Construction Planning

What should a construction team do when weekly work plans keep slipping?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Stop adding more tasks to the next weekly plan. Repeated slippage is evidence that the planning and production system needs investigation. Compare what the team promised with what it actually completed, record a specific reason for every miss, remove constraints before work is promised, and rebuild commitments with the people who will perform and hand off the work.

Keep weekly planning connected to phase and milestone requirements. A week can show many completed activities while the work needed for a required handover remains late. The recovery process below combines measurement, make-ready planning, collaborative commitments, daily coordination and milestone checks.

Stabilise the planning system before loading another week

Hold the original weekly plan intact and review it before creating the next one. Do not quietly move unfinished activities forward, change their wording or delete them from the record. Those edits make the plan look healthier while hiding the conditions that caused the miss.

Use the review to answer three questions:

  • What was promised, including the promised day and handoff?
  • What was completed to the agreed definition of complete?
  • What observable condition prevented each incomplete commitment?

This is the operating logic of the Last Planner System (LPS), which connects milestone and phase planning, look-ahead and make-ready planning, weekly work planning, daily management and learning. The “last planner” is the person closest to the work who has authority to make schedule decisions and reliable commitments for that discipline.

For context, the Lean Construction Institute (LCI) says that 54% of work planned for a given week is completed within the allotted schedule. The page does not establish the sample, study date or method behind that figure, so treat it as context about traditional planning, not as a universal current benchmark or a target for your project.

Measure the misses without turning the metric into a quota

Use Percent Plan Complete (PPC) as a consistent learning measure. PPC is the share of weekly planned tasks completed as promised:

PPC = (planned tasks completed as promised ÷ total planned tasks) × 100

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For example, if eight of ten commitments were completed on the promised day and handoff, PPC is 80%. Decide what counts as a task before comparing weeks. A task should have a clear scope, responsible person or trade, timing and completion condition. Do not compare a week containing broad “complete area” activities with a week containing narrowly defined installation steps.

Track several recent weeks rather than reacting to one unusual event. LCI describes PPC as a basic measure of planning-system performance and recommends ongoing weekly tracking. The metric starts a conversation; it does not explain why work missed.

Record for every commitment Why it matters
Original task wording and promised day Preserves the baseline and prevents retrospective rewriting.
Completed as promised: yes or no Allows a consistent PPC calculation.
Actual completion and handoff Shows whether a late task affected the next trade.
Concrete variance reason Provides a usable lead for corrective action.
Owner of the next countermeasure Turns discussion into a system change.

Find the repeat causes instead of writing “behind”

For each incomplete commitment, write a specific condition, not a judgment. “Behind” describes the result but gives the team nothing to change. Useful diagnostic categories include:

  • A prerequisite activity was not complete.
  • Information, drawing approval or a required decision was missing.
  • Materials were not delivered, inspected or available at the point of use.
  • Required labour, plant or equipment was unavailable.
  • A handoff failed, or the preceding trade left the area in an unusable condition.
  • A priority changed after the weekly plan was set.
  • The duration or production rate was unrealistic.
  • The team promised more work than known resources could support.

Use the cause the team actually observed; these are prompts, not a mandatory coding scheme. Group the last several weeks of reasons and look for recurrence. If “missing information” appears repeatedly, the remedy may be an earlier design-release check rather than a request for crews to work faster. If “area not ready” dominates, the look-ahead process needs stronger prerequisite ownership.

LCI explains that variance analysis helps teams adapt and make workflow more predictable. Review causes with the people who encountered the constraint; a planner or manager guessing from a spreadsheet will often record the symptom instead of the condition.

Make work ready before it enters the weekly commitment plan

A weekly meeting should not be the first time the team discovers that work cannot start. Use a look-ahead window appropriate to the project to identify conditions that could prevent upcoming activities. For every constraint, name an owner and a due date, then check closure before the affected activity is promised.

Use a make-ready check for each candidate task

  1. Define the handoff. State exactly what the preceding trade must leave complete and what evidence proves it.
  2. Check design and information. Confirm that the current drawing, specification, request-for-information response, survey or decision is available to the people who need it.
  3. Check materials and logistics. Verify approval, procurement, delivery, inspection, storage and access at the work face.
  4. Check labour, plant and access. Confirm crew availability, permits, temporary works, lifting equipment, isolation requirements and safe access.
  5. Assign constraint removal. Put one accountable person and a due date against every open condition.
  6. Recheck before commitment. If a constraint is still open, keep the activity in the look-ahead list or create a smaller ready portion; do not count it as a credible weekly promise.

LCI identifies overlooked make-ready planning and weak roadblock removal as important implementation issues. The practical test is simple: when the weekly plan is assembled, most selected tasks should be executable without waiting for an unknown prerequisite.

Build smaller, credible commitments with the last planners

The people who will perform, supervise and receive the work should help create the commitment plan. Their agreement is not a ceremonial sign-off; it is the basis for a promise that reflects actual sequence, production conditions and handoffs.

Agree the details that make a promise testable

  • Sequence: what must happen immediately before and after the task?
  • Duration and daily timing: what quantity or area is realistic each day?
  • Handoff: who receives the work, and when?
  • Definition of complete: what inspection, test, cleanup, document or access condition is required?
  • Resources: which crew, equipment, materials and information are actually available?

Break a large activity into portions that can be finished and handed off within the week. A promise such as “install services in the building” is difficult to verify; “install and pressure-test Level 2 east riser, with inspection record uploaded, by Thursday 3 p.m.” is observable. Commit only to work that is ready and feasible with known resources.

LCI’s 2023 standard work for weekly work planning describes weekly-plan activities as personal commitments by team members and calls for detail at the daily level. The plan may be maintained electronically or with tags on a visible wall; visibility matters more than the medium.

Manage the plan every day, while preserving the original promise

Use a short daily huddle to compare actual progress with the weekly commitment plan. The purpose is coordination, not a second full planning meeting.

  1. Confirm what was completed since the last huddle and what evidence closes the task.
  2. Identify work that will miss its next promised point before the miss occurs.
  3. Surface new blockers, such as a failed inspection, damaged material or access conflict.
  4. Agree on a recovery action, responsible person and revised timing.
  5. Record the change and its cause without erasing the original commitment.

Keeping the baseline visible allows the end-of-week review to distinguish an execution miss from a deliberate decision made after the plan was set. If a changed priority displaces a task, record who made the decision and what milestone consequence was accepted. If the team simply cannot finish, do not relabel the task as complete.

Connect weekly work to phase and milestone requirements

Near-term reliability is valuable only when it advances the project outcome. Review weekly commitments alongside phase plans and milestone requirements. Ask whether the selected work is on the controlling path, releases another trade, or protects a required inspection and handover.

The Lean Construction Journal article on LPS metrics discusses milestone variance, commitment level and percent required complete as ways to make this relationship visible. You do not need a complicated dashboard to apply the idea:

Weekly question Milestone implication Decision
Are promised tasks being completed? Shows near-term commitment reliability. Investigate recurring variance causes.
Are the completed tasks the ones required for the next phase or handover? Reveals whether the team is doing the right work. Reprioritise the next plan toward milestone needs.
Is the required production rate being achieved? A reliable week may still leave the milestone late. Reassess quantities, sequence, resources or duration.
Is milestone variance growing? Signals that local completions are not recovering the outcome. Escalate a phase-level recovery decision.

If PPC rises while a milestone continues to slip, possible explanations include underestimating the production required, completing non-critical work or failing to see the weekly-to-milestone relationship. Do not declare the system healthy from PPC alone.

Turn recurring causes into tested countermeasures

Select a small number of frequent causes rather than launching a long improvement programme. For each cause, agree on one countermeasure, one owner and one review date. Examples:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Repeated drawing delays: add a design-release gate to the look-ahead review and assign the approving discipline a due date.
  • Repeated material shortages: verify approved purchase orders, delivery dates and point-of-use storage before commitment.
  • Repeated access conflicts: reserve the work face in the phase plan and confirm the preceding handoff at the daily huddle.
  • Repeated overcommitment: reduce the number of promises and compare planned quantities with demonstrated production rates.
  • Repeated inspection misses: define the inspection request and required record as part of “complete,” not as post-work administration.

At the review date, check whether the cause recurred and whether the countermeasure changed the pattern. If not, revise the countermeasure or investigate a deeper condition. Do not use PPC as a bonus target or pressure people to hide misses by making vague or trivial commitments. LCI presents PPC together with variance reasons as a learning approach.

A practical weekly operating rhythm

Use the following cadence to make the recovery routine repeatable:

When Activity Output
Look-ahead review Identify upcoming work and open constraints. Ready-work list with owners and due dates.
Weekly planning session Last planners select ready work and agree sequence, daily quantities, handoffs and completion conditions. Visible commitment plan and recorded baseline.
Each workday Check progress, blockers and recovery actions in a short huddle. Current status plus logged changes and causes.
End of week Calculate PPC, review each miss and group causes. Variance analysis and a short list of countermeasures.
Phase or milestone review Compare weekly reliability with required production and milestone variance. Reprioritised work or an escalated recovery decision.

Keep the plan accessible to trades, supervisors and managers. A board with tags, a shared electronic plan or another visible method can work; the tool does not remove the need for clear commitments, constraint ownership and daily conversations.

Common reactions that make slippage worse

Adding more tasks to compensate

More planned activities do not create more capacity. They make priorities ambiguous and produce a lower-quality signal about what the team can reliably accomplish. Remove blocked work and make fewer, clearer promises.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Blaming the last trade to report a miss

A handoff failure often reflects an upstream information, access or readiness problem. Trace the condition to the point where it could have been prevented and assign the countermeasure there.

Changing the plan until PPC improves

Editing the baseline hides learning. Preserve the original promise, annotate approved changes and calculate completion against the agreed definition.

Optimising the weekly number while ignoring the milestone

High completion of low-priority tasks can coexist with a late handover. Include milestone-required work in the planning conversation and escalate when local reliability is not producing the required outcome.

Definitions to keep the team aligned

  • Last Planner System: a collaborative, commitment-based production-planning system linking milestones, phases, look-ahead and make-ready work, weekly commitments, daily management and learning.
  • Last planner: the person closest to execution who can make schedule decisions and commit the relevant discipline.
  • PPC: the percentage of weekly planned tasks completed as promised, calculated with a consistent task definition.
  • Reason for variance: the observed cause recorded when a planned commitment is not completed as promised.

The goal is not a perfect weekly percentage. It is a planning system that makes work ready, creates credible promises, exposes constraints early and directs reliable production toward the milestones the project must achieve.
