There is no nationwide permit list for moving a house. Most projects need approvals in three separate areas: permission to move the structure through public streets or other rights-of-way, state or regional oversize/overweight authorization for the loaded transport, and permits for the site where the house will be installed. The exact requirements depend on the origin, destination, road ownership, loaded dimensions and weight, utilities, and local building rules.
Ask the building departments and road authorities at both ends of the move—and every authority along the route—before you book a moving date. A transport permit normally authorizes travel only; it does not authorize demolition, foundation work, utility connections, construction, or occupancy at the destination.

The three approval layers you may need
A house relocation crosses legal boundaries that are often administered by different offices. Treat each layer as a separate approval rather than expecting one permit to cover the entire project.
| Approval layer | What it controls | Typical authority | Questions to ask |
|---|---|---|---|
| Origin and destination site permits | Removing the house, preparing the site, installing it on a foundation, making additions, connecting utilities, inspections and occupancy | City or county building, planning, zoning and environmental departments | Is a relocation, demolition, foundation, building or addition permit required? Are zoning, tree, erosion, floodplain or environmental approvals needed? |
| Right-of-way or house-move permit | Moving the structure along or across a city, county or other public place | Municipal transportation, public works, police or right-of-way office | Does this road authority require a building-move permit, route approval, traffic control, escorts, insurance or a bond? |
| Oversize/overweight transport permit | State or regional highway travel when the loaded combination exceeds legal width, height, length or weight | State department of transportation or motor-vehicle agency; sometimes county or port authorities | What thresholds apply on each road? Is a single-trip permit required? Are route, time-of-day, escort or utility conditions attached? |
One authority may issue more than one approval, but do not assume that because a state approved the highway movement, the destination city has approved the building project. Conversely, a city relocation permit does not replace a state highway permit when the route uses state-maintained roads.

First establish the move’s legal geography
Identify both sites precisely
Record the street address, parcel, city or county, and whether each property is inside municipal limits, in an extraterritorial area, or in an unincorporated area. A city may regulate a move inside its limits but not in its extraterritorial jurisdiction (ETJ). Austin, for example, says it does not issue relocation or new-construction permits for its ETJ; the authorities responsible for the actual origin and destination must be contacted instead.
Map every public road
List the entire proposed route, including the first public road after the origin, state highways, city streets, county roads, bridges, and the final approach. Determine who owns or controls each segment. A route that begins on a private driveway can still require several public-road approvals once the load enters a right-of-way.
Separate private-property work from public travel
Private-property preparation can trigger building, grading, demolition, zoning, environmental, floodplain or tree approvals even if the house never travels on a public street. Public-road movement can trigger a different permit set based on the loaded vehicle, not merely the house’s original dimensions.
Measure the loaded house and transport combination
Have the mover provide measurements in the configuration that will actually travel. Ask whether the authority wants the house alone or the complete combination, including the trailer, dollies, support equipment, eaves, porches, chimneys, temporary framing and any other projections.
- Width: measure the widest loaded point, including overhangs.
- Height: measure from the road surface to the highest point when loaded; account for pavement changes and trailer height.
- Length: measure the complete vehicle and house combination if the jurisdiction regulates combination length.
- Weight: obtain the actual or documented gross weight, axle weights and axle spacing when requested.
- Clearance: identify the minimum vertical and horizontal clearance along the route, not just at the property.
Thresholds are local examples, not national rules. Raleigh identifies width over 8 feet 6 inches and height over 13 feet 6 inches among its triggers, along with specified vehicle or combination lengths and weight above state legal limits. Texas’s single-trip house-move permit applies to houses wider than 20 feet on state-maintained roads. Use the threshold published by the authority governing the particular road.

Step-by-step permit plan
- Hire or consult a qualified house mover before finalizing the route. Request written loaded width, height, length, weight, axle information and a preliminary route. The mover should identify what equipment and escorts are required.
- Ask the origin jurisdiction about removal. Confirm whether relocation, demolition, disconnect, site-restoration, environmental or historic-property permits apply. Ask whether an inspection is required before the house leaves.
- Ask the destination jurisdiction about installation. Obtain the list for foundation or supports, building or addition work, zoning, grading, stormwater, environmental controls, utility connections, inspections and certificate of occupancy.
- Send the dimensions and route to every road authority. Ask each city, county and state agency whether a house-move, right-of-way, oversize/overweight, route or single-trip permit is required.
- Submit route documentation. Authorities may require a map, turning analysis, bridge information, clearance measurements, travel date, time window, insurance, bond and contact details for the mover.
- Coordinate utilities and traffic control. Schedule licensed utility disconnects and reconnections. Confirm who will remove and restore lines, signs, signals, street furniture or other obstructions and who pays those costs.
- Confirm conditions and sequence in writing. Check that permits are active before work begins, that the approved route and date match the mover’s plan, and that destination inspections are scheduled.
- Carry the approvals during the move. Give the mover the route-specific permits, escort instructions and emergency contacts. A permit for one road or date generally does not authorize a substitute route or later movement.
Origin and destination building permits
Origin: removing the structure safely and legally
The origin office may treat relocation differently from demolition. Ask whether the project needs a relocation permit, demolition or partial-demolition permit, utility-disconnect approval, environmental controls, asbestos or lead procedures, site-restoration requirements, or a pre-move inspection. Utility work may need to be performed and certified by licensed professionals.
Destination: placing and occupying the house
The destination permit package commonly concerns the foundation or supports, structural connections, code upgrades, additions, stairs, decks, accessibility, plumbing, electrical, mechanical systems, grading, drainage and utility services. Zoning review may determine whether the moved house is allowed on the parcel and whether setbacks, lot coverage, height or historic rules apply.

The destination authority may require inspections during installation and a final building inspection before issuing a certificate of occupancy. Austin’s relocation guidance, for example, calls for environmental protections, pre-construction or environmental inspections, a final building inspection and a certificate of occupancy after the final inspection. Its guidance also says to obtain all required permits before work begins.
Road and oversize permits: what changes by jurisdiction
| Jurisdictional example | Published requirement or trigger | Additional planning points |
|---|---|---|
| Raleigh, North Carolina | A city permit may be required for a home or oversized equipment moving through Raleigh jurisdiction when NCDOT thresholds are met, including width over 8 ft 6 in, height over 13 ft 6 in, specified lengths or weight above state legal limits. | Applications may be reviewed by Raleigh Police, Parking when affected and traffic-signal staff. Supporting material includes a route map and applicable NCDOT oversize/overweight and route permits. Traffic staff may adjust signals or accompany the transport. |
| Austin, Texas | Qualifying moves within or from Austin city limits require relocation and destination construction or addition permits. City right-of-way use may require additional approval. | A police escort may be required for city right-of-way moves. Contact Austin Energy about an escort when loaded height exceeds 17 ft 6 in. Austin directs ETJ projects to the authorities responsible for those areas. |
| Texas state highways | TxDMV’s single-trip house-move permit covers houses wider than 20 ft on state-maintained roads. It is limited to one movement, time, origin, destination and route. | The carrier must physically inspect the proposed route and report whether the load can safely negotiate it. A displayed fee was $60 plus applicable highway-maintenance and supervision fees at certain weights; verify current charges before applying. |
| Seattle, Washington | A permit is required to move a building along or across a public place. | The application calls for origin and destination, building permit number, loaded dimensions and proposed route. Seattle’s rules call for application at least 21 days before the move, although the period may be reduced. A separate permit page listed a $180 fee; confirm the current fee. For moves at least 14 ft 6 in high when loaded, route surveys estimate utility-adjustment costs. |
| Portland, Oregon | The administrative rule describes permits for houses and similar structures within public right-of-way. | The move permit may not be issued until a building permit has been issued. Confirm that the rule and current process apply to the proposed route. |
These examples demonstrate why copying a neighboring city’s checklist is unsafe. The measurements, application lead times, fees, escort rules and reviewing departments are specific to each jurisdiction and can change.
Texas manufactured-house law: a limited exception
Texas Transportation Code §623.092 says an oversize manufactured house may not be moved on a Texas highway, road or street without a department permit. The same section says a county or municipality may not require an additional permit, bond, fee or license for movement of a manufactured house. This is a statutory rule with a specific scope: it concerns movement of an oversize manufactured house, not every type of house relocation.

Do not read that provision as eliminating destination-site approvals, foundation permits, utility permits, inspections, zoning review or occupancy requirements. Confirm whether the structure qualifies as a manufactured house under the statute and ask the responsible building authority what is required at both properties.

Route clearance, escorts and utilities
Route approval is more than drawing a line on a map. Reviewers may examine turning radii, intersections, bridges, pavement, grades, signals, overhead lines, signs, trees, parked vehicles and traffic impacts. A city may require police, traffic staff or utility owners to accompany the move. State permits can impose travel hours, weather restrictions, escort-vehicle specifications and a fixed route.
For a high load, request a utility survey early. Seattle’s 14 ft 6 in loaded-height threshold is one example of a rule that can trigger a route survey and estimated utility-adjustment costs. Austin’s 17 ft 6 in loaded-height threshold is an example of a city requiring contact with its energy utility about an escort. These numbers are not universal clearance standards.
Utility coordination questions
- Which provider owns each overhead or underground line?
- Who is authorized to disconnect, raise, shield or temporarily remove it?
- How much notice is required, and is an inspection needed before reconnection?
- Who pays for temporary line removal, traffic control, restoration and emergency standby?
- Are gas, water, sewer, telecommunications and electric services separately scheduled?
Mover qualifications, insurance and responsibility
Use a mover that meets the destination and road authorities’ registration, licensing, bonding and insurance requirements. Austin calls for a bonded, insured and registered mover and licensed professionals for utility disconnection and capping. Seattle limits specified moves to authorized movers. Ask for documentation before applications are submitted, because an authority may reject an otherwise complete application if the mover is not eligible.
Put responsibility for route inspection, permit applications, escorts, utility coordination, traffic control, damage claims and restoration in the contract. Require the mover to notify you before changing the route, dimensions, equipment or date; those changes can invalidate approvals.

Timing, fees and permit sequence
Start several weeks or months ahead when the route is tall, wide or complex. Seattle’s published rule calls for an application at least 21 days before the move, while other authorities may need time for police review, signal work, utility surveys or bridge analysis. Building and environmental approvals can take longer than the transport permit, so apply in the order each authority requires.
Fees are not uniform or permanent. The Texas example displayed a $60 single-trip fee plus possible highway-maintenance and supervision charges, and Seattle listed $180 on a separate permit page. Treat both as date-sensitive examples, not a universal price. Budget separately for building permits, inspections, escorts, utility work, traffic control, route surveys, bonds and restoration.
Common failure points and fixes
Assuming one permit covers the project
Fix: Maintain separate checklists for origin, destination, each road authority and the state transport agency.
Using the house’s unladen dimensions
Fix: Submit the loaded combination’s maximum width, height, length and weight, including projections and support equipment.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesChanging the route after approval
Fix: Ask the issuing authority for a revised route or permit before the mover departs. Do not substitute a faster road informally.

- Mover’s registration, authorization, bond and insurance verified.
- Permit dates, approved route, conditions, fees and inspection sequence checked immediately before the move.
Bottom line
To move a house legally, plan for permissions to remove it, transport it and install it. Start with the exact origin, destination, route and loaded measurements; then obtain the building and site approvals, every applicable right-of-way or house-move permit, and state or regional oversize authorization. Because thresholds and procedures differ—even between nearby cities—written confirmation from each responsible authority is the safest way to schedule the move.
