Requirements depend on the country, municipality, venue, pavilion size and height, occupancy, materials, attachments and event duration. Put those facts into a written project brief, then obtain the authority and venue requirements for this exact structure.
1. Define the project before asking for permits
Authorities and venues classify temporary structures differently. A covered display stand, an enclosed pavilion, a two-storey hospitality space and a structure with suspended equipment can follow different approval paths. Record the facts that determine the classification:

- Country, municipality and venue owner.
- Build, opening and dismantling dates, plus the total time on site.
- Overall length, width, height, floor area and number of storeys.
- Whether the structure is open-sided, covered, enclosed or air-supported.
- Intended use, expected occupancy, seating, queues, catering, demonstrations and storage.
- Structural system, cladding, flooring, stairs, ramps, glazing, signage and suspended items.
- Ground or floor location, proposed foundations, ballast and anchors.
- Temporary electricity, lighting, water, drainage, heating, cooling and communications.
Use this brief in every conversation with the building authority, fire service, event authority, venue and structural designer. Changing one item—such as adding a mezzanine, heavier equipment or a closed wall—can change the design loads, fire strategy or permit route.

Request a written list of required submissions and lead times before procurement. Ask whether the project needs planning or building permission, a temporary-use or event permit, fire approval, structural calculations, inspections, occupancy or completion certificates, electrical sign-off and a venue technical approval. Confirm who may submit and certify each document, which drawing scale and calculation format are accepted, and whether an authority inspection is required before opening.

Singapore illustrates why the route must be checked locally. The Building and Construction Authority describes temporary-building applications and requires the owner to engage a professional civil or structural engineer to design, supervise and inspect erection. Singapore’s Civil Defence Force also describes a separate temporary change-of-use permit for certain exhibitions and trade fairs lasting up to 60 days, with stated exceptions for some newly erected or altered structures. Those are Singapore-specific processes, not a general rule for other countries.
Check the venue manual as well as public law
A venue can impose conditions beyond municipal permits, including approved contractors, working hours, loading routes, floor loading limits, anchor restrictions, insurance, inspection fees and weather procedures. NürnbergMesse’s 2025 outdoor-stand guidance, for example, sets wind and stability-documentation conditions for covered, closed or multistorey stands that meet its stated area conditions. Obtain the current manual and ask the venue to confirm whether your pavilion falls within any threshold.
2. Prove that the site can support the pavilion
Do not treat a paved surface, exhibition slab or grassed area as automatically suitable. The structure, visitors, stored materials, lighting, exhibits, ballast and delivery vehicles all impose loads. Obtain reliable information about soil, fill, drainage and existing slabs, and have a competent professional verify bearing capacity and settlement assumptions.
Investigate ground, anchors and buried services
- Confirm allowable floor or ground loading for the pavilion, plant, forklifts, delivery vehicles and temporary storage.
- Locate every proposed anchor, stake, screw, deadman or ballast position and verify its capacity.
- Obtain current utility plans and physically locate buried electricity, water, drainage, gas and communications before drilling, driving stakes or excavating.
- Identify overhead lines, trees, neighbouring structures and other clearance hazards.
- Check whether the venue prohibits penetration of a slab or requires a specified anchoring method.
Underground services are a construction hazard even when the pavilion itself is temporary. Include service information in the site plan and brief every contractor who will excavate, lift, drive vehicles or install temporary utilities.

Design for the actual weather and terrain
Review topography, prevailing and seasonal winds, exposure between buildings, nearby vegetation, rainfall, snow where applicable, drainage and flood response. The operating period matters: a pavilion used in a storm-prone month needs different assumptions from one used during a calmer season. Ontario guidance for outdoor temporary structures calls for site-specific weather, including wind, rain and snow, and engineering documents that state design parameters and load limits.
Keep public routes away from low points where water can collect. Provide a plan for surface water, pump-out or temporary drainage if the site can flood. Do not rely on a generic manufacturer rating when the pavilion is in a more exposed location than the rating assumes.
Prepare a referenced site plan
Show the pavilion footprint, entrances, exits, stairs and ramps, toilets, first-aid points, fire equipment, fencing, queues, loading areas, contractor compounds, vehicle routes, emergency access, utility connections, anchor positions and exclusion zones. Mark overhead and underground hazards. Issue the controlled plan to the venue, designer, principal contractor and event operations team, then revise it as surveys and approvals confirm facts.

3. Commission a temporary-works structural design
Engage a structural professional with relevant temporary-structure experience. Confirm whether the authority or venue requires a particular qualification, independent design check, professional registration, inspection regime or insurance. The designer should consider the pavilion’s intended use and every load case through erection, operation and dismantling.

Require the design to cover more than the finished appearance
- Site-specific wind, rain and snow assumptions where relevant.
- Dead loads from frames, floors, roofs, cladding, partitions and services.
- Live loads from visitors, staff, stored goods, exhibits and equipment.
- Point loads, suspended signs, lighting, screens, speakers and rigging.
- Support conditions, foundations, ballast, anchors, connections and uplift.
- Stability during partial erection, adverse weather, loading and dismantling.
- Component handling, lifting points, temporary bracing and exclusion zones.
- Permitted configurations, occupancy, load limits and operational weather limits.
Ask for signed drawings and calculations, connection and component details, erection and dismantling instructions, inspection points and any required certificate. The UK government’s notice on temporary demountable structures directs organisers and competent persons to guidance covering procurement, design, erection and use. Use that lifecycle approach rather than treating engineering as a one-time calculation.
Control changes after approval
Do not alter spans, ballast, anchorage, materials, wall openings, signage, suspended equipment or internal layout without approval from the responsible designer. A heavier exhibit or a new banner can change wind area or floor loading. Keep a change register so the site team knows which revision is current.
Manchester venue requirements provide a useful example of the documentation often requested: design information, calculations, certificates, risk management, loading data and operating and maximum wind speeds, with the structure required to remain safe throughout the booking. Those are venue conditions, not universal limits; your venue may require different information.
4. Build a fire, evacuation and emergency plan
Complete a fire-risk assessment for the pavilion as actually fitted out. Cover cladding and decorative materials, furniture, exhibits, packaging, cooking or hot work, electrical equipment, batteries, heaters, ignition sources and neighbouring exposures. Confirm material classifications and fire-service requirements with the local fire authority and venue.
Check exits, routes and responder access
- Set an occupant capacity that matches the approved layout and escape arrangements.
- Provide the required number and type of exits, with routes kept clear during setup and opening.
- Keep cables, stakes, guy ropes, merchandise and queue barriers out of escape paths.
- Provide emergency lighting, detection, alarms and extinguishers where required.
- Maintain fire-service approach, appliance access and a clear handover point for responders.
- Define evacuation, shelter, first aid, lost-child, severe-weather and incident-reporting procedures.
The English open-air-events fire guide expressly does not cover large temporary structures or air-supported structures. Do not use that guide alone for a substantial pavilion; confirm the applicable fire guidance for the structure type and jurisdiction. Singapore’s event-specific change-of-use process is another example of why fire conditions must be agreed with the relevant authority rather than inferred from a general event checklist.

Plan accessibility from the first drawing
Provide an accessible route from the public approach to entrances, viewing areas, toilets and exits. Check gradients, temporary floors, ramps, thresholds, door clearances, turning areas and the route to a place of safety against local requirements. Separate pedestrians from delivery vehicles and plant. The Australian temporary-structures standard is described as covering access and sanitary facilities, but its adoption and detailed rules are set by the relevant state or territory authority.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.5. Coordinate utilities and construction logistics
Temporary electricity, lighting, water, drainage, heating, cooling and communications need a coordinated layout and qualified installation. Show connection points and service routes on the site plan. Protect cables and pipes from vehicles and visitors, and resolve every crossing before installation. Never allow a service route to narrow an exit or obstruct emergency access.

6. Assemble a controlled project and site pack
Keep one controlled set of records available to the construction and event teams. It should contain:
- Approved drawings, calculations, revisions and design assumptions.
- Permits, authority correspondence, venue approvals and inspection bookings.
- Fire strategy, risk assessment, emergency plan and responder contacts.
- Material or reaction-to-fire certificates where required.
- Method statements, lifting plans, work-at-height controls and service-location records.
- Component, connection, ballast and anchorage information.
- Erection, inspection, handover and occupancy records.
- Weather-monitoring method, trigger levels and actions for restricting access or stopping use.
- Defect, incident and change logs, plus dismantling instructions.
Before opening, verify that the erected pavilion matches the approved design, that required inspections are complete and that defects have been closed. Retain the pack during the event so operators can check limits and contact the responsible competent person quickly.
7. Set operating and weather controls before opening
The design is only valid within its stated configuration and limits. Display or brief the occupancy and loading restrictions to staff. Control additions such as banners, lighting bars, suspended products, temporary partitions and storage. Keep ballast, anchors, guy lines and fire equipment protected from tampering while remaining accessible for inspection.
Monitor and respond
- Nominate a competent person responsible for inspections and weather decisions.
- Check the structure after erection, after significant changes, after impact or damage and at intervals specified by the designer or venue.
- Monitor the weather using the method and thresholds in the engineered plan.
- When a trigger is reached, stop admissions or evacuate according to the pre-agreed procedure; do not improvise by adding ballast or removing walls.
- Reopen only after the responsible person and venue accept the inspection result.
Plan dismantling with the same care as erection. Confirm the sequence, temporary stability, lifting zones, service isolation, public separation, waste handling and ground reinstatement. A temporary structure can become unstable when its bracing, cladding or ballast is removed in the wrong order.
8. Compare pavilion or venue options on the same evidence
If more than one site or structural system is viable, use the same event brief, occupancy and site data for each option. A simple comparison prevents an apparently cheaper pavilion from shifting cost and risk into permits, logistics or weather restrictions.
| Comparison area | Questions to answer |
|---|---|
| Approvals | What permits, inspections, certificates and submission lead times apply? |
| Site fit | Can the ground or slab carry the structure, visitors, equipment and delivery plant? Are anchors allowed? |
| Weather basis | What wind, rain and snow assumptions apply, and what operating limits will restrict use? |
| People and evacuation | Does the layout provide accessible circulation, adequate exits, responder access and safe dispersal? |
| Fire strategy | Are materials, cooking, electrical systems, alarms and firefighting provisions acceptable to the authority and venue? |
| Logistics | How long do delivery, erection, inspection and dismantling take, and where will vehicles and plant operate? |
| Records and conditions | What engineering documents, inspections, insurance, venue fees and contractor approvals are required? |
9. A practical pre-build sign-off sequence
- Freeze the project brief: location, dates, dimensions, use, occupancy, materials, attachments and utilities.
- Ask the authority and venue to identify the permit route, technical submissions, inspections and deadlines in writing.
- Survey the site, including ground or slab capacity, anchors, utilities, topography, drainage, flood exposure and access.
- Appoint the competent structural designer and obtain approved calculations, drawings, limits and erection instructions.
- Agree the fire, evacuation, accessibility, first-aid, severe-weather and responder arrangements.
- Coordinate utilities, deliveries, lifting, work at height, storage, traffic separation and security.
- Issue the controlled site plan and site pack to every contractor and event lead.
- Inspect the completed pavilion, record handover and open only after required approvals are complete.
- Monitor weather, occupancy, damage and changes throughout the event.
- Dismantle under an approved sequence and close out records, defects and ground reinstatement.
What cannot be assumed without a location and design
No universal answer exists for the required permit, wind limit, fire classification, accessibility dimension, structural standard or inspection certificate. Those depend on the jurisdiction, venue, pavilion type, size, occupancy, duration and site. Confirm the current edition of every rule and venue manual at project start; guidance and venue documents can change.
