Construction Safety

What safeguards should be in place before tunnelling beneath a built-up area?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Before tunnelling beneath a built-up area, the project should have a site-specific risk and design process led by competent geotechnical, structural, utility and tunnelling professionals. That process must verify the ground and groundwater, locate utilities and existing underground structures, document nearby buildings before work starts, design temporary support and water controls, and establish monitoring with trigger levels, stop-work authority and written response actions.

Worker protection is a separate but connected duty. The plan must control collapse, water ingress, contaminated or oxygen-deficient air, fire, plant movement, restricted access and emergency evacuation. Exact limits and methods depend on the tunnel method, ground, structures, construction sequence and the law that applies at the site.

1. Build a project-specific risk picture before choosing controls

A generic tunnelling checklist cannot show whether a particular building, utility or aquifer is safe. The design team first needs a model of what will be excavated, what could move, and who could be affected.

Define the work and its potential influence zone

Record the alignment, depth, diameter, tunnel method, shafts, launch and reception sites, access routes, staging areas and proposed construction sequence. Map the zone in which ground loss, settlement, vibration, groundwater change or construction loading could affect the surface or underground assets. The zone should come from project-specific geotechnical and structural assessment, not a fixed distance copied from another job.

Investigate soil, rock and groundwater

Ground investigation should answer the design questions for this site: the distribution and strength of soil and rock, fractures and weak layers, groundwater levels and pressures, permeability, watercourses, contamination, previous land use and any signs of abandoned workings. The investigation scope and methods should match the tunnel design and the hazards that could be encountered. Information that is adequate for a shallow utility trench may be inadequate for a deep tunnel beneath foundations.

Keep the ground model live. If excavation encounters material, water pressure or voids that differ from the assumptions, pause the affected activity, reassess the design and update the method statement and controls before proceeding.

Identify sensitive surface and underground assets

Review current and historical plans for buildings, basements, vaults, retaining walls, bridges, railways, road and transit tunnels, watercourses, embankments and other structures. Foundation type, depth, condition and tolerance for movement matter as much as horizontal distance from the alignment. Include assets that are not obvious at the surface, such as old cellars, disused services and abandoned structures.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Verify utilities and existing underground structures

Utility records are evidence to be checked, not proof of exact position or completeness. FHWA guidance warns that maps can be inaccurate or incomplete and calls for diligent investigation of utilities and existing or abandoned underground structures.

Use records, field investigation and utility-owner coordination

Collect drawings and records from utility owners, public agencies and previous projects. Corroborate them with appropriate surveying, locating and subsurface utility engineering (SUE) methods. SUE combines records, surveying, civil engineering and geophysics and uses quality levels to communicate how reliable each item of information is. Document uncertainty instead of presenting an inferred line as a confirmed location.

Resolve conflicts before excavation reaches them

For every utility or underground structure, assign an owner for confirming its location and decide whether it needs relocation, support, protection, isolation or monitoring. Agree access requirements, outage constraints, temporary support, inspection arrangements and emergency contacts with the utility owner. Record unresolved conflicts as hold points that prevent excavation from advancing.

3. Establish the condition of buildings before they can be affected

When predicted tunnel-related movement could damage a structure, carry out a detailed preconstruction condition survey. FHWA recommends recording pre-existing conditions and identifying the features and locations that need monitoring.

Make the survey usable for later decisions

Record cracks, distortion, settlement indicators, water staining, masonry deterioration, movement joints, sensitive finishes and the condition of basements, façades and internal spaces where access is available. Photograph and locate each relevant feature so that later observations can be compared with a known baseline. The survey scope should reflect the structure’s vulnerability and the movements predicted by the design.

Manage access and disputes professionally

Tell owners and occupiers what the survey covers, obtain permissions, and document areas that could not be inspected. Give affected parties a route to raise concerns about pre-existing damage. Keep signed records, photographs, survey dates and locations in a controlled project record. This protects both the owner and the project team from treating old damage as construction damage or overlooking a genuine new change.

4. Design support, sequence and water control before excavation

Temporary works are part of the engineering design, not an improvised response after the ground opens. HSE guidance advises deciding the required temporary support before digging and warns about collapse, undermining nearby structures, services and water inflow. Its central warning is: "No ground can be relied upon to stand unsupported in all circumstances."

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Design the excavation and tunnel support system

Qualified professionals should assess face stability, ground loss, settlement, lining and temporary support, vibration where relevant, and the interaction between the excavation and nearby foundations or services. Specify the excavation sequence, allowable stages, support installation timing, ground treatment, face-control measures, shaft support and contingency measures. Define what equipment, materials and trained personnel must be on site before each activity starts.

Assess groundwater and dewatering effects

Water inflow can destabilise the face, wash fines into the excavation, erode ground and increase loads on temporary works. Pumping or dewatering can lower surrounding groundwater and cause consolidation or settlement outside the excavation. The dewatering system therefore needs an engineering assessment of inflow, drawdown, discharge, treatment, monitoring and standby capacity. Include controls for sudden inflow, blocked pumps, power loss and contaminated water.

Compare feasible methods on site-specific risk

If more than one tunnelling or ground-control option is viable, compare them using evidence from the project design:

  • Suitability for the identified soil, rock and groundwater conditions.
  • Predicted settlement, vibration and effects on each structure and utility.
  • Worker access, confinement and emergency risk.
  • Constructability and how readily performance can be monitored.
  • Disruption to residents, traffic and essential services.
  • Whole-project risk, cost and schedule.

There is no universal ranking of tunnel methods. The selected option should be the one that controls the identified mechanisms at this site and can be built and monitored with the available resources.

5. Install monitoring that can trigger action

Monitoring is a control system only when readings are tied to decisions. A list of instruments without thresholds, data review and authority to intervene does not protect a building.

Take reliable baseline readings

Install instruments and take baseline readings before active excavation influence reaches each point. Select instruments for the expected movement mechanism and the sensitivity required to distinguish a meaningful change from measurement noise. Confirm that the instruments can resolve the thresholds stated in the design.

Monitor the parameters that matter

Depending on the site, useful parameters include:

  • Surface and ground settlement.
  • Settlement and tilt of individual buildings.
  • Differential movement between points or parts of a structure.
  • Changes in crack width, length or activity.
  • Groundwater level and pressure.
  • Tunnel, lining or shaft deformation.
  • Rate of change, not only the absolute value.

Different structures may need different limits. A brittle historic façade, a flexible frame and a buried service do not respond identically to the same movement. FHWA recommends selecting meaningful parameters and action-triggering levels and ensuring the measurement system is capable of detecting them.

Write a trigger-action-response plan

Before excavation, define review levels and limiting levels for each monitored asset or parameter. State who receives the data, who checks its quality, how quickly it is reviewed, and who can require a pause or stop. Specify the response to each level, such as increased reading frequency, additional investigation, reduced excavation advance, ground treatment, temporary propping, water-control changes or evacuation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

At a limiting level, the plan should require work to stop or be made safe while the cause is investigated. Name the person with stop-work authority and the conditions for restart, including technical review and documented approval. A sample FHWA trenchless specification illustrates the need to monitor critical structures and ground, report readings promptly, and immediately report detected movement, cracking or settlement; it is an example, not a universal specification.

6. Control worker hazards underground and at shafts

Safe design for the public does not remove the hazards faced by the workforce. Safe Work Australia identifies changing ground, confined access, contaminated or oxygen-deficient air, fire or explosion, plant and hazardous substances as underground-work risks.

Provide safe access, egress and accountability

Design access and escape routes for the actual tunnel geometry and construction stages. Separate people from moving plant, control entry to shafts and headings, and maintain an accurate check-in and check-out or personnel-accounting system. Keep routes clear and illuminate them for the conditions expected during normal work and an incident.

Monitor air and control ignition sources

Assess the potential for oxygen depletion, toxic or flammable gases, dust and contaminants from the ground, groundwater, adjacent land uses, plant or materials. Specify continuous or periodic air monitoring as the risk requires, alarm levels, calibration and response actions. Control ignition sources and provide ventilation, firefighting equipment and emergency isolation appropriate to the hazards.

Inspect excavations and temporary works

Arrange competent-person inspections at the start of each shift and at other times required by the applicable rules or changing conditions. Inspect support, access, shaft edges, loose material, water accumulation, surface loading and nearby services. HSE guidance also highlights controls for falling material, surface water and the effects of nearby services on open excavations.

7. Prepare emergency and abnormal-condition arrangements

Emergency planning should cover credible events identified by the risk assessment: face instability, unexpected voids, rapid water inflow, loss of ventilation or power, fire, gas alarm, plant incident, utility strike, structural movement and worker illness or injury.

  • Define alarm, communication and evacuation procedures for the tunnel, shafts and surface work sites.
  • Provide rescue equipment and confirm that trained responders and external emergency services understand access points and hazards.
  • Maintain standby pumping, power and communications where loss of those systems could worsen an incident.
  • Set exclusion zones and public-protection measures if monitoring detects movement or a utility is damaged.
  • Run drills or briefings appropriate to the construction stage and revise the plan after exercises or incidents.

Emergency arrangements must match the actual sequence of work. A plan written for a completed tunnel may not work during shaft sinking, connection works or a change in ventilation configuration.

8. Establish governance, hold points and records

Assign competent people to geotechnical, structural, tunnelling, temporary-works, utility, instrumentation and occupational-safety decisions. Define who accepts the design, who verifies field conditions, who reviews monitoring and who can stop work. Keep current drawings, risk assessments, method statements, inspection records, survey data, instrument readings, utility confirmations and change approvals in a controlled system.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use hold points before high-consequence steps, such as breaking ground near a service, starting a shaft, entering a new ground unit, changing the support sequence, beginning dewatering or advancing toward a sensitive structure. Release each hold point only after the specified evidence is checked and recorded.

9. Confirm the applicable law and standards

HSE, OSHA and Safe Work Australia publications address different jurisdictions. Their engineering principles are useful, but none creates a single worldwide legal checklist. Confirm local statutes, excavation and construction regulations, permits, utility-owner rules, environmental approvals, occupational-safety requirements and structural-protection obligations for the project location.

Local requirements may determine inspection frequency, worker training, atmospheric testing, temporary-works review, public protection, reporting and notification. Where guidance conflicts, the project legal and design team should resolve the requirement before work starts rather than applying whichever foreign document is most familiar.

Pre-excavation release checklist

  1. The alignment, depth, method, sequence, shafts and potential influence zone are defined.
  2. Ground, rock, groundwater, contamination and abandoned-works investigations answer the design questions.
  3. Utility and underground-structure records have been corroborated in the field, with uncertainty documented.
  4. Each affected asset has an agreed plan for relocation, support, protection or monitoring.
  5. Buildings at risk have condition surveys, access records and monitoring locations.
  6. Temporary support, face control, ground treatment, water control and contingencies are designed and resourced.
  7. Baseline monitoring readings are complete and instrument capability matches the stated thresholds.
  8. The trigger-action-response plan names reviewers, stop-work authority, response times and restart conditions.
  9. Access, egress, ventilation, air monitoring, personnel accounting, communications and rescue arrangements are operational.
  10. Competent inspections, emergency drills or briefings, permits and legal approvals are complete for the next stage.

These safeguards reduce uncertainty before it becomes movement, flooding, a utility strike or an injury. They do not replace engineering judgement: settlement, vibration, groundwater and crack limits must be set for the actual ground, tunnel, structure, instrument accuracy and jurisdiction.
