boil-water advisories

What to Do if Your Tap Water Looks Cloudy After Utility Work

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use a clean glass to check whether the cloudiness clears from the bottom upward after a few minutes. That pattern is consistent with air bubbles introduced by pressure or temperature changes during pipe work. If the water stays cloudy, looks yellow, brown or rusty, contains particles, or your pressure changed, follow the utility’s current flushing instructions and check its official alerts. A cloudy appearance alone does not tell you whether the water is safe or whether a boil-water advisory applies.

Start with a simple glass test

Before running appliances, filling a kettle or drinking the water, collect cold water in a clean, clear glass. Set it on a counter and watch it for a couple of minutes.

  1. Clears from the bottom upward: Tiny air bubbles are rising out of the water. Utilities commonly associate white or milky water with air entering the distribution pipe after pressure, temperature or flow changes.
  2. Stays cloudy: Do not assume the cause is air. Continue with the checks below and contact the utility if the condition persists.
  3. Has a distinct color or visible material: Yellow, brown or rusty water, grit, flakes or other particles can indicate sediment or rust disturbed by a main break, hydrant flow, maintenance or construction.

This test is an observation, not a laboratory safety test. Water that becomes clear is not automatically free of microorganisms or other contaminants, and cloudy water does not by itself prove contamination.

Why utility work can make water look cloudy

Work on a water main changes pressure and flow. Air can enter a line or become trapped in it, producing a temporary white or milky appearance. Cambridge Water Department explains that “Construction in the distribution system can also allow air to enter the pipes and cause the appearance of cloudy water.” Austin Water similarly says, “A milky appearance in the water typically indicates that there is air in the water.”

Flow changes can also move material that was settled inside a pipe. Rust and fine silt may be stirred by a main break, valve operation, hydrant use, construction or the return of service after an interruption. Seattle Public Utilities notes that neighborhood cloudiness after main work can involve trapped air or fine silt. These possibilities can look similar at the tap, so color, particles, duration and the area affected matter.

What you observe What it may indicate What to do
White or milky water that clears upward in a glass Air bubbles from pressure, temperature or flow changes Watch for clearing; check utility notices and call if it does not resolve
Yellow, brown or rusty water Rust or sediment disturbed by changed flow or utility work Use the utility’s cold-water flushing procedure; avoid hot water while discoloration remains
Visible grit, flakes or particles Sediment or material released into the line Do not assume it is harmless; report persistent particles to the utility
Cloudiness at one fixture only A local faucet, aerator or building-plumbing issue is possible Tell the utility it is limited to one tap; plumbing follow-up may be needed
Cloudiness or discoloration at several homes A distribution-system issue is more plausible Check local alerts and contact the water utility
Cloudiness with low or lost pressure A pressure event that may require utility assessment Check for an official advisory and report the pressure problem

These clues help choose the next step but do not establish a definitive diagnosis at home.

Check whether the problem is local or neighborhood-wide

Compare cold water at more than one tap

After the glass test, check another cold-water fixture, such as a bathroom faucet. If only one faucet is affected, remove and rinse its aerator when practical and describe the limited scope when you call. A fixture, branch line or other building plumbing may be involved.

If multiple fixtures are affected, ask a nearby neighbor whether they see the same thing. A symptom affecting several homes after utility work points more strongly to a distribution-system condition. The utility can confirm whether work, flushing or a pressure incident is occurring in the area.

Note the timing and pressure

Write down when the appearance began, when utility work occurred, whether it changes after standing, and whether pressure dropped or service stopped. Also note any color, odor or particles. This information helps the utility distinguish a short-lived air event from a continuing water-quality or pressure problem.

Flush only as your utility directs

There is no universal flush time for every water system or symptom. Use the instructions issued by the utility serving your address, especially if it has posted a work notice. Published examples show why copying another city’s procedure can be inappropriate:

Utility guidance Situation described Instruction
Austin Water Cloudy water as service returns Run a bathtub faucet for two minutes
San Francisco Public Utilities Commission (page stated February 2026) Persistent discoloration Run cold water for 3–5 minutes near the meter; if it remains, close the fixture, wait one hour and repeat

The Austin and San Francisco times are examples for the circumstances each utility describes, not a national standard. If your utility gives different timing, follow that direction.

Use cold water while checking discoloration

Do not run hot water while cold water is still discolored. Drawing turbid water into a water heater can leave sediment there and may make the problem harder to resolve. Use the cold-water fixture and location specified by your utility, and stop if its instructions tell you to stop.

Know when flushing is not enough

If the water remains cloudy after the utility’s recommended procedure, or if color or particles return, stop treating the issue as routine air. Report the condition with your address, the fixtures affected, the time it started, pressure changes and what you observed in the glass.

Check for a boil-water advisory

Look at the official alert page or notice from the utility serving your property. A main break, repair or loss of pressure does not automatically mean every customer must boil water. Utilities determine the affected area and communicate whether an advisory is active.

Pressure loss can matter because a drop may allow contaminants to enter a distribution system. Tampa Water Department explains that boil-water notices can follow pressure loss and remain until the utility issues an all-clear. Austin Water’s notice guidance likewise distinguishes the appearance of water from the conditions that trigger an advisory.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If an advisory applies to your address, follow its exact instructions for drinking, cooking, brushing teeth, making ice and other listed uses. Use the water or treatment method specified in the notice. Do not decide to boil—or to skip boiling—based only on whether the water looks clear. Wait for the utility’s official all-clear before resuming normal use.

When to call the water utility

Contact the utility serving your property when any of the following applies:

  • The glass stays cloudy after standing and the condition does not clear after the utility’s recommended flushing.
  • Yellow, brown or rusty color continues or returns.
  • Grit, flakes or other visible particles remain.
  • You experienced low pressure, a complete loss of pressure or an interruption in service.
  • Several fixtures or nearby homes have the same symptom after work.
  • You cannot find a current notice or are unsure whether an advisory covers your address.

Give the dispatcher or water-quality contact precise details: the service address, start time, whether the issue is hot or cold water, which fixtures are affected, whether neighbors see it, whether pressure changed, and whether the glass cleared from the bottom upward. The utility can provide local flushing directions, investigate the distribution system and decide whether further sampling or an advisory is needed.

When building plumbing may be involved

A problem limited to one tap, one branch of the building or hot water only may not originate in the street main. A clogged aerator, internal pipe, water heater or other property-side condition can affect appearance. Tell the utility that the symptom is confined to that location; it may advise plumbing follow-up.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not use a consumer filter or test kit as a default fix for post-work cloudiness. Such products cannot determine whether an official advisory applies, and they do not replace utility investigation. If the utility rules out a distribution-system problem and points to the building, a qualified local plumber can inspect the affected fixture or plumbing.

Common mistakes to avoid

  • Assuming every milky glass is safe: Air bubbles are a common explanation when the water clears upward, but the glass test cannot certify safety.
  • Assuming every main repair requires boiling: Follow the utility’s notice status and instructions; appearance alone is not an advisory.
  • Using a copied flush schedule: Austin’s two-minute bathtub-faucet instruction and SFPUC’s 3–5-minute meter-area procedure address different local guidance and conditions.
  • Running hot water first: Wait until cold water is clear if discoloration is present, so you do not draw turbid water into the heater.
  • Ignoring a neighborhood pattern: Reports from several homes or a pressure loss should be communicated to the utility, even if the water later looks clearer.
  • Treating clear water as proof of safety: Appearance and microbiological safety are separate questions controlled by official utility information.

A practical decision path

  1. Collect cold water in a clean, clear glass. Wait a couple of minutes and observe whether it clears from the bottom upward.
  2. Record what you see. Note white cloudiness, color, particles, odor, timing and any pressure change.
  3. Check another fixture and, if possible, ask a neighbor. Scope helps distinguish a local plumbing issue from a distribution-system event.
  4. Check the serving utility’s current alerts. Look for a boil-water notice or work-specific instructions for your address.
  5. Flush only as directed. Use cold water and the utility’s stated fixture, duration and repeat instructions.
  6. Escalate unresolved symptoms. Call the utility for persistent cloudiness, discoloration, particles, pressure problems or a neighborhood-wide issue; explain if only one tap or hot water is affected.

Miami-Dade Water and Sewer Department summarizes the usual short-lived pattern this way: “Usually the cloudy water clears within minutes. Sometimes, it may take several hours.” A longer duration, recurring discoloration or any unresolved pressure concern is a reason to seek local guidance rather than wait indefinitely.
