There is no single Austria-wide price for permitting a house. A new home normally needs a building permit, but building law is set by the Länder and the municipality or magistrate handles the application. Your pre-construction budget can therefore include a permit or notice fee, document and plan charges, technical reviews, development charges and separate connections for roads, water, sewer, electricity, gas and waste. Vienna’s published example for a single-family-house permit is about €150–€600; a municipality in Lower Austria publishes a different approval formula and a €15,909.86 development-charge example for one 800 m² plot. Those figures are local examples, not a national tariff.
The reliable way to budget is to identify the exact municipality and Land, confirm whether the plot is already serviced, and obtain written prices for every approval and connection that applies to your design.

Why Austrian house-permit costs differ from one place to another
Austria does not have one building code or one nationwide fee table. Building law is a matter for the Länder, so there are nine different building regulations. The municipality, or a city magistrate, applies the relevant rules to the individual plot. A fee quoted for Vienna, Lower Austria or another province must therefore be treated as a local example unless your authority confirms that the same schedule applies.

The first budgeting question is not “What is the Austrian permit fee?” but “Which authority, procedure and fee schedule apply to this plot?” Ask the municipality for its current written schedule and for the procedure assigned to your project. Rates and administrative forms can change, and a plot’s servicing status can create a larger bill than the permit itself.

Which authority handles the application?
In the normal case, you submit a written Bauansuchen (building application) or, where permitted, a Bauanzeige (building notice). The municipality is generally the authority; Vienna uses its building-police authority. The authority determines which route is available and which additional approvals are needed.
What normally needs to be filed?
For a new house, the file can include architectural plans, a written project description, proof of ownership, structural calculations and an energy certificate. The number and size of drawings, the need for expert review and whether documents are complete all affect administration and professional costs. A fee estimate made before the plans and energy documents are prepared is consequently provisional.
What the fee stack can contain
Think of permitting as several layers rather than one invoice. Not every project has every layer, and some amounts are paid to the municipality while others go to utilities or specialist professionals.
| Cost layer | What it covers | What determines the amount |
|---|---|---|
| Permit or notice procedure | Processing the building application or notice | Land, municipality, procedure type and project scope |
| Federal application charges | Statutory charges attached to application components | Number of components and the applicable federal schedule |
| Plans and document copies | Paper or electronic plan/document handling and copies | Number of sheets, format and local schedule |
| Technical review | Structural, energy or other expert examination | Design complexity and whether the authority appoints experts |
| Development charge | Municipal charge for making a plot legally buildable or for the first qualifying building | Plot area, building class, local unit rate and previous payments |
| Infrastructure connections | Road, sidewalk, water, sewer, electricity, gas and waste works or connection charges | Existing infrastructure, distance to networks and site conditions |
| Sectoral approvals and compensation | Parking, tree removal, landscape protection, sewer or workplace approvals | Features and constraints on the particular site |
Keep these categories as separate spreadsheet lines. Combining them into a single “permit allowance” makes it easy to miss a development or utility charge that arrives from a different department or provider.

Published Austrian examples (and what they do not prove)
Vienna: approximately €150–€600 for a single-family-house permit procedure
The City of Vienna states that a building-permit procedure for a single-family house costs approximately €150–€600, depending on the type and scope of the project. This is an administrative example for Vienna. It is not an Austria-wide average and it does not represent design fees, construction costs, utility works or every possible approval.
Vienna: €51–€1,500 for a building notice
Where a notice procedure is legally available, Vienna lists costs from €51 to €1,500, depending on the changes submitted. A notice is not a universal cheaper alternative: it can only be used for work that qualifies under the applicable rules, and it does not replace approvals required under other laws. A project may still need separate sewer, parking, tree-protection or landscape-related approvals.
Staatz, Lower Austria: a floor-area-based approval charge and document fees
The Marktgemeinde Staatz publishes a local schedule illustrating how a smaller municipality can calculate charges. Its approval charge is €0.50 per square metre of new floor area, with a €96.50 minimum. The same published schedule lists the following additional amounts:
| Item in the Staatz schedule | Published amount | Qualification |
|---|---|---|
| Approval charge | €0.50/m² of new floor area | Local municipal schedule; €96.50 minimum |
| Federal application charge | €14.30 per application component | Federal fee schedule as reproduced by the municipality |
| Plan/document charge | €3.90 per sheet up to A3; €7.80 for larger sheets | Local document schedule |
| Energy-certificate set | €23.40 | Amount listed by Staatz |
These figures are useful for showing the structure of a bill, but they must be verified with Staatz before use and must not be applied to another municipality without confirmation.

Staatz: a €15,909.86 development-charge example
Staatz also publishes an Aufschließungsabgabe formula: √(plot area) × €450 unit rate × building-class coefficient. For an 800 m² plot in building class I or II, using a coefficient of 1.25, the published example totals €15,909.86. The arithmetic is:
√800 × €450 × 1.25 = approximately €15,909.86
This is a one-time municipal development-charge example, not a permit fee and not a national benchmark. Lower Austrian legal text describes the charge as arising when a plot is declared a building plot or when the first qualifying building is approved. Ask whether an Aufschließungsabgabe or a supplementary charge remains outstanding before buying or designing the plot; a prior owner may have paid some, but not necessarily all, infrastructure-related amounts.

Government information identifies development and connection work for traffic surfaces and roads, sidewalks, water, sewer, electricity, gas and waste. These costs can be payable to the municipality, a utility or another infrastructure operator. They are affected by whether the network is already at the site boundary, how far the building sits from it, the required capacity and the work needed in public ground.

Questions to ask for each network
- Is the plot legally and physically serviced, or only zoned for building?
- Where is the nearest connection point, and who owns the section between it and the plot?
- Is a one-time connection charge due, and are excavation, reinstatement, meter or inspection costs separate?
- Does the utility require a capacity upgrade for the proposed house?
- Will a road opening, sidewalk closure or traffic-surface restoration permit be needed?
Request a written estimate for each service instead of inserting one generic “utilities” allowance. A serviced urban plot and an unserviced rural plot can have radically different connection exposure even when the house plans are identical.
Other approvals that can add to the project
Vienna identifies possible approvals and charges beyond the core building procedure. Depending on the site and design, these can include tree removal, sewer connection, landscape-protection and workplace approvals. If required parking cannot be provided on the property, a parking-compensation charge under Vienna’s garage law may apply. Tree-protection compensation can also be relevant.
These items are triggered by facts about the site, not simply by the number of bedrooms. Check the property for protected trees, landscape-protection designations, parking requirements and any existing sewer or road conditions before fixing the design.
How to compare two Austrian plots or house designs
Use the same comparison axes for every option. A lower advertised permit figure can be overwhelmed by a development charge or a long connection run.

A practical budgeting procedure
- Identify the jurisdiction. Record the Land, municipality or Vienna district, plot number and intended use. Do not start with a fee from a different city.
- Confirm the legal route. Ask whether the new house requires a Bauansuchen, qualifies for a Bauanzeige or must follow another procedure. Request the answer in writing.
- Obtain the document checklist. Confirm plans, ownership evidence, structural calculations, energy certificate and the number and format of copies required.
- Request the administrative schedule. Separate the permit or notice fee, federal application components, plan copies, energy-certificate handling, expert review and any hearing or inspection charges.
- Check development charges. Ask whether the plot is a legally serviced building plot and whether an Aufschließungsabgabe or Ergänzungsabgabe is outstanding. Have the authority calculate it for the actual plot and building class.
- Price every connection. Obtain written road, sidewalk, water, sewer, electricity, gas and waste estimates, including excavation, reinstatement and meter work where applicable.
- Screen for special approvals. Check parking provision, tree removal, landscape protection, sewer conditions and any other sectoral law that could apply.
- Add a contingency. Keep a reserve because local rates, design scope and site discoveries can change the final stack. Label each allowance as confirmed, quoted or still unknown.
Common budgeting mistakes and how to avoid them
Using Vienna’s figure as a national price
The €150–€600 Vienna example describes one city’s administrative procedure. Presenting it as the Austrian permit cost ignores the nine Länder and municipal schedules. Use it only as a Vienna reference.
Assuming a building notice removes all other approvals
A notice can have a lower listed range, but it does not override requirements under other laws. Confirm sewer, parking, tree and landscape obligations separately.
Calling a development charge a permit fee
The Staatz €15,909.86 example is a development charge calculated from plot area and a building-class coefficient. It belongs on a separate line from the approval charge.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsForgetting the plot’s previous payment history
Ask for written confirmation of amounts already paid and any balance due. A seller’s description that a plot is “serviced” may not answer whether every municipal charge has been settled.
Budgeting utilities as one lump sum
Road, water, sewer and electricity connections can be controlled by different bodies and can have different connection points. Separate quotes expose the real risks early.
What current construction statistics do—and do not—tell you
Statistics Austria recorded 47,636 dwelling permits in 2025, including 10,062 single-family-house dwellings, in its 2026 release. It also reported residential construction costs 2.3% higher in 2025 than in 2024 in its preliminary December index. These figures describe market activity and construction-cost movement; they are not permit-fee rates and cannot be used to calculate the charges for an individual plot.
Is there a complete national total?
No nationwide published figure establishes the complete permit-and-fee stack for building a house in Austria. The total depends on the municipality and Land, permit route, plot servicing, floor and plot area, building class, network distance, parking and tree conditions, and the documents already prepared. A defensible budget is therefore a site-specific schedule backed by written municipal and utility quotes, not a single national percentage or allowance.
