What Safety Risks Do Jet Fuel Storage Tanks Pose to Nearby Communities?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Jet-fuel storage tanks do not automatically expose neighboring communities to danger. The principal community hazards are conditional on a release: escaping liquid or vapors can cause fire or explosion, vapors from a subsurface petroleum source can enter buildings, and fuel can contaminate soil or groundwater. The actual risk at a particular site depends on tank design, inspection and containment, the location of homes and drainage pathways, weather, and the facility’s emergency plan. Federal guidance does not establish a universal accident rate, health-risk level, evacuation radius, or “safe distance” for every jet-fuel installation.

What can go wrong when jet fuel is stored?

A tank holding fuel is a potential hazard, but a hazard is not the same as a demonstrated risk to a particular neighborhood. Risk requires a credible release, a route by which fuel or vapor can reach people or the environment, and conditions that allow harm. During normal, contained storage, neighbors are not ordinarily in the same exposure situation as tank workers.

Situation Possible community concern What determines the outcome
Normal, contained storage No release-related exposure is established by the presence of a tank alone. Tank integrity, piping, monitoring, secondary containment and operating practices.
Leak or overfill Liquid can pool, run toward drains or soil, and generate vapors. Release volume, detection time, drainage, weather and containment.
Subsurface release Soil or groundwater contamination and petroleum-vapor migration. Depth, geology, groundwater movement, building foundations and vapor pathways.
Vapor reaches an ignition source Fire or an explosion in an enclosed or poorly ventilated space. Vapor concentration, ventilation, ignition sources and emergency controls.
Large incident Smoke, fire, evacuation or sheltering instructions may affect nearby residents. Incident size, wind, firefighting conditions and decisions by local authorities.

Fire and explosion hazards after a release

How vapors become dangerous

OSHA’s technical guidance explains that leaks and overfills can allow fuel vapors to escape and reach an ignition source. A spark, open flame, hot surface or other ignition source can ignite a vapor cloud. Enclosed or low-lying areas, including some buildings, pits, trenches and drainage systems, can allow vapors to accumulate rather than disperse.

The danger is therefore event-driven. A tank farm’s location does not by itself prove that an explosive mixture exists beyond the facility boundary. The release rate, fuel properties, ventilation, topography and weather all affect whether vapor concentrations become hazardous. Neither OSHA’s guidance nor EPA’s general petroleum material supplies a single explosion radius that can be applied to every jet-fuel tank.

Why overfills and piping matter

A tank can remain intact while a transfer hose, valve, pump or connected pipe leaks. Overfilling can release liquid and vapor rapidly. Facilities use operating procedures and engineering controls to prevent, detect and contain such events, but the effectiveness of those controls is site-specific. The relevant questions are whether a facility has reliable level and leak monitoring, adequate containment, trained operators, inspection records and a tested response plan.

Ignition controls

OSHA’s fuel-handling rule, 29 CFR 1917.156, states that smoking and open flames are prohibited in areas used for fueling or fuel storage. That rule addresses marine-terminal workplace operations; it is not a general instruction that residents must follow around every airport or fuel facility. During an actual emergency, people should follow instructions from fire, emergency-management and public-health officials.

Can jet-fuel vapors reach nearby homes?

Petroleum vapor intrusion

EPA identifies petroleum vapor intrusion (PVI) as a pathway in which vapors from petroleum hydrocarbons such as gasoline, diesel or jet fuel enter a building from a subsurface source. A leaking underground tank, buried piping or contaminated soil can provide that source. Vapors may move through soil pores and utility pathways, then enter through cracks, joints, sumps or other openings in a foundation.

EPA describes two serious possibilities when concentrations build up: inhalation exposure and potentially explosive concentrations inside a building. Those possibilities do not mean that a properly operated tank routinely sends vapor into neighboring houses. There must be a subsurface source and a connected route to the indoor air. Building construction, soil type, groundwater conditions, distance and pressure differences can interrupt or change that route.

What an odor does—and does not—prove

Odor can prompt an investigation, but smell alone cannot determine whether a vapor concentration is toxic, explosive or coming from a tank. Conversely, the absence of an odor does not prove that no petroleum vapor is present. Only appropriate environmental sampling and professional interpretation can characterize indoor-air or soil-gas conditions.

Aboveground tanks and vapor intrusion

An aboveground tank can still affect soil or groundwater if fuel escapes from its bottom, foundation, piping or loading area. However, vapor intrusion specifically requires a subsurface petroleum source and a pathway into a building. A visible tank several hundred feet away is not, by itself, evidence of indoor exposure.

Soil and groundwater contamination

EPA’s leaking-underground-storage-tank guidance identifies petroleum releases as a source of soil and groundwater contamination, with possible vapor and fire or explosion consequences. Jet fuel that reaches soil can persist, migrate or be transported by stormwater. A release that reaches groundwater may move with the groundwater flow and affect wells or other receptors, depending on the site’s geology and hydrogeology.

Contamination does not automatically mean that every nearby property is affected. Investigators normally define the source area, sample soil, groundwater or vapor, determine the direction of movement and evaluate whether people or ecological resources are exposed. The extent and cleanup requirements are established for the individual site by the responsible environmental regulator.

Why subsurface releases can be hard to notice

Underground leaks may not produce a visible pool. They can be discovered through inventory discrepancies, monitoring systems, soil or groundwater sampling, or reports of odors and stressed vegetation. A delay between release and discovery can enlarge the affected area, which is why inspection, leak detection and prompt reporting are central to prevention.

Aboveground, underground and enclosed-space scenarios

Configuration changes the likely pathway; it does not make any one design automatically safe or unsafe.

Configuration or setting More plausible pathways Questions for a site-specific assessment
Aboveground tank with containment Surface spill, pool fire, runoff to drains or soil, vapor near the release. Is containment sized and maintained? Where would liquid flow if containment failed? How quickly are leaks detected?
Underground tank or buried piping Hidden soil and groundwater contamination; petroleum vapor intrusion where a building pathway exists. What monitoring and inspection records exist? Is groundwater moving toward homes or private wells? Have vapor pathways been evaluated?
Tank near storm drains, culverts or low areas Liquid or vapor can be transported away from the source, especially during a spill or unusual weather. Are drains isolated or protected? Which areas would responders close or monitor?
Nearby building, basement or utility corridor Vapor accumulation if a subsurface source connects to an enclosed space. Are there cracks, sumps or utility routes? Has indoor air or sub-slab vapor been sampled?
Worker entry into a tank Confined-space, oxygen-deficiency, toxicity, entrapment and fall hazards. Are entry permits, atmospheric testing, rescue and fall protection in place? These are worker questions, not a measure of neighbors’ ordinary exposure.

Worker hazards are not the same as neighborhood exposure

OSHA’s “Storage Tanks – Hazard Solutions” material lists asphyxiation, toxicity, entrapment, falls and confined-space hazards. Those risks arise from inspection, maintenance, cleaning and entry into or around tanks. They can be severe for trained workers, but they should not be presented as proof that residents outside the facility face the same exposure. Community concerns instead center on off-site release pathways: fire, vapor migration, smoke, soil, groundwater and emergency actions.

What determines risk at a particular facility?

  • Release likelihood: tank age and condition, corrosion protection, piping integrity, transfer practices, inspection history and monitoring.
  • Release size and speed: a slow seep and a tanker-transfer overfill create different response challenges.
  • Containment: berms, dikes, curbs, drainage controls and isolation systems can limit movement when maintained and correctly sized.
  • Pathways: soil type, groundwater direction, storm drains, utility corridors, building foundations and low-lying spaces determine where liquid or vapor can travel.
  • Receptors: homes, schools, workplaces, private wells, surface water and sensitive ecosystems may require different protections.
  • Weather and geography: wind, temperature, rain, slope and ventilation affect vapor behavior and firefighting decisions.
  • Response capability: detection time, alarm systems, trained staff, fire-department access, air monitoring, evacuation communication and coordination with environmental agencies.

Because these variables differ from one installation to another, a generic map distance cannot substitute for a facility-specific assessment. The available federal guidance does not provide a universal incident probability, plume distance or health-risk estimate for jet-fuel tanks.

How facilities prevent and prepare for releases

EPA directs owners and operators of oil-storage facilities to Spill Prevention, Control, and Countermeasure (SPCC) and Facility Response Plan (FRP) resources. Those programs address prevention, containment, inspection and response planning for covered facilities. EPA also provides bulk-storage tank inspection material. The exact obligations depend on the facility’s size, configuration, jurisdiction and stored materials.

Controls residents should expect a facility to address

  • Routine inspection and maintenance of tanks, valves, pumps, hoses and transfer connections.
  • Methods to detect abnormal inventory, leaks or overfills promptly.
  • Secondary containment and drainage controls that limit off-site movement.
  • Written procedures for transfer operations, ignition control and notifying responders.
  • Emergency contacts, access routes, fire protection arrangements and coordination with local agencies.
  • Post-incident sampling and corrective action when soil, groundwater or vapor may have been affected.

The existence of a plan is not proof that an incident cannot occur. Its value is that it assigns responsibilities and gives responders information before an emergency.

What an emergency response may involve

A Port of Seattle SeaTac jet-fuel storage and distribution contingency plan, hosted by the Pipeline and Hazardous Materials Safety Administration, includes a facility-specific spill scenario dated August 2012. Its response sequence places fire-department precautions and air monitoring alongside community evacuation and agency notification. That example shows how a plan can account for nearby residents, but it is not a universal evacuation procedure or a forecast that an incident will occur at any particular airport.

If officials issue an alert

  1. Follow the evacuation or shelter-in-place instruction from local emergency officials, including the route or area specified in the message.
  2. Leave immediately if evacuation is ordered; do not drive toward the facility to observe the incident.
  3. If sheltering is ordered, close windows and doors and turn off systems that draw outside air when officials advise it. Do not improvise a different response based on odor alone.
  4. Keep away from smoke, visible liquid, drains and low areas near the release. Do not attempt to stop a leak or collect fuel.
  5. Use official alerts or the local emergency-management office for updates, because wind and incident conditions can change protective actions.

In an actual event, the instructions of local fire and emergency-management authorities take precedence over general information in this article.

How neighbors can obtain useful, site-specific information

People concerned about a named tank farm or airport should ask the local fire department or emergency-management office which public alerts and protective-action zones apply. The environmental regulator may have inspection, release, cleanup, groundwater or vapor-intrusion records. A facility may also be able to explain its emergency contacts, containment, monitoring and notification procedures.

Questions worth asking

  • Has the facility reported any release, overfill or confirmed soil, groundwater or vapor contamination?
  • What tanks and pipelines are aboveground or underground, and how are they monitored?
  • Where would spilled liquid flow, and which drains, wells or buildings are down-gradient?
  • What agency receives immediate notification, and how are residents alerted?
  • Has the facility conducted air, soil-gas, indoor-air or groundwater sampling where a pathway could exist?
  • What protective action would officials use for a fire, vapor release or water contamination event?

These records and answers can establish whether a concern is a general possibility or a documented condition at a particular location.

What the evidence cannot tell you

General EPA and OSHA guidance cannot determine the risk to a specific community without facility information, release history, safeguards, exposure pathways, weather and population data. It does not establish a universal evacuation radius, a guaranteed safe distance, a typical plume length or a probability that a jet-fuel tank will explode. EPA’s general statistics about underground-storage-tank sites should not be converted into an incident rate for jet-fuel installations.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The most accurate conclusion is conditional: a release can create serious fire, explosion, vapor-intrusion, soil and groundwater hazards, while normal contained storage does not by itself demonstrate exposure of nearby residents. Site records, environmental sampling and the local emergency plan are needed to move from that general hazard description to a community-specific risk judgment.
