1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsDesign-build gives a school district one contract and one entity responsible for both design and construction. Design-bid-build uses separate contracts: the district hires an architect to complete the design, then solicits bids from contractors to build it. Design-build can allow design and construction to overlap, while design-bid-build gives the district more direct control over design development and lets contractors compete on the same completed documents.
Neither method is automatically cheaper, faster, or better. The right choice depends on how clearly the district can define its educational requirements, how urgent the schedule is, how much design control it needs, what risks it can manage, and which procurement methods local law and funding programs permit.

How the two delivery methods are structured
The most important difference is the contract relationship. That relationship determines who coordinates the architect and contractor, when pricing is established, how decisions are made, and where the district turns when a problem appears.
| Decision point | Design-build | Design-bid-build |
|---|---|---|
| Owner contracts | One contract with a design-builder responsible for design and construction. | Separate contracts with the architect or engineer and the general contractor. |
| Typical sequence | The district selects a design-builder; design and construction may overlap. | The district completes design, bids the work, awards a construction contract, and then builds. |
| Designer’s relationship to builder | The architect or engineer is commonly a subcontractor, joint-venture partner, or other member of the design-build team. | The architect works directly for the district. The contractor is selected separately after the design is complete. |
| District’s design control | The district sets educational and performance requirements, but more day-to-day design and material decisions move to the design-builder. | The district reviews design as it develops and has a direct relationship with its architect. |
| Price and competition | Selection can consider qualifications, technical approach, design quality, and price under the authorized procurement method. The contract amount may be set before every design detail is finished. | Contractors generally price the same completed drawings and specifications, making low bids easier to compare when the scope is stable. |
| Coordination risk | One contractual point of responsibility can make design coordination, warranties, and some design-defect claims easier to assign, subject to the contract. | The district may be caught between separate parties when a design problem appears during construction. |
| Schedule | Overlapping design, procurement, and construction can create an opportunity for earlier completion. | Construction generally begins after design and bidding, so the phases are sequential. |
The California Legislative Analyst’s Office describes this basic distinction as one design-build contract versus separate design and construction contracts in design-bid-build. The Associated General Contractors of America’s school construction guidance likewise describes design-bid-build as a sequential process in which the contractor’s construction input arrives after design.

How design-build works on a school project
1. The district defines the outcome
Before selecting a team, the district prepares a request for proposals (RFP), educational specifications, performance requirements, site information, and contract terms. These documents must explain what the school must accomplish: enrollment capacity, room sizes and relationships, instructional technology, safety and security, accessibility, energy targets, durability, maintenance expectations, phasing, and required completion dates.
The district should state mandatory minimums while leaving enough flexibility for qualified teams to propose workable solutions. A performance requirement might identify a required acoustic outcome or energy target without prescribing one exact product. If a requirement is omitted, the design-builder may reasonably choose an approach that meets the written contract but does not meet the district’s unstated educational preference.
2. The district selects one responsible entity
Depending on local authority, the district may use a qualifications-based, best-value, or other competitive process. Evaluation can include the team’s school-project experience, key personnel, safety record, technical approach, schedule, design quality, price, and ability to manage occupied-campus work. The architect and contractor are evaluated as one delivery team rather than as independent firms hired in separate competitions.

After award, the design-builder develops the design and may release early packages for site work, foundations, long-lead equipment, or utilities before every interior detail is complete. This overlap can reduce elapsed time, but it also means the district must review submittals and make decisions while the project is moving. A change to an educational requirement after an early package is released can create redesign, rework, or delay.
4. The design-builder coordinates the work
The design-builder is the district’s primary contractual point of contact for design coordination, construction, schedule, and many warranty obligations. That does not eliminate the need for district oversight. The district still needs a clear process for reviewing compliance, approving changes, inspecting quality, and confirming that the completed facility meets educational specifications.
How design-bid-build works on a school project
1. The architect develops the complete design
The district contracts directly with an architect or engineer to prepare drawings, specifications, cost estimates, permits, and bid documents. The district can review room layouts, materials, systems, and details throughout design and can require revisions before advertising the work.
2. Contractors bid the same defined scope
Once the documents are sufficiently complete, the district solicits bids from general contractors. Each bidder prices the same stated scope, which can make a low bid meaningful when the drawings are coordinated, quantities are reliable, site conditions are understood, and the district expects few changes after award.

3. The selected contractor builds the design
The contractor is responsible for means and methods, site supervision, subcontractors, schedule execution, and construction quality under its contract. The architect typically administers the construction contract and observes whether the work appears consistent with the documents. Because the designer and builder have separate contracts with the district, the owner may have to coordinate their positions when a drawing conflict, omission, or interpretation issue arises.
What changes for cost, schedule, and risk?
Schedule: potential acceleration versus a defined sequence
Design-build may shorten the overall program when overlapping phases makes a meaningful difference to the opening date, a phased campus plan, or a grant deadline. The opportunity is not guaranteed: incomplete requirements, slow district decisions, permitting constraints, long-lead equipment, or redesign can consume the time gained by overlap.
Design-bid-build normally takes longer because design must reach a bidding stage before construction begins. Its sequence can be an advantage when the district needs time to test educational layouts, obtain board approvals, coordinate community input, or resolve scope questions before contractors price the work.
Price: earlier certainty does not mean lower cost
A design-build proposal may establish a contract amount before every design detail is complete. That can help the district plan financing, but the price may include contingencies for design development, unknown conditions, coordination, escalation, and risks the design-builder is being asked to assume. A risk allowance is not evidence that the district will receive a lower final cost, and any savings achieved by the team are not automatically passed through unless the contract says how they are shared.
Design-bid-build can produce a favorable construction price when the scope is complete and bidders are competing on comparable documents. The apparent low bid can be overtaken by change orders if the design contains errors, site conditions differ from the documents, the district changes requirements, or allowances and exclusions were not understood consistently.
Risk: assign it to the party able to control it
Design-build can place more responsibility for design coordination, errors and omissions, performance, and warranties with the design-builder. That transfer is useful only when the party can actually manage the risk. Assigning uncontrollable subsurface conditions, uncertain utility records, or rapidly changing district requirements to the design-builder can produce a larger contingency, disputes, or both.
In design-bid-build, the district retains a more direct role in the design relationship and may retain more exposure to design problems. A construction issue can require the district, architect, and contractor to determine whether the cause is a document error, a construction deviation, or a changed condition.

School-specific issues districts must address
Educational requirements must be written, not assumed
Schools are not generic commercial buildings. Adjacencies, supervision lines, acoustics, daylight, specialized classrooms, food service, athletic functions, student safety, accessibility, and future enrollment all affect the design. In a design-build RFP, these requirements carry much of the district’s design intent. The California Department of Education’s school-facility guidance warns that omitted requirements can lead to decisions that fail to meet educational needs.

They should also identify applicable educational specifications, code requirements, sustainability targets, technology standards, maintenance standards, commissioning requirements, and furniture or equipment interfaces.
District decisions must keep pace with the project
Design-build schedules can leave less time for consultation because design and construction activities proceed together. District staff must be able to answer questions, review submissions, confirm compliance, and approve changes within the periods stated in the contract. A late decision can affect a procurement release or force the design-builder to carry additional cost and schedule risk.
Design-bid-build gives the district more time before construction to refine the design, but it still requires prompt decisions once work begins. Delayed approvals, late selections, or changes after bid award can result in claims and schedule extensions.
Occupied campuses require explicit phasing and safety rules
For additions or renovations during the school year, the procurement documents should define student separation, access routes, noise and dust limits, utility shutdowns, emergency response, inspections, temporary classrooms, and communication responsibilities. These requirements should be evaluated in team selection or priced in the bid documents rather than left to informal coordination after award.

A district cannot select a delivery method solely because it appears faster or more collaborative. Authority depends on state law, local policy, bond requirements, grant terms, and the rules of any school-facility assistance program.
California’s Department of Education discusses design-build limits, request-for-proposal content, district responsibilities, and the need to verify legal authority. Washington’s Office of Superintendent of Public Instruction, in its School Construction Assistance Program procurement guidance, recognizes specified methods and directs districts to follow program and local bid requirements. Those examples are jurisdiction-specific; neither should be treated as a national rule.

Before issuing an RFP or bid advertisement, the district should have public-procurement counsel confirm:
- Whether design-build is authorized for the project type and estimated value.
- Whether a qualifications, best-value, or low-bid process is required.
- Required public notice, evaluation, protest, bonding, insurance, and contract forms.
- How state grants, bond proceeds, or federal funds affect procurement.
- Whether design services must be selected under separate professional-services rules.
- Required prevailing-wage, disadvantaged-business, apprenticeship, or reporting provisions.
England’s Department for Education published a 2025 construction framework handbook on 23 March 2026, but an English framework is not a substitute for United States state or district procurement authority.
A decision framework for a school district
Use the following questions before choosing a delivery method. The answers should be documented so the board, staff, and procurement officials understand why the method fits the project.
Choose design-build only when the district can define outcomes clearly
- Are enrollment, room requirements, educational specifications, performance standards, and quality expectations stable enough for an enforceable RFP?
- Can the district evaluate design concepts and technical proposals without relying on unstated preferences?
- Can staff respond promptly during design and construction, or is an owner’s representative or construction manager needed?
- Is schedule compression valuable enough to justify overlapping phases and less direct control over detailed design decisions?
- Can the contract define change control, design review, commissioning, warranties, and performance remedies?
Choose design-bid-build when a complete design and direct review are priorities
- Is the design sufficiently developed that all bidders can price the same scope?
- Does the district need a direct architect relationship to refine layouts, materials, and systems before construction?
- Can the schedule accommodate design, approvals, bidding, and award as separate stages?
- Are site conditions and project requirements understood well enough to limit post-award changes?
- Does local law favor or require competitive bidding for this project?
Compare the risks instead of relying on labels
For either method, create a responsibility matrix covering unknown site conditions, utility conflicts, permitting, design coordination, cost escalation, long-lead equipment, hazardous materials, technology integration, commissioning, warranties, and schedule delays. Assign each risk to the party best positioned to prevent or mitigate it, then verify that the price, insurance, bonds, and contract remedies match the assignment.
Implementation steps after the method is selected
- Confirm authority and funding conditions. Obtain written confirmation of the permitted procurement method and any grant, bond, or assistance-program requirements.
- Set the owner’s requirements. Approve educational specifications, room data, performance criteria, site information, phasing, budget, schedule, quality standards, and approval procedures.
- Build the selection or bid documents. For design-build, define evaluation criteria, interview rules, design-submittal requirements, pricing format, and contract risk allocation. For design-bid-build, complete and coordinate drawings, specifications, bid forms, allowances, alternates, and construction terms.
- Test the documents for ambiguity. Ask facilities, instructional, technology, maintenance, safety, finance, and legal staff to review the requirements from their operational perspectives.
- Run the authorized procurement. Maintain consistent communications, issue addenda formally, document evaluations, and follow protest and award procedures.
- Control changes after award. Establish who may authorize a change, how cost and time are documented, how substitutions are reviewed, and how educational requirements are protected.
- Verify completion. Require commissioning, training, closeout documents, warranties, punch-list correction, and an occupancy process tied to the contract requirements.
Common failure modes and practical fixes
The RFP or bid package is too vague
Symptom: Proposals or bids differ because teams interpreted room functions, quality, technology, or phasing differently.
Fix: Add measurable performance criteria, room data, required deliverables, evaluation weights, and a process for responding to questions before submission.

The district changes requirements after award
Symptom: A preferred material, room arrangement, or technology platform is introduced after procurement or after an early construction package.

Fix: Separate mandatory requirements from preferences before procurement and require a written cost-and-schedule review for every post-award change.
Risk is transferred without resources
Symptom: The contract assigns broad responsibility to the builder, but the builder prices a large contingency or disputes conditions it cannot control.
Fix: Use a responsibility matrix, disclose available site information, define relief for genuinely unknown conditions, and require insurance and bonding that support the allocation.
The district lacks review capacity
Symptom: Submittals, design comments, payment applications, or decisions exceed the contract review periods.
Fix: Name decision-makers, set an approval calendar, reserve staff time, and obtain qualified owner-side construction-management support when internal capacity is insufficient.
Separate parties disagree about a design problem
Symptom: In design-bid-build, the architect and contractor take opposing positions while work slows.
Fix: Use coordinated documents, define the architect’s construction-administration role, establish notice and dispute procedures, and maintain a contemporaneous record of the issue and its effect.

Bottom line for school owners
Design-build is a single-contract, team-based route that may help a district compress the schedule and place coordination responsibility with one entity. It requires unusually clear educational and performance requirements, rapid district decisions, and careful pricing of transferred risks.
Design-bid-build is a sequential route that preserves a direct district-architect relationship and enables contractors to compete on a completed design. It works best when the scope is stable, the documents are coordinated, and the district can accept the time required for design and bidding before construction.
The choice should be made project by project, after confirming local procurement authority and funding rules. A district that documents its requirements, assigns controllable risks, and plans its decision-making capacity will make a better delivery-method decision than one that relies on a promise that either method is inherently faster or cheaper.
