Cross-laminated timber (CLT), glue-laminated timber (glulam), nail-laminated timber (NLT), dowel-laminated timber (DLT), and mass-plywood panels (MPP) can be used alone or in hybrid assemblies with concrete and steel. Factory fabrication can produce precise, project-specific components, but suitability still depends on structural loads, fire and building-code requirements, member dimensions, supply, logistics, and project economics. The Congressional Research Service overview and WoodWorks product guide describe the product family and its applications.
What is mass timber?
Mass timber is a family of structural products made by laminating, bonding, nailing, or doweling smaller wood pieces into large panels and members. The resulting elements can be thick, deep, and strong enough to form a building’s primary structure. They are not the same as conventional light-frame construction, which generally uses smaller dimensional lumber assembled with sheathing into wall, floor, and roof systems.

The term describes both the products and the structural approach. A mass-timber project may use CLT floor panels, glulam columns and beams, and a concrete foundation or podium. Steel beams, concrete cores, toppings, and other materials can be added wherever they provide a better structural, fire, acoustic, or construction solution. “Heavy timber” is related terminology, but it usually refers to large solid-sawn members; WoodWorks treats heavy-timber framing as distinct from the engineered products discussed here.
Which engineered wood products are used?
| Product | How it is made | Typical structural role | Distinctive characteristics |
|---|---|---|---|
| Cross-laminated timber (CLT) | Three, five, or seven layers of lumber or structural composite lumber are bonded with adjacent layers oriented across one another, commonly at right angles. | Floor, roof, and wall panels. | Crosswise layers provide panel action. Openings can be cut and prepared at the factory, and panel dimensions are customized by the manufacturer. |
| Glue-laminated timber (glulam or GLT) | Lumber laminations are bonded with the grain running parallel. | Beams and columns; GLT can also be used for plank applications. | Efficient for straight, long members; curved forms are possible. |
| Nail-laminated timber (NLT) | Boards are joined mechanically with nails, generally into panels. | Floor and roof panels, often where a repetitive plank layout is practical. | Mechanical fastening avoids adhesive between laminations, but detailing and fire protection still require design. |
| Dowel-laminated timber (DLT) | Boards are joined with hardwood dowels and assembled as panels. | Floor and roof panels. | Connections are made without metal nails; panel geometry and openings are coordinated during fabrication. |
| Mass-plywood panels (MPP) | Veneer layers are bonded into thick panels or beams. | Panels, beams, and other large structural elements. | Veneer construction enables panel and beam formats selected for the project. |
Definitions and applications are summarized in the WoodWorks product guide and the Congressional Research Service report. Product dimensions, grades, connection details, and available species vary by manufacturer and location.

How does mass timber construction work?
The main difference from conventional framing is that design, fabrication, and erection are coordinated around large, shop-produced components. A typical workflow is:
- Set the structural and code brief. The design team establishes spans, loads, lateral resistance, vibration and deflection limits, openings, occupancy, construction type, required fire-resistance ratings, and the locally adopted code edition.
- Select the system. Engineers choose CLT, glulam, NLT, DLT, MPP, or a hybrid arrangement. A common scheme might use glulam columns and beams supporting CLT floors, with a concrete core or podium for lateral resistance or below-grade construction.
- Coordinate the building model. Architectural, structural, mechanical, electrical, plumbing, fire-protection, and envelope layouts are resolved before fabrication. Penetrations, lifting points, connection hardware, edge conditions, and service routes must be located accurately.
- Fabricate in a controlled facility. Panels and members are cut to project dimensions, and factory equipment can prepare openings and connection locations. The result is a component schedule tied to the erection sequence.
- Plan delivery and lifting. Transportation limits, site access, crane capacity, storage, weather protection, and just-in-time delivery determine how large components can be and when they arrive.
- Erect and protect. Crews install columns, beams, panels, connectors, and toppings in the planned sequence. Temporary bracing, moisture management, fire stopping, and protection of exposed surfaces are part of the site plan.
- Complete the hybrid assembly. Concrete foundations, slabs or toppings, steel elements, façades, partitions, ceilings, and building services are integrated with the timber structure.
Because many elements are custom made, late changes can affect fabrication, shipping, and installation more severely than they would in a stick-framed building. Early manufacturer and specialty-contractor coordination is therefore a design requirement, not an optional refinement.
What benefits can mass timber provide?
Large, engineered structural elements
Manufactured panels and members can provide predictable structural, dimensional, acoustic, and visual properties. CLT acts as a two-way panel system when detailed appropriately, while glulam can form long or curved beams and columns. These capabilities allow open floor plates, repetitive grids, and visible structural interiors that would require different assemblies in light-frame construction.

Factory precision and prefabrication
Computer-controlled cutting and shop assembly can produce project-specific components with openings and connection locations prepared before delivery. This can reduce on-site cutting and make the erection sequence more predictable. It does not guarantee a shorter schedule: transportation, crane availability, weather, inspection, and the amount of field work still control the actual programme.

Exposed structure and finish integration
Where the code, acoustics, moisture strategy, and finish standards permit, timber can remain visible as both structure and interior finish. Exposed wood may reduce the need for separate finish layers, but appearance requirements, protection, tolerances, and replacement of damaged surfaces must be priced and detailed.
Lower self-weight for some members
The Congressional Research Service report cites a comparison that “glulam has 1/6 the weight of concrete for pieces of similar size.” That is a material-piece comparison attributed to Asdrubali and colleagues (2017), not a whole-building weight, cost, or life-cycle result. Foundation savings or easier lifting can occur on a particular project, but they must be calculated from the complete structural scheme.
Hybrid design flexibility
Timber can work with concrete foundations, podiums, cores, and toppings, or with steel beams and braces. Timber-concrete composite floors connect the two layers so they transfer load together; they require project-specific engineering rather than a standard rule of thumb.

Mass timber is combustible, so it is not fireproof. Fire performance depends on the element’s size, the assembly and its connections, the amount of exposed wood, protection layers, penetrations, occupancy, construction type, and the applicable code path. Large members can develop a char layer that slows further burning, but the remaining section must still have enough capacity for the required duration, and connections and interfaces need their own protection.

The USDA Forest Service chapter by Laura Hasburgh, Grant T. Kirker, and Katie M. Ohno (2024) states: “Ultimately, to reduce these risks, fire protection of wood is often required by the model building codes.” Read the full discussion of fire risks and protection at the Forest Products Laboratory chapter.
Designers may use tested assemblies, calculated charring and residual-section methods, encapsulation, sprinklers, or combinations of these measures. The chosen method must account for floors, walls, roofs, columns, beams, joints, concealed cavities, service penetrations, and construction-stage exposure. A fire strategy that works for one panel thickness or connection cannot automatically be transferred to another project.
How tall can a mass-timber building be?
Height is controlled by the construction type, occupancy, fire-resistance ratings, exterior-wall provisions, structural design, and the jurisdiction’s adopted code. The 2021 International Building Code (IBC) introduced Types IV-A, IV-B, and IV-C for mass-timber construction. WoodWorks reports that the 2021 and 2024 IBC allow qualifying CLT in model-code buildings up to the following heights, subject to all product and code conditions:
| Model-code construction type | Reported maximum height for qualifying CLT | Important qualification |
|---|---|---|
| Type IV-A | Up to 18 stories | Only where the product, building, fire-resistance, occupancy, and other IBC requirements are met. |
| Type IV-B | Up to 12 stories | Requirements for protection, ratings, and concealed spaces still apply. |
| Type IV-C | Up to 9 stories | Project-specific structural and fire design remains necessary. |
These are model-code allowances, not universal approvals. States, cities, and other authorities adopt and amend code editions independently. Confirm the edition in force, local amendments, occupancy classification, and the authority having jurisdiction before using a height limit in a feasibility study. The construction-type comparisons and design examples are explained in WoodWorks’ key design considerations.

What are the main limitations and trade-offs?
Fire requirements can change the structure
Required ratings may dictate panel thickness, member sizes, protection layers, connection details, and the amount of timber that can remain exposed. WoodWorks gives an example in which an exposed three-ply CLT floor may not retain enough residual capacity for a one-hour rating in a particular Type V-A situation; alternative panel and support arrangements are considered for a Type V-B example. Those are design illustrations, not universal specifications or cost estimates.
Concealed spaces and services need early planning
Type IV provisions can restrict concealed spaces in floors and roofs. Such rules affect where ducts, pipes, cables, insulation, ceilings, and access panels can go. Routing services through a panel after fabrication can be difficult or impossible, so the coordination model must resolve penetrations and chases before the shop drawings are released.
Supply, transport, and sequencing are project constraints
Large panels and members may be custom products with limited regional availability. The team needs a dependable manufacturer, realistic lead times, suitable transport routes, lifting equipment, protected storage, and a sequence that keeps components dry and undamaged. A supplier directory can help identify potential sources, but it does not establish capacity or availability for a particular site.
Moisture and durability require detailing
Wood elements must be protected from rain, standing water, wet trades, and trapped moisture during delivery and construction. The enclosure, flashing, drainage, sealants, end-grain protection, and inspection plan should be designed with the timber system rather than added after erection. Exposure, leaks, and unplanned field modifications can create durability and appearance problems.

Economics are not universal
There is no single current price, schedule, or carbon advantage that applies to every building. Compare equivalent scopes, including design, connections, fire protection, foundations, labor, transport, crane time, schedule risk, finishes, and maintenance. A material-only quotation can make one system appear cheaper while omitting costs that another system includes.
Environmental claims depend on accounting choices
Wood sourcing, manufacturing energy, transport, replacement cycles, end-of-life assumptions, and the treatment of biogenic carbon all affect a life-cycle result. Any comparison should state its system boundary, functional unit, service life, data year, and wood-sourcing assumptions. “Lower carbon” should not be presented as an automatic property of every mass-timber project.
How should you compare mass timber with steel, concrete, or light-frame wood?
Use the same building programme and scope for each option, then evaluate the following questions:
Recommended Free Tools
| Decision area | Questions to answer |
|---|---|
| Structural programme | What spans, loads, grid, lateral system, openings, vibration limits, and deflection criteria must the building meet? |
| Fire and code path | Which code edition and construction type apply? What ratings, exposed-wood limits, connection protection, penetrations, sprinklers, and concealed-space rules govern? |
| Architecture and interior | Is exposed structure desired? What acoustic performance, finish quality, ceiling depth, and service-access strategy are required? |
| Fabrication and delivery | Can a qualified supplier meet the dimensions and lead time? Are transport routes, crane capacity, staging, weather protection, and erection sequencing workable? |
| Whole-project economics | Are material, design, connections, fire protection, foundations, labor, schedule, financing, and risk allowances included on every option? |
| Environmental accounting | Are the systems compared on an equivalent function, service life, geographic scope, and life-cycle method with documented wood and energy data? |
The CRS overview, WoodWorks design guidance, and WoodWorks product guide support this comparison framework. None establishes one structural system as the winner for every project.
When is mass timber a good fit?
- The project benefits from large prefabricated panels or beams and has a grid that can be coordinated early.
- The owner values exposed wood and can define acceptable appearance, moisture, acoustic, and finish standards.
- The design team can confirm a code-compliant fire strategy before fixing member sizes and fabrication details.
- A manufacturer, transport route, crane plan, and erection sequence are available for the site’s location and schedule.
- The comparison includes the full installed cost and environmental accounting rather than a material-only claim.
It may be a poor fit when late design changes are expected, service routing is unresolved, supply or transport is uncertain, or the required fire and concealed-space provisions undermine the intended layout. In those cases, a hybrid or conventional system may provide a more reliable result.
Bottom line for project teams
Mass timber is a versatile structural family, not a guarantee of lower cost, faster delivery, lower emissions, or unlimited height. CLT, glulam, NLT, DLT, and MPP each solve different structural problems; hybrid timber-concrete and timber-steel systems expand the options. Select the system only after the team has tested the structural grid, code and fire path, service coordination, supplier and logistics plan, whole-project economics, and life-cycle assumptions for the specific building and jurisdiction.
