Then determine whether you have an incomplete application, correction comments, a formal denial, or a file that is still under review. Each status has a different response, deadline and appeal route. Do not assume a delayed permit is legally overdue or that a rejection is final until you read the notice and check the rules for your location and permit type.
Identify exactly what happened
Words such as “delayed,” “rejected” and “denied” are often used loosely, but they can describe different stages of a permit process. Your notice, portal record and correspondence control—not a generic checklist from another city.

| Status | What it usually means | Immediate response |
|---|---|---|
| Incomplete submission | The authority cannot begin or continue substantive review because required forms, drawings, fees, documents or information are missing. | Ask for a complete list of missing items, the correct upload or filing location, and whether the application remains open. |
| Correction request | A reviewer has identified deficiencies or code issues and is giving you an opportunity to revise the application. | Answer every comment point by point and submit the revised material in the required format before the stated deadline. |
| Formal denial | The authority has issued an adverse decision rather than merely asking for more information. | Preserve the decision, identify the appeal or determination procedure, and record the filing deadline immediately. |
| Pending review | The application is still active, but the review has not finished. | Confirm when the application was deemed complete, which review stage is pending, and whether an extension or status inquiry is appropriate. |
Save the full notice, every portal status screen, submitted drawing set, receipt, payment record and email. Keep the original files as well as revised versions so you can prove what was submitted and when.

Take these steps before changing the project
- Read the entire notice. Look for the decision date, application number, permit category, named reviewer, correction list, code citations, response method and expiration language. Do not rely on a status label alone.
- Request clarification in writing. Ask what specific item is missing or noncompliant, which code section or local rule applies, how the response must be filed, the deadline, the next review step and whether the file will stay active while you respond.
- Check completeness. Many review clocks start only after an application is complete. Ask the authority to confirm the date it accepted the application as complete, not merely the date you first paid or uploaded something.
- Build a response matrix. Copy each reviewer comment into a list, then identify the exact revised sheet, calculation, product data, photograph or explanation that resolves it. Mark items that need clarification instead of guessing.
- Submit through the prescribed channel. Use the portal, email address, appointment system or physical counter specified by the issuing authority. Keep confirmation numbers, upload receipts and a PDF of the final package.
- Calendar every local deadline. Record correction, resubmission, extension, expiration and appeal dates. Ask whether weekends, holidays, agency closure days or your response time affect the calculation.
Ask focused questions and create a paper trail
A short, precise message is more useful than a general request to “expedite” the permit. Include the application number, property address, permit type and the date of the notice. Ask questions that require an answer you can act on:

- Has the application been deemed complete? If so, on what date?
- Is this a request for missing information, correction comments, a formal denial or a status update?
- For each issue, what drawing, document, calculation or site change is required?
- Which building-code, zoning, fire, energy or local ordinance provision supports the comment?
- Where and in what file format should revisions be submitted?
- What is the response deadline, and can an extension be requested?
- Will the current application remain active while corrections are reviewed?
- After resubmission, what review step occurs and how will the decision be communicated?
If a comment is ambiguous, request a written explanation or a meeting with the plan examiner before redesigning work. A polite record of the question and answer can prevent a later dispute about what the reviewer required.
Respond to correction comments point by point
Separate administrative gaps from technical objections
Missing contractor information, ownership forms, energy documents, structural calculations or fees can often be cured without changing the design. Technical comments may require revised plans, engineering analysis, a different construction method or a zoning decision. Treating every comment as a simple upload can lead to another rejection.
Use a comment-response schedule
For each comment, state the reviewer’s issue, your action and the exact location of the fix. For example: “Comment 4—guard height: Sheet A3.1 revised to show the required height; detail 7/A3.1 added.” Attach supporting calculations or manufacturer information when requested. Do not delete old comments or submit a replacement set that makes the reviewer hunt for changes.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsCoordinate all disciplines
A change to a wall, opening, stair, mechanical system or drainage layout can affect architectural, structural, electrical, plumbing, energy and site plans. Have the responsible designer check that sheets, schedules and calculations agree. If a registered design professional must submit the package, that professional—not the homeowner—may need to certify and transmit it.

Confirm acceptance of the resubmission
A portal upload is not necessarily a complete resubmission. Save the confirmation and ask whether the reviewer considers the package complete. If the authority requires multiple copies, naming conventions, sealed drawings or a separate fee, an otherwise correct package can remain administratively incomplete.
Understand how deadlines and “delays” work
There is no nationwide permit deadline. The applicable clock can depend on jurisdiction, permit category, project size, completeness, agency extensions and the time you take to answer comments. A busy review queue may be frustrating without violating a rule.
For example, the City of Orlando states that “A permit application must be complete at the time of submission to begin the review timeline.” Its current guidance says the city checks completeness within five business days and gives review and applicant-correction periods for listed permit types. It also warns that failing to answer specified rejection comments within the stated period can result in denial and resubmission. Those figures and consequences apply to Orlando’s rules and listed categories, not automatically to another municipality.

Naperville’s guidance illustrates another common situation: review time depends on project scope and may increase during busy periods; when deficiencies are found, the applicant may be asked to resubmit the application and required documents. A status of “delayed” therefore does not, by itself, establish a violation.
Compare the local examples without treating them as universal rules
| Jurisdiction and source | Published rule or process | What a homeowner should verify locally |
|---|---|---|
| Orlando, Florida | Completeness check described as five business days; review and correction periods vary by listed permit type. | Whether your package is complete, the category-specific correction period and the consequence of not responding. |
| Florida Statutes § 553.792 (2024) | For covered applications, written notice must explain deficiencies and the correction window; certain fee reductions may apply when statutory deadlines are missed. | Coverage, current effective text, exceptions and the agency’s procedure for requesting any remedy. |
| New York City | Registered design professionals submit required plan-review information. Incomplete submissions can be rejected and resubmitted; disapproved plans carry review comments. The city describes appointments with the Chief Plan Examiner and separate code or zoning determinations. | Whether your issue is a plan-review comment, a determination request or an appointment challenge, and who is authorized to file. |
| Pennsylvania, 34 Pa. Code § 403.43 | The building code official generally must grant or deny an application within 30 business days, subject to stated exceptions and written extensions. A denial must identify noncompliant elements and cite relevant code or ordinance provisions. | The exceptions, any written extension, the exact filing date and the board-appeal procedure referenced in the regulation. |
| Philadelphia | The Board of Building Standards handles most construction-permit appeals, including code-interpretation challenges and variance requests. Guidance describes a 30-day filing period from formal permit denial when that board is the proper forum. | The denial date, appeal instructions and whether another board or variance process applies. |
| Toronto | Complete-application review periods are described as 10 business days for a house, 15 for a small building, 20 for a large building and 30 for a complex building. Written reasons for refusal are provided, with Building Code Commission appeals for disputes about review timelines. | The building category, completeness date and whether the dispute concerns timing, technical compliance or both. |

Escalate through the correct route
Start with the reviewer or supervisor
For a missing item or unclear comment, a plan-examiner meeting is usually faster and less expensive than a formal appeal. Ask whether a supervisor, chief building official or formal determination process can resolve a disagreement. Keep the discussion focused on the cited provision and the requested remedy.

A formal denial may trigger a short filing period. Philadelphia, for example, describes 30 days from formal denial for appeals to its Board of Building Standards when that board has jurisdiction. Pennsylvania’s regulation identifies an appeal to a board under its referenced procedure. Toronto describes Building Code Commission review for disputes about review timelines. These routes are not interchangeable: an appeal of a code interpretation, a variance request and a complaint about agency delay can go to different bodies.

Read the denial’s appeal instructions word for word. Confirm the forum, filing method, required forms, fee, record to be submitted, hearing date and whether filing an appeal pauses expiration or construction restrictions. If the notice does not explain the route, contact the issuing authority promptly and obtain written confirmation.
Check for statutory or administrative complaints
Some jurisdictions provide an escalation path for missed review deadlines, while others provide only an extension, fee adjustment or internal complaint. Ask which remedy applies to your permit category and whether you must first exhaust an internal review. Do not assume that a general customer-service complaint preserves an appeal right.

A locally licensed architect or engineer can be valuable when comments involve structural safety, grading, fire protection, accessibility, energy compliance, zoning calculations or repeated plan cycles. Verify the professional’s license, disciplinary standing and scope of services, and agree in writing who will revise, seal and submit the drawings. No professional can guarantee approval because the authority retains decision-making power.

Common mistakes and how to avoid them
Assuming the first upload started the review clock
An agency may not start its statutory review period until the application is complete. Obtain the completeness date in writing.
Submitting a partial answer
One unresolved comment can keep the package from approval. Use a response matrix and address every item, including comments that seem repetitive or minor.
Relying on another city’s deadline
Orlando’s five-business-day completeness check, Pennsylvania’s 30-business-day rule, Philadelphia’s 30-day appeal period and Toronto’s category-based review periods cannot be transplanted to your project.
Missing the distinction between denial and correction
A correction request may allow resubmission in the existing file; a formal denial may require an appeal or a new application. Ask which one you received before paying again or abandoning the file.
Changing the design without resolving the cited rule
Redesigning by guesswork can create new conflicts. Tie every change to the reviewer’s comment or obtain clarification first.
When to act today
If you have received any notice, download it and record the date immediately. Send a written status request that identifies the application and asks for the exact deficiencies, governing provisions, response method, deadline and file status. Then choose the route that matches the problem: complete the submission, correct the plans, request a determination, or preserve an appeal. Local completeness rules and the wording of the notice—not a universal permit timetable—determine what happens next.
