Check door-to-door journeys, school admissions and capacity, operating service providers, and the legal and funding arrangements that tie promised infrastructure to occupation. The checks below apply to England; Scotland, Wales and Northern Ireland use different planning systems and local rules.
Start with the address, not the brochure
Planning documents describe requirements, assumptions and proposals. They do not prove that a bus currently runs, that a school has a place, or that a GP is accepting registrations. Build an address-specific fact sheet for the exact phase and plot you are considering.

- Record the development name, postcode, phase, expected occupation date and the local planning authority.
- List the destinations your household uses every week: workplaces, schools, nursery, sixth-form or college, GP, pharmacy, dentist, hospital or urgent-care centre, supermarket, childcare, post office, library, parks and community venues.
- For each destination, note whether the facility is operating now, funded or under construction, permitted but not started, or only aspirational.
- Ask who is responsible for delivery, what funding or planning obligation applies, and which phase or trigger requires the facility to be available.
Keep written replies and dated timetable or admissions information. Services, opening dates and capacity can change before you move.

How to check transport to work, school and daily destinations
Run realistic door-to-door journeys
Test journeys at the times your household will actually travel, including school arrival and dismissal, weekday commuting peaks, evenings and weekends. Measure the complete trip from the proposed front door, not from the centre of the red-line site.

- For buses and trains, record the walk to the stop or station, service frequency, first and last departures, changes, fares, accessibility and whether the service runs on the days you need.
- Check likely delays and peak-time crowding. A timetable with one service an hour may be technically available but unusable if a missed connection makes a child or commuter late.
- Compare the route in poor weather and darkness where possible. Slopes, unlit paths, crossings and narrow pavements can materially change a journey.
- Ask the operator to confirm the route, timetable and planned start date. A stop, shelter or bus lane is an infrastructure asset; it is not evidence that a useful service operates.
The government’s transport guidance says the impact of new homes depends on their number, type and size and on the capacity of existing public transport, cycling, walking and road networks. Read the local authority’s Travel Plans, Transport Assessments and Statements for the assumptions behind the scheme.
Walk and cycle every important connection
Walk or cycle from the site to existing neighbourhoods and destinations, not just around the show home. Look for a continuous, direct route with usable pavements, safe crossings, lighting, manageable gradients and protection from fast traffic. Check whether a path ends at the site boundary or connects to the wider network. Active Travel England’s site-wide considerations guidance says routes should connect inside and outside a development.
Use two planning benchmarks as prompts rather than promises: facilities such as schools, shops, community facilities, healthcare and open space should aim to be within 800 metres of homes, and bus stops should ideally be within a 400-metre walk. The distances are guidance benchmarks; they do not establish that your plot meets them, that the route is accessible, or that a service has spare capacity.
Request the transport evidence
Ask the planning authority for the approved Transport Assessment or Transport Statement, Travel Plan, relevant conditions and legal obligations, and details of secured transport works or service contributions. Check whether the documents address:

- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
- walking, cycling and public-transport routes inside and outside the site;
- road capacity and junction performance during school and work peaks;
- cumulative effects from other committed developments;
- assumptions about service frequency, mode share and car ownership;
- monitoring arrangements, targets and measures required if targets are missed; and
- the trigger for delivering roads, crossings, cycle links, bus stops or contributions.
Ask for a plan showing which works are complete before your phase is occupied. A contribution secured in an agreement may fund future work, but it does not give you a timetable unless the agreement specifies one.
Use a car-free practicality test
Transport for New Homes assesses whether residents could live easily without driving, with nearby destinations and connections beyond the estate. Apply that test to your household: could an adult and child reach school, work, healthcare and shopping if the car were unavailable for a week? If the answer depends on a proposed bus or an unfinished footpath, treat that dependency as a risk to verify.
Will there be enough school places?
Confirm admissions for the exact address
Contact the relevant local authority education team and each school’s admissions authority. Ask for the current catchment or designated-area position for the precise address, how applications are ranked, the latest published oversubscription criteria, transport eligibility and which schools currently have places. A nearby school does not guarantee admission, and a developer’s statement about a future school cannot determine an individual child’s outcome.
Admissions arrangements and capacity can change annually. Request the information in writing for the year your child is expected to start, and check whether the authority uses distance, sibling priority, faith criteria, testing or other ranking rules.

Check capacity created by this and other developments
Ask how the authority forecasts children from your phase and from other committed schemes. The useful questions are:
- How many existing places are available in each year group?
- What expansions or new schools are proposed, and who will deliver them?
- Which developer contributions or other funding secure the work?
- What planning trigger, dwelling threshold or occupation phase releases the funding?
- What is the expected opening date, and what happens if homes are occupied first?
England’s National Planning Policy Framework includes early-years, school and post-16 education when authorities plan sufficient education facilities. The National Planning Policy Framework, Chapter 16, published 29 September 2026, also requires authorities to account for existing deficits and additional needs arising from development and population change.
Inspect the school journey at the real peak
Travel the likely route at arrival and dismissal time. Check crossings, sight lines, pavement width, cycle storage, traffic queues and whether children must cross construction access roads. A route that looks short on a plan can be unsafe or impractical when hundreds of pupils and vehicles arrive together. Ask whether any temporary route will remain while later phases are built.
Include nursery and post-16 choices
If relevant, check nursery and early-years places, breakfast and after-school provision, sixth-form or college routes, and transport costs. Opening hours may not match a standard school day, and a facility listed in a planning schedule may not provide the type of place your child needs.

What services are near a new-build development?
Verify healthcare access
Make an address-specific list of GP practices, pharmacies, dentists, urgent-care services, hospitals and mental-health or community services your household may use. Call or check each provider about registration eligibility, waiting lists, opening hours, appointment arrangements and current capacity. Distance on a map does not mean a practice accepts new patients or that a pharmacy offers the service you require.
Check shops, childcare and community facilities
Verify food shopping, childcare, post, banking access, libraries, community rooms, faith venues, parks, play areas and other regular destinations. For each, record whether it is operating, funded or under construction, permitted only, or aspirational. Ask the council who owns or delivers it, what funding secures it, and the occupation or phase trigger for opening.
Separate on-site promises from usable services
Mixed-use development can reduce journeys, but a reserved retail unit or community building is not a service until it opens and operates. Check established centres as well as the estate plan. If your household relies on a supermarket, pharmacy or childcare provider outside the site, test the route and opening hours now rather than assuming an on-site facility will arrive.

For England, the NPPF states: “Planning conditions and obligations should be used to secure the timely delivery of community facilities and public service infrastructure required to serve new development, so that these facilities are available for use when the development (or an agreed proportion of the development) is first occupied or comes into use.” Read the permission, conditions and legal agreement to see what that means for your phase.

- Highlight every facility or transport measure described as necessary, and note the responsible party, funding source, trigger and completion condition.
- Ask the planning case officer or infrastructure team which obligations have been discharged, which works are complete, and what monitoring reports are available.
- Check whether occupation can proceed before a facility opens and what interim arrangement is specified.
- Reconfirm dates shortly before exchange or completion; permission and funding do not guarantee that construction or operation is on schedule.
Planning policy is a mechanism for securing delivery, not proof of current operation or spare capacity. Treat “planned”, “approved” and “secured” as different statuses.
Compare two developments on evidence, not distance
When you have genuine alternatives, score each against the needs of your household. Weight school access more heavily if a child is starting soon, or reliability and step-free routes if mobility or shift work matters.
| Criterion | Evidence to compare | Questions to answer |
|---|---|---|
| Door-to-door travel | Timed journeys, walking distance, changes, fares and first/last services | Can the trip work on the days and hours we need? |
| Walking and cycling | Continuous paths, crossings, lighting, gradients and off-site links | Would a child or less-mobile person use the route safely? |
| Public transport capacity | Operator-confirmed timetable, frequency and peak conditions | Is there a service, and can it carry residents at peak time? |
| School access | Admissions rules, current places, projected demand and delivery plan | What is the realistic route to a place for our child? |
| Services | Operating status, eligibility, opening hours and waiting lists | Which needs can we meet now without relying on promises? |
| Infrastructure certainty | Permission, funding, obligation, trigger and construction status | What is legally secured before our phase is occupied? |
Keep copies of operator, school and provider responses, and date every check. A development with a slightly longer map distance may be the better choice if its routes are direct, services operate now and capacity is documented.
What national travel figures can—and cannot—tell you
The Department for Transport’s 2023 National Travel Survey, reported in a GOV.UK fact sheet that is now marked withdrawn, provides national context rather than a forecast for one estate:
| Measure | England 2023 figure | How to use it |
|---|---|---|
| Pupils travelling to school by active travel, including walking and cycling | 51% | A national snapshot; it does not predict your school route. |
| People travelling to work by private vehicle | 67% | A national snapshot; local car dependence can differ. |
| People travelling to work by active travel | 17% | A national snapshot, not a target for the development. |
| People travelling to work by public transport | 16% | A national snapshot; it does not establish local service capacity. |
The figures appear in the withdrawn Fact Sheet 3: Transport infrastructure and services. Use them as dated context only, and rely on current, address-specific checks for your decision.
A final pre-exchange checklist
- Have you completed timed journeys to work, school, healthcare and shopping at peak and off-peak times?
- Have you walked or cycled the full route, including off-site links, crossings and lighting?
- Has the operator confirmed the actual bus or rail service, not just a stop or lane?
- Has the admissions authority confirmed arrangements and capacity for the exact address and intake year?
- Have you checked nursery, post-16 and school-transport needs where relevant?
- Have providers confirmed GP, dental, pharmacy, childcare and other eligibility or waiting-list conditions?
- Have you classified each promised facility as operating, funded or under construction, permitted, or aspirational?
- Have you read the planning conditions and obligations for delivery triggers, funding, monitoring and interim arrangements?
- Have you asked what happens if later phases, roads or facilities are delayed?
If any answer depends on an unconfirmed future service, include that uncertainty in your affordability and timing decision rather than treating the proposal as an existing benefit.
