FARM III is a U.S. Air Force multiple-award construction contract vehicle for restoring and modernizing the facilities and infrastructure that support aerospace ground testing at Arnold Engineering Development Complex (AEDC). It is not a single building project, a grant, or a consumer service. The government identifies individual projects and places them as competed task orders for design/build, two-phase design/build, or construction.
There is an important naming discrepancy. The title commonly supplied for this topic expands FARM as “Facilities Acquisition and Readiness for Modernization,” while the FARM III statement of work issued by the Air Force Test Center/AEDC on April 24, 2026, explicitly uses Facilities Acquisitions for Restoration and Modernization. The Air Force Civil Engineer Center also uses the broader phrase “facility sustainment, restoration and modernization,” which may explain the variation, but the contract document’s expansion is the one that governs FARM III.

What FARM III actually is
FARM III is a multiple-award, firm-fixed-price, indefinite-delivery, indefinite-quantity (IDIQ) contract vehicle. Instead of awarding one contract for one defined facility, the Air Force establishes a pool of qualified contractors and issues individual task orders as projects are designed and funded.

Each task order defines its own site, technical requirements, schedule, and pricing. Orders may use traditional construction, design/build, or two-phase design/build. Contractors holding the vehicle compete for the orders through Fair Opportunity Proposal Requests. The solicitation for a particular order specifies whether the government will use Lowest Price Technically Acceptable (LPTA) selection or a full tradeoff evaluation that weighs price and non-price factors.

That structure lets AEDC address a changing backlog of infrastructure work without creating a new standalone contract vehicle for every project. The IDIQ establishes the ordering framework; it does not itself identify every project or promise a specific volume of construction to any contractor.
Why AEDC needs restoration and modernization
AEDC conducts aerospace ground testing and related research. Its test cells, tunnels, support plants, utilities, controls, and data systems must operate together to support active development programs. A failure in a cooling-water system, electrical distribution component, control system, or high-pressure line can interrupt testing as well as the facility itself.
The FARM III statement of work says many AEDC test facilities and supporting systems were built in the 1950s and 1960s, with later additions. It also describes long-term underfunding that reduced test capability while increasing energy and maintenance costs. Modernization therefore addresses more than appearance or code compliance: it is intended to preserve test capacity, improve reliability, and reduce the operational effects of construction.

The stated objective is to execute restoration and modernization while minimizing facility downtime and impacts on ongoing test and development programs. A task order may consequently require phased work, temporary systems, carefully sequenced shutdowns, or integration with equipment that must remain in service. The exact approach depends on the facility and the order’s performance requirements.

What work can FARM III cover?
The statement of work identifies three broad technical areas. The examples below describe the types of systems named in the document; an individual task order may involve only one area or a combination of them.
| Area | Examples identified in the statement of work | Why it matters to testing |
|---|---|---|
| Mechanical systems | High-pressure piping and valves; pumps; cooling-water systems; chillers; heat exchangers | These systems provide process utilities, thermal control, and safe movement of fluids for test operations. |
| Electrical infrastructure | Lighting; switchgear; substations; transformers; uninterruptible power supplies; motor drives | Reliable power distribution and motor control help keep test equipment and support systems operating within required limits. |
| Instrumentation, data and control (ID&C) | Programmable logic controllers; facility controls; software; secure controls; data logging; instrumentation integration | Controls and data systems monitor, automate, protect, and record the conditions under which tests are run. |
These categories are not a universal bill of materials for FARM III. The Air Force can define a task order around a single chiller replacement, a broader electrical upgrade, a controls-integration effort, or a coordinated modernization package. The contract language supports the work; the order determines the actual design, equipment, interfaces, and acceptance tests.
Where the work is performed
Arnold Air Force Base in Tennessee is the primary location. The program also names geographically separated performance areas associated with AEDC and its test mission.

How a FARM III task order is awarded
FARM III combines a standing contractor pool with order-by-order competition. The general sequence is:
- Requirement definition: The Air Force identifies a restoration, modernization, design/build, or construction requirement at an eligible facility and develops the technical and performance requirements.
- Fair Opportunity Proposal Request: The requirement is presented to the FARM III contract holders in a proposal request. The request supplies the order-specific scope, schedule, instructions, and evaluation factors.
- Proposal evaluation: The order states whether the source-selection method is LPTA or a best-value tradeoff. LPTA generally requires an offer to meet the technical standard at the lowest evaluated price; a tradeoff permits the government to balance price against stated non-price strengths and risks.
- Task-order award: The selected contract holder receives a firm-fixed-price order under the vehicle, subject to the order’s terms and funding.
- Execution and acceptance: The contractor performs the design and/or construction, coordinates outages and interfaces, and delivers the systems and documentation required by the order.
“Firm-fixed-price” means the negotiated price is fixed for the defined work, subject to the contract’s authorized changes and other provisions. It does not mean every future project has the same price, scope, or risk allocation. Complex work in operating test facilities still requires precise requirements, site investigation, controls integration, and change management.
FARM I, FARM II and FARM III
The statement of work presents FARM as a succession of acquisition vehicles supporting the same broad modernization need.

| FARM I | Provided the vehicle for investments through fiscal year 2022 | Established the earlier contracting mechanism for AEDC restoration and modernization work. |
| FARM II | Followed FARM I and was expected to expire in fiscal year 2027 | This is the statement of work’s expectation, not an independently verified current expiration status. |
| FARM III | Identified as necessary to continue executing requirements | Provides the next multiple-award framework for future AEDC-related task orders. |
The generations should not be read as three individual buildings or three phases of one construction project. They are successive contracting vehicles used to place many separate investments over time.

What is known about the current FARM III award
In an October 1, 2026, announcement, Turner/HOCHTIEF reported that Turner had been selected as one of eight contractors for FARM III. The announcement described a combined contract ceiling of $900 million and a contracting period through September 4, 2034.
Those figures should be attributed to the contractor announcement. The source available for this article was not an official government award notice inspected directly. “Eight contractors” describes the pool reported by Turner/HOCHTIEF, while “$900 million” is the combined ceiling reported for the vehicle.
A ceiling is not a guaranteed payment to each awardee and is not the same as funded construction. The Air Force can issue orders only as requirements are defined, competed, awarded, and funded. Individual companies may receive different numbers and values of orders, and a contractor can hold the vehicle without receiving a particular task order.
Turner quoted Agnes Pope, SPD Project Manager: “We are proud to build on our longstanding relationship with AEDC and continue supporting the U.S. Air Force through the FARM III program.” That is a company statement about Turner’s role and experience, not an official Air Force explanation of the program’s overall purpose.

What FARM III means for construction and engineering firms
For firms seeking to work on AEDC projects, FARM III is a federal contract vehicle rather than an open consumer marketplace. A company must be among the contract holders to compete for orders under the vehicle. Winning a place in the pool creates eligibility to receive proposal requests; it does not eliminate competition or guarantee revenue.
Successful performance can require capabilities that go beyond ordinary commercial building. Depending on the order, firms may need to manage industrial utilities, high-energy systems, secure controls, instrumentation interfaces, commissioning, outage planning, and work in active test environments. The geographically separated sites add travel, material-handling, and coordination demands.
For facility operators, the value of the vehicle is speed and continuity: a common contract structure can support multiple modernization projects while keeping each project’s technical and operational requirements explicit. For taxpayers and program managers, the ceiling should be understood as an upper limit on orders under the vehicle, not a statement that $900 million has already been spent.

The April 24, 2026, FARM III statement of work is the primary source for the program’s name, acquisition structure, mission context, technical examples, locations, and FARM I/FARM II history. It is an Air Force Test Center/AEDC document hosted on GovTribe.
The October 1, 2026, Turner/HOCHTIEF press release is the source for the reported eight-awardee count, $900 million combined ceiling, and September 4, 2034 contracting period. Because that is a contractor announcement rather than a directly inspected government award record, readers needing the definitive awardee list or the latest task-order status should confirm those details in the applicable federal procurement records.
Broader Air Force facility-engineering material describes sustainment, restoration, and modernization as an infrastructure function, but it does not replace the FARM III statement of work for order-specific facts. No public source cited here establishes that every FARM III order will include every mechanical, electrical, or ID&C system listed above.
Bottom line for readers
FARM III is the Air Force’s multi-award IDIQ framework for placing restoration and modernization work that keeps AEDC’s aerospace ground-testing infrastructure usable, reliable, and compatible with current missions. The work is primarily at Arnold Air Force Base but can extend to named sites in California, Maryland, New Mexico, and other separated locations. Projects are competed as task orders among contract holders, with the selection method and technical scope set separately for each order.
