A polished lobby, rooftop pool, private dining room, or smart-home package does not prove that the structure is sound or that the amenities are affordable to maintain. Before your document-review deadline, examine the governing documents, current financials, reserve planning, assessments, insurance, technical reports, amenity rights, and lender requirements. Hire an independent inspector and a local condominium lawyer so you understand both the physical risks and the legal obligations attached to the unit.
Start with the building, not the brochure
A luxury unit can be a poor purchase if the condominium corporation has weak reserves, unresolved water intrusion, restrictive rules, expensive service contracts, or a major assessment approaching. Your due diligence should answer four questions:
As an Amazon Associate I earn from qualifying purchases.
- What exactly do you own, and what common elements or facilities may you use?
- What will ownership cost each month and over the next several years?
- Are the structure, mechanical systems, life-safety equipment, and amenities being maintained and funded?
- Will a lender, insurer, and future buyer accept the project?
Rules and disclosure terminology differ by jurisdiction. A status certificate, estoppel certificate, resale package, or equivalent may have different contents and delivery deadlines. Confirm local review, cancellation, and rescission rights before signing an offer.
Request the complete document package
Ask for documents early enough to have them reviewed before the contract deadline. Do not rely on a sales summary or a single budget page.

Governing documents and ownership rights
- Declaration, bylaws, rules, amendments, schedules, and any shared-facilities agreements.
- Current budget, recent financial statements, auditor or accountant reports, and board-approved fee schedules.
- Meeting minutes, board notices, owner communications, and notices of proposed work.
- Status or estoppel certificate and any resale disclosure package.
- Parking and storage plans showing whether each space is owned, assigned, leased, or licensed.
- Contracts affecting common property, including management, concierge, security, cleaning, landscaping, internet, energy, parking, and amenity operations.
- Warranties, deficiencies lists, repair records, insurance certificates, claims information, and litigation or claim notices.
The Condominium Authority of Ontario says a status certificate may include governing documents, the current-year budget, information on the most recent reserve fund study, condo fees, proof of insurance, special assessments, and litigation. Treat that as a minimum starting point, not a substitute for reading the underlying records.
Rules that can change how you use the unit
Confirm voting rights, unit factor or allocation, board election procedures, leasing and short-term-rental restrictions, pet rules, renovation permissions, move-in requirements, noise controls, smoking policies, and guest access. Determine who pays when a component serving your unit fails: the corporation, the unit owner, or both under a deductible or betterment rule. Check whether balcony surfaces, windows, doors, plumbing lines, HVAC equipment, parking systems, and electrical equipment are common elements or part of the unit.
Calculate the real cost of ownership
Monthly condominium fees are only one line in the cost model. Reconcile the fee schedule to the approved budget and identify every service included and excluded.

| Cost category | What to verify | Why it matters |
|---|---|---|
| Regular fees | Current amount, unit allocation, payment date, and recent increases | A low starting fee can indicate underfunding; a high fee may reflect genuine staffing or facility costs. |
| Utilities | Water, heat, cooling, electricity, gas, internet, and waste charges included in fees or billed separately | Two buildings with similar fees can have very different annual carrying costs. |
| Reserve contributions | Annual contribution, reserve balance, study assumptions, and planned withdrawals | Major components eventually require replacement, regardless of how new the lobby looks. |
| Assessments and borrowing | Approved or proposed assessments, payment dates, corporation loans, and arrears | You may inherit an assessment or pay higher fees to service building debt. |
| Insurance exposure | Master-policy deductibles, exclusions, claims history, and your unit-policy obligation | A loss can create a large owner charge even when the corporation is insured. |
| Parking, storage, and amenities | Separate fees, taxes, licenses, reservation charges, guest fees, and access charges | “Included” may mean access only, not unlimited use or future replacement. |
| Expected increases | Fee history, inflation assumptions, staffing plans, utilities, contracts, and capital work | Luxury services often require continuing labor, energy, and maintenance spending. |
Test the reserve fund against the building’s replacement cycle
Compare reserve contributions and the current balance with the age and condition of roofs, façades, windows, balconies, elevators, boilers, chillers, plumbing, electrical equipment, pools, spas, garages, fire systems, and access controls. The Canada Mortgage and Housing Corporation describes a reserve fund as money set aside so the condominium can pay for major repair and replacement of common elements over the life of the building. Ask which assumptions were used for useful life, inflation, interest, and project timing, and whether recent inspections changed those assumptions.
Fannie Mae advises buyers to ask, “How much is in the cash reserve fund for future repairs?” Ask that question in context: how much is required by the capital plan, how much is already committed, and how much remains after planned projects?
Look for assessment triggers
Identify approved, proposed, or likely special assessments; their payment dates; installment or financing options; unpaid owner balances; and projects that were deferred. Read minutes for repeated discussion of leaks, façade repairs, elevator failures, insurance renewals, garage membranes, or life-safety deficiencies. A clean current statement does not eliminate risk if a major project has been identified but not yet billed.

Inspect the unit and investigate the whole structure
Arrange an independent inspection by a qualified professional who is not connected to the seller, developer, manager, or listing agent. Consumer Affairs Victoria’s buying checklist says to consider organizing an independent building inspection. The inspector should examine the unit’s visible condition and identify issues that require specialist or corporation records.
Unit-level checks
- Water staining, damp smells, condensation, mold-like growth, and evidence of past leaks.
- Windows, doors, balconies, ceilings, floors, plumbing fixtures, drains, and appliance connections.
- Heating, cooling, ventilation, electrical capacity, panels, outlets, and unusual noise or vibration.
- Fire alarms, sprinklers, emergency access, smoke barriers, and any alterations that may lack approval.
- Indoor-air quality concerns, odors, pests, and signs of plumbing or HVAC problems from neighboring units.
Building-level records and physical risks
Obtain the technical audit, engineering reports, structural-integrity reserve study, milestone or mandatory inspection records, remediation history, and reports concerning water intrusion, façade or balcony deterioration, roofs, garages, elevators, mechanical rooms, fire protection, and accessibility. Ask whether recommendations were completed, funded, deferred, or disputed. Check for unresolved defects, evacuation or inspection orders, flood and fire exposure, recurring mold, and known ventilation or indoor-air-quality complaints.
Do not treat an expensive finish package, staffed entrance, or extensive amenity list as evidence of structural soundness. Common elements can deteriorate out of sight while the private unit remains newly renovated.

Verify every amenity’s legal and operating reality
For each advertised amenity, request a written answer to the same set of questions:
- Does the unit have a legal right to use it, or is access discretionary?
- Is it owned by this corporation, shared with another corporation, leased, or licensed?
- What are the operating hours, booking rules, guest limits, age restrictions, and closure policies?
- Are there user fees, deposits, membership charges, or charges for staffed services?
- Who handles staffing, security, cleaning, repairs, and replacement funding?
- What recent outages or closures occurred, and what capital work is planned?
Facilities that deserve extra scrutiny
Pools and spas can carry substantial heating, filtration, chemical, staffing, and waterproofing obligations. Gyms and clubrooms require equipment replacement, ventilation, cleaning, and security. Rooftop terraces and gardens add waterproofing, drainage, wind, and access-control concerns. Parking systems, elevators, smart locks, parcel rooms, and building-management platforms depend on service contracts, software support, electrical capacity, and replacement parts. Ask to see closure notices, maintenance logs, warranties, and contracts rather than assuming uninterrupted availability.
Also assess privacy and noise. A rooftop venue, restaurant-style lounge, loading area, or mechanical plant may affect a supposedly premium unit more than the sales tour suggests. Visit at different times and ask residents or the manager about reservation conflicts, construction closures, and guest traffic.

Review insurance before you commit
Read the master policy or certificate for replacement-cost basis, covered common elements, deductibles, exclusions, water and flood coverage, ordinance-or-law coverage, and claims history. Determine which portions of the unit, improvements, contents, loss assessment, and temporary accommodation must be covered by the owner’s policy. Ask how a claim is allocated when damage begins in a common element but affects multiple units.
Confirm that coverage remains available on acceptable terms at renewal. A building with repeated water losses, wildfire or flood exposure, aging systems, or a large deductible may cost more to insure even if the current certificate appears valid.
Ask the lender whether the project is financeable
Before waiving financing conditions, give the lender the building’s budget, financial statements, reserve information, insurance documents, litigation disclosures, inspection records, and assessment notices. Ask whether the project is considered warrantable or otherwise financeable under the lender’s current rules.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Lenders review issues affecting safety, soundness, structural integrity, or habitability. Pending litigation, inadequate reserves, major assessments, insurance gaps, evacuation orders, unresolved inspection findings, or serious defects can delay approval, require extra documentation, change loan terms, or make the project ineligible. A unit that is attractive to a cash buyer may therefore be difficult to resell to financed buyers.
Use legal and professional review strategically
- Make the offer conditional where local law permits. Include a document-review period long enough for a lawyer, inspector, and lender to respond.
- Send the full package immediately. Do not wait for a disagreement or missing record to surface near closing.
- Have a local condominium lawyer interpret obligations. Ask specifically about declarations, status or estoppel certificates, assessments, litigation, warranties, parking and storage rights, leasing restrictions, and repair boundaries.
- Reconcile records. Match meeting minutes, budgets, reserve studies, insurance documents, and notices so that a project mentioned in one record is not overlooked in another.
- Document unanswered questions. Request written responses from the corporation or seller and treat an unexplained gap as a risk, not as proof that no issue exists.
- Decide before the deadline. If the documents reveal unacceptable exposure, use the contractual or statutory remedy available in your jurisdiction rather than relying on an informal promise.
Compare finalist buildings on risk-adjusted value
When two or more luxury buildings remain, compare them on the same annual and long-term basis instead of choosing by amenity count.
| Comparison axis | Questions to answer |
|---|---|
| Total annual cost | What are fees, utilities, taxes, insurance, parking, storage, amenity charges, and plausible increases? |
| Reserve strength | What is the current balance and contribution rate, which projects are scheduled, and how exposed is the building to assessments? |
| Physical risk | What do inspections and engineering records show about structure, water, fire, major systems, and unresolved defects? |
| Amenity value | Can owners actually access the facilities, how reliable are they, what rules apply, and who funds replacement? |
| Governance and legal constraints | Are records transparent? How capable is the board? What contracts, rental rules, renovation limits, or lawsuits affect ownership? |
| Financing and resale | Will lenders and insurers accept the project, and are unit allocation and ownership rights clear to a future buyer? |
A practical red-flag checklist
- Records arrive late, are incomplete, or conflict with the seller’s description.
- Reserve contributions are small compared with the age, size, or complexity of major systems.
- Minutes repeatedly mention leaks, façade movement, elevator failures, fire-code work, or deferred repairs.
- A special assessment is approved, proposed, hinted at, or being financed through new borrowing.
- Insurance has unusually high deductibles, important exclusions, repeated claims, or uncertain renewal.
- An amenity is governed by a lease, license, another corporation, or a contract that can expire or be repriced.
- Management cannot explain closure history, maintenance responsibility, or replacement funding.
- The lender requests unresolved documentation or indicates the project may not qualify for normal financing.
- Renovations, parking, storage, or repairs have unclear approval, title, or cost responsibility.
The decision standard
Proceed only when you can state, in writing, what the unit costs, what the corporation owes, which major projects are funded, what the insurance leaves to you, which amenities you can legally use, and how the building qualifies for financing. If a material answer depends on an oral assurance, an unavailable report, or a document that will arrive after your review deadline, the uncertainty belongs in your price, conditions, or decision—not in an assumption that the luxury finish will compensate for it.
