NHS construction framework regional lots are procurement categories within a particular framework, not a single NHS-wide map. A lot can define a geographic area, project-value band, work type, or a combination of these. It identifies the suppliers a public buyer may consider; it does not award a project automatically.
The map depends on the framework. NHS ProCure23 (P23) has seven regional healthcare lots for projects under £20 million and England-wide healthcare lots above that threshold. NHS Shared Business Services’ PS-Works uses 12 regions for its first three value bands and national lots for its two largest bands. The applicable framework documents determine eligibility, supplier lists and whether a call-off is made directly or through a further competition.

What a regional lot means
A framework host appoints suppliers through a competitive procurement before public bodies need to place individual project contracts. It then divides the framework into lots so that buyers can find suppliers with the right geography, project value and technical scope. Suppliers bid for the lots they can serve and are appointed only to the lots for which they pass the evaluation.

It is not a geographic monopoly, a promise of work or an award of a specific NHS project. An appointed contractor can be considered for relevant call-offs under the framework rules, but still has to satisfy the call-off procedure and project requirements.

NHS England explains that frameworks allow buyers to order from predetermined suppliers without running a full tender for every project. The precise procedure, however, comes from the framework’s current terms and call-off guidance.
How a regional-lot call-off works
- Confirm the buyer is eligible. Check that the NHS body or other public-sector organisation is entitled to use the framework. The framework notice and user list control this point.
- Define the project. Record the work type, estimated total value, location, programme, design responsibility and any specialist requirements. Apply the framework’s rules for estimating or aggregating value rather than relying on a rough construction-only figure.
- Identify a suitable framework and lot. Check that the framework covers the work, the project falls within the lot’s value band, and the site is inside the lot’s stated geography.
- Verify current appointments. Use the host’s live supplier list to confirm which contractors are appointed to that exact lot and region. A contractor appointed elsewhere on the framework is not automatically eligible.
- Choose the permitted call-off route. The framework may permit a direct award, a further competition, or both subject to conditions. Follow the stated evaluation criteria, mini-competition timetable and documentation requirements.
- Execute the project contract. The call-off contract contains the project-specific price, scope, programme, performance obligations and risk allocation. The framework appointment remains the route to market; it is not the project contract itself.
NHS Commercial Solutions notes that framework call-offs can be direct or competitive, but the applicable framework documents decide which option is lawful for a particular procurement.
P23: the NHS healthcare construction lot map
NHS England describes ProCure23 (P23) as its preferred route to market for health construction works. It is delivered with the Government Commercial Agency (GCA) as part of the Construction Works and Associated Services 2 framework, reference RM6267. The healthcare solution-provider lots are:
| Lot | Project value | Geography |
|---|---|---|
| 1.1 | Under £20 million | North East, including Yorkshire & Humber |
| 1.2 | Under £20 million | North West |
| 1.3 | Under £20 million | Midlands (East and West) |
| 1.4 | Under £20 million | East of England |
| 1.5 | Under £20 million | London |
| 1.6 | Under £20 million | South East |
| 1.7 | Under £20 million | South West |
| 2 | £20 million–£70 million | England |
| 3 | Over £70 million | England |
The seven under-£20-million lots are the P23 regional healthcare lots. Lots 2 and 3 are healthcare lots covering England rather than separate regions. The GCA record also lists national airfield works and national general construction works over £80 million; those are separate national categories, not additional P23 regional healthcare lots. The RM6267 framework record is the authoritative place to check the current lot wording and appointed suppliers.

What the P23 boundaries mean in practice
A trust in London planning a £12-million healthcare project would look at Lot 1.5, then check the current Lot 1.5 supplier list and call-off rules. A £35-million healthcare project is not allocated to a regional lot: it falls within the England-wide £20-million–£70-million Lot 2, subject to all other eligibility and scope conditions. A project estimated above £70 million is considered against England-wide Lot 3.
Do not infer that a supplier appointed to one P23 region can bid for another region, or that the seven regional boundaries apply to the larger value bands. The appointment and geography must match the exact lot.
PS-Works: a different regional structure
NHS Shared Business Services’ PS-Works framework covers public-sector construction and includes healthcare eligibility in its lower-value bands. Its structure is not the P23 map:

PS-Works supports construction activities including design, alteration, refurbishment, electrical and plumbing work, demolition and remediation. The live customer portal provides the supplier list for each region. Because supplier availability and terms can change, a buyer should use the current portal and call-off guidance rather than an old list.

Why PS-Works must not be treated as a P23 substitute
The frameworks use different value thresholds, scopes and geographic designs. PS-Works Lots 1 and 2 expressly combine public-sector and healthcare work; Lot 3 is described as public sector, while Lots 4 and 5 are national. P23’s under-£20-million healthcare work is divided into seven named regions, whereas P23’s larger healthcare work is England-wide. A site’s region under one framework does not establish its region under the other.
In 2025, Find a Tender published a market-engagement notice for a PS-Works renewal. Notice 063583-2025 described the existing structure as under consideration during preliminary engagement and stated an expiry date of 16 December 2027 for the then-current framework. It was not a final notice for the replacement, so proposed future lots should not be treated as confirmed terms.

How to choose the right lot for a project
Use this sequence before approaching contractors:
- Scope: Is the work healthcare-only, broader public-sector construction, or a defined service such as demolition, remediation, electrical or plumbing work?
- Value: Which framework band contains the project’s compliant estimated value? Check whether options, phases or related works must be aggregated.
- Geography: Which named P23 region, PS-Works region, England-wide lot or national lot covers the site?
- Buyer eligibility: Is the trust, NHS body or other organisation an eligible framework user?
- Supplier appointment: Is the proposed contractor appointed to that precise lot, not merely to another lot or another framework?
- Call-off rules: Is a direct award allowed, or must all appointed suppliers meeting the criteria be invited to a further competition?
- Status: Is the framework still live, and are its documents, supplier list and accreditation requirements current?
NHS England’s framework host-management guidance says buyers are expected to use an accredited framework when the relevant subcategory has been assessed and published. Where no accredited framework is available and suitable, the guidance addresses use of a framework hosted by an accredited framework host. Check the current guidance and the procurement’s specific category before relying on a route.
Direct award and further competition
Direct award
A direct award selects a supplier from the appointed lot without inviting a new competition, but it is not automatically available just because the contractor is on the framework. The framework must permit the route and set the objective selection method, such as a ranking, rotation or price-and-quality mechanism. The buyer should retain the evidence showing why the selected supplier and method complied with the terms.

Further competition
A further competition invites the relevant appointed suppliers to submit project-specific tenders. The buyer follows the framework’s stated evaluation criteria, issues the same information to bidders, observes the timetable and awards using the published method. This route can test the project solution, programme and price in more detail, but it requires additional procurement administration.
Neither route removes the need to define the scope accurately, manage conflicts of interest, keep an auditable record or comply with the framework’s contract conditions. The applicable documents control the details; a procedure used on one framework cannot be copied onto another without checking.

Suppliers should monitor the relevant tender notices, assess whether they can genuinely deliver in each proposed region and value band, and bid only for lots they can resource. Geographic coverage, financial capacity, healthcare experience, accreditations and work-type capability should be checked against the tender requirements before selection.

Appointment is also not a guaranteed pipeline. A contractor may receive no call-off, lose a further competition or be unsuitable for a specific project despite holding a place on the lot. Maintaining the required insurance, accreditations, capacity and performance information is therefore as important as winning the initial framework competition.
Dates and status to verify before procurement action
The GCA currently lists P23/RM6267 as expiring on 31 March 2027 and states that contracts must be awarded by that date. It also lists RM6320, Construction Works and Associated Services 3 (including ProCure24), as planned to go live in early 2027. NHS England describes P23 as continuing until the next iteration is established in 2027. These are current schedule statements, not guarantees that the dates cannot move. Check the live GCA record, NHS England notices and the framework documents immediately before starting a procurement.
For PS-Works, the 2025 renewal notice’s 16 December 2027 expiry statement relates to the then-current framework and does not confirm the final design or dates of its replacement. Use the live NHS SBS page, customer portal and procurement notices for the current position.
Quick Recap
Common mistakes to avoid
- Assuming there is one NHS-wide regional-lot map.
- Using P23’s seven healthcare regions for a PS-Works procurement, or applying PS-Works’ 12 regions to P23.
- Treating a supplier appointment as an award or guarantee of work.
- Assuming direct award is always available to an appointed contractor.
- Relying on an old supplier list, expired framework page or preliminary renewal notice.
- Ignoring the distinction between healthcare-only lots and broader public-sector lots.
- Failing to check accreditation, buyer eligibility, value aggregation and the exact call-off procedure.
