A navy first defines an operational requirement; a design yard converts it into detailed construction information; specialist suppliers and shipyards manufacture and outfit sections; a final assembly yard joins, integrates, inspects and tests the boat; and naval authorities verify that the finished vessel is safe and meets its contract. The U.S. Navy’s Columbia-class program illustrates this distributed model: Newport News Shipbuilding makes major bow and stern components, then outfitted modules move by barge to General Dynamics Electric Boat in Groton, Connecticut, for hull assembly, outfitting and testing before delivery.
The short answer: a submarine is designed as a system and built in controlled sections
A nuclear submarine combines a pressure-resistant hull, nuclear propulsion, electrical power, controls, sensors, communications, weapons interfaces, habitability and extensive safety systems in one vessel. Those elements must work together under conditions that cannot be reproduced in an ordinary shipyard trial. Construction therefore begins with requirements and systems engineering, not with cutting steel.

The public record does not provide a complete unclassified specification for reactor arrangements, acoustic treatments or other sensitive features. What it does show is the industrial method: approved requirements become detailed design; long-lead materials and qualified suppliers are prepared; large sections are manufactured and outfitted; modules are transported and joined; systems are integrated; quality assurance continues throughout; and the completed submarine is tested and delivered under naval oversight.

The Navy and its technical authorities
The Navy establishes the mission and technical requirements and contracts for the vessel. Naval Sea Systems Command (NAVSEA) material describes construction against contract and technical requirements, with formal oversight of safety and quality. The Navy also manages the wider submarine industrial base, including workforce, supplier and facility investments needed to sustain production and maintenance.

The design yard
A design yard turns approved specifications into the detailed design information that production teams can use. That work coordinates structure, propulsion, electrical distribution, controls, sensors, weapons interfaces, habitability and safety requirements. Design information must be sufficiently precise for thousands of parts, interfaces and inspection points while allowing work to be divided among facilities.
The construction shipyards
Major shipyards fabricate sections, install equipment and perform final assembly. In the Columbia-class example, Newport News Shipbuilding manufactures major bow and stern components. General Dynamics Electric Boat receives outfitted modules at its Groton, Connecticut, yard, assembles the hull, completes integration and testing, and delivers the submarine to the Navy.
The supplier network
Shipyards depend on companies that provide specialized materials, components, services and manufacturing processes. The Navy identifies supplier capacity, shipyard infrastructure, skilled trades and manufacturing technology as factors that can limit production. A submarine program is therefore an industrial network, not a self-contained facility.
How a modern nuclear submarine is built
1. Establish the mission and technical requirements
Before detailed design starts, the Navy defines what the class must do: its strategic or tactical role, endurance, payload, survivability, crew needs, communications and safety obligations. Requirements also include how the submarine will be maintained throughout its service life. They become the baseline against which design changes, production work and acceptance testing are controlled.
Different classes have different missions. Virginia-class boats are attack submarines, while Columbia-class boats are ballistic-missile submarines. Their arrangements and production details are not interchangeable, so a description of one class should not be treated as a universal blueprint.
2. Produce the detailed design
The design yard develops production information from the approved specifications. Engineers resolve interfaces between the pressure hull and internal systems, route services, define equipment foundations and establish inspection and test requirements. Design reviews must account for build sequence and access: equipment that is easy to install before a section is closed may be difficult or impossible to replace afterward.
At this stage, the submarine is treated as a system whose parts, software, controls and human procedures must function together. Public sources support this system-level description, but they do not establish detailed, unclassified reactor or sensitive construction procedures.

3. Prepare long-lead materials, suppliers and facilities
Some components and materials require long procurement lead times, specialized tooling or qualified manufacturing processes. Shipyards and the Navy must ensure that suppliers can meet drawings, traceability, inspection and delivery requirements before the work reaches the production line.
Facility preparation can include new or upgraded manufacturing space, lifting and transport capability, welding and machining equipment, inspection laboratories and training infrastructure. The Navy’s industrial-base program describes supplier development, facility investment, workforce initiatives and advanced manufacturing as measures intended to increase capacity. These investments address constraints that cannot be solved simply by ordering more boats.
4. Manufacture and outfit sections
Modern submarines use modular construction. The official Columbia-class construction description states: “The Columbia Class SSBN is designed for modular construction.” Large hull sections are fabricated separately, and equipment, piping, cable, supports and other systems are installed while workers still have access.
Modular construction does not mean finished plug-and-play blocks. Each module requires dimensional control, extensive outfitting, inspections and preparation for later interfaces. Equipment may be installed, aligned and tested in a section before the section is joined to the rest of the hull, but final operation still depends on integration with systems in other modules.
For Columbia-class construction, Newport News Shipbuilding manufactures major bow and stern components. Outfitted modules then travel by barge to Electric Boat’s Groton yard. Moving large sections between facilities requires transport planning, lifting and handling controls, documentation and protection of installed equipment.
5. Join the hull and integrate systems
At the final assembly yard, modules are positioned and joined to form the complete pressure hull and surrounding structure. Teams then connect services and interfaces that cross module boundaries, complete remaining outfitting and verify that systems communicate and operate as designed.
Integration is where the distributed build becomes one submarine. Electrical power, controls, cooling, ventilation, navigation, communications and mission systems must be checked as connected arrangements rather than isolated components. Work sequencing matters because access changes as spaces close and systems become energized.

6. Inspect and test throughout construction
Quality assurance is continuous. NAVSEA submarine-safety material describes shipbuilder in-process quality assurance and internal audits by both the shipbuilder and the supervising authority. Inspections verify that work follows approved drawings, procedures and contract requirements, and that records support traceability.
Checks occur at component, module and whole-ship levels. Depending on the work, they can include dimensional verification, weld and material examination, equipment testing, documentation reviews and functional demonstrations. The purpose is not merely to find defects at the end; it is to prevent an error from being hidden by later assembly.
7. Complete trials and deliver the boat
After the hull is equipped and systems are integrated, the complete submarine undergoes testing. The Columbia-class construction page describes assembly and testing at Electric Boat before delivery to the Navy. Trials demonstrate that required systems and interfaces perform together and provide evidence for acceptance.
Delivery is therefore the end of a controlled verification process, not simply the date the hull leaves the yard. The Navy receives a vessel with construction records, test results and continuing maintenance obligations.
Why the industrial base is as important as the shipyard
A submarine yard can only build at the rate its suppliers, workforce, facilities and qualified processes allow. The Navy identifies four recurring capacity concerns:
- Supplier capacity: specialized vendors may have limited production slots, equipment or financial ability to expand.
- Facilities and infrastructure: large modules, heavy components and precision work require suitable buildings, transport routes, lifting systems and inspection spaces.
- Skilled trades: welding, CNC machining, additive manufacturing, quality assurance and nondestructive testing all require trained personnel.
- Manufacturing technology: new equipment and processes must be qualified, integrated into production and supported by people who can use them reliably.
These constraints interact. Hiring workers without training capacity does not produce qualified output; adding a building without suppliers or approved processes does not increase completed submarines. Industrial-base programs therefore combine supplier development, facility upgrades, workforce training and manufacturing technology.
How many people does it take?
The U.S. Navy Submarine Industrial Base Program states that meeting a target production rate of one Columbia-class and two Virginia-class submarines per year, while also supporting maintenance and sustainment, requires 140,000 skilled workers. The estimate is divided into 100,000 workers for new construction and 40,000 for maintenance and sustainment.

That figure is a stated requirement for a specified production and sustainment target, not a current headcount for every submarine worker in the United States. It also includes the broader industrial base rather than only employees standing inside one shipyard. The trades and training areas listed by the Navy include welding, CNC machining, additive manufacturing, quality assurance and nondestructive testing.
Workforce growth takes time because nuclear-submarine production depends on qualification, supervised experience and familiarity with controlled processes. Maintenance competes for many of the same skills as new construction, so a hiring plan must support both the boats being built and the existing fleet being sustained.

Virginia-class and Columbia-class: different missions, shared production realities
| Class | Primary role | Documented production arrangement | What the comparison shows |
|---|---|---|---|
| Virginia-class | Attack submarine | Two-yard production arrangement described by the Congressional Research Service | Maintains two shipyards capable of nuclear-submarine construction while supporting serial production |
| Columbia-class | Ballistic-missile submarine | Distributed module construction; Newport News makes major bow and stern components, and Electric Boat performs final assembly and testing in Groton | Shows how specialist facilities can share construction before final integration |
The two programs should be compared by role and work stages, not by declaring one shipyard or arrangement “better.” Both rely on suppliers, facilities, qualified trades and sustained industrial capacity.
A 2026 Navy contract announcement covers construction of both classes and identifies Columbia as a key recapitalization priority. Contract quantities, delivery expectations and fleet totals can change, so any current figure should be read with its announcement date rather than treated as a permanent plan.
What makes nuclear-submarine quality control unusually demanding?
Multiple layers of responsibility
The shipbuilder performs in-process quality assurance under contract and technical requirements. Supervising naval authorities conduct oversight and internal audits. This division creates independent checks while keeping day-to-day production responsibility with the yard.
Traceability and controlled work
Materials, parts, procedures, inspections and test results must be documented well enough to demonstrate what was installed, how it was made and whether it met the approved requirement. A discrepancy can require engineering review, corrective work and reinspection before the build proceeds.

A component can pass its own test and still fail to work correctly in the completed submarine if interfaces, software, power, cooling or controls are wrong. That is why module-level checks are followed by system and whole-ship testing.

Cost and schedule: why a single universal number is misleading
Public material for this broad explainer does not establish one current, comparable per-submarine cost or build-duration figure. Costs differ by class, accounting basis, year, contract structure, included government-furnished equipment and whether research, design, construction or life-cycle support is counted. Schedule performance also depends on design maturity, supplier deliveries, workforce availability, facility capacity and rework.
Combining a cost from one class with a schedule from another would create a false precision. A useful assessment instead identifies the class, contract date, budget basis and stage being measured.
Common misconceptions about how submarines are built
“The entire submarine is built in one yard.”
Large programs divide work among shipyards and suppliers. The Columbia example includes module manufacture at Newport News and final assembly at Electric Boat in Groton.

Modules are heavily outfitted, inspected and prepared before joining, but interfaces still require extensive integration, testing and corrective work. The completed submarine is not proven by module assembly alone.
“The 140,000 figure is the current workforce.”
It is the Navy’s estimate of skilled workers needed for a stated annual production and sustainment target: 100,000 for new construction and 40,000 for maintenance and sustainment.
“Quality is checked only during final sea trials.”
Shipbuilder quality assurance and supervisory audits continue during construction. Final testing is important, but it is one stage in a chain of inspections and demonstrations.
A practical checklist for evaluating a submarine-building claim
- Identify the country, navy and submarine class being discussed.
- Separate mission requirements from construction methods.
- Ask which facility performs design, module manufacture, final assembly and testing.
- Check whether a workforce number is a headcount, an estimate or a target requirement.
- Look for the contract or publication date on costs, fleet totals and delivery schedules.
- Distinguish module construction from complete system integration.
- Confirm whether quality assurance is described as an ongoing process with independent oversight.
