It must combine airfield pavements, aircraft parking and circulation, climate-controlled maintenance space, fuel and utility systems, secure weapons storage, communications, emergency services, perimeter security, housing and mission support, drainage, roads and parking, and a legally compliant environmental program. The exact dimensions, capacities and security arrangements depend on the bomber, mission, climate, geography and basing model; public examples are planning references, not a complete engineering design.
Start by defining the base’s mission
Infrastructure is designed around what the installation must do. An operational home station, a forward deployment site, a training location and a depot facility have different aircraft flows, staffing, maintenance depth and support requirements. Treating them as interchangeable produces the wrong buildings and an unrealistic site plan.

| Base role | Primary infrastructure emphasis | What public examples establish |
|---|---|---|
| Operational home station | Permanent aircraft operations, squadron facilities, full maintenance, security, personnel support and long-term utilities | The Air Force identifies Whiteman as the B-2 operational base and lists security, communications, fire protection, fuels, transportation, supply and personnel support among host-wing functions. |
| Forward deployment location | Rapid arrival and departure, parking, fuel, mission support, secure access and enough specialized maintenance to sustain the deployed aircraft | The Air Force’s RAF Fairford example describes permanent climate-controlled hangars for specialized B-2 low-observable-surface maintenance. |
| Training or dispersal site | Airfield capacity, range or training access, temporary support, safety controls and resilient communications | The cited public material does not provide a universal training-base layout or capacity standard. |
| Depot sustainment facility | Deep inspection, component work, tooling, storage, industrial utilities and long-duration aircraft induction | The Air Force’s September 2026 account of a Bomber Agile Common Hangar at Tinker says it is intended for B-52 maintenance and later transition to B-21 depot-level maintenance. |
Before civil or military construction begins, the sponsor should issue a mission statement that fixes the aircraft type, sortie assumptions, maintenance level, deployment duration, weapons mission, staffing concept and growth margin. Those decisions determine every downstream requirement.
Airfield and site works come first
Runway and taxiway pavements
A stealth-bomber base requires an airfield system, not merely a runway. Pavement design must account for aircraft weight, landing gear loads, braking, turning movements, temperature, frost or heat cycles, fuel and chemical exposure, repair access and the expected number of operations. Public Air Force material names airfield pavements but does not publish a universal B-2 or B-21 runway dimension, pavement section or load rating. Those values must come from the aircraft operator’s certified criteria and a site-specific geotechnical design.

The runway must connect to taxiways, holding positions, turn pads, overruns and emergency access routes. Geometry should prevent bottlenecks when a bomber leaves a shelter, moves to a maintenance bay or returns after a sortie. Designers also need clear zones, lighting and navigation aids compatible with the operating concept, while keeping electromagnetic emissions and obstruction control consistent with mission security.
Aprons, parking and aircraft circulation
Aprons provide the working surface between the runway and support buildings. A useful plan separates routine parking, maintenance parking, alert or quick-reaction positions, engine-running areas, decontamination space and emergency isolation positions where the mission requires them. The Andersen beddown proposal specifically includes airfield pavements, roads and parking; it does not establish how many bomber positions a new base should contain.
Aircraft circulation should be tested for the largest turning radius, tow-vehicle access, wingtip clearance, blast effects, drainage slopes and simultaneous movements. Pavement joints, shoulders and utility crossings need inspection and repair plans because a small failure on a taxi route can close an otherwise usable runway system.

Site grading, culverts, detention or retention features and outfalls protect the airfield and buildings from standing water and erosion. Stormwater systems must account for intense rainfall, snowmelt where applicable, fuel-spill response and maintenance access. The Andersen proposal names stormwater infrastructure alongside roads, parking and utilities, showing that drainage is part of the core beddown package rather than an afterthought.

Hangars and maintenance facilities
General aircraft support space
A permanent base needs aircraft hangars, maintenance buildings, parts and tool areas, technical-order workspaces, ground-support-equipment storage, inspection positions and controlled vehicle routes. Hangar doors, floor loading, cranes, ventilation, electrical capacity and fire protection must be selected for the assigned aircraft and maintenance tasks. A bomber base also needs offices, planning rooms, secure data connections and spaces for maintenance control and quality assurance.
Low-observable maintenance is a special requirement
Stealth aircraft surfaces require controlled processes that ordinary aircraft shelters may not support. The Air Force’s 2004 account of B-2 operations at RAF Fairford described two climate-controlled permanent hangars, each measuring 50,000 square feet, for specialized low-observable-surface maintenance. That is a historical B-2 deployment example, not a current standard, a universal size or a recommendation for every stealth aircraft.
Climate control is relevant because temperature and humidity can affect coatings, sealants, curing times, inspection accuracy and contamination control. The facility concept may therefore include filtered air, stable temperature and humidity, specialized lighting, clean work zones, controlled access, waste handling and calibrated inspection equipment. The required environmental envelope and process controls must be set by the aircraft’s technical authority; they should not be inferred from the Fairford dimensions alone.
Separate operational and depot functions
Operational maintenance turns aircraft around for scheduled sorties and repairs. Depot maintenance takes aircraft out of the flying cycle for deeper inspections, structural work, modifications and component replacement. Combining both missions in one building can create conflicts in security, tooling, crane use, contamination control and aircraft flow.

The Air Force’s September 2026 description of Tinker’s Bomber Agile Common Hangar illustrates this distinction. The facility is being created for B-52 maintenance and is planned to transition later to B-21 depot-level maintenance. That announcement supports planning for adaptable industrial space, but it does not define the layout or capacity of an operational B-21 base.
Fuel, power, water and emergency services
Fuel systems
Fuel infrastructure includes receipt, storage, filtration, transfer, dispensing, grounding, leak detection, fire suppression and spill containment. Tank farms and hydrant or truck-loading systems should be positioned so fuel can reach aircraft without creating unnecessary vehicle crossings on active taxiways. The number and size of tanks depend on sortie generation, resupply reliability, reserve policy and the aircraft’s fuel demand; public examples do not establish a universal capacity.
Electrical and utility resilience
Utilities buildings, substations, generators, communications pathways, potable water, sanitary sewer, industrial wastewater and heating or cooling plants are part of the base. Critical loads should be identified before the distribution network is sized: airfield lighting, command-and-control systems, security systems, climate-controlled maintenance, fuel controls, fire pumps and protected communications may need standby generation or redundant feeds.

Fire protection, medical response and ordinary base services
Aircraft rescue and firefighting stations need response routes that remain clear when aprons are occupied. The Whiteman overview lists fire protection, fuels, transportation, supply, security, communications and personnel support among host-wing functions. A complete plan also covers medical response, hazardous-materials teams, dining and welfare facilities, workshops, waste management, snow or heat operations where relevant, and reliable transportation between dispersed work areas.
Weapons storage and safety infrastructure
Weapons storage and handling should be planned as a distinct, controlled infrastructure area with its own safety analysis, access controls, lightning protection, fire protection, standoff distances, inspection regime and emergency procedures. The Andersen aircraft-beddown proposal includes earth-covered magazines. That is a project-specific example, not a universal layout prescription for every bomber installation.
Magazine locations, routes and handling buildings must be reconciled with airfield operations, inhabited facilities, natural hazards, security zones and environmental constraints. Public sources do not provide a standard magazine spacing, storage quantity or handling procedure for a new stealth-bomber base, so those details require authoritative explosives-safety criteria and mission-specific authorization.
Security, communications and access control
Perimeter fencing, controlled gates, patrol roads, lighting, intrusion detection, visitor processing and layered access zones protect aircraft, weapons, data and personnel. The Andersen proposal explicitly names fencing, roads and utilities. A practical design separates public, contractor, logistics, maintenance and flight-line access so a routine delivery does not compromise a restricted movement.

Communications infrastructure should support air traffic, maintenance control, command systems, emergency response, cybersecurity and resilient links to higher headquarters. Path diversity matters: a single fiber route or communications room can become a single point of failure. The exact security architecture is sensitive and site-specific; public descriptions should not be treated as a complete security design.
Environmental review and site selection
Location decisions shape runway orientation, earthwork, noise exposure, wildlife hazards, utilities, access roads, water management and community impacts. Environmental review can change both the site and the building program. The Air Force says the Sentinel project requires an environmental impact statement and that a supplemental EIS addresses design refinements and facility-siting updates after the 2023 EIS.
That process is not a paperwork step after design. Alternatives analysis can eliminate sites with inadequate airspace, flood risk, utility constraints, habitat impacts or unacceptable noise. The project team should integrate geotechnical investigation, hydrology, contamination surveys, cultural-resource review, endangered-species analysis, airspace compatibility and public consultation before fixing the master plan.
A practical planning sequence
- Set the mission baseline. Identify aircraft model, operational role, maintenance depth, sortie assumptions, weapons mission, staffing, deployment duration and planned growth.
- Screen candidate sites. Test airspace, runway orientation, geotechnical conditions, flood risk, utilities, access, environmental constraints and community compatibility.
- Lay out the airside system. Establish runway, taxiways, aprons, parking, clear zones, emergency routes and aircraft towing paths before placing buildings.
- Place mission facilities. Add operational hangars, low-observable maintenance areas, maintenance shops, secure planning spaces, support equipment storage and depot functions where applicable.
- Design fuel, utilities and resilience. Size distribution, storage, standby generation, water, wastewater, communications and fire protection against the mission baseline and credible failure cases.
- Integrate weapons and security. Apply explosives-safety criteria, controlled routes, perimeter layers, access zones and emergency response without publishing sensitive operational details.
- Run environmental and alternatives analysis. Use the impact assessment to refine siting, drainage, noise mitigation, habitat protection and construction phasing.
- Phase construction and commissioning. Sequence enabling utilities and earthwork, then pavements, hangars, fuel, security and support buildings; test each system before aircraft arrival.
What public figures can—and cannot—tell you
| Figure | Context | How to use it |
|---|---|---|
| Two 50,000-square-foot hangars | U.S. Air Force, 2004, RAF Fairford B-2 deployment facility; both hangars were climate-controlled. | Evidence that specialized B-2 low-observable maintenance can require large controlled environments. It is not a current universal hangar standard. |
| Approximately three to seven years | Department of the Air Force, 2025, expected construction period for the proposed Andersen aircraft-beddown package. | A schedule example for that specific project. It should not be generalized to a new stealth-bomber base. |
| Future B-21 depot use | Air Force Materiel Command, September 2026, Tinker Bomber Agile Common Hangar planned for B-52 maintenance and later B-21 depot-level maintenance. | Evidence that adaptable depot facilities can be planned for a future bomber transition; it is not an operational-base template. |
No reviewed public source provides a general cost, total site area, standard runway dimension, typical fuel capacity or universal construction duration for a new stealth-bomber base. Any estimate that presents those values without aircraft, site and mission assumptions is likely to mislead.
Common planning mistakes
- Designing only the runway. Aircraft cannot operate without aprons, taxiways, maintenance, fuel, utilities, emergency response and access roads.
- Copying a historical hangar. The Fairford B-2 example proves a requirement in one place and time; it does not establish today’s B-21 dimensions or environmental controls.
- Mixing base roles. A depot hangar, forward operating location and permanent home station have different workflows and staffing.
- Leaving drainage until the end. Stormwater, grading and outfalls can force major changes to runway, utility and building locations.
- Assuming security is a fence. Security also includes access zoning, communications resilience, patrol circulation, detection, personnel processes and emergency plans.
- Promising a schedule without scope. The three-to-seven-year Andersen estimate belongs to one defined proposal and cannot serve as a generic delivery promise.
- Publishing sensitive design details. Public planning should explain infrastructure categories and decisions without disclosing classified or security-critical layouts, capacities or procedures.
A credible project therefore begins with mission definition and site evidence, then coordinates airfield engineering, specialized maintenance, utilities, fuel, weapons safety, security, environmental review and long-term sustainment as one program. Public Air Force examples show the categories and trade-offs; authoritative aircraft criteria and site-specific engineering must determine the final design.
