If a medical problem may be life-threatening, is getting worse, or cannot be transported safely, call 911 in the United States (or your local emergency number elsewhere) immediately. Give dispatch the exact location, the person’s condition, and the construction-related obstruction. Follow the dispatcher’s instructions rather than speeding, entering a closed lane, or attempting an improvised route.
An ambulance delayed while reaching a patient and a private car delayed while taking someone to care require different actions. The steps below separate those situations and explain how to move safely through a work zone when emergency vehicles are present.

First, decide whether this is an emergency
Call the emergency number when the person has a potentially life-threatening condition, symptoms are worsening, or safe travel by private vehicle is uncertain. In the United States, the National 911 Program says to dial 911 immediately in an emergency. A patient should not drive themself when symptoms could impair driving, and a driver should not attempt to manage a deteriorating patient while also negotiating a congested work zone.

Do not try to make up time with unsafe driving
- Do not exceed the posted work-zone speed or use a shoulder, median, opposing lane, or closed lane unless an authorized officer specifically directs you.
- Do not make abrupt U-turns, cross channelizing devices, pass a queue on the wrong side, or follow an ambulance through a closure.
- Do not let a passenger’s urgency pressure you into distracted driving. If you must call while already moving, pull to a safe place first when feasible; call immediately without stopping only when circumstances require it and follow dispatch directions.
If an ambulance is delayed reaching the patient
Your most useful action is to make the patient easy for dispatch and responders to locate. Construction layouts can change by the hour, so describe the access problem rather than assuming responders know which lane is open.
- Call 911 or stay on the existing call. If the patient’s condition changes, tell the call-taker immediately. Do not hang up until the dispatcher tells you to disconnect.
- Give a precise location. State the road name, travel direction, nearest intersection or exit, mile marker if known, and a recognizable landmark. For a building or work site, provide the entrance, gate, floor, unit, or access point where responders should meet you.
- Describe the condition. Explain what happened, the main symptoms or injuries, whether the person is awake, and whether they are breathing normally if you know. Say when the condition started and mention any deterioration.
- Explain the construction obstruction. Identify the closed approach, shifted lane, queue, barricade, bridge restriction, or blocked driveway. Tell dispatch which access route is open, if you can verify it safely, and whether a flagger, police officer, or site gate controls entry.
- Provide a reliable callback number. Keep the phone available, answer follow-up questions, and update dispatch if you move to a safer meeting point.
- Follow instructions exactly. The National 911 Program explains that call-taking protocols help determine the appropriate response and can coordinate roadway incidents with transportation and traffic-management authorities. Let dispatch and responders arrange access; do not direct an ambulance into a lane or work area on your own.
Make the meeting point safer without entering the work zone
If the dispatcher advises you to meet responders, choose only a location you can reach without crossing barriers or walking into active traffic. A visible, well-lit driveway, open side street, or designated work-zone access may be suitable if dispatch approves it. Keep other people clear of moving vehicles and never leave a seriously ill person unattended merely to look for a faster route.
If you are driving someone to urgent care and construction causes a delay
Reassess the situation instead of treating the delay as a race against the clock. If symptoms are severe, worsening, or likely to make driving unsafe, pull over safely and call 911. Oklahoma’s Emergency Medical Services Authority (EMSA) advises calling when safe travel is uncertain; dispatchers use the location and condition information to determine urgency and response.

- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
When to stop driving and call
- The patient becomes unconscious, confused, severely short of breath, or unable to speak normally.
- There is uncontrolled bleeding, a suspected serious injury, new weakness or facial drooping, or rapidly increasing pain.
- The patient cannot sit securely, requires continuous monitoring, or may need treatment before reaching a hospital.
- The driver is too distressed, tired, impaired, or distracted to operate safely.
- The only apparent way to continue would be to violate a closure, use an emergency shoulder without authorization, or make a dangerous merge.
If the condition is stable and you continue
Follow every work-zone sign, flagger, officer, and lane marking. Keep both hands available, leave extra following distance, and expect sudden stops and lane shifts. Tell the passenger not to distract you; if another adult is present, have that person monitor symptoms and handle the phone. If the condition changes, stop at the first safe location and call 911.
Information dispatch needs during a construction delay
Use plain, concrete descriptions. A useful report covers the items below; answer what you know and do not delay the call while trying to find every detail.
| Information | What to say |
|---|---|
| Location | Road, direction of travel, nearest intersection, exit, mile marker, address, building entrance, or landmark. |
| Condition | What happened; symptoms or injuries; whether the person is awake and breathing normally; and when symptoms began. |
| Access problem | Road closure, shifted lanes, stopped queue, blocked driveway, barricade, bridge restriction, or work-site gate. |
| Safe access details | Which approach appears open, a visible meeting point, flagger or officer locations, and whether access is changing. |
| Callback and updates | A number that will remain available and any change in the patient’s condition or location. |
911.gov guidance says call-takers may request the location, telephone number, nature of the emergency, and symptom details. EMSA notes that callers do not need every answer before calling; provide the essentials first and keep listening for instructions.

How to drive near an ambulance or other emergency vehicle
Rules differ depending on whether the emergency vehicle is moving toward you or stopped at the roadside. Follow the law in your state, as well as directions from police, authorized traffic personnel, and work-zone crews.

When an ambulance is approaching
A moving ambulance using a siren or required warning lights generally has priority under state traffic law. Pennsylvania’s driver manual, for example, tells drivers to pull over and stop, keep clear of intersections, and obey authorized traffic personnel. Do not stop where you block an intersection, a crosswalk, a work-zone opening, or the ambulance’s likely path. If barriers or congestion make the normal maneuver impossible, slow down, remain predictable, and follow the officer or flagger’s directions.
When an emergency vehicle is stopped
For a stopped vehicle displaying flashing lights, the National Highway Traffic Safety Administration (NHTSA) advises changing into a lane that is not immediately adjacent when that can be done safely. If a lane change is unsafe or impossible, slow to a reasonable speed and pass with care. Check mirrors and blind spots, signal early, and account for workers or responders who may be outside the vehicle.

NHTSA reports that all 50 states have Move Over laws covering emergency vehicles with flashing lights. A June 2025 NHTSA Traffic Safety Marketing handout reported that 19 states and Washington, DC, extended coverage to a wider range of vehicles with flashing or hazard lights, including certain construction and disabled vehicles. These counts describe the scope of laws, not how often ambulances are delayed. Because requirements vary, consult your state driver manual and obey the signs at the site.

Caltrans and the Michigan Department of Transportation give broadly consistent work-zone advice, although their examples apply to their own states. The same safety principles are useful elsewhere:
- Obey the temporary speed limit and every lane-control sign, arrow board, cone line, and flagger.
- Expect lane shifts, narrowed lanes, workers close to traffic, and stopped vehicles after a bend or crest.
- Merge when directed and leave enough space for another vehicle to enter without braking sharply.
- Avoid unnecessary lane changes, tailgating, and mobile-phone use.
- Do not move or drive around barricades, drums, truck-mounted attenuators, or a closed gate.
- Keep intersections, emergency access points, and work-site entrances clear even when traffic is backed up.
There is no single construction-zone maneuver that is safe for every road design. A lane that looks open may be reserved for workers, blocked farther ahead, or unsafe for an ambulance’s height and turning radius. Local signs, closures, traffic officers, and dispatcher instructions control.

If the trip is urgent but not an emergency
Some appointments and discharges are time-sensitive without requiring an emergency response. If the person is stable and a clinician has not instructed otherwise, remain in the permitted lane, accept the delay, and contact the destination to explain your revised arrival time. Do not use emergency shoulders or restricted lanes to avoid congestion. If the person’s symptoms change, treat the new condition as an emergency and call 911.
For a vehicle breakdown inside a work zone, turn on hazard lights, move only as far as the signs and traffic conditions safely allow, stay buckled inside the vehicle unless remaining there is more dangerous, and call for assistance. Tell dispatch or roadside services the work-zone location and direction. Do not walk along a live lane to find help.
Common mistakes and safer corrections
| Mistake | Why it creates risk | Safer correction |
|---|---|---|
| Assuming an ambulance can use any shoulder or closed lane | Barriers, equipment, soft shoulders, or opposing traffic may make the route impassable. | Give dispatch the obstruction and let responders coordinate an authorized approach. |
| Driving faster because the patient is anxious | Work zones have reduced sight distance, abrupt merges, and limited escape space. | Maintain the posted speed, increase following distance, and call 911 if safe travel becomes doubtful. |
| Following an ambulance through a closure | The emergency vehicle may have authorization, escort, or route information you do not have. | Remain in your assigned lane and follow posted control. |
| Stopping beside a stopped emergency vehicle | You can expose responders and workers to passing traffic. | Move away when safe or slow substantially when a lane change cannot be made. |
| Hanging up after giving the address | Dispatch may need symptom updates or access details. | Stay on the call until told to disconnect and report changes promptly. |
A simple decision path
- Is anyone in immediate danger or getting worse? Call 911 or the local emergency number.
- Can the person be moved and driven safely without the driver becoming distracted? If not, request an ambulance.
- Is an ambulance already responding? Give dispatch the exact location, symptoms, callback number, and construction obstruction; follow instructions.
- Are you already driving and the person is stable? Obey work-zone control, avoid risky maneuvers, and stop and call if the condition changes.
- Is an emergency vehicle stopped nearby? Move to a nonadjacent lane when safe or slow to a reasonable speed when it is not.
The safest response to a construction delay is communication and predictable driving. Emergency dispatch can update responders and traffic partners, while lawful work-zone behavior keeps an already difficult access problem from becoming another collision.
