Before accepting a cement delivery, verify the cement type and contract specification, take a representative traceable sample, perform the chemical and physical tests required for that specification, and compare every result with the correct edition’s acceptance limits. There is no universal test panel or sampling rate: Portland, blended, and performance-specified hydraulic cements have different requirements, and the contract controls the decision.
Start with the cement classification and governing specification
Testing cannot be selected responsibly until the delivered product is identified. Record the manufacturer, product name, cement type or class, lot or batch number, delivery quantity, production date where available, and the specification incorporated into the contract.

Common product standards include ASTM C150/C150M for Portland cement, ASTM C595/C595M for blended hydraulic cement, and ASTM C1157/C1157M for performance-specified hydraulic cement. A project may instead incorporate a national standard, a state or transportation-agency specification, or a purchaser-written acceptance plan. The edition named in the contract controls; section numbers and limits can change between editions.
Ask the supplier for the certificate of compliance and supporting mill or lot documentation required by the contract. A certificate helps establish source and declared conformity, but it does not automatically replace independent acceptance testing when the project requires it.

Take a representative, traceable sample
Sampling is part of acceptance, not clerical work. ASTM C183/C183M covers sampling cement after manufacture when it is ready for sale and describes test results as a basis for accepting or rejecting the sampled lot. It also warns that the referenced methods are not all required for every cement.
- Define the lot. Use the contract’s definition, such as a shipment, silo contents, production lot, or quantity represented by one certificate. Do not combine material from unrelated lots unless the procedure expressly permits it.
- Use the specified sampling practice. Sample from the point and equipment identified by the governing procedure. A convenient handful from a damaged bag or an unclean scoop may not represent the lot.
- Prevent contamination and moisture pickup. Use clean, dry equipment and containers. Close the sample immediately and protect it from rain, condensation, dust, and other cement types.
- Label every container. Include project and location, supplier, cement type, lot or batch, delivery ticket, sampling date and time, sampler, sample mass, and the tests requested.
- Seal and document custody. Record who collected, transferred, received, and tested the sample. Retain a control or reserve portion when the contract or laboratory quality system requires one.
- Send it under the laboratory’s instructions. The laboratory should confirm the required mass, packaging, storage, preparation, and holding time for each method.
If the sample cannot be tied to a defined lot and delivery record, a technically excellent result may still be unusable for a contract acceptance decision.
Core tests for Portland cement
For Portland cement, the surfaced ASTM C150/C150M excerpt identifies the following method assignments. Confirm the project’s current official edition before relying on its section numbering or limits.

| Property | Example ASTM method | What the result tells you |
|---|---|---|
| Chemical composition | ASTM C114 | Measured chemical constituents are compared with the type-specific composition requirements in the governing specification. |
| Mortar compressive strength | ASTM C109/C109M | Strength of standardized hydraulic-cement mortar specimens; it is not a direct prediction of the eventual field concrete strength. |
| Fineness by air permeability | ASTM C204 | A specified fineness index related to particle-size characteristics and hydration behavior. |
| Setting time | ASTM C191, Vicat needle | Laboratory initial and final setting behavior measured with the Vicat apparatus. |
The excerpt states, “9.1.2 Chemical Analysis—Test Methods C114.” It also lists C109/C109M for strength, C204 for fineness, and C191 for Vicat setting time. Treat that wording as edition-specific and verify the contract’s official text.
Chemical analysis
C114 analysis is not a single pass/fail number. The laboratory determines the analytes required by the product specification, then reports them in the units and format required by that specification. Limits may differ by cement type or class. A result outside a limit is a specification nonconformity even if the cement looks normal or has previously performed well.
Mortar compressive strength
C109/C109M uses standardized mortar specimens and controlled curing so lots can be compared with the strength requirements of the cement specification. The test evaluates the cementitious material under laboratory conditions; it does not replace the project’s concrete mixture qualification, field cylinders, cubes, or other concrete-strength testing.

Fineness
C204 uses an air-permeability apparatus. Some specifications or projects use a different fineness method, such as ASTM C430 sieve testing. Use the method named by the applicable specification rather than substituting a convenient screening test. Fineness results are meaningful only with the associated method, preparation, and limit.

Vicat setting time
C191 measures setting with a Vicat needle under laboratory-controlled conditions. Setting time affects batching, placing, finishing, and curing decisions, but a hand-feel check or observation of a concrete truck cannot substitute for the specified cement test.
Conditional tests and other cement types
Do not automatically order every method in an ASTM index. The required panel depends on the cement type, specification, contract, and project conditions.

Expansion or soundness-related testing
ASTM C1038/C1038M is an expansion test that may be invoked by the product specification or a particular chemical-composition condition. Include it when the governing documents call for it; do not present it as mandatory for every cement delivery.
Blended hydraulic cement
For cement covered by ASTM C595/C595M, identify the blend designation and apply the physical and chemical requirements for that designation. Portland-cement methods may be used where the C595 specification calls for them, but the required tests and limits should come from C595 and the contract rather than from a generic Portland-cement checklist.

- Review the purchase documents. Identify cement classification, specification edition, delivery lot definition, required certificate, laboratory qualifications, test methods, limits, sampling frequency, and dispute procedure.
- Check the delivery on arrival. Compare tickets, seals, silo or bin identification, quantity, supplier, and cement designation with the approved submittal. Quarantine material with mismatched paperwork or visible moisture damage until the responsible authority decides how to proceed.
- Sample according to the approved procedure. Assign a unique sample number and preserve the chain of custody.
- Order only the required tests. Tell the laboratory the cement type, specification edition, lot, and acceptance purpose. Ask it to report the method, result, units, detection or reporting conventions, and any deviations.
- Check laboratory validity. Confirm calibrated equipment, trained personnel, current methods, environmental controls, and quality records appropriate to the contract.
- Compare results with the correct limits. Review each property against the cement type and specification edition identified in the purchase documents. Do not use a generic internet threshold.
- Record the decision. Mark the lot accepted, conditionally accepted, held, or rejected only under the contract’s authority. Keep the certificate, sample record, raw or reported results, delivery ticket, and decision together.
- Resolve a suspected failure through the contract. Follow the designated retest, referee laboratory, reserve-sample, notification, and corrective-action process. Do not quietly average a failing result with an unrelated sample.
Sampling frequency is jurisdiction- and contract-specific
Published procedures illustrate why a universal rate would be misleading.
| Jurisdiction or document | Illustrative requirement | How to use it |
|---|---|---|
| Caltrans construction manual, concrete-plant example | 8 lb sample; one sample per 100 tons; maximum two samples per day. It recommends one acceptance test per project for cement from approved suppliers with a certificate of compliance. | California example only. Check the current Caltrans contract and specifications before applying the rate or recommendation. |
| Spain’s RC-16 reception instruction (2016 consolidated official page) | For lots subject to the relevant checks, at least one control sample per lot for composition tests and at least one per lot for applicable physical, mechanical, and chemical tests; the plan or receiving-responsible party sets criteria. | Spain-specific legal and technical procedure, not a global rule. |
These figures are examples of published acceptance schemes, not default instructions for projects elsewhere. The authority, contract, and approved quality plan determine the frequency that applies to your work.

How to handle nonconforming or questionable results
- Verify identity first. Confirm that the test report names the same cement type, lot, and sample number as the delivery under review.
- Check method and edition. A result produced by the wrong fineness, strength, or setting-time method may not be comparable with the specification limit.
- Review sample condition and custody. Moisture intrusion, contamination, inadequate mass, poor sealing, or undocumented transfers can invalidate representativeness.
- Separate laboratory error from product nonconformance. Request the contractually permitted review or retest; do not authorize use solely because a second informal test looks better.
- Protect placed work. If cement was used before a failure was discovered, notify the engineer or owner’s representative and follow the project’s engineering evaluation and disposition process.
Laboratory equipment and competence
Specialist apparatus is necessary for standardized work. ASTM C191 specifically uses a Vicat needle apparatus for setting-time testing; C204 requires an air-permeability apparatus, and C109/C109M requires the specified mortar specimen equipment and curing controls. Buying a retail instrument does not by itself create an acceptance laboratory. Equipment must be suitable for the method, calibrated or verified as required, operated by competent personnel, and supported by documented procedures.
For procurement, describe the task rather than assuming a product listing is compliant: for example, “Vicat apparatus for cement testing” identifies the intended method. Have the laboratory or quality manager confirm conformity before relying on the result.
Pre-acceptance checklist
- Cement type, class, supplier, lot, delivery quantity, and certificate are identified.
- The contract specification and edition are confirmed.
- Sampling location, frequency, mass, packaging, and chain-of-custody requirements are known.
- The laboratory has the current methods and suitable equipment.
- Required chemical, strength, fineness, setting-time, expansion, and other conditional tests are listed.
- Each result will be compared with the correct type-specific limit.
- Reserve samples and retest or referee procedures are arranged.
- The acceptance authority and documentation path are clear.
The practical answer is therefore a controlled process, not a universal checklist: identify the cement and governing specification, sample the defined lot representatively, run only the specified methods, and make the acceptance decision against the contract’s limits and dispute rules.
