What to Do If You Smell Gas Near a Construction Site

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Move away on foot immediately, stay upwind if you can, and call 911 from a safe location. Do not use a phone, switch, vehicle, tool, flame, or other electrical equipment in the suspected leak area. Warn other people only if you can do so without moving closer. Tell responders that the odor is near construction or excavation and report any hissing, blowing dirt, bubbling water, or visible damage you noticed without approaching. Do not return until emergency responders or the gas utility says the area is safe.

First actions when you smell gas outside

Treat a gas odor near roadwork, a building project, a trench, or an excavation as a possible active leak. You cannot safely determine whether the source is a damaged buried line, a pipeline, an appliance, or something else from the odor alone. Leave first; investigate never.

As an Amazon Associate I earn from qualifying purchases.

  1. Walk away immediately. Put distance between yourself and the odor. Stay upwind where feasible, because wind can carry gas away from the release point.
  2. Warn others without approaching the source. Tell workers, pedestrians, drivers, and nearby occupants to leave if you can do it from your path out. Do not cross toward a trench, exposed pipe, equipment, or a stronger odor to warn someone.
  3. Reach a safe location. Continue away from the suspected leak and from low areas where gas could collect. Do not stop beside the work zone to watch or take photographs.
  4. Call 911. Use a phone only after you are well clear of the suspected leak. Give the exact location, the nearest address or intersection, and explain that construction or excavation may be involved.
  5. Contact the local gas utility when appropriate. From safety, tell the utility what you observed. If you know the pipeline company or local emergency number, notify it as well, but do not delay the 911 call.

PHMSA’s suspected pipeline-leak instruction is concise: “Leave the area by foot immediately.” Pennsylvania’s Public Utility Commission likewise directs people outdoors to keep away and call 911 and the gas utility from a safe distance.

What not to do near the suspected leak

Do not create an ignition source

Natural gas can ignite if it reaches a flame, spark, hot surface, or electrical arc. In the suspected leak area, do not start or stop a vehicle, operate construction equipment, use a flashlight, flip a switch, ring a doorbell, light a cigarette, strike a match, or plug in or unplug anything. PHMSA specifically warns against engines, flames, phones, and electrical switches near a suspected pipeline leak.

Do not use a mobile phone to call while standing in the odor. Walk away first. The same rule applies to radios, tablets, cameras, battery tools, generators, and other devices that could produce a spark or heat.

Do not search for the source

Never walk along a fence, trench, pavement crack, or pipe route to find the strongest smell. Do not enter an excavation, go behind a barrier, lift a cover, or approach an exposed utility. Gas may be present even where the odor seems faint, and conditions can change as wind and pressure change.

Do not touch, cover, or repair a line

Do not operate a valve, clamp a pipe, pull a cable, cover a hole, push soil back over a damaged line, or attempt a repair. Moving material can release more gas, damage another utility, or expose you to fire, explosion, electric shock, collapse, or escaping pressure. Leave control and repair to the fire department, emergency responders, and the utility’s qualified personnel.

Do not wait for a supervisor

If you are a worker or subcontractor who smells gas, evacuation and reporting take priority over notifying a foreperson, completing a task, shutting down a machine, or collecting personal equipment. Once you are safe, tell your supervisor that you have evacuated and called for help. A site plan should already define these actions; it should not be created while people remain in danger.

How to report a construction-related gas odor

Call 911 from a location where you no longer smell gas and where responders can reach you without entering the hazard unnecessarily. Use plain, specific language:

“I smell gas near the construction site at [location]. Excavation is taking place. I saw [only what you observed without approaching], and people are moving away.”

Give the dispatcher:

  • The street address, nearest intersection, highway mile marker, or other precise location.
  • Whether the odor is outdoors, inside a building, or both.
  • Whether excavation, drilling, roadwork, demolition, or utility work is occurring.
  • Whether you know or saw a line being struck, pulled, ruptured, or uncovered.
  • Any observed hissing or roaring, blowing dirt, bubbling water, dead vegetation, flames, injuries, or people who may still be in the area.
  • Your safe location and a callback number, if requested.

New Jersey’s dispatcher guidance specifically asks whether construction or excavation was occurring nearby and whether a line was ruptured, pulled, or uncovered. You do not need to identify the pipe, gas type, contractor, or utility before calling. Report what you know and clearly label anything you are unsure about.

How far away should you stand?

There is no single safe distance that applies to every gas odor, pipeline, worksite, wind condition, or jurisdiction. Move away immediately and continue farther if the odor strengthens, you hear escaping gas, see damage, or emergency personnel direct you to do so.

Guidance Distance and direction Qualification
PSE&G service-area instructions At least 350 feet away Utility-specific guidance; not a universal radius for every incident.
PG&E guidance after underground utility damage At least 300 feet or more upwind Applies to its worksite instructions and emphasizes moving upwind; not a universal radius.

These figures come from different utilities and contexts and should not be averaged or treated as a legal standard. Follow instructions from local emergency personnel and the gas utility. If responders establish a larger perimeter, remain outside it. Do not return merely because the odor fades or because the stated distance appears clear.

Signs that can accompany a gas leak

Do not approach to confirm any sign. Odorized natural gas may smell like rotten eggs, sulfur, or a similar strong odor. Other possible indicators include:

  • A hissing, roaring, or blowing sound.
  • Dirt, dust, or vegetation moving without an obvious cause.
  • Water bubbling in a puddle, ditch, or other standing water.
  • Dead or discolored vegetation over or beside a pipeline.
  • A visible damaged, pulled, uncovered, or displaced line.

California’s Public Utilities Commission lists odor, visual, and auditory indicators and notes that most, but not all, gas pipelines in California are odorized. PHMSA also describes odor and these physical signs. Therefore, the absence of a rotten-egg smell does not prove that an area is safe. Treat an unexplained hiss, bubbling, or line strike as an emergency even when no odor is present.

If a construction crew hits a gas line

A utility strike can release gas before anyone smells it. Anyone who sees a line being hit, pulled, ruptured, or uncovered should stop moving toward the work and leave by foot. Do not try to identify the line by touching it or by reading a marker at the excavation.

  1. Leave the immediate work area and direct others away only from a safe position.
  2. Do not start, stop, or move vehicles and machinery in the suspected release area unless emergency responders direct a specific action.
  3. Call 911 from outside the hazard and state that an underground utility may have been struck.
  4. Notify the gas utility or pipeline operator from safety, following the dispatcher’s instructions.
  5. Keep people out until responders or the utility establish that the site is safe.

Even if the crew believes the line is inactive, plastic, or not a gas line, do not rely on an unverified assumption. A construction site can contain multiple utilities, and disturbing one can create a second hazard.

What workers and contractors should do before an incident

Employers should maintain a site-specific emergency action plan that covers gas-line strikes and other excavation hazards. OSHA’s bulletin says the plan should include immediate evacuation and calls to 911 and the utility from a safe location. The plan should be communicated to workers before work starts, posted or otherwise accessible, and practiced so that people know who calls, where to assemble, and how to account for personnel.

Essential elements of a site plan

  • Recognizable alarm or verbal warning methods that do not require entering the hazard.
  • Preplanned evacuation routes and assembly points outside the likely hazard area.
  • Instructions to leave on foot and avoid ignition sources.
  • The 911 procedure, utility contact information, and the location details dispatchers will need.
  • A method for accounting for employees, subcontractors, visitors, and members of the public.
  • Rules for keeping access clear for fire and utility crews.
  • Instructions that prohibit untrained personnel from operating valves or attempting repairs.

For a person already smelling gas, these preparations are secondary to leaving and calling. Do not pause to retrieve the written plan, wait for a toolbox talk, or seek authorization to evacuate.

Phone, vehicle, and equipment questions

Can I use my phone to call the gas company?

Yes, but only after moving to a safe location away from the suspected leak. Do not use the phone while standing beside the odor, trench, damaged line, or construction equipment. Call 911 first when there may be an active leak, injury, fire, or immediate danger; contact the utility from safety as directed.

Can I drive away?

Leave on foot from the suspected leak area. Starting or moving a vehicle near escaping gas can provide an ignition source and can put people in the vehicle or along the exit route at risk. Once you are outside the hazard, follow emergency personnel’s directions about traffic and parking.

Should I shut off the gas?

No. Do not operate pipeline or building valves unless emergency responders or the utility, under conditions they control, give you a specific instruction. A valve may be inaccessible, mislabeled, pressurized, or located in the hazard zone.

When is it safe to return?

Remain out of the area until emergency responders or the gas utility explicitly says it is safe to return. A weaker smell, a quiet worksite, a contractor’s informal assurance, or a cleared-looking trench is not clearance. Keep children, pets, coworkers, and passersby outside the perimeter. If you left belongings, tools, vehicles, or documents behind, tell responders rather than going back yourself.

Do not restart construction, excavation, traffic control, generators, or other equipment until the responsible authorities have released the site and the contractor has followed its emergency plan.

Preventing a future excavation strike

Utility marking is prevention for work that has not started; it is not the response to an active gas odor. In the United States, homeowners and contractors commonly contact 811, the applicable one-call utility-marking service, before excavation. Pennsylvania’s Public Utility Commission, PSE&G, and California’s Public Utilities Commission all direct people to request markings before digging and to wait for the required process to be completed.

  1. Plan the excavation and identify the property, limits, depth, and planned start date.
  2. Contact the applicable one-call service before digging, using the lead time required in your state or locality.
  3. Wait for utilities to mark their facilities and resolve any missing or unclear responses.
  4. Respect the marks and any tolerance-zone or hand-excavation rules that apply locally.
  5. Stop work and evacuate if a line is exposed unexpectedly, damaged, or accompanied by gas odor or other warning signs.

Calling 811 after a leak has already been suspected does not make the current area safe and must not delay 911.

Key distinctions to remember

Situation Correct priority
Gas odor or suspected line strike happening now Evacuate on foot, avoid ignition sources, call 911 from safety, and notify the utility.
Planning excavation that has not begun Use the applicable one-call marking service, commonly 811 in the United States, and wait for markings.
Uncertain source or no rotten-egg odor Do not investigate; report the observable signs and let responders determine the source.
Request to retrieve tools or belongings Stay out until emergency responders or the utility provide explicit clearance.
