Before you price a highway project beside other active work, map every interface that could change your traffic control, access, sequence, production rate, or responsibility. Obtain current limits and schedules for nearby highway, local-road, utility, and maintenance projects; overlay closure and detour plans; verify utility and right-of-way readiness; reconcile every contract document and bid item; identify who controls sequencing and access; then put unresolved conflicts through the agency’s formal question-and-addenda process.
A nearby project can affect your bid even when its limits do not touch yours. Shared interchanges, diversion routes, delivery roads, emergency routes, businesses, schools, and transit corridors can turn separate contracts into one operating work zone. The checks below are based on U.S. Federal Highway Administration (FHWA) guidance, but the controlling requirements are the current solicitation, state or local agency specifications, approved schedules, closure calendars, utility agreements, and addenda for the project you are bidding.

Why adjacent construction changes the price and schedule
Two projects may each have an acceptable traffic plan when viewed alone and still fail when operated together. A neighboring closure can consume your planned lane-closure window, force a longer detour, block a haul route, or prevent emergency access. Contradictory signs, competing merge points, and several closely spaced work zones can increase queues and make an otherwise achievable production rate unrealistic.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Nearby work can also change who must do what. Your contract may require coordination with another contractor, but the agency or engineer may retain authority over sequencing, access, signs, or incident response. If the documents do not clearly allocate those duties, the uncertainty belongs in your pre-bid questions rather than in an unspoken estimating assumption.

1. Build a map of every construction interface
Inventory work in the project vicinity
Start with a corridor-wide list, not just projects whose limits overlap your plan sheets. Include:
- Active or planned highway and interchange contracts.
- Local-road reconstruction, bridge, drainage, paving, and maintenance work.
- Utility relocation, protection, or replacement by public agencies or private owners.
- Developer, railroad, transit, or municipal work that uses the same roads or access points.
- Recurring maintenance operations with planned closures during your contract period.
For each item, record the owner, prime contractor, current contact, physical limits, anticipated start and finish, work hours, lane-closure windows, detours, access points, staging areas, and known milestones. Use the latest agency project list, letting information, public notices, and solicitation documents available to bidders. A contact list based on an old advertisement is not enough; ownership, contractors, and dates can change before award.
Look for indirect overlap
Mark whether each project shares or affects your corridor, interchange, detour route, access-control area, material-delivery route, or emergency route. A project several miles away may still control the only practical route for trucks or the diversion path shown in your temporary traffic-control plan. Note locations where traffic would be forced to merge, cross, turn around, or pass through a second work zone.
Recommended Free Tools
FHWA work-zone guidance treats coordination with other projects as a way to sequence work and reduce motorist delay and impacts on communities and businesses. Your map should therefore show the combined operating environment, not merely a boundary-to-boundary overlap.
Use an interface register
Create one row for each interface and keep it with your estimate. Useful fields are:
- Adjacent project and responsible organization.
- Location, limits, and affected movement.
- Planned dates, milestones, work hours, and closure windows.
- Access, staging, delivery, and emergency-response dependency.
- Traffic-control or signing conflict to resolve.
- Contract clause, plan sheet, special provision, or schedule that supports the assumption.
- Person who can answer the question and the date the answer was received.
- Potential effect on labor, equipment, duration, risk allowance, or bid item quantity.
This register is a practical management tool, not a prescribed FHWA form. Its value is that it prevents a material interface from disappearing into a general contingency.

2. Overlay schedules, closures, detours, and access
Compare the calendars
Place the proposed contract’s notice-to-proceed period, milestones, staging changes, and planned work windows beside the latest schedules for adjacent projects. Test each phase, not just the overall completion dates. A neighboring project that finishes before your final completion may still block your first-stage access or consume the closure period needed for a critical operation.

Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Ask specifically:
- Can both projects close the same direction or lane at the same time?
- Does one project’s detour use a road that your traffic plan needs for diversion, deliveries, or local access?
- Will signs, pavement markings, portable signals, or merge points give drivers conflicting instructions?
- Can trucks enter and leave your site without crossing a closed or queue-prone segment?
- Will several work zones compound delay for emergency responders, buses, school traffic, businesses, or residents?
- Are night, weekend, holiday, or event restrictions different for each project?
Test the traffic plan as a combined system
Overlay lane-closure windows, detour routes, ramp restrictions, temporary signals, and staging boundaries on one corridor drawing. Follow the route from each major origin to destination during every planned stage. Check turning movements for delivery vehicles, access to properties, and the route an ambulance or fire apparatus would use if an incident occurs inside either work zone.
FHWA identifies detour and diversion-route impacts, lane-closure conflicts, contradictory signs, and multiple nearby work zones as coordination concerns. Treat each as a bid issue when it can change your traffic-control quantities, working hours, productivity, or duration.
Find the sequencing authority
Determine whether the contractor, engineer, owner, or a joint coordination group controls the order of closures and stage changes. Read provisions governing coordination, right of access, suspension, restricted work hours, and recovery schedules. If another contractor can delay your access but your contract still imposes an unchanged completion date, that is a material risk requiring a written answer or a clearly permitted schedule allowance.
3. Verify utilities and right-of-way before assuming they are ready
Check utility status and responsibility
Review utility adjustment and relocation plans, conflict matrices, owner commitments, permits, access restrictions, and the latest status of each move. Identify whether the highway contractor, utility owner, a separate utility contractor, or the agency must perform protection, relocation, inspection, shutdown, reconnection, and restoration. Confirm where concurrent utility work will occupy your planned work area, haul path, trench, shoulder, or staging space.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteDo not treat a utility note on a plan sheet as proof that the work is complete. Ask for the current field status, expected release date, and the contractual remedy if the release is late. A utility owner’s informal statement is not a substitute for the solicitation’s allocation of delay and coordination risk.

Confirm right-of-way and access-control readiness
Verify that required parcels, easements, temporary construction areas, access-control points, and work zones will be available when each stage begins. Check whether another project occupies a parcel, driveway, median opening, or haul route you need. Confirm restrictions on entering adjacent property, crossing railroad or utility rights-of-way, and using staging areas shown as available.
FHWA’s federal-aid utility guidance, updated March 31, 2023, states: Authority to advertise or to concur in award of contract is not to be issued until the utility work is complete or there is adequate evidence that all necessary arrangements have been made for it to be undertaken and completed w/o delay or restriction to the highway construction.
The page attributes that policy language to a July 24, 1964 utility-adjustment reference and also describes exceptional cases in which concurrent utility work is identified in the proposal. This is federal-aid guidance, not a blanket replacement for the applicable agency’s current rules. Read the project-specific utility agreements and proposal provisions.
4. Reconcile plans, specifications, special provisions, and bid items
Check that the documents describe one consistent scope
Read the plan sheets, standard and special specifications, traffic-management or traffic-control documents, permits, schedule of bid items, and addenda together. Look for differences in limits, stage boundaries, access dates, closure hours, material requirements, restoration obligations, and completion milestones. A quantity shown on a plan is not automatically payable if the specification assigns the work to another item or party.
For every interface item, establish:
- Who furnishes labor, materials, equipment, signs, barriers, signals, and monitoring.
- Who obtains permits and coordinates with utilities, railroads, municipalities, or adjacent contractors.
- Who maintains public and private access during each stage.
- How the work is measured, what unit applies, and when payment is made.
- What happens if the work is directed, resequenced, suspended, or repeated.
Review document precedence and risk allocation
Find the order-of-precedence clause before pricing a conflict. FHWA explains that specifications communicate how work is performed and how the agency measures, accepts, and pays for it. Its review guidance highlights differing-site conditions, right-of-way, environmental permits, and third-party utility or railroad coordination as provisions that deserve explicit risk review.
If a plan, special provision, traffic-control note, and bid item point in different directions, do not select the interpretation most favorable to your estimate and remain silent. Submit the conflict through the official process and price the answer reflected in the final addendum. Preserve the question, response, and revised document in your bid file.
5. Identify coordination duties and control of the work
Separate coordination from control
A clause requiring you to coordinate does not necessarily give you authority to command another contractor. Determine who can approve a closure, move a sign, change a detour, release an access point, revise a stage, or direct the movement of materials. Confirm whether the engineer must approve your schedule and whether the agency can order resequencing without a compensable change.

Read requirements for joint meetings, daily contact, progress reporting, schedule updates, emergency notification, and incident documentation. If the contract names a coordination manager or corridor manager, identify that person’s authority and response expectations.
Prepare for the preconstruction conference
FHWA’s construction program guidance recommends documenting the contractor’s schedule, operations, backup plans, contract requirements, traffic management and control, right-of-way, deliveries, time limits, and emergency response in preconstruction-conference minutes. Before bidding, identify the information you will need to bring to that meeting and any assumption that must be settled before mobilization.
Plan backup access, alternate delivery windows, substitute staging, and a response if a neighboring project occupies your route. A backup plan is only useful if the contract permits it and the agency can approve it within the required time.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.6. Assess the combined work zone and its stakeholders
Review the corridor as one public-facing operation. Coordinate, as applicable, with:
- Adjacent-project contractors and local roadway owners.
- Utility owners and railroad or transit authorities.
- Emergency responders and law enforcement.
- Public-information and incident-management personnel.
- Businesses, schools, hospitals, residents, and local communities.
- Transit operators, bicycle and pedestrian coordinators, and freight stakeholders.
Check who develops, reviews, approves, implements, monitors, and updates each temporary traffic-control or transportation-management-plan element. An adjacent project’s approved plan does not automatically accommodate your contract. Confirm responsibility for signs, devices, pavement markings, queue protection, incident response, public notices, and restoring access after an incident.

7. Turn uncertainty into formal bid questions
Write questions that can be answered
For each unresolved interface, cite the plan sheet, specification section, special provision, schedule line, or utility note. State the conflict, explain the operational consequence, and ask for a specific clarification. Useful subjects include:
- Conflicting closure or detour windows.
- Access that another project controls or may occupy.
- Concurrent utility work and the date of work-area release.
- Who supplies and maintains temporary traffic-control devices.
- Who approves sequencing, stage changes, and emergency access.
- Which item measures coordination, standby, repeated work, or restoration.
- How delay or resequencing is handled when a third party misses its commitment.
Use only the official channel
Submit material questions through the agency’s designated bidder-question system or contact identified in the solicitation. Do not price a major interface from a hallway conversation, phone call, or informal email that other bidders cannot see. FHWA’s emphasis on documented coordination and clear contract responsibilities supports this discipline.
Track the question number, response date, affected document, and any addendum. Re-read every addendum before submitting the bid, then update quantities, schedule logic, traffic-control assumptions, and exclusions. If the final documents still leave a material conflict unresolved, state the assumption in your internal approval record and obtain contract or legal review appropriate to your organization and jurisdiction.
Bid-day and final-review checklist
- Confirm the nearby-project list, contacts, limits, and schedules are current.
- Overlay closure windows, detours, access routes, staging, and emergency routes for every planned stage.
- Verify utility relocation, protection, right-of-way, easement, and access-control readiness.
- Reconcile plans, specifications, special provisions, traffic-control documents, and bid items.
- Identify the party controlling sequencing, closures, signs, access, deliveries, and incident response.
- Check measurement and payment for coordination, temporary traffic control, access maintenance, and repeated or changed work.
- Review environmental, railroad, transit, local-road, and third-party coordination provisions.
- Submit every material conflict through the official question process.
- Incorporate all responses and addenda into the estimate and schedule.
- Keep the interface register, assumptions, and supporting documents with the bid record.
What a defensible bid file should show
A strong bid file demonstrates how you reached your price: the corridor map, current contacts, schedule overlay, utility and right-of-way status, document-conflict log, traffic-control responsibilities, formal questions, addenda review, and the assumptions approved by your estimating team. It should also show which risks are controlled by your means and methods and which depend on the agency, a utility owner, or another contractor.
Because the available guidance is U.S. federal FHWA material, it cannot decide a project-specific legal entitlement, delay claim, or payment outcome. The solicitation and governing law control. Use the review to expose interfaces early, obtain written direction, and avoid accepting a schedule or cost obligation that the bid documents never clearly assign.
