What Missing-Middle Housing Means: Duplexes, Triplexes, and Townhomes Explained

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Missing-middle housing is a planning term for house-scale buildings with more than one home—such as duplexes, triplexes, townhomes, cottage courts, courtyard apartments and stacked flats—that sit between a detached single-family house and a mid- or high-rise apartment building. “Middle” describes the building’s scale and form, not the residents’ income or a guaranteed price. The exact list, permitted unit count and design rules depend on the local zoning code.

What “missing middle” means

There is no single national legal definition of missing-middle housing. Arlington County describes a spectrum running from detached homes through smaller multi-unit forms to mid- and high-rise apartments. The City of Snohomish uses a broad set of examples that includes duplexes, triplexes, fourplexes, fiveplexes, sixplexes, townhouses, courtyard apartments, cottage housing and stacked flats. Other jurisdictions may use a shorter or different list.

The common thread is house-scale, multi-unit housing. A building can contain several homes while retaining a footprint, height and relationship to the street that resemble nearby detached houses. The category is therefore about physical form and intensity—not a particular architectural style, tenure, demographic or income bracket.

Opticos Design identifies the term’s coinage with founder Daniel Parolek in 2010. Since then, cities and counties have adopted the phrase in planning studies and zoning discussions, but they still define the permitted forms locally.

Why it is called “missing” middle

“Missing” refers to a shortage of these housing forms in many communities, or to the difficulty of obtaining permission to build them. Snohomish’s middle-housing project describes zoning rules that have made such buildings impossible or difficult to construct in many areas. In neighborhoods dominated by detached houses and large apartment complexes, the small multi-unit options between them may be uncommon even when residents would use them.

The term does not mean that every city lacks these buildings, that every older neighborhood once had them, or that a zoning change will automatically produce construction. It is a planning diagnosis applied to particular places. A city may already have many duplexes but few townhomes, or allow triplexes in one district while prohibiting them in another.

The main housing types

These forms are related, but they are not interchangeable. Unit count, attachment, entrances, circulation and the way homes meet the lot line all affect design and regulation. Legal definitions must come from the jurisdiction where a project is located.

Type Typical arrangement How it fits the spectrum What must be checked locally
Duplex Two homes in one building or on one lot, often side-by-side or stacked. More homes than a detached house while remaining a small, house-scale building. Whether two units are allowed, required parking, entrances, setbacks, height and whether units may be separately owned.
Triplex Three homes arranged side-by-side, stacked or in another compact configuration. Adds a third home without the mass of a conventional apartment building. Unit-count definition, building envelope, fire access, parking, open-space and utility requirements.
Townhome or townhouse Attached homes that are individually legible, commonly with separate entries and a vertical arrangement. Can provide several homes in a row or cluster at a neighborhood scale. Whether attached units are permitted, lot and ownership structure, end-unit rules, common areas, fire separation and design standards.
Cottage housing Small homes grouped around shared outdoor space, often on a single site. Uses a cluster rather than one large building to increase homes while keeping a low-rise feel. Maximum cottage size and count, courtyard dimensions, parking placement and shared-maintenance obligations.
Courtyard apartment Multiple homes arranged around a common courtyard. More units than a duplex or triplex, but generally lower scale than a mid-rise block. Permitted density, courtyard and open-space standards, access, waste storage and building-code requirements.
Stacked flat Separate flats stacked vertically, sometimes within a building that reads like a large house. Creates additional homes without a long row of attached units. Height, stair and accessibility rules, entrances, egress, structure, parking and utility capacity.

The table shows common planning categories, not universal construction specifications. The source material does not establish standard heights, footprints, lot widths or ownership patterns for these types; those details require a local code review and a project-specific design.

Duplexes, triplexes and townhomes in plain language

Duplexes

A duplex contains two dwelling units. They may share a wall, be stacked one above the other, or use another arrangement recognized by the local code. Each unit can have its own entrance, kitchen and living spaces, while the building may still resemble a large detached home from the street. A duplex can be rented as two homes or used by an owner in one unit and a tenant in the other; the category itself does not determine tenure or price.

Triplexes

A triplex contains three dwelling units. Designers might place the homes side-by-side, stack one over two, or combine arrangements to fit a narrow or irregular parcel. The extra unit can change parking, fire-access, structural and utility requirements compared with a duplex. A triplex is not automatically an apartment building in the everyday sense, although some codes classify any multi-unit building under broader apartment or multifamily terms.

Townhomes

Townhomes are attached homes that read as individual residences, often with separate front doors and multiple levels. Several may be built in a row or cluster. Some jurisdictions treat each home as a separate lot; others place the entire row on one parcel with shared ownership or common areas. Because local definitions differ, “townhome” does not by itself establish whether a buyer receives a fee-simple lot, a condominium interest or a rental home.

Is missing-middle housing affordable?

Not necessarily. Arlington County says costs vary with style, size, location and market forces, and Everett explicitly separates middle housing from affordable housing. A newly built townhome in a high-demand neighborhood can cost more than an older detached house elsewhere; a duplex can command market rents rather than below-market rents.

There is, however, a plausible cost mechanism. Sacramento explains that placing multiple homes on a single-family-sized lot can distribute the land cost across more units. Smaller homes may also require fewer materials and less construction labor than large detached houses. Those factors can create lower-cost options, but they do not guarantee that any unit will meet a particular affordability threshold. Land price, financing, design complexity, fees, construction costs, parking requirements and local demand determine the final result.

When evaluating an affordability claim, ask for the actual measure: purchase price, rent, household-income limit, subsidy requirement, or comparison with nearby homes. “Missing middle” alone supplies none of those numbers.

How zoning determines what can be built

A housing type is only a concept until the parcel’s rules allow it. A zoning district may specify the number of units, minimum lot area, setbacks, height, lot coverage, floor-area ratio, parking, tree retention, stormwater treatment, open space, frontage, driveway access and design details. Building, fire, accessibility and utility codes add separate requirements.

Rules also change by jurisdiction. Arlington County’s documented example is specific: the County Board adopted amendments in March 2023, and expanded housing options were allowed in specified zoning districts beginning July 1, 2023. The amendments included conditions and an annual permit cap. Those dates and limits describe Arlington’s policy example, not a general rule for other cities or a guarantee that the same provisions remain current. Anyone considering a project there should verify the current county code and permit information.

Snohomish’s project studied existing middle housing and regulations that can make it difficult to construct; its analysis did not itself require regulatory changes. That distinction matters: a planning study can explain barriers without changing the law.

Can you build a duplex or triplex in your neighborhood?

You need a parcel-specific answer, not a definition from a national article. Use this sequence before buying land or commissioning construction drawings:

  1. Identify the governing jurisdiction. Confirm the city or county, zoning district, overlay districts and whether annexation or a homeowners’ association adds restrictions.
  2. Read the current use table. Look for “duplex,” “triplex,” “townhouse,” “multifamily,” “middle housing” or the code’s equivalent. Check whether the use is permitted outright, conditional, subject to a special permit or prohibited.
  3. Confirm the unit-count rule. Some codes count units per lot, building or development site. Check whether an accessory dwelling unit is counted separately and whether a conversion of an existing house is treated differently from new construction.
  4. Map the envelope. Apply setbacks, height, lot coverage, floor-area ratio, frontage, parking and open-space standards to the actual lot dimensions. A use that is allowed in theory may not fit after these limits are applied.
  5. Check access and services. Verify driveway sight lines, fire-department access, water and sewer capacity, stormwater requirements, trash collection and utility easements.
  6. Ask the planning department for a written interpretation. Request the current code sections, application path, required studies and whether a pre-application meeting is available. Keep the answer tied to the parcel and proposed unit count.
  7. Have a qualified team test feasibility. An architect or designer can produce a code-compliant concept; a contractor, civil engineer and surveyor can price site work, utilities and construction. Do not treat a conceptual sketch as an approval.
  8. Verify permits before construction. Obtain land-use, building, fire, utility and any environmental or right-of-way approvals required by the jurisdiction. Rules and fees can change between design and permit submission.

Design and construction issues that often decide feasibility

Site fit and massing

Adding units is not simply a matter of dividing rooms. The building must fit setbacks, lot coverage, height and access limits while providing daylight, ventilation, entrances and usable outdoor space. A side-by-side duplex may fit a wide lot; a stacked triplex may work better on a narrower one but require more structure and vertical circulation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Parking and access

Parking minimums can consume the land that makes a small project viable. Driveways, turning areas, garages and fire access must be coordinated with trees, stormwater facilities and pedestrian routes. A zoning amendment that permits more units may still impose conditions that constrain the site plan.

  • Hard hat clip- attaches for easy access

Fire, structure and sound

Shared walls and floors require rated assemblies, protected penetrations and compliant exits. Stacked homes add structural loads and stair requirements. Sound control is a practical concern even where the code minimum is met; early detailing can prevent expensive changes after framing.

Utilities and drainage

Water, sewer, electrical service and stormwater systems may need upgrades when one lot serves several homes. Capacity, connection fees and easements should be confirmed before finalizing the number of units.

Common misconceptions and how to avoid them

  • “Middle” means middle-income. It refers to form and scale. Income and affordability require separate evidence.
  • Every city uses the same menu. Lists differ. One code may allow fourplexes while another uses a broader “small multifamily” category.
  • More units automatically mean cheaper homes. Shared land and smaller floor areas can help, but land, financing, regulation and market conditions can offset those savings.
  • If the use is allowed, approval is guaranteed. Site standards, building codes, studies and permit conditions still apply.
  • A townhome always means individual ownership. Legal ownership and rental arrangements vary; review the plat, condominium documents and local definitions.
  • A planning study changed the rules. Studies can identify barriers without amending a code. Look for an adopted ordinance and its effective date.
  • An old article gives current permit advice. Confirm the current code, forms, fees, caps and deadlines with the relevant planning department.

What missing-middle housing can add to a neighborhood

Because these buildings sit between detached houses and larger apartment blocks, they can offer more housing choices without requiring every new project to be a high-rise. A duplex may let an owner share a lot with another household; a triplex can add a third home on a similar site; a row of townhomes can provide several entrances and private living spaces in a compact footprint. Cottage, courtyard and stacked-flat arrangements provide additional ways to distribute homes across a site.

The outcome depends on design and implementation. Good plans address entrances, scale, landscaping, privacy, parking, walking routes, drainage, construction access and long-term maintenance. The label alone does not ensure compatibility, affordability or successful permitting.

Bottom line for homeowners, builders and planners

Missing-middle housing is a family of small, multi-unit, generally house-scale forms—including duplexes, triplexes and townhomes—not a single building model or an income category. It is called “missing” because zoning and development patterns have left these options scarce or difficult to build in many places. The practical question is always local: what does the current code allow on this specific parcel, under what conditions, and at what cost? Treat affordability as a measured outcome, verify every rule with the relevant jurisdiction, and test the site before committing to a design or purchase.
