They are related workstreams, but neither approval substitutes for the other.
The exact agencies, studies, costs and schedule depend on the site, land ownership, project design, selected point of interconnection and transmission provider. Federal Energy Regulatory Commission, Explainer on the Interconnection Notice of Proposed Rulemaking
A project can have a land-use approval and still fail to obtain an acceptable interconnection agreement. It can also hold a queue position while lacking the zoning, environmental or construction approvals needed to build. Treat the tracks as coordinated, but maintain separate schedules, submissions, risk registers and decision gates.
What permitting covers for a large solar facility
Permitting is the collection of approvals and environmental reviews triggered by the project’s location, footprint, land status, technology and associated infrastructure. There is no single federal “solar-farm permit.” A utility-scale facility may involve state and local authorities, a federal land manager, and agencies reviewing particular impacts. The responsible list can only be finalized after the site and design are known.

Local governments may regulate land use, setbacks, access roads, grading, drainage, noise, lighting, vegetation removal and construction activity. A state may require a certificate, siting approval, environmental permit or facility-specific review. Requirements differ substantially between jurisdictions, including whether a state board, county, municipality or another authority leads the process.
Federal land and federal reviews
If the project occupies federal land, crosses federal property or needs a federal authorization, the responsible federal land manager or agency may have a decision role. A federal action can also trigger environmental review under the National Environmental Policy Act (NEPA). The scope, alternatives analysis and consultation requirements depend on the federal action and affected resources; do not assume that every privately owned solar site receives the same federal review.
Solar equipment versus associated facilities
Permitting must cover more than the photovoltaic modules. The project description normally needs to account for inverters, collection circuits, substations, control buildings, fencing, access roads, temporary laydown areas, storm-water work and the line or other facilities connecting the plant to the transmission system. A change to the point of interconnection or export capacity can expand the footprint and create new approvals.
| Project element | Typical permitting question | Why the answer is site-specific |
|---|---|---|
| Generation site | Is the proposed use allowed, and what construction or environmental approvals apply? | Zoning, land ownership, county or state rules and local resources vary. |
| Access, grading and drainage | Can roads, earthwork and storm-water controls be built as designed? | Topography, waterways, soil, local codes and construction methods differ. |
| Collection system and substation | What approvals cover electrical equipment and the expanded footprint? | Voltage, parcel boundaries, safety rules and jurisdiction determine the pathway. |
| Gen-tie or transmission facilities | Which authority can approve the line, and what environmental review is required? | Route, ownership, state law and whether a federal statutory pathway applies are decisive. |
What a permit does not establish
A permit confirms that a defined activity may proceed subject to its conditions. It does not establish that the grid has capacity, that network upgrades are affordable, or that a transmission provider will execute an interconnection agreement. Keep permit conditions and interconnection obligations in separate compliance matrices so a “yes” in one column is not mistaken for a “yes” in the other.

What grid interconnection means
Interconnection is the regulated process for connecting the proposed generating facility to a transmission system. The transmission provider evaluates whether the system can receive the plant’s power and move it through the network while maintaining reliability. The studies identify electrical impacts and any new or upgraded facilities needed to make the connection workable.
1. Submit an interconnection request
The developer files under the applicable transmission provider’s tariff and queue rules. The filing identifies the generating technology, capacity, operating characteristics, site, requested point of interconnection and commercial milestones. The provider—not a generic federal office—administers the project’s queue and study schedule.
2. Demonstrate readiness
Readiness requirements are intended to keep speculative projects from consuming study capacity. Under the reforms adopted by the Federal Energy Regulatory Commission (FERC), these requirements include financial deposits and site-control conditions, with details governed by the provider’s approved procedures. Failing a milestone can affect a project’s ability to remain in the queue.
3. Complete the required studies
Studies examine power-flow, short-circuit, stability, protection, deliverability and other reliability effects appropriate to the provider’s process. The exact study names and sequence vary. Analysts model the proposed plant together with other queued projects and the existing network, then identify constraints, required interconnection facilities and broader network upgrades.
4. Review restudies and changing assumptions
Queue withdrawals, project changes or new network information can alter a cluster’s results. The provider may need to restudy affected projects. A developer should budget time and money for this possibility rather than treating an initial study result as final.
5. Negotiate and execute the agreement
The interconnection agreement converts study conclusions into enforceable operating and construction terms. It assigns responsibility for designing, procuring, constructing and funding identified interconnection facilities and network upgrades, and sets requirements for protection, control, metering, testing, commissioning, dispatch and ongoing operations.
6. Build, test and energize
Construction must satisfy both the agreement and the applicable permits. Before commercial operation, the project completes required testing, witness checks, telemetry and protection work, then receives authorization to energize and operate under the provider’s procedures. A signed agreement is not the same as completed facilities or commercial operation.

How permitting and interconnection interact
Run the tracks in parallel where practical, but connect their decision points deliberately:
- Site selection: A parcel with favorable solar resource can be unusable if land-use restrictions, environmental constraints or a difficult transmission route dominate the project.
- Point of interconnection: The selected substation or line affects the gen-tie route, electrical design, land rights, environmental footprint and likely upgrade scope.
- Project changes: A change in export capacity, technology, layout or point of interconnection may require permit amendments and interconnection restudies.
- Commercial commitments: Do not make an unconditional construction or power-delivery promise until both the permitting path and interconnection obligations are sufficiently defined.
Progress in one queue does not waive the other track. A project should maintain a combined master schedule, while preserving separate owners for agency approvals and transmission-provider milestones.
What FERC Order No. 2023 changed
FERC issued Order No. 2023 on July 28, 2023; FERC issued a rehearing order on March 21, 2024. The rule changes procedures and agreements used by covered transmission providers to integrate new generating facilities into the existing transmission system.
Cluster studies replace a purely serial model
The central reform is a first-ready, first-served cluster-study framework. Instead of studying every request only as an isolated project in filing order, the provider evaluates groups of projects together, allowing interactions and shared upgrades to be analyzed more systematically.
Readiness and deposits matter more
Financial deposits and site-control requirements are part of the readiness framework. They are intended to improve the quality of the queue, but they also require earlier capital commitments and disciplined control of land and project documentation.

Restudy rules recognize a moving queue
Order No. 2023 establishes procedures for restudies when queue changes affect a cluster. This can improve consistency, but it does not eliminate uncertainty. A cluster can still experience revised upgrade assignments, changed costs or schedule movement when projects withdraw or alter their requests.
What the order does not promise
Order No. 2023 is a process reform, not a guaranteed fast-track. FERC adopted it in response to queue backlogs and growing requests from solar, wind and storage projects. A project’s timing remains dependent on the transmission provider, queue position, readiness, study findings, affected network, project changes and the facilities that must be built.

Transmission-line siting is a separate process
Developers often conflate generation interconnection with permission to build the transmission line. They are distinct. Interconnection studies determine what electrical work is required and allocate responsibilities through the agreement. Siting approval for a transmission facility determines whether and where that facility may be constructed.
FERC’s limited transmission siting authority
Most transmission siting remains under state jurisdiction. FERC’s siting authority is available only for certain eligible transmission facilities in Department of Energy-designated National Interest Electric Transmission Corridors and when statutory conditions are met. FERC’s process can include pre-filing stakeholder participation, an application, state engagement where applicable and environmental review under NEPA. This is not a universal permit route for a solar generating plant.
DOE’s CITAP coordination program
The Department of Energy’s Coordinated Interagency Transmission Authorizations and Permits (CITAP) program coordinates federal authorizations and environmental reviews for covered transmission facilities under Federal Power Act Section 216(h). DOE states that a transmission project seeking a FERC permit under Section 216(b) is not eligible to participate in CITAP. Eligibility therefore depends on the transmission project and statutory pathway; CITAP should not be described as the permitting program for every solar project or line.
How long can permitting and interconnection take?
There is no defensible national standard for a large solar project’s permitting duration or total development schedule. The relevant authorities, queue rules, study milestones, route, land rights and upgrade construction all vary.
| Statistic | What it measures | Limit you must state with it |
|---|---|---|
| 55 months for a typical project built in 2024 | Interconnection request to commercial operation | Reported by a 2026 U.S. Department of Energy document across projects; it is not a solar-specific or permitting-only figure. |
| 36 months in 2015 | Interconnection request to commercial operation | Same DOE measure and broad project scope. |
| 22 months in 2008 | Interconnection request to commercial operation | Same DOE measure and broad project scope. |
| NREL SolarTRACE cycle-time data | Sampled residential, commercial and industrial PV projects by authority or utility, year, size and project type | The listed scope does not establish a utility-scale solar permitting duration. |
The 55-month figure should be used as context for interconnection-cycle pressure, not as a promise or a permitting estimate. A project-specific schedule requires the location, land status, permitting authorities, selected point of interconnection, provider, queue position, study milestones and identified upgrades.
A practical development sequence
- Define the site and export case. Record parcel control, land ownership, preliminary layout, nameplate capacity, expected export, storage configuration if any, and candidate points of interconnection.
- Map permitting jurisdiction. Identify state and local authorities, any federal land manager, environmental review triggers and the approvals for roads, drainage, collection facilities, substation and gen-tie.
- Screen connection alternatives. For each candidate point, identify the transmission provider, tariff, queue requirements, available study information and likely route for interconnection facilities.
- Secure readiness evidence. Confirm site-control documentation, deposit requirements, corporate authority, engineering data and every milestone needed to enter and remain in the queue.
- Submit and manage studies. Track assumptions, model updates, cluster dependencies, restudy triggers and requests for additional information. Treat study results as evolving until the provider’s applicable milestone is complete.
- Coordinate design and environmental work. Align the plant layout and gen-tie route with permit conditions and the facilities identified in the interconnection process.
- Price the agreement obligations. Separate developer-owned facilities, provider-owned facilities, network upgrades, security postings, engineering, construction, testing and long-term operating costs.
- Set a commercial go/no-go gate. Proceed only after the combined permit risk, interconnection cost allocation, schedule exposure and land-rights strategy meet the project’s approved thresholds.
How to compare two sites or connection options
There is no universal “best” site or interconnection point. Use the same evidence categories for every alternative:
Recommended Free Tools
| Comparison axis | Questions to answer |
|---|---|
| Permitting jurisdiction and land status | Which state, local and federal authorities apply? Is federal land or federal action involved? What reviews are triggered by the footprint? |
| Transmission provider and process | Which utility or regional provider administers the queue? What tariff, cluster schedule and filing requirements govern? |
| Readiness and queue position | Can the developer document site control and fund required deposits? What milestones preserve the project’s position? |
| Grid impacts and upgrade responsibility | What facilities or upgrades are identified, who constructs them, and how are costs and security assigned? |
| Environmental and stakeholder exposure | Which communities, resources, alternatives and agency consultations could affect the site or route? |
| Constructability | Can the approved route, substation, access roads and drainage plan be built within the land rights and schedule? |
Do not rank alternatives from nameplate capacity or distance to a substation alone. A shorter line can carry a larger upgrade obligation, while a seemingly remote site may have a clearer permitting path or fewer affected resources.

Common failure modes and corrective actions
Assuming a queue position equals a connection
Problem: The project treats its place in line as evidence that capacity is available. Correction: Verify readiness milestones, study status, network assumptions and the provider’s conditions for an executable agreement.
Calling interconnection a permit
Problem: The team reports that “interconnection is approved” when only a study or application milestone is complete. Correction: Name the exact milestone—request acceptance, study completion, executed agreement, construction authorization or commercial operation.
Using the 55-month statistic as a promise
Problem: A broad 2024 interconnection statistic is presented as a solar-farm permitting schedule. Correction: Label its DOE source, measurement window and all-project scope, then build a provider- and site-specific schedule.
Ignoring restudies
Problem: The budget assumes the first upgrade estimate is final. Correction: Model withdrawal, modification and restudy scenarios, with contingency for changed facilities and deposits.
Overlooking transmission siting
Problem: The plant permit covers the array, but the gen-tie route lacks a viable approval path. Correction: Treat line siting, land rights, environmental review and interconnection construction as a separate work package from the generation-site permit.
Information needed for a decision-grade project answer
An adviser cannot identify the exact permits, study schedule or upgrade cost from “large solar project” alone. Assemble these inputs:
- Project state, county and parcel boundaries.
- Private, state or federal land status and existing easements.
- Nameplate capacity, maximum export, technology configuration and storage, if applicable.
- Preferred and backup points of interconnection.
- Transmission owner, regional transmission provider or independent system operator, and applicable tariff.
- Queue status, deposits, site-control evidence and completed study milestones.
- Preliminary plant, substation and gen-tie layout.
- Known waterways, protected resources, communities, tribal interests and route alternatives.
- Required commercial-operation date and tolerance for cost or schedule changes.
With those facts, the team can build an agency matrix, a milestone schedule, a facilities-and-cost responsibility map and a comparison of alternative sites or connection points. Without them, any precise permit list, upgrade price or completion date would be guesswork.
