builder, principal contractor or project manager, together with any phone number or email address. The sign may also identify the approving authority or a reference number that helps the council locate the project.
Ask specific questions
General questions such as “How long will this take?” often produce an unhelpful overall estimate. Ask instead:
- Which tasks are expected to be the loudest or most likely to cause vibration?
- On which dates or parts of the day are those tasks expected?
- How long will each intensive task last, and will it be continuous or intermittent?
- Will deliveries, vehicle movements or temporary closures affect my street or access?
- What controls are planned for dust, noise and vibration?
- Who should I contact if the work is outside the stated schedule or causes a problem?
EPA Victoria’s noise-management case study describes giving nearby residents the times and duration of work plus a contact for noise concerns. That is an example of good practice, not evidence that every jurisdiction legally requires advance notice.
Keep a simple baseline
Before activity begins, note existing conditions around your home: normal background noise, access arrangements and any pre-existing cracks or damage you are concerned about. A dated note or photograph can help distinguish a new issue from an earlier one. Do not enter the site to investigate; use public areas and follow signs and barriers.

When can construction start?
There is no universal construction timetable. “Normal hours” are not a single legal schedule that applies to every project or country. The controlling rule may come from local law, a planning approval, a permit, a regulator or a council condition, and exceptions can apply.
Victoria example
EPA Victoria’s guidance, updated 24 February 2026, recommends normal hours for construction work in Victoria. It lists weekdays from 7 am to 6 pm and says Saturday periods differ by project type. These are Victoria-specific guidance figures, not universal law.
| Victoria guidance point | What it means for a resident |
|---|---|
| Weekdays: 7 am–6 pm | EPA Victoria identifies this as a recommended normal-hours period in its guidance. |
| Saturdays | Recommended periods differ by project type; check the current project conditions and guidance. |
| Exceptions | Some work may require flexibility, including quiet work or night roadworks needed to avoid major disruption or protect worker safety. |
| Local requirements | Councils may impose additional construction-noise requirements. |
Read the current EPA Victoria construction-noise guidance and ask the responsible council which conditions apply to the site. Work during a recommended normal period is not automatically acceptable: EPA Victoria says noise can still be unreasonable when it is excessive or continues too long in the circumstances.
England and other jurisdictions
In England, government guidance says a council can serve a notice specifying noise levels, plant or machinery, permitted hours and steps to reduce noise. The exact requirements are set for the particular situation rather than by one national timetable for every site. Elsewhere, check the local authority or project regulator before relying on times found online for another place.
How long will construction noise last?
Only the project team and its approval documents can give a site-specific estimate. Noise may be short-term, long-term or intermittent, and the loudest work may occupy only one stage of a longer project. Ask for two timeframes:

- High-impact periods: the dates, times and approximate duration of demolition, excavation, deliveries or other particularly disruptive tasks.
Request updates if the schedule changes. A responsible contact should be able to explain whether a change is caused by weather, safety, a permit condition or a revised work sequence. Do not assume that a published end date is a guarantee, or that a quiet week means the project has finished.
What to do about dust, vibration and access problems
Raise the issue with the site contact first
Give the builder or project manager a precise description: the date and time, the activity you observed, where it affected you, and what you are asking them to change. For example, ask whether a dusty operation can be scheduled away from a particular access period or whether you can receive notice before a high-impact task. Keep the tone factual and do not approach workers inside a restricted area.
Record recurring problems
A short log is more useful than a general statement that the site is “always noisy.” Record:
- date and start and finish times;
- type of impact (noise, vibration, dust, vehicle obstruction or access restriction);
- what work appeared to be occurring;
- how it affected your home or access; and
- the person or authority contacted and the response.
Photographs or recordings can document visible dust or blocked access from a safe public location. They do not by themselves establish a legal breach, so preserve the original files and note when and where they were made.
Protect your household without making unsupported assumptions
Follow posted safety directions, keep clear of barriers and use the site contact to ask about planned dusty or vibrating operations. Construction controls differ by project; do not assume that a particular household product will prevent construction noise, dust exposure or vibration.

Who handles a complaint about construction noise or dust?
Complaint routes are local and can depend on the project type. Start with the site contact, then use the authority that has jurisdiction over the site or the specific nuisance.
Victoria
EPA Victoria says residential-site construction-noise complaints should go to the local council. Councils may also have their own construction-noise requirements. Use the council’s published contact route and provide the site address, dates, times and any project or permit reference.
England
The UK government explains how councils deal with noise-nuisance complaints, including notices that can specify permitted hours, noise levels, machinery and mitigation steps: Noise nuisances: how councils deal with complaints. The Health and Safety Executive advises residents with nuisance dust or noise concerns to contact their local authority Environmental Health Department: Construction general: Public nuisance FAQs.
New South Wales
The NSW EPA’s construction-noise page describes its Interim Construction Noise Guideline as helping councils assess some local projects and guide licence conditions. The guideline itself is the 2009 Interim Construction Noise Guideline. The NSW EPA page says a draft replacement was prepared and consultation had closed, so check the current approval and conditions for your project rather than assuming the draft has replaced the interim guideline.

A practical escalation process
- Check the site information. Identify the builder, project manager, approval number and stated working periods.
- Ask for the schedule. Request the timing and duration of the most disruptive tasks and the planned controls.
- Report the specific incident. Send your dated log to the site contact and ask for a written response or a call.
- Check local rules. Contact the council or regulator to confirm the applicable hours, permit conditions and complaint route.
- Make a formal complaint when needed. Include the site address, dates, times, type of impact, evidence and previous contact attempts.
- Follow the authority’s process. Ask what information it needs, whether an officer will inspect or measure the issue, and how you will be told about the outcome.
Do not promise yourself a particular enforcement result. An authority may investigate, negotiate controls, issue a notice or decide that the activity complies with the applicable conditions; the outcome depends on the evidence and local powers.
How to compare different work phases
When a project team gives you a schedule, compare each phase using the same questions rather than judging the whole project by one noisy day.
| Question | What to find out |
|---|---|
| Work type | What activity is planned, and what noise or vibration profile is expected? |
| Schedule | Will it occur early, in the evening, on weekends or at night? |
| Duration | Is the intense activity intermittent or continuous, and how long will it last? |
| Controls and contact | What dust, noise or vibration controls are planned, and who receives concerns? |
| Authority | Which permit, approval, council rule or regulator governs that phase? |
This approach helps you distinguish a brief, intense operation from a lower-level activity that continues for weeks and gives the council clearer information if you need to complain.
Questions worth getting in writing
A concise email can prevent misunderstandings:
- What work is planned next, and on which dates?
- What are the expected start and finish times for the noisiest tasks?
- How long will each task last, and could the timing change?
- What controls are in place for dust, vibration, deliveries and access?
- Who is the on-site contact during the work?
- Which council or regulator should receive a formal complaint?
Keep the reply with your log. If the schedule changes, ask the contact to identify the new activity and expected duration rather than relying on a general assurance that the work will be “finished soon.”
What you should not assume
- Normal hours are not identical everywhere.
- Work during normal hours is not automatically reasonable if it is excessive or lasts too long in the circumstances.
- Every project will provide advance notice or a fixed completion date.
- The same agency handles noise, dust, vibration and access in every jurisdiction.
- A draft guideline has replaced a current rule simply because it appears online.
- A single noisy or dusty incident proves a legal violation without checking the relevant conditions.
The most reliable plan is to identify the site contact, obtain the local schedule and approval information, keep a dated record of material impacts, and direct unresolved concerns to the authority responsible for that location and issue.
