Before exchanging contracts, verify exactly what redevelopment is approved, how construction and the finished scheme could affect the specific home, and which risks remain outside the planning process. Check official planning records, approved drawings and conditions; map the home against buildings, roads and work compounds; investigate traffic, noise, light, privacy, drainage, flooding, contamination and ground conditions; then obtain independent building, legal, insurance and valuation advice. A project announcement is not proof that every advertised element is permitted, funded or certain to be built.
Start with the right question: what is actually authorized?
“Major redevelopment” can describe a strategic vision, a landowner’s announcement, a submitted planning application, an approval subject to conditions, a building permit, active construction or completed works. Those stages carry very different levels of certainty. Treating a concept image or political announcement as the final scheme can lead you to underestimate height, density, traffic, work duration or later amendments.

The legal process also depends on location. The practical checks below draw on Consumer Affairs Victoria buyer guidance, Manchester City Council planning guidance and England’s National Planning Policy Framework (NPPF). They are not universal legal rules. In another country or city, use the equivalent planning register, flood and environmental agencies, title system and qualified local advisers.
A due-diligence sequence you can follow
| Stage | What to establish | Useful evidence |
|---|---|---|
| 1. Status | Whether the scheme is proposed, submitted, approved, permitted, under construction or complete | Planning-register entries, decision notices, permits, conditions, amendments and construction notices |
| 2. Physical relationship | Where the home sits relative to towers, roads, transit, loading areas, lighting and public spaces | Survey plans, site plans, elevations, levels, transport drawings and your own scaled map |
| 3. Construction | Likely duration, work hours, haul routes, closures, dust, noise and vibration controls | Construction-management plans, staging schedules, traffic plans and complaints procedure |
| 4. Completed operation | Traffic, servicing, noise, air quality, lighting, privacy, access and activity after opening | Operational transport and environmental reports, approved conditions and management plans |
| 5. Site hazards | Flooding, drainage capacity, contamination, instability and historic land uses | Current hazard maps, flood-risk and drainage reports, environmental records and ground investigations |
| 6. Your transaction | Condition, title, insurance, prior works, restrictions and price evidence | Independent inspection, title and disclosure documents, insurance quotations and comparable sales |
1. Establish the project’s status from official records
Search every relevant identifier
Search the local authority’s planning register using the project name, the developer’s name, the site address, parcel or lot numbers and nearby street names. A large scheme may be split into several applications, adjoining parcels or infrastructure permissions. Ask the authority whether there are proposed or issued permits near the home; Consumer Affairs Victoria specifically directs buyers to councils for this information.

Read decisions, not just summaries
Download the submitted plans, the decision notice, approved drawings, conditions, transport and access documents, environmental assessments, construction or staging information and every amendment. A planning-portal summary may omit a condition that controls delivery hours, tree removal, acoustic treatment, flood mitigation or the sequence in which roads must open. Compare the approved set with the marketing material and note discrepancies in a dated file.
Separate permission from delivery
An approval does not establish that financing is complete, that all land acquisitions have occurred or that every stage will be built. Conversely, an unbuilt stage can remain legally possible for years. Ask what is legally authorized now, what depends on a later application, whether permissions expire, and whether conditions must be discharged before works begin. Record the application number and decision date so your solicitor or conveyancer can verify the same documents.
2. Map the planned works against the particular home
Measure distance, direction and levels
Use the approved site plan and a reliable property plan to identify the distance and orientation between the home and each material element: building façades, retaining walls, construction compounds, new roads, stations, bus stops, loading bays, substations, car parks, sports areas, lighting columns and public squares. Note differences in ground level; a lower house facing a raised podium can experience a different outlook and privacy impact from one at the same elevation.

Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Test daylight, sunlight and overlooking
Ask for the project’s daylight, sunlight and overshadowing assessment where one exists, and have an architect or surveyor explain assumptions about seasons, window positions and future landscaping. Check which rooms face the site, how long direct sun may be lost, and whether balconies or upper floors will look into bedrooms or private outdoor areas. Manchester City Council lists daylight, sunlight, overshadowing and privacy among matters that may be considered in a planning decision, but the planning file is not a substitute for advice about your own rooms.
Follow every access route
Trace the home’s current pedestrian and vehicle access from its driveway or parking space to the public road. Then overlay proposed road widenings, bus lanes, cycle routes, footpaths, gates, delivery routes and emergency access. Check whether a temporary closure is planned during construction and whether the completed layout changes turning movements, on-street parking or school-run routes. Confirm who owns and maintains any new access road and whether an easement or covenant affects your title.
3. Evaluate construction conditions separately from the finished neighborhood
Request a construction-management picture
Ask the authority or project team for the construction sequence, estimated duration by stage, permitted work hours, haul routes, crane locations, compound boundaries, road closures and utility works. Establish which dates are firm conditions and which are indicative estimates. A multi-stage project can create repeated periods of excavation, piling, façade work and road works rather than one continuous disturbance.

Identify noise, dust and vibration controls
Look for requirements covering acoustic barriers, equipment selection, dust suppression, wheel washing, truck sheeting, vibration monitoring, building surveys and protection of nearby utilities. Ask how complaints are logged, who responds outside office hours and whether monitoring results are published. Construction noise and vibration can affect sleep, remote work, pets and fragile finishes even when the completed development is quiet.

- For shift workers, verify the earliest start and latest finish permitted for each stage.
- For infants, older people or anyone with respiratory conditions, investigate dust controls, truck routes and indoor-air protection with an appropriate professional.
- For home businesses, check whether customer access, deliveries or reliable broadband and utilities could be interrupted.
- For buildings with cracks or delicate structures, obtain a pre-condition survey and document existing defects before nearby heavy works begin.
Do not assume a planning approval resolves claims for construction damage. Manchester City Council states that damage to property is not a matter it considers when determining a planning application. Contractual rights, evidence of pre-existing condition and local civil remedies must be addressed separately with a solicitor and qualified building professional.
4. Assess how the completed project will operate
Traffic, parking and servicing
Read the transport assessment for trip assumptions, junction changes, parking supply, loading arrangements, travel plans and proposed monitoring. Consider weekday peaks, weekends, event days and school holidays rather than relying on a single traffic figure. Locate service yards and refuse stores: reversing trucks, early deliveries and idling vehicles can affect a home that is not directly beside the main entrance.
Noise, air quality and lighting
Check operating hours for shops, venues, gyms, deliveries, plant and public spaces. Identify fixed mechanical equipment, rooftop plant, extraction outlets and amplified outdoor areas. Manchester guidance recognizes noise, disturbance, traffic, air quality and cumulative pollution as relevant planning considerations. Ask what conditions govern them and whether enforcement or monitoring is assigned to a named body.
Examine proposed lighting elevations and the position of illuminated signs. Glare into bedrooms, headlight spill from ramps and a brighter public route can matter even where measured noise is acceptable. Visit the property at dawn, after dark, during the evening peak and on a weekend to compare the approved layout with existing conditions.
Services, public space and safety
Determine whether promised parks, schools, footpaths, utilities or transit links are secured by conditions, agreements or a later funding decision. A home can face construction for years before the public benefit arrives. Check the route to shops, transit and emergency services after each proposed road closure and ask who will maintain communal areas, drainage features and planting.

5. Investigate flood, drainage and ground conditions
Use current, authoritative flood information
Check river, coastal and surface-water maps for the home and the project site, then obtain local drainage information. Ask whether the scheme changes impermeable area, overland flow paths, culverts, detention basins or discharge points. Review mitigation commitments, safe access during storms, maintenance responsibilities and any proposed finished-floor levels. A project can redirect water even when the house itself is outside a mapped flood zone.
England’s NPPF Chapter 18 says planning should account for current and future flood risk, including climate-change effects, and requires site-specific flood-risk assessments in defined planning situations. That is an England-specific policy framework, not a finding about an individual address. Have a local flood professional interpret the evidence and ask your insurer how the risk classification and premium would be affected.
Check historical uses and contamination
Research previous uses of the property and adjacent land, such as industry, workshops, fuel storage, waste handling, railway activity, landfill or intensive agriculture. Look for environmental registers, remediation statements, gas or vapour controls and restrictions on gardens, basements, water use or future extensions. Consumer Affairs Victoria warns that past activity on the property or nearby land may cause contamination and constrain future use.
Recommended Free Tools
England’s NPPF Chapter 17 calls for consideration of ground conditions, including instability and contamination, with adequate assessment prepared by a competent person. Ask for the investigation scope, laboratory conclusions, remediation validation and any ongoing monitoring or maintenance obligation. Do not infer that a “remediated” label means every future use is unrestricted.
6. Examine the home and the transaction documents
Commission an independent building inspection
Use an appropriately qualified local inspector and define the scope in writing. Consumer Affairs Victoria notes that professional inspections can identify electrical-safety issues, unauthorized building work, pool-fencing problems, asbestos, termites and other hazards. Ask whether the inspection covers roof spaces, drainage, retaining walls, moisture, services, access structures and any likely effect of nearby excavation; a standard visual report may exclude specialist testing.
Review title, permits and restrictions
- Obtain the current title, plan, easements, covenants, rights of way and restrictions.
- Verify permits and completion documents for extensions, retaining walls, pools, conversions and other prior works.
- Check owners-corporation, strata or equivalent rules, levies, defects claims and obligations for shared drives or drainage.
- Ask your conveyancer whether the redevelopment creates acquisition, access, construction or compensation rights affecting the lot.
Planning approval for the neighboring scheme does not cure an undisclosed defect, an unauthorized alteration or a title restriction on your property. Your legal adviser should explain which searches are mandatory and which are prudent in the relevant jurisdiction.

Obtain insurance terms before committing
Request written quotations that disclose flood, storm, subsidence, construction-adjacent and liability assumptions. Ask whether an insurer requires a prior condition survey, excludes known development-related damage or changes terms after a flood or contamination finding. Compare excesses and exclusions, not just the headline premium, and keep the quote tied to the address and intended use.
7. Treat price and resale claims as questions to test
Nearby redevelopment can bring better transport, services and public space, but it can also introduce years of disruption, denser outlooks, traffic, noise or hazard exposure. The reviewed official guidance does not establish a universal percentage or reliable direction for nearby home prices. Manchester City Council expressly excludes effects on property value from the matters it can consider in a planning determination.
Build a local evidence set: recent sales of genuinely comparable homes, differences in floor area and condition, distance and orientation to the project, tenure, parking and timing relative to construction announcements. Treat a seller’s or promoter’s forecast as an assertion to verify, not as a valuation. Ask an independent valuer how much weight can reasonably be placed on an unbuilt scheme and its remaining approvals.

Warning signs that warrant a pause
- The only project information is a press release, brochure or concept image, with no traceable planning application.
- Marketing drawings show a different height, access arrangement or land boundary from the approved plans.
- Conditions, amendments, staging plans or environmental reports are missing or unavailable.
- No one can explain work hours, haul routes, vibration controls, drainage maintenance or the complaint process.
- A seller promises a definite price increase or completion date without independent evidence.
- Flood, contamination or ground reports rely on old maps, a neighboring parcel or an assessment prepared for a different use.
- The home has unpermitted alterations, unclear easements, unexplained cracks or insurance exclusions.
For each warning sign, stop and request the underlying document or professional opinion. If the uncertainty cannot be resolved before the contract deadline, price the risk conservatively or choose a property with clearer evidence.
Questions to put in writing
Ask the planning authority
- Which applications and permits affect this address or the surrounding streets?
- What is approved now, what remains under assessment and what conditions must be discharged?
- Are there construction-management, traffic, acoustic, flood, contamination or monitoring documents?
- Are further stages, amendments, compulsory-acquisition powers or infrastructure works anticipated?
Ask the seller or agent
- What notices, complaints, access changes, defects or insurance claims have been received?
- Which alterations have permits and completion certificates?
- What easements, owners-corporation obligations or special levies affect the property?
- Has any inspection, valuation or insurance application identified a redevelopment-related issue?
Ask your professionals
- Inspector: What is excluded from the report, and do excavation, vibration, asbestos, drainage or retaining structures require specialists?
- Conveyancer or solicitor: Which title, planning, disclosure and compensation searches apply here?
- Valuer: Which comparable sales reflect the project’s distance, orientation and construction stage?
- Insurer or broker: Which hazards, exclusions, excesses and future changes apply to this address?
- Flood, environmental or geotechnical consultant: What assumptions, data date and future-use limits apply to the assessment?
What planning policy can—and cannot—tell you
Planning decisions weigh public-interest effects such as scale, appearance, layout, density, daylight, privacy, access, parking, servicing, traffic, noise and air quality. They do not provide a complete warranty about your purchase, construction damage, title, building condition, insurability or future resale. Manchester City Council’s guidance makes this boundary explicit by distinguishing matters it can consider from property damage and property-value effects it cannot determine.

Make the final decision on documented tolerance
- Create a dated folder containing the register entries, approved plans, conditions, reports, inspection, title, insurance quotation and comparable sales.
- Mark every unresolved item as either a legal uncertainty, a physical hazard, a cost exposure, a temporary inconvenience or a lifestyle trade-off.
- Ask the relevant professional—not the promoter—to quantify what can be quantified and state assumptions where it cannot.
- Visit at different times and, where lawful, observe current traffic, parking, noise, light and drainage conditions.
- Set a personal limit for construction duration, outlook change, access disruption, insurance cost and price uncertainty before negotiating.
- Make the offer conditional on the searches, inspections and finance protections available in your jurisdiction, and have the contract reviewed before signing.
The sound purchase is not necessarily the home farthest from the project. It is the home for which the authorized scheme, likely impacts, remaining hazards and financial trade-offs are sufficiently documented for your household to accept.
Frequently Asked Questions
Does planning approval mean the redevelopment will definitely be built as shown?
No. Approval establishes what is authorized subject to its conditions; it does not prove financing, land assembly, later-stage approvals or delivery of every advertised feature. Check the decision notice, conditions, amendments and construction information.
Can the council compensate me if nearby construction damages my house?
Do not assume so. Manchester City Council states that construction damage and property-value effects are not matters it considers in determining a planning application. Obtain a pre-condition survey and take local legal advice about evidence, contracts and remedies.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsHow can I estimate whether the project will reduce my home’s value?
There is no universal percentage supported by the cited guidance. Use an independent valuer and genuinely comparable local sales, adjusting for distance, orientation, condition, parking, tenure and the project’s construction stage.
Which flood report should a buyer rely on?
Use current, authoritative maps and site-specific local drainage and flood evidence for both the home and project. Check surface water as well as river or coastal sources, then have a qualified local professional interpret mitigation, access and insurance implications.
Is a standard home inspection enough near a construction site?
It may not be. Ask the inspector what the standard scope excludes and whether you need specialists for vibration or pre-condition surveys, asbestos, drainage, retaining structures, contamination, geotechnical conditions or unauthorized work.
