The old nameplate is useful evidence, but it is not a sizing calculation. A sound brief also tests part-load performance, flue and controls compatibility, compliance, outage requirements, and whole-life cost.
1. Confirm what the boiler actually does
Start with the duty, not the equipment catalogue. Record whether the plant generates hot water or steam, what it serves, and when it operates. Include space heating, domestic hot water, manufacturing processes, washdown, kitchens, or any other loads. Note the fuel, normal operating schedule, seasonal pattern, and any simultaneous demands such as morning warm-up combined with process hot water.

Steam is not simply a higher-temperature version of a hot-water system. It is a pressure-vessel and process application with different controls, condensate arrangements, inspections, and safety obligations. UK Energy Technology List guidance describes a steam boiler as a burner-equipped pressure vessel used for process, space, or water heating. Treat a steam replacement as a separate engineering scope rather than assuming that a hot-water quotation can be adapted.

Information to capture at the first survey
- Hot-water or steam duty and every served load.
- Fuel type and available supply capacity.
- Operating hours, warm-up periods, seasonal changes, and known peak events.
- Current flow and return temperatures for hot water, or operating and design pressure for steam.
- Whether another boiler, electric heater, or process plant operates at the same time.
- Any planned change in occupancy, production, floor area, insulation, or operating hours.
2. Document the existing installation
Photograph every boiler and burner nameplate, including model, serial number, input, output, pressure, voltage, and fuel details. Photograph the fuel train, pumps, valves, control panels, flue connection, chimney or stack, combustion-air openings, and the route into and out of the plantroom. Measure doorways, access routes, service clearances, ceiling height, and the available footprint. These details determine whether a replacement can be brought in and maintained without structural work.

Record the existing design flow and return temperatures, maximum operating pressure, electrical supply, controls protocol, water-treatment arrangement, and pipe sizes where they can be verified safely. List pumps, heat exchangers, calorifiers, radiators, air-handling coils, process users, and other connected equipment. Identify isolation valves and whether the system can continue operating while one boiler is taken out of service.
Use the nameplate as a clue, not a design basis
CIBSE explains that Pn denotes nominal output and Qn relates to fuel input. Their ratio can help estimate the boiler’s original efficiency under the stated conditions. A missing 50/30°C output rating may indicate a non-condensing design in the example discussed by CIBSE, but that clue is model-specific; check the manufacturer’s documentation before drawing a conclusion. Nameplate ratings describe the equipment when it was specified, not the building’s current peak load or the performance of a deteriorated system.
3. Recalculate the current load before choosing capacity
Have a qualified heating designer assess the present building demand and load profile. Original boilers are often left in place while buildings are refurbished, subdivided, extended, or operated differently. Copying their combined output can therefore produce an oversized plant that cycles, wastes fuel, and costs more to install. Conversely, an undersized plant may fail during the coldest weather or the highest process demand.
DOE Federal Energy Management Program guidance says agencies should first make every effort to improve the building’s energy efficiency, then have a heating contractor rightsize the boiler. For a private commercial owner, this is practical advice rather than a universal legal mandate. Check whether insulation, glazing, air leakage, controls, heat recovery, or operating schedules can be improved before fixing the replacement capacity. Efficiency work may reduce the required boiler output and the size of pumps, flues, and fuel infrastructure.

What the load assessment should deliver
- Verified design heat loss or process demand, with assumptions stated.
- Peak demand and the duration of that peak.
- Minimum, typical, and seasonal loads.
- Warm-up or recovery requirements after shutdown.
- Required flow and return temperatures, or steam pressure and mass flow.
- Any resilience requirement, such as capacity remaining when one module is unavailable.
Ask the designer to show how the proposed capacity follows from these figures. A single total in a quotation is not enough to reveal whether diversity, future expansion, or simultaneous loads has been handled correctly.
4. Compare single, modular, and staged arrangements
Commercial demand rarely stays at the design peak. Compare a single boiler with two or more modular units and ask how each arrangement behaves at low load. DOE guidance notes that modular boilers can be isolated during low demand, avoiding some standby and cycling losses. Modulating burners and staged controls can also reduce excessive cycling when the load changes.
Questions to put to each proposer
- What is the turndown ratio of each burner and of the complete plant?
- At what load does the next boiler stage start and stop?
- What efficiency is published at 25%, 50%, 75%, and 100% load?
- Can one module be isolated for maintenance while the others operate?
- How are lead-lag rotation, sequencing, minimum run time, and anti-cycling handled?
- What happens when a sensor, actuator, or communications link fails?
Do not compare a package’s full-load efficiency with another package’s part-load claim. Request the test point, return temperature, fuel, and output type for every figure. A plant that is slightly less efficient at full load may use less fuel over a year if it matches the site’s low and medium loads better.
5. Compare efficiency figures on the same basis
“Efficiency” can mean gross thermal efficiency, combustion efficiency, seasonal efficiency, or another metric. Before ranking proposals, write down the fuel, whether the output is hot water or steam, the test standard, load point, and temperature conditions. Condensing equipment generally needs sufficiently cool return water to condense effectively; a high-temperature legacy distribution system may not deliver that condition throughout the year.

| Published criterion or measure | What it tells you | Qualification |
|---|---|---|
| CIBSE Pn and Qn relationship | Can indicate original nominal efficiency from output divided by fuel input. | Applies to the stated nameplate conditions; it is not a current field-performance test. |
| US ENERGY STAR commercial boiler certification | At least 94.0% thermal efficiency and at least 5:1 turndown. | Certification criteria on the current page reviewed in 2026; US programme criteria, not a universal legal requirement or a promise of site savings. Commercial boilers first qualified in December 2016. |
| UK Energy Technology List hot-water criteria | Specified categories include at least 4:1 turndown and category-specific gross thermal-efficiency thresholds. | Current criteria reviewed in 2026. Condensing and non-condensing categories, fuels, and test points have different thresholds; do not apply one percentage to every model. |
Ask for the complete test certificate or manufacturer data sheet behind each percentage. If one proposal reports combustion efficiency and another reports seasonal efficiency, the numbers cannot be ordered without additional information.
6. Check whether the distribution and plantroom can support the proposal
A boiler replacement is often an enabling-works project. Confirm that the proposed unit works with existing pumps, pipework, emitters, heat exchangers, process equipment, water quality, return temperatures, controls, electrical capacity, combustion air, and flue or stack. A physically smaller boiler can still require a larger flue, new condensate drainage, different gas pressure, or upgraded electrical protection.
Condensing and legacy systems
Condensing boilers can achieve higher efficiency, but their corrosion-resistant materials can increase manufacturing cost, as DOE notes. CIBSE identifies flue design as an important issue when replacing a legacy non-condensing system. Check chimney material, diameter, pressure class, termination, plume management, drainage of condensate where applicable, and whether adjacent appliances share the route. Obtain a written flue calculation rather than assuming the old stack is reusable.

For hot-water systems, assess weather or load-based temperature reset, burner modulation, pump control, and integration with the building-management system. Controls should match actual operating hours and demand, not merely reproduce the old timeclock. Verify sensor locations, communications protocol, alarm routing, manual override, frost protection, and the sequence used during warm-up and shutdown.

7. Treat steam replacement as its own design package
For a steam plant, document operating pressure, design steam demand, pressure-control range, condensate return, feedwater quality, blowdown, burner controls, and the condition of associated pressure equipment. Confirm how the new boiler will connect to headers, feed pumps, deaeration or treatment equipment, safety valves, and the existing distribution system.
Have the responsible engineer and local authority confirm pressure-equipment conformity, inspection intervals, and commissioning requirements. UK ETL steam-boiler criteria refer to conformity with the Pressure Equipment (Safety) Regulations 2016 and impose additional modulation and control conditions for some product classes. Those product-list criteria do not replace a site-specific legal review, especially outside the UK.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.8. Make contractor quotations comparable
Issue every bidder the same measured information and require an itemised response. A low boiler-only price can become the most expensive option once removal, flue work, controls, water treatment, or temporary heat is added.
| Quote section | What to require |
|---|---|
| Boiler and burner | Model, number of units, net and gross output, fuel, turndown, efficiency metric, test conditions, and included accessories. |
| Removal and installation | Isolation, draining, lifting, disposal, structural work, access equipment, pipework, valves, pumps, and insulation. |
| Flue and combustion air | Survey, calculation, materials, supports, termination, condensate arrangements, and any chimney modification. |
| Controls and electrical | Panels, sensors, sequencing, building-management integration, cabling, protection, and alarms. |
| Water or steam services | Water treatment, dosing, blowdown, feedwater, condensate, safety devices, and pressure testing as applicable. |
| Commissioning and handover | Combustion setup, balancing, functional tests, operator training, manuals, as-built drawings, and records. |
| Commercial terms | Lead time, warranty, planned outage, temporary heating or process provision, maintenance requirements, and exclusions. |
Ask bidders to identify assumptions and items they have excluded. Require a programme showing surveys, approvals, manufacture, delivery, shutdown, installation, commissioning, and return to service. For a site that cannot tolerate interruption, request a written contingency plan and the cost of temporary capacity.

9. Evaluate lifecycle cost rather than purchase price
Build the comparison around expected fuel use at the site’s actual load profile and tariff. Use the verified peak, seasonal hours, part-load performance, staging strategy, maintenance needs, and projected fuel prices. Include electricity for pumps and fans where it is material. DOE FEMP emphasises lifecycle energy costs and provides guidance for comparing efficiency and sizing; the same principle applies to commercial owners.
Include removal, enabling works, commissioning, operator training, planned servicing, water treatment, replacement parts, warranty conditions, and the cost of an outage. Ask what maintenance access is required and whether a failed module leaves the building with partial capacity. The reviewed sources do not establish a universal commercial replacement price, payback period, or savings percentage. Those figures must be calculated from the site survey, tariffs, scope, and firm bids.
10. Verify approvals, rules, and incentives for your location
Requirements depend on geography, fuel, boiler classification, emissions, pressure, building use, and local authority practice. Confirm permits, building and mechanical codes, fuel-supply rules, emissions limits, pressure-system inspections, electrical approvals, and commissioning records with the relevant authority and qualified designer.

Ofgem’s Boiler Upgrade Scheme guidance for installers, published in 2025 and updated in July 2026, describes a geographically and technologically limited low-carbon heating scheme; it does not establish a general grant for commercial boiler replacement. Ask the local authority, utility, and designer to confirm current incentives for the specific site and technology.
11. A practical replacement-brief checklist
Before inviting final bids, make sure the brief contains:
- Duty identified as hot water or steam, with every served load listed.
- Photographs and transcribed nameplate data for boilers, burners, controls, and flues.
- Current flow, return, pressure, fuel, electrical, water-quality, and control information.
- Verified peak, typical, minimum, seasonal, and warm-up demands.
- Any planned building or process changes that affect future demand.
- Required resilience and the consequences of losing one unit.
- Part-load efficiency, turndown, staging, and modulation data requested on a common basis.
- Flue, combustion-air, condensate, pipework, pump, control, and plantroom constraints identified.
- Itemised scope, exclusions, programme, outage plan, warranty, maintenance, and training requirements.
- Local compliance, inspection, permit, and incentive checks assigned to named professionals.
Use the completed brief to compare delivered capacity against the verified load, not against the old boiler’s nameplate. The strongest proposal is the one that demonstrates a compatible, maintainable system with transparent assumptions and predictable operation at both peak and part load.
