Most modular-home projects need more than one approval. Before the home is delivered, contact the city or county building and development department for the address where it will be installed. The usual permit stack includes a building or installation permit, zoning or land-use approval, site and foundation review, utility documentation, and well or septic approvals when applicable. Depending on the lot and the work, you may also need driveway or right-of-way, grading and stormwater, floodplain, fire-protection, electrical, plumbing, mechanical, and final-occupancy approvals.
Factory construction and inspection do not make the entire project permit-free. Local authorities still regulate the land, foundation, connections, site work, utilities, and occupancy. The exact checklist, fees, code edition, review time, and inspection sequence are address-specific.

Start with the authority for your address
A modular home is assembled from factory-built sections, but it becomes a house on a particular parcel of land. The city, county, township, or other authority having jurisdiction (AHJ) evaluates that parcel and the work performed there. Ask the AHJ for its current modular-home or factory-built-home checklist before you order the house or begin site work.
Recommended Free Tools
Use the address, parcel number if available, and a basic description of the home when you call. Ask how the jurisdiction classifies the unit: modular, manufactured, industrialized, prefabricated, or another category. The classification can determine which agency reviews the factory-built portions and which local permits cover installation.

There is no single U.S.-wide permit list. Tennessee, Mississippi, Maryland, Florida, Ontario, and local governments in other jurisdictions divide state, provincial, and local responsibilities differently. A checklist for one county may not apply to the next county, even when the house design is identical.
The permits and approvals most projects require
Building or installation permit
The primary approval is commonly a residential building permit, installation permit, or a combined permit. It authorizes placing the modules and completing the house as a dwelling, subject to the jurisdiction’s building code and inspection process.
Montgomery County’s permitting guidance states that a permit is required before installing or erecting a modular or manufactured home not more than three stories above grade plane with a separate means of egress. Nashville likewise lists placing a modular home as work that requires a residential building permit. Those examples show the normal approach, but they do not establish a rule for every location.

Zoning or land-use approval
Zoning review answers a different question from building-code review: is this type of dwelling allowed on this lot, in this location, and at this size? Review commonly includes:
- Whether a dwelling is permitted in the zoning district.
- Front, side, and rear setbacks.
- Building height and story limits.
- Lot coverage, density, and minimum-lot rules.
- Overlay districts, historic controls, or scenic-area rules.
- Required separation from roads, waterways, wells, septic fields, and easements.
- Placement rules for factory-built or manufactured structures.
Charlotte County lists zoning review for modular-home projects. San Mateo explains that modular homes must follow the zoning rules that apply to conventional houses. A modular label does not automatically override local setbacks, overlays, density limits, or private deed restrictions.

Site plan, foundation, and installation review
The AHJ needs to understand how the house will sit on the parcel and how it will be supported. Expect to submit a site or plot plan showing the property lines, existing improvements, proposed footprint, setbacks, easements, drive access, utility routes, drainage features, and other regulated areas.

Charlotte County requests drainage or site plans and signed, sealed foundation plans. Mississippi regulations allow local review of site preparation, foundations, connections, zoning, utility connections, and related permits.
The foundation package may include engineered drawings, soil or bearing information where required, anchorage details, frost-depth treatment, basement or crawl-space plans, pier or slab layouts, and the manufacturer’s installation instructions. The precise engineering and sealing requirements come from the local building department and the applicable code edition.
Water, sewer, well, and septic approvals
Utilities often determine whether a permit application can move forward. For a lot with public water and sewer, the AHJ may request service-availability letters, tap approvals, or connection permits. A private system generally requires separate well and septic reviews.
Montgomery County lists well and septic permits among the approvals that may be needed. Randolph County requires environmental-health clearance when an existing or new septic system is involved. Other jurisdictions may require a soil evaluation, septic design, well permit, abandonment records for an old system, or proof that the proposed house will meet required separation distances.
Do not assume that an existing septic system is automatically adequate. The health or environmental agency may need to verify capacity, reserve area, setbacks, and the location of the new home, driveway, and drainage work. Resolve these questions before finalizing the footprint.

Driveway, right-of-way, grading, and stormwater permits
A home may be allowed on the lot while the proposed access or earthwork still requires separate approval. A driveway connection to a public road can require a right-of-way or access permit from the road agency. Moving soil, changing drainage patterns, or placing fill may trigger grading or stormwater review.
Ask whether the project needs an erosion-control plan, drainage calculations, a temporary construction entrance, or inspection of site stabilization. Floodplain status can add elevation certificates, engineering, or special foundation requirements. Charlotte County’s request for drainage and site plans illustrates why the building application may need more than an architectural floor plan.
Trade, fire, and occupancy approvals
Electrical, plumbing, and mechanical work can be covered by the main building permit or handled through separate trade permits. The answer depends on local practice and who performs the work. Clarify whether factory-installed systems are accepted as part of the certified module and which field connections must be inspected locally.
Fire-protection review may apply where the site, occupancy type, access road, water supply, sprinkler requirements, or local fire code requires it. A final certificate of occupancy, use approval, or similar sign-off is commonly required before the home can be occupied. Ask what documents the AHJ needs for that final approval, including passed inspections, utility releases, septic clearance, and address assignment.
Why factory inspection does not replace local permits
Factory inspection verifies the portions built under the applicable state, provincial, or other factory-construction program. It does not give permission to place a house on a particular lot or connect it to local infrastructure.
Mississippi’s regulation expressly allows local action for connection of units, additions, zoning, utility connections, foundation inspections, and permits. Ontario’s guidance on building a modular house explains that both factory-built modules and work performed on site—such as the foundation, basement, and site preparation—must be covered by the building permit. San Mateo similarly distinguishes state or federal construction standards from local installation, utility, and zoning review.

Keep the factory documentation with the permit package. Depending on the jurisdiction, officials may request state approval labels, certification records, stamped plans, structural calculations, energy documentation, fire-resistance information, or the manufacturer’s installation manual. Acceptance of those documents does not eliminate inspections of the foundation, module connections, site work, or utility hookups.

Requirements vary, but a complete package commonly includes the following:
- Legal property description, street address, and parcel identification.
- Current survey or plot plan showing property lines, easements, rights-of-way, existing structures, and proposed setbacks.
- Home footprint, floor plans, elevations, overall height, and module placement.
- Foundation and anchorage plans, including signed and sealed engineering when required.
- Manufacturer’s specifications, installation instructions, and state or provincial approval documents.
- Utility letters or connection approvals for public water, sewer, electricity, gas, or other services.
- Well permit, septic permit, environmental-health clearance, soil information, or septic design when applicable.
- Grading, drainage, stormwater, erosion-control, or floodplain documents when the site requires them.
- Driveway or right-of-way approvals where access connects to a public road.
- Contractor, dealer, installer, engineer, and subcontractor information requested by the AHJ.
Nashville and Charlotte County publish representative plan and application requirements, but their forms should be treated as examples rather than a universal template. Request the current local checklist and confirm how many paper or digital plan sets are required.
A practical permit sequence for a homeowner
- Get the address-specific checklist. Contact the local building or development department and ask how it classifies the home, which agency issues the primary permit, and whether separate zoning, foundation, site-work, utility, or trade applications are required.
- Verify land-use constraints before ordering. Confirm the zoning district, permitted use, setbacks, height, density, overlays, floodplain status, access requirements, and any private deed restrictions. A home that cannot meet these rules may need redesign or a separate land-use approval.
- Map the site and services. Obtain a survey or accurate site plan. Locate easements, wells, septic fields, public utilities, drainage paths, and the proposed driveway. Ask the water, sewer, environmental-health, and road agencies what clearances or letters they require.
- Develop the foundation and installation package. Coordinate the manufacturer’s plans with a local engineer or designer where required. Show the foundation, anchorage, module connections, basement or crawl space, stairs, decks, porches, and other site-built additions.
- Submit the complete application. Include the home plans, factory certifications, site and drainage information, foundation engineering, utility documentation, septic or well approvals, and contractor details. Incomplete submissions can create additional review cycles.
- Pay the locally calculated fees. Ask the permit office which fees are due at application, which are charged by other agencies, and whether revisions, reinspection, impact, or occupancy fees can apply. No national fee schedule accurately predicts the cost for a particular parcel.
- Schedule inspections in the required order. Typical checkpoints can include excavation or site preparation, foundation, underground utilities, module placement and connections, rough trades, grading or drainage, and final occupancy. The exact sequence is local; obtain it in writing or from the permit portal.
- Close every approval before moving in. Obtain the final building approval and certificate of occupancy or equivalent. Confirm that septic, utility, driveway, floodplain, and trade approvals have also been released where separate sign-offs are used.
How responsibilities differ by jurisdiction
When comparing locations or contractors, ask the same questions in each jurisdiction. The answers reveal where delays and duplicate reviews are most likely.
| Comparison point | Question to ask | Why it matters |
|---|---|---|
| Primary permit issuer | Which agency issues the building or installation permit? | Determines where the application starts and who coordinates inspections. |
| Factory certification | Will the jurisdiction accept the factory or state certification without repeating structural review? | Shows which parts of the design may be reviewed again locally. |
| Zoning and setbacks | Are modular homes treated like conventional houses, and are overlays or placement rules involved? | Confirms that the proposed footprint can legally occupy the lot. |
| Utilities and sanitation | Which water, sewer, well, septic, or environmental-health clearances must precede the building permit? | Prevents a building application from stalling over unavailable services. |
| Foundation and site work | Who reviews foundation engineering, grading, drainage, floodplain work, and module connections? | Identifies inspections that remain local despite factory construction. |
| Completion requirements | What inspections and documents are required for final occupancy? | Prevents a finished home from being occupied without the final release. |
| Fees and timing | What are the current fees, review stages, and estimated turnaround for this address? | These figures are jurisdiction-specific and cannot be inferred nationally. |
Common mistakes and how to avoid them
Ordering the home before checking zoning
A factory plan can be structurally compliant yet impossible to place on a particular lot because of setbacks, height, density, floodplain, access, or easement conflicts. Obtain written zoning confirmation before committing to a footprint or delivery date.

Treating a modular home like a delivered appliance
Delivery does not complete the legal project. The foundation, module connections, stairs, decks, utility hookups, site preparation, and final inspections may all remain under local control. Build those activities into the contract and schedule.

Assuming an existing septic system is approved for the new house
Environmental-health officials may require a new evaluation or clearance even when a tank and drain field already exist. Verify capacity and setbacks for the actual house location and bedroom count used by the local agency.
Leaving site work out of the permit set
Drainage, grading, driveway access, and floodplain constraints can affect both the permit and the buildable area. Show them on the site plan and ask whether separate applications are required.
Relying on a permit from another jurisdiction
Factory approval, a neighboring county’s checklist, or a prior permit for another lot does not authorize installation at your address. The local AHJ must confirm the current code edition, documents, fees, and inspections.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsScheduling delivery before the foundation is released
Ask the inspector or permit office what must pass before modules can arrive. A failed foundation or missing inspection can leave sections stored off-site or require costly rescheduling.
What you can and cannot know before contacting the AHJ
You can plan for a multi-part approval process and assemble the common documents listed above. You cannot reliably determine a nationwide permit cost, approval time, or universal inspection sequence. Those details depend on the address, the local code edition, the home’s size and configuration, site conditions, utility arrangements, and whether the project is in a floodplain or uses private water and septic.
The most useful first call is therefore specific: give the property address, explain that the home is factory-built, identify the manufacturer or model if known, and ask for the current checklist, application forms, agency contacts, fee schedule, and inspection sequence. Keep written responses with the project file so the installer, engineer, and contractor are working from the same requirements.
