1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsIf a building may violate local regulations, first determine whether anyone faces immediate danger. For an urgent threat, move people away and contact emergency services. For other concerns, report the observable facts to the local agency responsible for building, housing, fire, or code enforcement. If you received a violation notice, follow its stated deadlines and correction or appeal instructions. The right agency and procedure depend on the property’s location and the type of problem.
Start by deciding whether it is an emergency
Immediate danger
If you see an apparent risk of collapse, fire, or another immediate threat to life, get people away from the affected area and contact emergency services. Do not wait for a routine online complaint process. Avoid entering an unsafe area or attempting structural, electrical, fire-protection, or other regulated repairs without qualified help and any locally required permits.

No immediate danger
For a non-emergency concern, document what you can safely observe and report it to the local authority with jurisdiction. A condition that looks concerning is not necessarily a confirmed code violation; the authority determines whether a rule has been violated and what response is appropriate.

Search the official city or county website for building inspections, code enforcement, housing complaints, fire prevention, or property complaints. The responsible office varies by location and issue. If you are a tenant, notify the landlord or property manager in writing too; contact the relevant authority separately when safety is at stake.
#1 Best Overall
Record the property address, the condition, when it occurs, and whether anyone may be at risk. Describe facts rather than making assumptions about which code has been violated. Include only photographs or documents you can obtain safely.
Make a clear report and keep a record
- Use the reporting channel provided on the relevant city or county website.
- Give the property address and a specific, factual description of the condition.
- Attach safe-to-obtain supporting material if the authority accepts it.
- Save your submission receipt, case number, and any follow-up communications.
A complaint prompts review but does not guarantee enforcement. An inspector may need to see the condition or obtain access to investigate. Some jurisdictions also restrict investigations of anonymous complaints. For example, Seattle explains that a complaint may not lead to enforcement if the agency cannot see the condition. Miami-Dade says anonymous complaints may not be investigated unless the reported facts indicate an imminent threat under the state-law rule cited by the county. These are local policies, not nationwide standards.

If you receive a violation notice, identify the deadline and required action
Read the entire notice promptly. Note the issuing authority, cited condition or code section, compliance deadline, required work, contact information, reinspection requirements, and appeal instructions. If anything is unclear, contact the official named on the notice and ask:
- Which condition and code provision are being cited?
- What correction will the authority accept?
- Are permits, qualified professionals, or inspections required?
- How should reinspection be scheduled, and by what date?
- What is the appeal process and its exact deadline?
Procedures differ. Virginia’s statewide rules, for example, provide that notices identify the relevant code provision, set a reasonable correction period, include appeal information, and place responsibility for arranging reinspection on the owner, tenant, or person issued the notice. Virginia’s regulation is an example for that jurisdiction only; do not assume its requirements or deadlines apply elsewhere.
Choose whether to correct the condition or challenge the notice
If the notice is valid
Ask the local authority to clarify the accepted correction before work begins. Depending on the issue and local rules, work may require permits, qualified professionals, inspections, or temporary safety measures. Starting repairs does not necessarily extend the compliance deadline. Keep permit records, contractor documents, dated photos, and inspection results, and request written confirmation when the case is closed.
Some local procedures illustrate why verification matters: Philadelphia describes make-safe permitting for one type of unsafe-property notice; Miami-Dade lists permits, work, and inspections as possible steps for resolving an unsafe-structure case; and New York City says an unsafe-building violation is dismissed after correction and a confirming reinspection. The applicable process depends on your location and notice type.

If you dispute the notice
Use the formal appeal route stated in the notice or local rules, and observe the stated deadline. Do not assume that filing an appeal pauses enforcement; check the governing rule or ask the issuing authority whether enforcement is stayed while the appeal is pending. If a hearing, imminent danger, or possible displacement is involved, seek qualified local legal advice promptly.

Do not let an unresolved case escalate
Consequences depend on local law and the notice. They may include further legal proceedings or financial penalties. Virginia’s code rules permit a locality’s legal counsel to seek proceedings to restrain, correct, or abate a violation or terminate unlawful use. Miami-Dade lists possible civil fines, property liens, and legal proceedings for its process. Virginia’s regulation and Miami-Dade’s guidance describe those local examples; they should not be treated as universal outcomes.
Keep the process straight
| Situation | What to do |
|---|---|
| Immediate danger | Move people away and contact emergency services. |
| Observed concern, no immediate danger | Report the address and observable facts to the local agency with jurisdiction. |
| You received a notice and agree with it | Clarify the accepted correction, meet the notice’s requirements, and arrange any required reinspection. |
| You received a notice and dispute it | Use the formal local appeal process and meet its deadline; verify whether enforcement continues during the appeal. |
Building rules, complaint procedures, enforcement authority, permits, and appeal rights vary by state and locality. There is no single nationwide deadline or remedy for every building-regulation issue. Use the official local instructions for the specific property and notice.
