What Makes Build-to-Rent Construction More Expensive?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Build-to-rent (BTR) is not automatically more expensive than an apartment building, and there is no established national “BTR premium” per home or square foot. Costs rise when a project uses more land, larger house-like floor plans, private yards, individual roofs or exterior walls, dedicated parking, extensive roads and utilities, higher specifications, or a slower and more complicated approval and financing process. The useful comparison is therefore not a label but a complete budget: land, hard construction, soft costs, fees, financing and schedule.

The short answer: BTR often spreads more work over fewer homes

Build-to-rent communities are professionally managed rental developments made up of homes rather than conventional stacked apartments. The format can be detached houses, attached townhomes or other “horizontal multifamily” arrangements. CBRE’s 2024 U.S. overview says many communities contain 50 or more homes, but that is not a universal minimum.

A stacked apartment building puts many dwellings on one structure and one compact site. A BTR scheme may place each home or townhome along internal streets, with a yard, porch, driveway or garage. That can increase the amount of land, pavement, drainage, utility trenching, landscaping and exterior building envelope assigned to each dwelling. It can also increase floor area and the number of roofs, foundations and exterior walls. Those are logical cost mechanisms, not a measured average surcharge that applies to every BTR development.

The final development budget also includes items that are not “construction” in the narrow sense. Land acquisition, design, engineering, planning, permits, impact fees, legal and professional services, development fees, loan interest and other financing costs can materially change the total. A project can have moderate hard costs but an expensive site or long approval period, or high hard costs but unusually favorable land and financing.

What counts as the cost of a BTR project?

Before comparing a rental community with apartments, identify which cost measure is being quoted. “Hard cost” normally means labor and materials used to build the physical project. “Total development cost” adds land, soft costs, financing and other project expenses. Mixing those measures produces a misleading premium.

Cost layer Typical contents Why BTR can differ
Land Purchase price, site acquisition and, where applicable, carrying costs before construction Lower-density layouts may require more site area per home. Local land prices vary so widely that no standard BTR percentage can be applied.
Hard construction Site work, foundations, structure, labor, materials, roofs, walls, interiors and building systems House-like units can have more floor area, exterior envelope, separate roofs, private outdoor space and parking than a stacked apartment share.
Soft costs Architecture, engineering, surveys, testing, legal and professional fees, permits, impact fees and development fees Approvals, infrastructure design and entitlement complexity depend on the jurisdiction and site, not simply on the BTR label.
Financing and schedule Construction-loan interest, lender fees, insurance and costs caused by the time capital remains committed A longer approval or build period can increase carrying costs, subject to the loan terms and the project’s actual schedule.

The Harvard Joint Center for Housing Studies describes land as roughly 10% to 20% of total development cost for a typical multifamily project and soft costs as about 20% to 30% for a relatively straightforward project. Those are general mid-rise multifamily approximations, not BTR benchmarks. Complex, opposed or subsidized projects can have higher soft-cost shares, and the percentages change with geography, project size and site conditions.

Why the physical form of BTR can require more spending

Lower density uses more site area per dwelling

A mid-rise apartment concentrates homes vertically. BTR homes are usually arranged horizontally, so the developer may need more land per unit to accommodate setbacks, private outdoor areas, internal streets, sidewalks, parking and stormwater infrastructure. The land itself may be the largest difference in a high-value market. Site area also affects grading, retaining walls, drainage, utility runs, street lighting and landscaping.

There is no universal homes-per-acre threshold that proves one project is cheaper. A compact attached-townhome plan can use land efficiently, while widely spaced detached homes can consume considerably more. Compare homes per acre and site area per home rather than assuming every BTR project has the same density.

More exterior envelope and house-sized floor plans

In an apartment building, several dwellings share foundations, structural frames, corridors, roofs and portions of exterior walls. A detached or attached BTR plan may provide each home with a larger floor area, its own roof, more exterior wall, separate entries and private outdoor space. More enclosure means more framing, cladding, insulation, weatherproofing, windows and roofing per rentable home.

Bedroom mix matters as well. A community dominated by three- and four-bedroom homes will not have the same material quantities, mechanical loads or finish area as a project of compact one-bedroom apartments. Any comparison should state unit floor area and bedroom mix.

Parking, roads and utilities are distributed across the site

Dedicated driveways, garages or spaces beside each home can improve the rental product but add paving, curbs, lighting, drainage and maintenance. A horizontal community may also need longer water, sewer, power, communications and fire-service runs. Those costs are highly site-specific: an infill parcel with existing utilities is different from a peripheral site requiring road extensions, pumping or substantial grading.

Finishes, private yards and amenities

CBRE reports that BTR homes commonly use durable, low-maintenance materials such as faux-wood flooring and hard-surface counters. Durable finishes may increase initial material or installation cost compared with a basic specification, but they can be selected to reduce replacement and turnover work. It is not accurate to describe every BTR project as luxury housing.

Private yards, patios, fencing, irrigation and landscaping add scope that a conventional apartment may provide only in shared areas. They also create recurring maintenance obligations. A developer should price both installation and the long-run operating plan instead of treating outdoor space as a free amenity.

Shared facilities vary substantially. CBRE identifies examples including trails, dog parks, pools, clubhouses and gated access, while noting that some communities have no amenities. A pool, clubhouse, fitness room or staffed leasing facility increases construction, equipment, utility and furnishing costs; omitting them can make a BTR scheme much leaner. The amenity package must therefore be listed explicitly in any comparison.

Structure and construction type can outweigh the BTR label

Wood-frame, masonry, concrete and steel systems have different material, labor, fire-protection and scheduling requirements. A low-rise wood-frame townhome project is not financially comparable with a concrete-and-steel apartment building simply because both contain rental homes.

Terner Center for Housing Innovation analyzed 240 California multifamily projects built from 2009 through 2018. Its 2020 report found concrete-and-steel Type I projects significantly more expensive than other construction types in that sample. The finding describes California multifamily projects in that historical period; it is not a current national BTR price index. When comparing bids, specify the building type, number of stories, fire-resistance design and structural system.

Labor, materials and public requirements

Hard costs respond to local wage rates, subcontractor availability, material prices, productivity, code requirements and the construction type. A cost observed in one metropolitan area or year cannot be transferred directly to another market or to a present-day BTR project.

Terner’s California analysis reported that inflation-adjusted per-square-foot hard costs for multifamily construction rose 25% over the decade covered by its data. Within that sample, wood, plastics and composites costs rose 110% since 2010 after inflation, while finishes costs rose 65%. These are historical California line-item findings, not a forecast or a quote for a BTR community today.

Prevailing-wage rules can also change the labor budget. Terner found an association between prevailing-wage requirements and higher hard costs in its California sample. The U.S. Government Accountability Office’s 2026 discussion of HUD mortgage-insurance and risk-sharing programs explains that Davis–Bacon prevailing-wage requirements generally apply to new construction under HUD’s traditional programs, subject to exceptions and conditions. That evidence concerns specified federal housing-finance programs; it should not be applied to every market-rate BTR project without checking the funding source, jurisdiction and contract.

Building and accessibility codes, energy standards, stormwater rules, fire access, parking regulations and local impact fees can each affect scope. The relevant question is not whether BTR “has more code,” but which requirements apply to this site and building form.

Soft costs, approvals and financing can make the total look higher

Design, engineering and entitlement

A multi-building community may require civil engineering for roads, grading, utilities and drainage in addition to architectural and structural design. Surveys, geotechnical work, traffic studies, environmental reviews, landscape plans and permit revisions add professional fees and staff time. Opposition, rezoning or a complicated entitlement path can extend the preconstruction period and increase carrying costs.

Fees and infrastructure obligations

Permit charges, utility connection fees, impact fees, inspections and off-site improvements can be substantial. Their amount depends on the local authority, service capacity and development agreement. A project that must build or upgrade public infrastructure should not be compared with an apartment infill project that can connect to existing systems without adjusting for those obligations.

Interest and schedule risk

Construction-loan interest is part of the broader development budget. Delayed approvals, redesigns, labor shortages, weather or utility work can keep a loan outstanding longer. The actual effect depends on the interest rate, draw schedule, fees, contingency and whether the developer can re-sequence work. GAO’s program-specific observations about federal rental financing do not establish a general financing cost for private, market-rate BTR.

How to make a fair BTR-versus-apartment comparison

Use a like-for-like comparison sheet. At minimum, record the following variables for both projects:

  • Format: detached, attached townhome or horizontal multifamily versus stacked multifamily.
  • Homes per acre, total site area and site area per home.
  • Average and median floor area, bedroom mix and number of stories.
  • Private yards, patios, fencing, garages, driveways and parking ratios.
  • Shared amenities, leasing facilities, gates, trails, pools and clubhouses.
  • Wood-frame, masonry, concrete or steel construction and the applicable fire-rating design.
  • Local land prices, labor market, prevailing-wage status and material procurement conditions.
  • Grading, drainage, roads, utility extensions, off-site improvements and landscaping scope.
  • Soft-cost, permit, impact-fee, contingency and development-fee assumptions.
  • Loan terms, interest during construction, approval duration and expected build schedule.
  • Whether each figure is hard construction cost or total development cost, and the location and year of the estimate.
Comparison question Why it changes the answer What is established here
Is BTR detached or attached? Changes density, foundations, roofs, walls, parking and utility distribution. No single average premium is stated.
How much land is used per home? Changes acquisition, grading, roads, drainage and landscaping per dwelling. Land for typical multifamily is approximated at 10%–20% of total cost by Harvard; not a BTR estimate.
What is the structural system? Concrete-and-steel systems can cost more than other types in some samples. Terner reported this pattern in 240 California projects from 2009–2018.
What is included in the quoted figure? Hard cost and total development cost can differ by tens of percentage points. Harvard gives a general 20%–30% soft-cost approximation for straightforward multifamily projects.

A practical budgeting process for a BTR development

  1. Define the product. Set the home type, unit count, floor areas, bedroom mix, stories, parking, private outdoor areas and amenity package.
  2. Map the site. Measure usable acreage, slopes, soils, flood or drainage constraints, utility locations, access requirements and off-site improvements.
  3. Separate the cost layers. Create distinct lines for land, site work, vertical construction, finishes, amenities, design and engineering, permits and fees, financing, contingency and other soft costs.
  4. Obtain local trade pricing. Ask contractors and subcontractors to price the specified structural system, labor rules, escalation assumptions and schedule for the actual market.
  5. Model approvals and cash flow. Include entitlement duration, permit sequencing, loan draws, interest, insurance and the consequences of delay.
  6. Run sensitivity cases. Test higher land cost, lower density, material escalation, prevailing-wage applicability, utility upgrades and a slower construction schedule.
  7. Compare on consistent units. Review cost per home and cost per square foot, but label each as hard cost or total development cost and retain the same scope in both projects.

Common mistakes that make BTR look artificially expensive

  • Comparing a finished, amenity-rich BTR community with an apartment shell or an apartment estimate that excludes land and fees.
  • Using a historical California cost escalation figure as a current national construction quote.
  • Calling all horizontal projects “detached” or assuming every BTR scheme has the same density.
  • Leaving roads, stormwater, utility extensions, landscaping or private yards outside the BTR budget.
  • Applying federal prevailing-wage rules to a project that is not using the relevant HUD program, or ignoring them where the funding and jurisdiction require compliance.
  • Reporting a per-square-foot number without stating unit size, bedroom mix, stories, structure, location, year and included cost categories.

Is there a proven BTR construction premium?

Not from the evidence available here. CBRE establishes that BTR is a varied U.S. product with different densities, home types, finishes and amenities. Harvard supplies broad multifamily cost shares. Terner supplies historical California multifamily hard-cost and material trends. GAO addresses wage and production-cost issues in particular federal housing-finance contexts. None establishes a current, universal amount by which BTR costs more than a conventional apartment on a like-for-like basis.

The defensible conclusion is conditional: BTR can cost more when its lower density, larger homes, private outdoor space, individual building elements, parking and distributed infrastructure add quantities per dwelling, or when the project carries a more expensive site, labor regime, approval path, amenity package or financing schedule. A compact attached project with restrained amenities and favorable land may narrow that difference; a dispersed detached community on a difficult site may widen it.
