What should a theatre refurbishment brief include? A complete project checklist

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A theatre refurbishment brief should set out the venue’s purpose, users, existing condition, constraints, required audience and production outcomes, room-by-room and system-by-system scope, access and inclusion objectives, fire and life-safety strategy, acoustics and theatre technology, heritage and approvals, building services, energy and maintenance goals, budget, procurement, phasing, commissioning and measurable success criteria. Identify the project’s jurisdiction at the outset: fire, access, acoustic, heritage and technical requirements depend on the building, occupancy and local approvals.

1. Start with the venue’s purpose and measurable outcomes

Explain what the theatre is for and what the refurbishment must change. Describe its role in the community, the audiences it serves, the artists and companies it hosts, staff requirements, community or education uses, production types and any capacity ambitions. A venue presenting drama, amplified music, dance, touring productions and community events may need very different spatial, acoustic and technical provisions from a single-use auditorium.

Turn aspirations into outcomes that can be checked at handover. Address audience experience, access, production flexibility, safety, environmental performance, operating cost and financial sustainability. State whether the priority is improved comfort, more usable backstage space, better technical capability, longer opening hours, reduced maintenance, protection of historic fabric or a combination of these. Public-sector theatre projects commonly combine audience experience, accessibility, utility, building services, technical capability and heritage rather than treating refurbishment as a finishes-only exercise.

Define success measures

  • Audience: clear arrival, comfortable seating, useful circulation, suitable toilets, good sightlines and an intelligible front-of-house experience.
  • Production: stage, rigging, lighting, sound, power, storage, loading and dressing-room arrangements that support the intended programme.
  • Inclusion: usable routes and facilities for disabled audience members, performers and staff, including hearing support where required.
  • Safety: an approved fire and life-safety strategy that works for normal and temporary configurations.
  • Operation: maintainable systems, trained staff, accessible inspection points and reliable building services.
  • Value: an affordable, buildable solution with stated funding, programme and disruption assumptions.

2. Record the existing building and every known constraint

Attach what is known about the building and label each item as verified, assumed or still to be investigated. The brief should identify available architectural and measured surveys, structural information, building-services records, fire strategy, access review, acoustic information, heritage designations, previous alterations, hazardous-material information, site logistics and adjoining uses.

Commission surveys that answer project decisions

There is no universal survey package for every theatre. Tailor investigations to the site and to the decisions the team must make. A historic auditorium may need fabric and conservation surveys; a venue with obsolete plant may need condition and capacity testing of electrical, heating, ventilation and hot-water systems; a building with complex alterations may need structural opening-up and fire-compartmentation checks. Record gaps rather than allowing assumptions to become hidden design requirements.

Map operational constraints

Describe public opening hours, rehearsal and performance calendars, get-in and get-out arrangements, delivery routes, neighbouring occupiers, noise-sensitive uses, temporary closures, security boundaries and storage limitations. Include any requirement to keep part of the venue operating while another area is refurbished. These facts affect phasing, temporary fire measures, contractor access and the cost of maintaining performances.

3. Describe users, access and inclusion in practical terms

Access must cover the whole journey, not only a wheelchair space in the auditorium. Set requirements for accessible arrival, entrances, ticketing or reception, horizontal and vertical circulation, audience seating and sightlines, toilets, bars, dressing rooms, stage access, backstage routes, staff areas, signage and emergency evacuation. Include hearing augmentation or other communication support where the programme and consultation require it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Consult the people who use the building

Plan structured consultation with disabled audience members, performers, staff, community groups and front-of-house teams. Ask an access specialist to translate that consultation into project-specific outcomes and to review layouts as they develop. Margate’s proposed Theatre Royal scope, for example, includes accessible dressing rooms and seating; Leeton’s completed project reports lifts to the stage and dress circle, wheelchair access and hearing augmentation. These are illustrations, not universal specifications.

Include performers and staff

Performers may need step-free routes from dressing rooms to stage, accessible toilets, changing facilities, rest areas and safe movement of equipment. Staff need workable service routes, storage, controls and evacuation arrangements. Set responsibilities for checking these requirements during design, construction, commissioning and post-occupancy review.

4. Break the scope down by space and system

A brief is easier to price and test when every area states demolition, repair, replacement, new work, interfaces, exclusions and operational dependencies. Use a room-and-system schedule such as this:

Area Items to define
Auditorium Seating, sightlines, aisles, finishes, accessibility, acoustics, ventilation, lighting, fire protection and heritage fabric.
Stage and stage house Stage floor, wings, fly tower or grid, rigging, lighting positions, sound, stage power, control points, smoke effects and access.
Backstage and dressing rooms Changing rooms, accessible facilities, performer circulation, technical routes, storage, ventilation, hot water and staff amenities.
Front of house Entrances, foyer, ticketing, bars or food-and-beverage areas, queuing, signage, toilets, seating and crowd movement.
Studios and ancillary rooms Rehearsal, education, community or hire spaces, acoustic separation, equipment, ventilation and flexible layouts.
Plant and distribution Electrical intake and distribution, heating, ventilation, hot water, controls, fire alarm, emergency lighting, IT and production connections.
Exterior and public realm Approach routes, entrances, lighting, drainage, deliveries, signage, landscape, security and relationships with adjoining property.

Also identify structure, plumbing, flooring, finishes, storage, loading, external fabric and interfaces between architectural, structural, services and theatre-technical packages. State what is expressly excluded so bidders do not price different assumptions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Set the fire and life-safety strategy before fixing layouts

Name the jurisdiction, approval authority, existing fire strategy and intended occupancy. Record seating and stage layouts, egress capacities and routes, compartmentation, fire doors, detection and warning, emergency lighting, fire-rated linings, sprinkler coverage, smoke control, evacuation arrangements and temporary measures during construction. Explain how theatrical smoke or other effects will be controlled and how retractable seating or temporary staging will affect protection and escape.

Appoint an appropriately qualified fire-safety professional early. Some theatres need a performance-based solution rather than a purely prescriptive arrangement. Creative Victoria’s Creative Spaces Design Guide, Part 3H states: “A performance based design, considering the fire safety strategy as a whole, can often lead to a more usable (less restrictive) outcome that considers the operational needs of a theatre.” That guidance addresses the Australian context described by the publication; it is not universal law.

In England, the Home Office fire-safety guidance for theatres and similar premises is directed to responsible persons. It should not be substituted for project-specific design, approval or competent professional advice. Creative Victoria’s guidance likewise addresses Australian National Construction Code considerations. Confirm the current local code and approval process before relying on either source.

6. Define acoustics, stage systems and production technology

List the productions and room uses the venue must support, including temporary arrangements. Acoustic objectives depend on musical style, amplification, speech intelligibility, audience noise, front-of-house activity and separation from backstage or neighbouring uses. Set project-specific targets with an acoustician rather than copying values from another building.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Technical requirements to state

  • Sound isolation between auditorium, stage, rehearsal, front-of-house and neighbouring spaces.
  • Sound reinforcement, microphone positions, control locations, assistive listening and cable routes.
  • Lighting positions, dimming or control infrastructure, work lights and maintenance access.
  • Rigging, grid, flying systems, loading limits, inspection provisions and safe access.
  • Projection, video, networking, digital production infrastructure and stage-management communications.
  • Dedicated technical power, outlets, patching, equipment storage and routes for temporary systems.

Describe both permanent installations and the temporary layouts used for touring shows, community events, retractable seating or alternative staging. Those arrangements can affect acoustics, fire protection, egress and approval conditions.

7. Make heritage, planning and design quality explicit

State the building’s designation and significance, which elements must be retained, what repairs are acceptable, what interventions require consent and who must be consulted. Explain the desired balance between historic character and improved access, comfort, technical performance, safety and building operation.

The Theatre Royal Margate is a Grade II* listed theatre. Its proposed designs were described as early-stage and subject to cost reviews and partner advice, illustrating why a brief should distinguish aspirations from approved work. Thanet District Council reported that more than 300 people attended a February 2026 engagement event and more than 30,000 viewed the plans online; these are project engagement figures, not general refurbishment benchmarks.

8. Specify building services, energy and resilience

Set requirements for electrical capacity and distribution, heating, ventilation, cooling where needed, hot water, general and theatrical lighting, controls, lifts, fire detection, security, IT cabling and building-management systems. Identify interfaces between landlord supplies, production systems and life-safety equipment. Require maintainable plant rooms, isolation points, access for replacement and safe inspection.

Set environmental goals without inventing savings

Describe desired energy, carbon and climate-resilience outcomes, but require a baseline assessment before claiming reductions. Consider fabric repair and airtightness, low-carbon heating, renewable generation, efficient lighting and controls, water use, overheating, flooding, power resilience and critical-system continuity. The Department for Culture, Media and Sport framework includes fabric, low-carbon heating, renewable energy, resilience, HVAC, lighting, power, IT cabling, lifts, fire detection, security and building control among relevant activity areas.

9. Build a budget and options framework

State the budget basis, inclusions, exclusions, contingency, risk allowances, inflation assumptions, funding conditions, cost-plan milestones and decision dates. Do not imply that a general funding framework guarantees eligibility; verify the current scheme terms and the project’s status.

When alternatives exist, compare them against the same criteria:

Criterion Questions for each option
Heritage and planning What fabric is altered, what consent is needed and what significance is affected?
Fire safety and flexibility Does the option support normal and temporary seating or staging while preserving safe escape and approval?
Access Can audience, performer and staff routes, facilities and evacuation needs be met?
Capacity and production What happens to seats, sightlines, acoustics, stage capability, rigging and storage?
Services and whole-life value What energy, resilience, maintenance and replacement obligations result?
Cost and delivery What are the capital cost, disruption, programme, phasing and buildability consequences?

The evidence does not establish a universal weighting or scoring formula. The brief should state who makes the decision and when, then document the reasons for selecting an option.

10. Define procurement, programme and information deliverables

Name the client decision-makers, user representatives, technical disciplines, approving bodies and governance meetings. Set the procurement route, cost and programme reporting, design gateways, contractor interfaces and responsibilities for surveys, temporary works and approvals.

Specify what the team must deliver

  • Brief, scope, surveys, design information, specifications, schedules and cost plans at agreed stages.
  • Fire, access, acoustic, heritage, structural, building-services and theatre-technical reports.
  • Construction phasing, decanting, temporary access, temporary fire arrangements and performance-continuity plans.
  • Commissioning plans, testing records, statutory certificates, as-built information and asset registers.
  • Operating and maintenance manuals, staff training, emergency procedures and acceptance tests.

The Department for Education’s project brief, refurbishment scope, general conditions and information-requirements documents illustrate how employer’s requirements can be separated into clear documents. That set is written for English schools and colleges, so use its document structure only as an example, not as theatre-specific law or specification.

11. Plan commissioning, handover and ongoing maintenance

Require commissioning for building services, fire systems, lifts, access features, acoustics, stage equipment, lighting, sound, controls and digital infrastructure. Define who witnesses tests, what constitutes acceptance, how defects are closed and what evidence is handed over.

Include permanent inspection access, planned-maintenance schedules, replacement strategies, spare parts, warranties, training and responsibilities for daily checks. Require a post-occupancy review that tests the success measures in the brief: accessibility, audience operation, production use, safety, comfort, energy performance, reliability and maintenance workload.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

12. Common omissions that weaken a theatre brief

  • Calling the project an interior refresh while omitting plant, fire systems, stage power, loading or technical infrastructure.
  • Fixing seating or stage layouts before fire, access and acoustic advice has tested them.
  • Describing “accessible” without routes, dimensions, sightlines, backstage facilities, hearing support or evacuation outcomes.
  • Using a historic building’s appearance as the only heritage requirement, without significance, consent and fabric-repair information.
  • Leaving temporary seating, staging, smoke effects or touring arrangements out of the design basis.
  • Providing a single capital figure without exclusions, contingency, phasing, disruption or maintenance assumptions.
  • Handing over equipment without training, inspection access, asset data or operating procedures.
  • Treating guidance from England or Australia as universal law instead of confirming the project’s jurisdiction.

13. A concise approval checklist

Before issuing the brief, confirm that it answers these questions:

  1. What is the venue’s role, who uses it and which productions must it support?
  2. What audience, performer, staff, access, safety, heritage, environmental and financial outcomes define success?
  3. Which existing conditions are verified, assumed or unknown, and which surveys will resolve the unknowns?
  4. What work is required in every space and system, and what is excluded?
  5. Which jurisdiction, codes, approvals and competent specialists govern fire, access, acoustics and heritage?
  6. How do permanent and temporary seating, staging, touring and community configurations operate safely?
  7. What services, energy, resilience and maintenance outcomes are required?
  8. What budget, funding, contingency, programme, phasing and disruption assumptions underpin the options?
  9. Who decides, what information is delivered at each stage and how will commissioning and acceptance be demonstrated?
  10. How will the completed theatre be operated, maintained and reviewed after occupation?

A brief that answers these questions gives designers and contractors a common basis for pricing, approvals and testing. It also exposes conflicts early: a heritage intervention may affect access; a larger stage may alter fire or acoustic requirements; new plant may need structural space; and a temporary seating plan may change egress calculations. Resolve those interfaces before the project team commits to a fixed layout or cost.
