What Should Businesses Ask Before Utility Construction Starts on Their Block?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Before utility construction starts outside your premises, get written answers on nine essentials: the work’s purpose and limits, dates and working hours, accountable contacts, customer and delivery access, possible service interruptions, traffic and safety controls, updates, surface reinstatement, and complaint escalation. Ask the utility or undertaker, its contractor, and the highway or local authority; each controls different parts of the disruption.

Rules differ by country, state, city, utility and project type. The England, Northern Ireland and New York examples below illustrate how requirements can vary, not a universal legal standard. Confirm the current local authority, permit, notice, outage and claims procedures for your address.

1. What exactly is being built, and why?

Ask for a plain-language description of the utility and assets involved: for example, a water main, gas service, electricity cable, telecommunications duct or charging infrastructure. Request a marked plan showing the streets, footways, parking bays and property frontages included in the phase affecting you.

Questions to put in writing

  • Which utility or undertaker is sponsoring the work?
  • What assets will be installed, replaced, inspected or abandoned?
  • Why is the work necessary, and is it linked to a larger project?
  • Which frontage, entrance, loading area or side street is in scope?
  • Will later phases extend beyond the dates currently shown?

The Department for Transport’s Best practice in street works and highways work says advance information should explain what is being done and why, who is doing it, how to make contact, when it will happen and how long it will take, what inconvenience is expected, and where to obtain more information. Use that list as the minimum content of the project briefing you request.

2. When will work start, finish and change phase?

Do not accept a single approximate month if your business depends on deliveries, events or continuous opening. Ask for the planned start date, expected completion date, daily working hours, phase boundaries, planned quiet periods and the trigger for moving to the next phase. Clarify whether “completion” means excavation finished, temporary surfacing installed or final reinstatement accepted.

Ask how schedule changes will be communicated

  • Who sends updates, by which channel and how often?
  • How much notice will you receive before a change affecting your entrance, deliveries or utilities?
  • Will a site supervisor confirm the next day’s work?
  • What weather, permit, inspection or supply events could delay the programme?
  • Is there a published end date for temporary traffic controls?

England’s street-works system demonstrates why a notice received by an authority is not the same as a promise to a nearby business. Department for Transport section 50 guidance, updated 19 March 2026, lists advance notice categories to the highway authority: major works receive notice three months ahead plus a further notice 10 days before starting; standard works receive 10 days; minor works receive three days; and immediate works require notice within two hours of starting or by 10 a.m. the next working day. These are England-specific administrative requirements and do not guarantee that your business will receive that much warning.

3. Who is accountable on the day?

Collect names and numbers before barriers arrive. The utility’s project manager may control the programme, while the contractor’s supervisor controls the crew and site access. The highway or local authority may control permits, traffic management and public-right-of-way complaints.

Your contact sheet should include

  • Utility or undertaker name and project reference.
  • Contractor name and site supervisor.
  • Day-of-work telephone number.
  • 24-hour emergency number for damage, flooding, gas smell, loss of power or an unsafe obstruction.
  • Authority or roads department contact and escalation route.
  • Preferred method for receiving notices, drawings and outage updates.

Northern Ireland’s Department for Infrastructure guidance provides a concrete local model: a site information board is required at each site and must identify the undertaker and an emergency contact number. If a specific works complaint is not resolved through that number, the guidance advises contacting the relevant DfI Roads office; the same route applies when no board is present. Other jurisdictions may use a different board, hotline or online form.

4. How will customers, staff and deliveries reach the premises?

Access is more than keeping one lane open. Ask the team to walk the route with you and mark every entrance customers, employees, couriers, refuse collectors and emergency responders use.

Check each access condition

  • Will the main doorway remain open throughout every phase?
  • If not, which temporary entrance will be provided, and when will it be usable?
  • Can delivery vehicles reach the loading point, and are there reserved delivery windows?
  • Will parking bays, taxi stops, cycle stands or loading restrictions change?
  • Will customers have a continuous, step-free route from the pavement, including a safe crossing around the works?
  • How will signs direct people to an open entrance if the normal approach is blocked?
  • Who will notify your suppliers, customers and staff when the arrangement changes?

DfT best-practice guidance specifically calls out access to businesses, goods delivery and particular provision for visually impaired and other disabled people. Ask for the accessible route on the plan rather than relying on a verbal assurance. Photograph the agreed route before work begins so you can report a later obstruction precisely.

5. Could power, water, gas or communications be interrupted?

Ask each affected utility to identify whether service isolation, pressure reduction, testing or temporary connections are expected. Obtain the planned date, time window, maximum duration and restoration procedure for every interruption.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Business-continuity questions

  • Which service is at risk, and which premises or meter does it serve?
  • Will the utility provide individual advance notice, and in what format?
  • What temporary supply or bypass is available?
  • Who authorises urgent restoration outside normal working hours?
  • What should staff do if service fails outside the published window?

There is no universal outage-notice period for every utility and jurisdiction in the material available here. A business that depends on refrigeration, alarms, lifts, point-of-sale systems, medical equipment or internet connectivity should request project-specific outage information in writing and make its own continuity decision from those details.

6. What traffic, parking, noise and work-hour restrictions will apply?

Request the traffic-management drawing for each phase. It should show lane closures, footway diversions, crossings, parking suspensions, loading arrangements and the direction of vehicle and pedestrian movement. Ask when noisy activities such as breaking pavement, drilling or night work are scheduled and whether restrictions change at weekends.

Confirm the permission framework locally

Permit names and applicability depend on location and work type. In England, relevant undertakers operate within the street-works permit system, while organisations without statutory street-works rights may need a section 50 licence. Section 50 guidance also notes that other permissions can be required, such as planning permission or a road-space booking.

England’s permit-scheme statutory guidance was updated on 19 March 2026 and applies from 10 April 2026. It incorporates 2026 permit changes and 2025 changes affecting penalties and overrun charges. The related coordination code, also updated 19 March 2026 and applying from 10 April 2026, sets expectations for highway-authority coordination and undertaker cooperation under the New Roads and Street Works Act 1991. These dates describe England’s guidance, not a rule for another country.

New York City offers a different local example: the Department of Transportation lists permits for street openings and for construction activity within streets, including some activity associated with adjacent construction. Ask your own city or highway department which permits and traffic controls apply; do not infer them from another jurisdiction.

7. How will the site protect people and keep a usable route?

Ask who inspects barriers and signs, how often the route is checked, and how hazards are corrected after dark or in bad weather. Confirm that the temporary path will have adequate width, lighting, guarding and a surface suitable for mobility aids.

Safety details to verify before the first excavation

  • Continuous barriers separating people from plant, open excavations and stored materials.
  • Clearly visible signs at every diversion and decision point.
  • Safe crossings where pedestrians must cross a carriageway or works entrance.
  • Lighting and reflective markings for hours of darkness.
  • No trip hazards, sudden level changes or inaccessible ramps on the route.
  • A named person to contact immediately about a blocked or unsafe path.

The DfT code of practice on Safety at street works and road works covers signing, lighting and guarding for utilities and highway authorities. It is an operational safety framework for the work provider; it does not remove your need to report a dangerous condition promptly.

8. What will be restored, and who fixes defects?

Ask for separate dates and standards for temporary and permanent reinstatement. Temporary surfacing may allow access while the crew completes testing or settlement; it is not necessarily the final pavement, kerb, parking bay or landscaping.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Get these restoration details

  • Which surfaces will be replaced: pavement, road, kerb, markings, planting or private frontage?
  • What specification or authority inspection governs the finished work?
  • When will final surfacing occur after the trench is closed?
  • How do you report settlement, cracking, loose covers, ponding or damaged access?
  • Which organisation owns the defect response, and what reference number will be issued?

Northern Ireland’s DfI Roads guidance says the undertaker remains responsible for reinstatements during a warranty period, normally two years. Treat that as a Northern Ireland example, not a worldwide warranty term. Ask your local authority for the applicable defect period and reporting process.

9. What is the complaint, damage and claims route?

Before work starts, ask how to report three different problems: an immediate safety hazard, a failure to follow the agreed access plan, and property damage or loss. These may go to different organisations. Request an incident or complaint reference each time and keep dated photographs, delivery records and copies of notices.

Clarify what the process does—and does not—promise

  • Which number handles emergencies outside office hours?
  • Which authority investigates blocked access or traffic-control failures?
  • How are damage inspections arranged?
  • What response time applies to an acknowledged complaint?
  • Is there a formal claims form, and what evidence must accompany it?

The reviewed official material establishes a specific complaint route in Northern Ireland, including escalation to DfI Roads, but it does not establish a universal entitlement to compensation for lost trade. If your business suffers material loss or property damage, obtain location-specific legal or insurance advice instead of assuming reimbursement.

Put the answers into a written project brief

Ask the utility or contractor to confirm the following in one email or document. Share the relevant parts with employees, delivery partners, tenants and customers.

Item Information to record Why it matters
Scope Utility, assets, work limits and project reference Shows whether later activity is part of the same project
Programme Start, finish, phases, hours, quiet periods and change-notice method Supports staffing, deliveries and customer messaging
Access Open entrances, loading windows, parking changes and accessible route Prevents avoidable loss of trade and unsafe detours
Services At-risk utilities, outage windows, temporary supply and restoration contact Allows continuity planning for critical operations
Site controls Barriers, signs, lighting, crossings, dust and noise controls Defines what a usable and safe route should look like
Restoration Temporary and final reinstatement dates, standard and defect contact Creates a route for correcting poor workmanship
Escalation Supervisor, emergency number, authority and complaint reference process Gets the issue to the organisation able to act

If the project offers route or timing alternatives

Some projects provide more than one alignment, phase or work window; many do not. If alternatives are offered, compare them on the same criteria rather than choosing only the shortest excavation period.

  1. Compare start and finish certainty, including the risk of overruns.
  2. Map which entrances, deliveries, parking spaces and accessible routes remain open.
  3. Compare outage windows and the service-recovery plan.
  4. Check pedestrian protection, crossings and lighting.
  5. Compare noise levels and permitted working hours.
  6. Require the same contact and update cadence for each option.
  7. Compare temporary and final restoration dates and defect responsibility.

One week before work begins: a practical check

  • Reconfirm the first excavation date and the first affected entrance.
  • Save the emergency and supervisor numbers in the manager’s phone.
  • Tell staff and regular suppliers about delivery windows and the accessible route.
  • Photograph entrances, pavement, kerbs, signs and nearby equipment.
  • Move time-sensitive deliveries or customer appointments if the agreed route will be unavailable.
  • Verify that the site board or equivalent project information is visible where local rules require one.
  • Ask for a same-day update if barriers, signs or the programme differ from the written plan.

The most useful agreement is specific: a named person, a dated programme, a mapped route, a defined outage window, a restoration standard and an escalation number. Confirm those details with the utility, contractor and authority that govern your location before construction starts.
