What Is Limestone Cement, and How Does It Reduce Concrete’s Carbon Footprint?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Limestone cement usually means portland-limestone cement (PLC), called Type IL in common U.S. specifications. It is hydraulic cement made with clinker, calcium sulfate and a higher proportion of finely ground limestone than conventional portland cement. The American Cement Association reports that PLC contains 5% to 15% limestone and can have up to about 10% lower carbon footprint than portland cement, because less clinker is required. That is an upper-bound product comparison, not a guaranteed reduction for every concrete mix or project.

A different material, limestone calcined clay cement (LC3), combines limestone with calcined clay and has been reported by the LC3 project to achieve up to 40% lower CO2 emissions. LC3 should not be treated as another name for Type IL PLC.

What “limestone cement” means in construction

The phrase limestone cement is used for more than one cement family. For most U.S. construction specifications, the relevant product is portland-limestone cement (PLC), designated Type IL. It is a blended hydraulic cement: it hardens through hydration and is manufactured by combining portland cement clinker with ground limestone and calcium sulfate.

Type IL is governed by the blended-cement specification ASTM C595/C595M, while conventional portland cement is covered by ASTM C150/C150M. Those are different specifications, so a project document should identify the cement type and governing standard rather than using “portland cement” and “PLC” as interchangeable labels.

How much limestone is in Type IL?

The American Cement Association and the American Concrete Institute’s 2025 Type IL technical note describe a limestone content of 5% to 15% for Type IL cement. By comparison, ASTM C150/AASHTO M 85 portland cement allows a maximum of 5% limestone. The greater limestone proportion is the feature that lets a manufacturer produce the same cement category with less clinker per unit of finished cement.

PLC is not a bag of limestone powder

PLC remains a standardized hydraulic cement. The limestone is integrated into the cement manufacturing process and ground to a controlled fineness; it is not an unreactive filler added on a job site. Its suitability still depends on the applicable standard, the supplier’s product data and the concrete mixture’s performance requirements.

How PLC lowers concrete’s carbon footprint

The reduction comes primarily from using less clinker. Clinker is the nodular material made in a cement kiln and then ground to produce cement. Its manufacture requires high-temperature processing and includes calcination of limestone, in which chemically bound carbon dioxide is released. Kiln fuel and electricity add further emissions.

  1. Raw materials enter the kiln. Mineral feedstocks are heated to form clinker, the energy- and emissions-intensive component of portland cement.
  2. PLC reduces the clinker share. More finely ground limestone is incorporated into the finished cement, so each tonne of PLC contains less clinker than a comparable conventional portland cement.
  3. The finished cement is still blended and ground to specification. Calcium sulfate controls setting, while grinding and quality control establish the required cement performance.
  4. Concrete can therefore have lower cement-related emissions. The exact reduction depends on the PLC formulation, the amount of cement used in the mix, transport, electricity, curing, supplementary cementing materials and the life-cycle boundary selected.

The American Cement Association states that PLC can reduce the carbon footprint by up to 10% when replacing portland cement in concrete mixtures. Its current blended-cements explainer and FAQ present that as a maximum reported product-level comparison. It is not a promise that every Type IL concrete mix will be 10% lower, and it should not be applied automatically to the whole project’s embodied carbon.

Why less clinker matters, but does not make limestone carbon-free

Replacing clinker avoids part of the kiln and calcination burden, which is why PLC generally has a lower cement footprint. However, limestone still has extraction, grinding and transport impacts, and a concrete assessment may include other materials and construction activities. A claim about kilograms of CO2 per tonne of cement is not automatically equivalent to a claim about kilograms of CO2 per cubic metre of concrete.

How PLC is produced

The Cement Association of Canada describes PLC production as adjusting the proportions of clinker, calcium sulfate and limestone before final grinding. The limestone is ground finer than clinker so the finished cement develops the required particle-size distribution and reacts appropriately in concrete. Plants may also combine PLC with supplementary cementing materials (SCMs), such as slag or pozzolanic materials, to reduce clinker content further and lower concrete global-warming potential.

That description explains why a delivery ticket, mill certificate or environmental product declaration matters. Two products both labeled Type IL comply with the same cement category but can differ in limestone proportion, fineness, strength development and declared environmental performance. The project team should use the supplier’s current documentation rather than assume that every Type IL product has identical properties.

Performance: what changes for concrete producers and builders?

The American Cement Association describes PLC performance as similar to Type I portland cement in common applications. That means Type IL can be suitable for general concrete when it is properly specified and proportioned. “Similar” is not the same as universal equivalence: the mixture still has to meet strength, setting, durability and exposure requirements.

Early strength and setting

ACI’s 2025 Type IL note identifies early-strength development and mixture design as subjects that deserve attention. A contractor should use the cement supplier’s strength data and the concrete producer’s trial batches to confirm that stripping times, finishing windows and opening-to-traffic requirements remain achievable. Do not change the cement type on a critical schedule without checking those results.

Heat of hydration

Heat generation can matter in mass concrete, thick walls, mat foundations and other placements where internal temperature differentials create cracking risk. ACI specifically lists heat of hydration among Type IL specification considerations. The appropriate comparison is the actual proposed mixture under the project’s curing and placement conditions, not a generic assumption that every PLC mix produces either more or less heat.

Sulfate exposure and durability

Blended cement types can be appropriate for general applications, while special properties such as sulfate resistance must be established through the relevant testing and specification requirements. Review exposure classes, required sulfate-resistance tests, chloride and freeze-thaw provisions, alkali-silica-reaction controls and curing requirements with the engineer of record. A Type IL label alone does not establish every durability property needed by a particular structure.

How to decide whether Type IL is appropriate

  1. Read the project specification. Confirm whether it permits ASTM C595/C595M Type IL, names a required cement type, or imposes performance-based limits that control the choice.
  2. Check jurisdictional acceptance. Ask the owner, engineer and concrete supplier whether the local building authority or transportation agency accepts the proposed Type IL product for this work. A Portland Cement Association report noted acceptance by 44 state departments of transportation in 2022; that is historical information, not a current universal approval count.
  3. Obtain current supplier data. Request the product standard, limestone percentage if disclosed, fineness, setting and strength data, heat information where relevant, sulfate-related test results and a current environmental product declaration (EPD) if carbon reporting is required.
  4. Run a trial mixture. Verify slump retention, air content, setting, early and specified-age strength, finishing behavior, temperature development and admixture compatibility with the actual aggregates and water source.
  5. Compare functional performance. Evaluate cement or concrete global-warming potential per tonne of cement or per unit of concrete only when the EPD boundaries, declared unit, strength class, durability life and transportation assumptions are comparable.
  6. Document the approved product. Put the accepted cement type, standard, supplier and mixture limits in submittals and batch documentation so a lower-carbon substitution does not become an uncontrolled field change.

How to compare carbon claims fairly

Carbon numbers are meaningful only when the comparison uses the same functional basis. A cement manufacturer may report emissions per tonne of cement, while an owner’s embodied-carbon target may be expressed per cubic metre of concrete or per square metre of floor area. Strength, service life and durability also affect whether two mixes deliver the same function.

Question What to verify Why it matters
What material is being compared? Type IL PLC, ASTM C150 portland cement, another blended cement or an LC3 formulation Different products cannot share one generic reduction percentage.
What is the declared unit? For example, a tonne of cement or a volume of concrete A cement-level result does not automatically equal a project-level result.
What life-cycle boundary is used? Manufacturing only, or additional transport, batching, construction and end-of-life stages Boundary changes can materially alter the reported value.
Does the mix meet the same function? Strength, setting, durability, exposure class, curing and service-life requirements A lower number is not a valid substitution if performance is not equivalent.
Is the figure current and location-specific? Current EPD, plant, electricity mix, transport distance and local availability Published averages may not represent the product delivered to your site.

For PLC specifically, the defensible headline is “up to about 10% lower carbon footprint” based on the American Cement Association’s current explanatory material. Treat it as a reported upper bound, and obtain project-specific EPDs for a design or procurement decision.

PLC compared with limestone calcined clay cement (LC3)

LC3 is a separate cement technology. The LC3 project defines it as a blend of limestone and calcined clay. Calcining clay activates its aluminosilicate minerals at temperatures generally lower than those used for clinker production, while limestone supplies additional reactive material. The LC3 project reports potential CO2 reductions of up to 40%.

That 40% figure belongs to LC3 and must not be presented as the expected performance of ordinary Type IL PLC. An ASTM-published 2019 study compared LC3 concrete with plain portland cement, slag cement and a silica-fume blend; its abstract reported significantly reduced CO2 emissions per unit strength for LC3 compared with portland cement in the first campaign. Results from that study support LC3 as a distinct low-carbon option, not as a renamed Type IL product.

What adoption data can—and cannot—tell you

The American Cement Association reports that PLC shipments exceeded portland cement shipments in the middle of 2023. It also reports that use of blended cements, including PLC and other blended types, reduced more than 3.9 million metric tons of CO2 emissions in the United States in 2023. That total applies to blended cement use as a category, not to PLC alone.

Those figures show substantial market movement, but they do not replace a project check. Availability, approved products and transportation distances vary by region and can change as plants update their product lines. Ask the local supplier what is produced and delivered to your site now.

Common mistakes when specifying limestone cement

  • Using “limestone cement” without a type. State PLC or Type IL and the governing standard so the supplier and inspector know what is required.
  • Applying the 10% figure to all concrete. The association’s number is an upper-bound PLC comparison, not a guaranteed reduction in every mix or building.
  • Confusing PLC with LC3. LC3’s up-to-40% claim concerns a different blend containing calcined clay.
  • Ignoring the cement dosage. Lower emissions per tonne of cement may not produce the same reduction per cubic metre if the proposed mix uses more cement.
  • Changing cement without trial batches. Early strength, setting, heat, finishing and admixture response must be checked with local materials.
  • Assuming a past approval is current. The 44-state DOT figure is from 2022; verify today’s agency and project requirements.
  • Comparing incompatible EPDs. Match declared unit, life-cycle modules, strength, durability, plant and transport assumptions before selecting the lower number.

Questions to ask before ordering Type IL

  • Is the product certified to ASTM C595/C595M Type IL or the project’s specified equivalent?
  • What limestone range and clinker content does the supplier disclose?
  • Which current EPD applies to the manufacturing plant serving this project?
  • What strength, setting, heat-of-hydration and sulfate-related data are available for the proposed mixture?
  • Has the owner, engineer, building official or transportation agency accepted Type IL for this exposure and use?
  • What curing period and temperature controls are required for the specified strength and durability?
  • Can PLC be combined with the planned SCMs and chemical admixtures without changing the approved performance?

Bottom line for a construction project

Portland-limestone cement (Type IL) lowers cement-related emissions by replacing part of the clinker with finely ground limestone. The American Cement Association reports 5% to 15% limestone in PLC and up to about 10% lower carbon footprint than portland cement. Use that as a ceiling from the cited product comparison, not as a project guarantee. Specify the correct standard, verify local acceptance and supply, test the actual mixture, and compare compatible EPDs. If a specification or procurement team is considering the much larger “up to 40%” reduction, it is discussing LC3—a different limestone-and-calcined-clay cement—not ordinary Type IL PLC.
