First establish where the material came from and what it contains. Then verify the chemical and physical properties that matter for the planned concrete, exposure and structural role, using the test methods and limits required by the governing local specification. A concrete materials professional should make the final acceptance decision.
For RCA, the Federal Highway Administration (FHWA) highlights foreign constituents, chlorides, reactive material, grading, density, absorption and abrasion as key checks in its pavement advisory. For sea-dredged aggregate, add soluble sulfate salts testing designed for saline-water-derived sulfate, together with chloride and alkali-aggregate-reaction assessments required by the applicable specification. Neither material category has one universal pass/fail threshold.

Can recycled or sea-dredged aggregate be used in concrete?
Yes, in suitable projects, but acceptance is use-specific. The same aggregate may be acceptable for one concrete application and unsuitable for another because exposure class, structural importance, mixture design, national rules and project specifications differ.

For a broader framework, ISO/TS 21056:2025 covers specification, performance, production and execution of recycled aggregate concrete across cast-in-place, precast and non-structural concrete. Its existence does not certify a particular source; the supplied aggregate still has to satisfy the project’s adopted requirements.
1. Establish provenance and composition before testing performance
A laboratory result is difficult to interpret if the source and composition are unknown. Request a traceable material history and a representative sampling plan before relying on test data.
Records to request from the supplier or processor
- Source location, owner and excavation or demolition history.
- For RCA, the feed concrete’s original use, age where known, and whether it was mixed with soil, asphalt, brick, glass, gypsum, wood, plastics, steel or other demolition debris.
- For sea-dredged aggregate, dredging location, depth or zone where recorded, marine or estuarine conditions, washing and desalinization processes, and stockpile history.
- Processing steps, including crushing, screening, magnetic removal, washing, separation of lightweight or deleterious particles, and stockpile management.
- Lot or stockpile identification, production dates, quantity represented by each certificate and chain-of-custody details for samples.
- Previous certificates, nonconformance reports and corrective actions, not only the latest passing report.
FHWA’s RCA guidance specifically calls attention to soil, asphalt, steel and other foreign constituents. Ask how each is detected and controlled rather than accepting a generic statement that the aggregate is “clean.”

2. Request chemical results with the test method and reporting basis
Chloride and sulfate values are not interchangeable when laboratories use different extraction methods or report on different bases. Every certificate should identify the standard, edition, preparation, units, moisture basis and whether the result is water-soluble, acid-soluble or otherwise defined.
Chloride: verify both the method and the concrete calculation
Material associated with EN 12620 describes water-soluble chloride determination for aggregates and acid-soluble chloride determination for recycled aggregate. The catalog entry available for that material is EN 12620:2002+A1:2008, an older 2008 edition listing. Do not assume that edition is the current national adoption: confirm amendments and the method required by the jurisdiction and project specification.
Ask the designer or materials engineer how aggregate chloride is included in the total chloride calculation for the concrete, alongside cementitious materials, mixing water, admixtures and other ingredients. A result reported by the wrong extraction method cannot simply be compared with a limit written for another method.
Sea-dredged aggregate: request soluble sulfate salts testing
Sea-dredged material can carry sulfate salts associated with contact with or immersion in saline water. The British Standards Institution lists BS ISO 24684-2:2023 for determination of soluble sulfate salts and identifies it as suitable for saline-water-derived sulfate, such as typical sea-dredged aggregate.

Request the soluble sulfate salts result specifically, not a vague “sulfate tested” statement. The result still has to be compared with the sulfate limit, exposure classification and calculation rules in the governing specification. BS ISO 24684-2:2023 does not by itself approve a dredged aggregate for concrete.
Other chemical contaminants
Use the source history to decide whether additional testing is needed for sulfides, organics, salts, metals, gypsum or other contaminants. The applicable specification may prescribe tests or maximum values that are not covered by a general aggregate certificate. Record which potential contaminant was considered and why a test was or was not required.
3. Check alkali-aggregate reaction (AAR/ASR)
Reactive aggregate can contribute to expansion and cracking when the concrete has the necessary alkalis and moisture. FHWA describes alkali-silica reaction (ASR) as a reaction that can produce a water-absorbing expansive gel and damage concrete; its discussion is included in the FHWA advisory.
Recommended Free Tools
ASTM C1778-22 covers identification of potentially alkali-silica and alkali-carbonate reactive aggregates using standardized procedures and selection of mitigation options. Ask for the aggregate’s petrographic or other required reactivity assessment, the test method and the interpretation category, not merely a statement that it is “non-reactive.”

Interpret reactivity as a mixture-and-exposure issue
An aggregate’s response depends on the concrete mixture and exposure, including available alkalis, moisture and temperature. If reactivity is identified or cannot be ruled out, the project team may need a mitigation strategy specified for that combination of materials. Do not transfer a mitigation decision from one cement, supplementary cementitious material, aggregate grading or exposure to another without engineering review.
4. Verify physical performance and account for proportioning effects
RCA often differs from its source aggregate because adhered mortar remains on the particles. FHWA notes that RCA can have lower density and greater absorption than its source aggregate and discusses grading and Los Angeles abrasion testing. These properties affect batching, water management, workability, yield and durability calculations.
Grading and particle-size distribution
Request the sieve analysis for the actual supplied size and confirm that it falls within the project’s grading envelope. Check for excessive fines, gap grading, segregation and changes between production lots. Grading influences paste demand and packing; a replacement percentage that worked with one grading may not produce the same mixture with another.

Density and absorption
Obtain particle density and absorption results using the method specified for the aggregate type. Greater absorption can change the effective water available to the cement paste and can make moisture conditioning, stockpile control or mixture-water adjustments necessary. The mix designer should use measured values, not a default virgin-aggregate assumption.

Abrasion and mechanical durability
Where required, request Los Angeles abrasion or the project’s specified mechanical durability test. FHWA discusses Los Angeles abrasion in connection with RCA quality. Compare the result with the limit for the intended traffic, loading and exposure; do not treat an abrasion value as a general substitute for strength, freeze-thaw or durability qualification.
Foreign and lightweight constituents
Inspect and test for asphalt, brick, glass, wood, plastics, gypsum, soil, steel and other deleterious particles identified by the governing specification. Record the test basis and the permitted percentage for each constituent. A visually clean stockpile can still contain problematic particles at levels that affect durability or finishing.

When several RCA or dredged sources are available, compare them using identical definitions and test methods. The following table shows the minimum evidence to place side by side; no universal supplier ranking or single cutoff is established by the cited guidance.
| Decision axis | Evidence to compare | Why it matters |
|---|---|---|
| Provenance and composition | Feed material, dredging location, contaminants, processing and lot traceability | Explains variability and identifies hazards before mixture testing |
| Chloride | Value, units, extraction method, moisture basis and concrete chloride calculation | Different methods are not directly interchangeable; limits depend on local rules |
| Soluble sulfate salts | Value and method, especially BS ISO 24684-2:2023 where saline-water-derived sulfate is relevant | Sea-dredged material may carry soluble salts; acceptance remains specification-specific |
| AAR/ASR susceptibility | ASTM C1778-22 assessment or the method required locally, plus proposed mitigation | Reactive aggregate can cause expansive damage under suitable moisture and alkali conditions |
| Grading | Sieve analysis for the supplied size and production lot | Controls packing, paste demand, workability and consistency |
| Density and absorption | Measured values using the specified test method | Influences batching, effective water and yield, particularly for RCA |
| Abrasion | Los Angeles abrasion or the project’s specified durability test | Provides a mechanical durability check appropriate to the use |
| Acceptance limit | Current jurisdictional code, exposure class and project specification | Not stated universally in the cited sources; this is the controlling comparison |
6. Use this acceptance workflow
- Define the use. Write down whether the concrete is cast-in-place, precast, pavement, structural or non-structural, along with exposure classes, design strength, durability requirements and service conditions.
- Identify the governing documents. Confirm the current national adoption of aggregate and concrete standards, project clauses, amendments and authority requirements. Treat the 2008 EN 12620 listing as historical until current adoption is verified.
- Screen the source. Review provenance, composition, processing, contamination controls and lot traceability. Reject or quarantine material with unexplained feedstock or mixed stockpiles.
- Set the test schedule. Specify sampling, laboratory accreditation scope, test methods, reporting basis and retest frequency. Include chloride, soluble sulfate salts where relevant, AAR/ASR, grading, density, absorption, abrasion and contaminant checks required for the use.
- Review the results as a set. Check that every result corresponds to the same lot and method required by the specification. Investigate outliers and method mismatches before comparing with limits.
- Design or verify the mixture. Have the concrete materials professional account for absorption, density, grading, moisture conditioning, chloride balance, sulfate exposure, reactivity and the proposed replacement level.
- Run qualification batches or trial mixes when required. Confirm fresh and hardened performance under the project’s production conditions rather than relying only on aggregate certificates.
- Document the decision. Record the accepted source, permitted use, replacement range, test results, limits, mitigation measures, inspection frequency and actions for a failed lot.
7. Match the decision to jurisdiction, exposure and structural role
There is no responsible universal answer such as “RCA is always safe” or “dredged aggregate is always unsuitable.” A pavement subject to deicing salts, a reinforced beam in a humid exposure, a dry interior block and a precast architectural element can have different chloride, sulfate, AAR, abrasion and absorption requirements.
Ask the engineer of record or concrete materials specialist to identify the controlling exposure classification and whether the specification limits apply to the aggregate, the complete concrete or both. The same measured chloride may have a different consequence depending on reinforcement, prestressing, crack control and the other concrete ingredients.
Common approval mistakes and how to correct them
- Using a supplier’s “passes all standards” claim. Correction: name the exact standard, edition, method, lot and limit for the project.
- Applying FHWA pavement guidance to every concrete product. Correction: use it as technical context, then verify the requirements for the actual structural or non-structural application.
- Requesting only a total sulfate number for sea-dredged material. Correction: request soluble sulfate salts testing suited to saline-water-derived sulfate and interpret it under the adopted specification.
- Comparing chloride results from different extraction methods. Correction: normalize the method and reporting basis, or have the engineer determine whether comparison is valid.
- Ignoring absorbed water in RCA. Correction: provide measured absorption and moisture condition data to the mix designer and control stockpile moisture.
- Calling an aggregate non-reactive without a defined assessment. Correction: obtain the specified AAR/ASR evaluation and document any mitigation.
- Testing one stockpile and accepting all future deliveries. Correction: set lot identification and ongoing verification frequency tied to source variability.
- Assuming a published standard is current locally. Correction: verify the current national edition, amendments, exposure classes and authority requirements at the time of approval.
What the final submittal should contain
A complete approval package should let an independent reviewer trace every conclusion from source to use. Include:
- Source and processing description with lot identification.
- Contaminant inventory and test results.
- Chloride result with method, units and calculation basis.
- Soluble sulfate salts result for sea-dredged aggregate where saline exposure is relevant.
- AAR/ASR assessment and mitigation, if required.
- Grading, density, absorption and abrasion results.
- Applicable specification clauses, current editions and acceptance limits.
- Mix-design assumptions, trial-batch evidence and moisture-control procedure.
- Laboratory accreditation scope and a plan for continuing production checks.
Use laboratories whose accreditation covers the requested methods, and confirm that the laboratory follows the method required by the applicable specification. No generic consumer test kit can certify aggregate suitability for a project-level concrete decision.
