A historic hotel renovation usually needs a local building or alteration permit, historic-preservation approval where the property is designated, and separate structural, electrical, plumbing, mechanical, fire-protection, elevator and other trade permits for the work involved. Before reopening, the owner must complete required inspections, pass life-safety and system tests, obtain final sign-offs and secure a certificate of occupancy or equivalent legal-occupancy approval. The exact list depends on the jurisdiction’s adopted codes, the hotel’s designation, occupancy classification and project scope.
Why there is no single historic-hotel permit list
Permit requirements are controlled locally. A city may use a different edition of the International Existing Building Code (IEBC), amend the model code, or impose additional zoning, fire, health and lodging rules. The same work can therefore require different approvals in two cities.

Start with a preapplication meeting involving the building department, fire marshal, historic-preservation office and, where relevant, the health authority. Bring a survey of existing conditions, a description of proposed work, the building’s designation information and a preliminary code analysis. Ask each agency to identify its submittal requirements, review sequence, inspection points and closeout documents.

The National Park Service (NPS) describes rehabilitation as work that must address accessibility, fire and life safety, hazardous materials, seismic upgrades, energy performance and other code obligations. Its guidance also recommends bringing preservation professionals into the project early. Those principles apply even when a building retains its historic designation.

Historic-preservation approval comes before some building permits
Determine the property’s legal status
Find out whether the hotel is individually landmarked, inside a locally designated historic district, protected by a preservation easement or listed under another designation that triggers review. A listing on a national or state register does not always create the same permit requirements as a local landmark ordinance; the governing local law controls.
Identify work that needs commission approval
A local historic commission or equivalent commonly reviews exterior alterations such as windows, doors, masonry, roofs, additions, demolition, visible rooftop equipment, signs and changes to site features. Some ordinances also regulate interior spaces or finishes that are specifically designated as significant.
Philadelphia’s permit guidance illustrates the sequencing issue: Historical Commission approval is required before a permit application for work on covered historic properties. Other jurisdictions may use a different name or order, so obtain written confirmation of the local process.

Document character-defining exterior features, interior spaces, finishes and site elements before design begins. The Secretary of the Interior’s Standards for Rehabilitation are widely used to select compatible repairs and additions. Code upgrades should be integrated in ways that preserve significant fabric—for example, routing services through previously altered areas or designing reversible interventions instead of removing original features.
Building, zoning and occupancy approvals
Classify the project correctly
The building official will usually classify the work as repair, alteration, addition, relocation or change of occupancy under the locally adopted existing-building code. That classification affects how much of the building must be upgraded. NPS Preservation Brief 51, published in 2024, explains that a legally occupied existing building generally is not required to meet every current requirement unless a retroactive rule applies or the project is treated as a repair, alteration, change of occupancy or addition.

The 2021 IEBC includes a dedicated Chapter 12 for historic buildings. It requires investigation and evaluation and can require a registered design professional’s report identifying compliant safety features and conflicts with historic features. Confirm whether the jurisdiction has adopted the 2021 edition, an earlier edition or locally amended language before relying on any provision.
Confirm zoning and hotel use
Zoning review can address:
- Whether hotel use is permitted at the site.
- Changes in room count, guest-room layout or occupant load.
- Restaurants, bars, ballrooms and other assembly uses.
- Height, setbacks, parking, loading and service access.
- Exterior signs, rooftop equipment, terraces and additions.
A conversion from another use to a hotel, or the addition of event or restaurant space, may trigger a change-of-occupancy review and broader upgrades to exits, fire resistance, accessibility and structural capacity.

Core permits and technical trade permits
Submit stamped architectural and engineering plans for the building or alteration permit. Separate permits are commonly required for affected systems. The exact combination depends on the scope and local practice.
| Work category | Typical approval or inspection | Common triggers |
|---|---|---|
| Structural | Structural permit and inspections | New loads, floor openings, foundations, seismic work, wall removal, concealed connections |
| Electrical | Electrical permit; rough and final inspections | Service upgrades, distribution, emergency power, grounding, lighting and controls |
| Plumbing | Plumbing permit; pressure, drainage and final inspections | Guest bathrooms, kitchens, risers, backflow devices and new fixtures |
| Mechanical and gas | Mechanical or gas permit; equipment and safety tests | Boilers, HVAC, refrigerants, ventilation, gas piping and smoke control |
| Fire alarm and low voltage | Fire-alarm permit, testing and monitoring documentation | New or modified panels, notification appliances, detection and emergency communication |
| Sprinklers and standpipes | Fire-protection plans, hydrostatic or flow tests and acceptance inspection | Altered mains, relocated heads, new risers, pumps or standpipes |
| Elevators | Elevator permit, inspection and operating certificate | Modernization, controls, cab work, machine-room changes or new equipment |
| Commercial kitchen | Mechanical and fire-suppression approvals | Hoods, grease exhaust, make-up air and cooking equipment |
| Boilers, generators and pressure vessels | Equipment permits, commissioning and certificates | Replacement, relocation, fuel-system changes or new emergency power |
Philadelphia’s mechanical guidance shows how permits overlap: plumbing alterations serving mechanical equipment may need a plumbing permit; powered equipment may require an electrical permit; kitchen hoods and paint-spray booths can require fire-suppression approval; and older buildings may need asbestos documentation before work proceeds.
Fire and life-safety review for a sleeping occupancy
Hotels receive intensive fire scrutiny because guests may be unfamiliar with the building and asleep during an emergency. Plans and field inspections commonly address:

Accessibility: required, with a documented historic-property process
A hotel is generally a place of public accommodation under ADA Title III. Remodeling, renovation, rehabilitation, reconstruction and alterations to structural parts are treated as alterations. Altered areas must be accessible to the maximum extent feasible.
Review the entire guest journey
Accessibility planning should cover the route from arrival and parking through the lobby and registration area to guest rooms, bathrooms, restaurants, meeting rooms, pools, fitness areas and other primary-function spaces. Alterations to a primary-function area can trigger path-of-travel work serving that area, including routes to restrooms and drinking fountains, subject to applicable disproportionate-cost rules.
Do not assume an exemption
For a qualified historic building, ADA regulations allow an exception for an accessible route, entrance or toilet facility when the State Historic Preservation Officer or Advisory Council on Historic Preservation determines that compliance would threaten or destroy historic significance. The exception is not automatic. Document the character-defining features at issue, consult the appropriate preservation authority and provide an effective alternative method of access when physical access cannot be achieved.

Hazardous materials and environmental permits
Older hotels may contain asbestos-containing materials, lead paint, mold, contaminated soil, underground storage tanks or obsolete refrigerants. Before demolition, drilling or other invasive work, commission the surveys required by local and environmental rules. If regulated materials are found, use licensed abatement contractors, worker-protection controls, approved waste manifests and clearance testing where required.
Site work can add stormwater, erosion-control, dewatering, floodplain or excavation permits. Pools and spas, drinking-water systems, wastewater connections, boilers, generators and air emissions may require environmental or health approvals. Include these questions in the preapplication meeting rather than waiting for a trade inspector to identify them.
Health, lodging and operational approvals
Some jurisdictions require public-health plan review before hotel remodeling. The Southern Nevada Health District, for example, requires plans for construction or extensive remodeling of a public-accommodation facility to be submitted at least 30 days before work when a building permit is required.
Depending on the operation, check for:
- Food-service permits and commercial-kitchen inspections.
- Pool and spa permits and water-quality approvals.
- Public-assembly approvals for ballrooms, theaters or event rooms.
- Liquor licenses and occupancy limits for bars and restaurants.
- Lodging, tourist-home or public-accommodation licenses.
- Elevator operating certificates and fire-department operating permits.
- Grease-interceptor, sewer and wastewater approvals.
These approvals can come from different agencies and may have separate renewal dates. A building permit does not replace an operating license.
Inspection sequence from construction to reopening
Create an inspection matrix listing every permit, responsible inspector, required notice, prerequisite and closeout document. A typical sequence is:

- Obtain approvals before construction. Secure zoning confirmation, historic approval, building and trade permits, health review and any environmental authorizations.
- Complete foundation and structural inspections. Arrange inspections for footings, reinforcing steel, framing, connections, load paths and seismic work before concealment.
- Inspect rough-ins. Before walls and ceilings close, obtain rough electrical, plumbing, mechanical, gas, sprinkler, alarm, firestopping and low-voltage inspections.
- Verify accessibility dimensions. Check slopes, clearances, door maneuvering space, hardware, toilet rooms, guest-room features and accessible routes while corrections are still practical.
- Perform equipment and system tests. Complete alarm, sprinkler, standpipe, fire-pump, emergency-generator, smoke-control, elevator, boiler and kitchen-hood tests required by the authorities.
- Correct the punch list. Resolve deficiencies, obtain re-inspections and update drawings or engineering reports when field conditions changed.
- Request final building and fire inspections. Provide test certificates, inspection tags, approved plans, special-inspection reports and as-built documentation.
- Obtain legal-occupancy approval. Secure the certificate of occupancy or equivalent approval, then activate lodging, health, elevator, fire-department and other operating licenses before admitting guests.
Boston requires a certificate of occupancy for major renovations that change use, occupancy, egress or life-safety systems and requires final inspections signed by each applicable inspector. New York City similarly requires a current or amended certificate when use, egress or occupancy changes, with final construction, plumbing, elevator and electrical sign-offs among the listed requirements. Local terminology and forms differ, but reopening without legal-occupancy confirmation exposes the owner to enforcement and insurance problems.
Choosing the right code and permit strategy
| Decision | What to evaluate | Why it matters |
|---|---|---|
| Repair or alteration versus change of occupancy | Existing use, new uses, room count, assembly areas and occupant load | Change of occupancy can expand upgrade obligations for structure, egress, fire protection and accessibility |
| Prescriptive current-code path versus existing-building or historic-building path | Adopted IEBC edition, local amendments and documented alternatives | A code path may reduce unnecessary loss of historic fabric while maintaining safety |
| Impact on character-defining features | Windows, stairs, corridors, finishes, facades and significant rooms | Preservation approval and ADA alternatives depend on documented significance |
| Agency dependencies | Which approval must precede another and which reviews run concurrently | Incorrect sequencing can delay permit issuance and construction |
| Testing and documentation burden | Special inspections, commissioning, reports, tags and as-builts | Missing records can block final sign-off even when installation is complete |

Retain the file for future alterations, insurance audits and inspections. Historic hotels often undergo phased work; a complete record prevents the next project from having to rediscover concealed conditions.
Frequently Asked Questions
Can a historic designation waive current building or fire codes?
No. Historic status does not create a blanket exemption. The locally adopted existing-building or historic-building code may provide alternative compliance methods, but structural safety, fire protection, accessibility and other applicable requirements still must be addressed and documented.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsCan construction begin while historic and building reviews are pending?
Usually not for work covered by those approvals. Some jurisdictions allow limited maintenance or emergency stabilization, but starting permitted renovation work before required approvals can lead to stop-work orders and rework.
What proves that a hotel is ready to reopen?
The authority having jurisdiction must issue a certificate of occupancy or equivalent legal-occupancy approval after required final inspections and system tests. Any separate lodging, health, food, pool, elevator or fire-department operating licenses must also be active.
