What Is Included in Public-Sector Housing Construction Costs?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Public-sector housing construction costs can cover far more than the work physically performed on the building. Depending on the jurisdiction and funding program, a published budget may include land acquisition or site treatment, hard construction, architecture and engineering, environmental studies, permits, financing, legal services, insurance, contingencies, reserves, developer costs, utilities and off-site infrastructure. Before comparing any figure, establish whether it is a narrow construction subtotal or the project’s total development cost.

Construction cost and total development cost are different numbers

The phrase “construction cost” is used inconsistently. In one report it may mean the contractor’s hard-cost contract; in another it may include design, permits, financing and contingencies. A total development cost normally extends further, incorporating every major expenditure required to bring the homes from site control through completion, lease-up or operation.

Hard construction cost

Hard costs are the physical works and directly related construction charges. They commonly include labor and materials for foundations, structure, envelope, interiors, mechanical, electrical and plumbing systems, site work and landscaping. A public affordable-housing schedule reviewed by San Francisco’s Mayor’s Office of Housing and Community Development (MOHCD) also separates general conditions, contractor overhead and profit, bonds, insurance, taxes and a construction contingency within its construction-cost section.

Soft costs and total development cost

Soft costs support delivery but are not the building contract itself. They can include architectural and design services, surveying, geotechnical work, engineering, environmental studies, entitlement and permit fees, financing, legal services, insurance, taxes, furnishings and other development expenses. When these items, reserves and the developer fee are added to hard costs, the result is generally reported as total development cost.

Why the label matters

Two projects can use the same words while reporting different accounting boundaries. A £200,000-per-home estimate that includes land and on-costs cannot be compared directly with a contractor’s £150,000 hard-cost estimate. Every published number should state its geography, date, price basis, included categories and unit count.

The cost layers in a public housing budget

Authorities do not use one universal schedule, but the following layers cover the items most often encountered. A project may combine, rename or omit lines according to its funding agreement and delivery model.

Budget layer Typical inclusions Questions to ask when reading a figure
Land and acquisition Purchase price, option payments, acquisition due diligence, relocation and site-control costs Was land bought, transferred or already publicly owned? Is remediation included?
Hard construction Building works, site work, contractor general conditions, overhead and profit, bonds, insurance, taxes and construction contingency Does the subtotal include only the main contract, or all construction-related charges?
Architecture, design and engineering Architect fees, subconsultants, surveying, geotechnical studies, civil, structural and building-services engineering, construction administration Are design fees included, capped or reported separately?
Environmental and entitlement work Environmental studies, assessments, remediation planning, zoning, entitlement and permit fees Are unusual site conditions or regulatory reviews allowed for?
Utilities and development charges Utility connections, impact fees, street or public-realm work and other authority charges Are off-site works included, or is the number limited to the parcel?
Financing Construction-loan interest, bond costs, lender fees and other capital-market charges Is interest calculated for the whole build period, including delays?
Legal, insurance and administration Title and recording, borrower, tax-credit and lender counsel, insurance, property taxes and project administration Which professional and holding costs sit outside the construction subtotal?
Reserves Hard-cost contingency, soft-cost contingency, operating reserve and lease-up reserve Are contingencies for construction risk separated from operating cash needs?
Developer costs Developer fee and other sponsor or delivery costs allowed by the program Is the fee calculated before or after reserves, and is it eligible under the funding rules?
Total development cost The complete approved cost stack after all applicable categories are added What exact items and price year does the total contain?

Land: zero cash price does not mean zero economic cost

Public land can make a project appear cheaper because no purchase cheque is recorded. The Royal Institute of British Architects (RIBA) model for social housing in England assumes publicly owned land is available at zero purchase cost for its financial calculation. RIBA nevertheless notes that the land has an opportunity cost: the public body gives up the ability to sell it, lease it or use it for another purpose.

A credible comparison should therefore state both facts: the recorded acquisition cost and whether an implicit land value or opportunity cost is recognized. If a site requires demolition, contamination treatment, abnormal foundations, relocation or major retaining structures, those costs should be identified separately rather than hidden in a generic land line.

What a detailed public project budget looks like

MOHCD’s “78 Haight Final Gap Commitment Loan Evaluation,” dated January 14, 2022, illustrates the difference between construction and total development cost. The evaluation concerns a specific 63-unit project in San Francisco; its figures are historical and project-specific, not a universal benchmark.

Measure in the evaluation Reported amount What it means
Total construction costs $35,861,808 The construction subtotal, including the construction-related items identified in the schedule
Total soft costs $10,683,870 Design, engineering, environmental, financing, legal, permits and other non-hard-cost items listed by the evaluation
Total development cost $54,417,514 The project total after construction, soft costs, reserves and developer costs are combined
Homes 63 units The unit count for this particular evaluation

The schedule also identifies a hard-cost construction contingency and a soft-cost contingency, then lists operating and lease-up reserves before the developer fee. Those lines cover different risks: a construction contingency addresses uncertain quantities and prices; a soft-cost contingency protects design, permitting and professional-service allowances; operating and lease-up reserves provide cash for the period before the property is fully stabilized.

Regional estimates need their methodology attached

RIBA’s report Foundations for the Future: a new delivery model for social housing presents England-focused model estimates ranging from £133,500 per home in the South West to £220,000 per home in London. The report says its non-London estimates use a methodology combining land cost, works cost and on-costs by region, while the London figure comes from a separate London Assembly source. These are model inputs tied to that report’s geography and method, not current tender prices or a standard amount that applies to every authority.

The same RIBA regional model estimates that recycling the sale proceeds of one median-market-rate home could fund between 1.4 new homes in the North West and 2.8 in the South West. That is a modeled reinvestment result, not a construction-cost statistic: it depends on assumed sale values, land and build costs, and the policy mechanism for recycling proceeds.

Infrastructure and amenities may sit outside the building subtotal

A housing scheme can be technically complete while the surrounding infrastructure is inadequate. RIBA emphasizes that housing delivery must be accompanied by public transport links, green space and access to retail, community and civic life. Depending on the project and funding agreement, roads, drainage, utility upgrades, parks, community facilities and other public-realm works may be included in the development budget, funded separately or omitted from the quoted building cost.

When comparing projects, ask whether the figure covers only the site and building or also includes off-site highways, transit contributions, open space, schools, healthcare, community rooms and utility capacity. A lower number may simply reflect a narrower boundary.

How to read or prepare a public-sector housing cost plan

  1. Identify the accounting basis. Label the figure as land cost, hard construction cost, construction plus contingency, or total development cost.
  2. Fix the time and currency. Record the publication or evaluation date, price year, currency and any indexation or escalation allowance.
  3. Describe the project. Note the city or region, number of homes, building type, tenure mix, site condition, height, construction system and accessibility requirements.
  4. Map every cost line. Separate land, hard works, design and engineering, environmental and permit work, utilities, financing, legal and insurance costs, reserves and developer costs.
  5. State exclusions. Explicitly list omitted infrastructure, taxes, land value, remediation, tenant relocation, furniture, professional fees or financing charges.
  6. Test contingencies. Keep hard-cost and soft-cost contingencies distinct, and explain operating or lease-up reserves separately.
  7. Check funding eligibility. A program may cap developer fees, exclude certain land charges or require particular reserve levels; an accounting total is not automatically an eligible grant amount.
  8. Report units and totals together. Give the overall cost, homes, cost per home and the scope of each figure so readers can reproduce the comparison.

Common comparison mistakes and how to avoid them

Comparing a contract value with a project total

A contractor’s award may exclude design, land, financing and reserves. Compare it only with another contract value, or add the missing layers before drawing a conclusion.

Treating public land as free

Zero acquisition outlay can conceal a substantial opportunity cost and abnormal site expenditure. Report both the cash treatment and the public asset being committed.

Mixing dates and price levels

A 2022 evaluation and a later estimate may reflect different labor, material, interest and regulatory conditions. Apply a documented price adjustment or state that the figures are not directly comparable.

Assuming one regional number fits every scheme

London, a rural South West site and a constrained urban infill project can have very different land, labor, logistics and infrastructure costs. Regional models are useful for planning, but they do not replace a site-specific cost plan.

Hiding reserves inside a single contingency

Construction uncertainty, design development and early operating cash are different risks. Combining them makes it difficult to judge whether a budget is resilient or simply incomplete.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring the boundary around infrastructure

Clarify whether roads, utilities, transport contributions, open space and civic amenities are part of the quoted amount. Their absence can make two apparently similar projects incomparable.

A minimum disclosure schedule for published figures

Anyone publishing a public-housing cost should provide a short scope note alongside the number. At minimum, state:

  • Country, city or region and currency;
  • Publication date and price year;
  • Number of homes, building type and tenure;
  • Whether land is purchased, contributed or treated as publicly owned;
  • Whether the number is hard cost, construction cost with contingency, or total development cost;
  • Treatment of design, engineering, environmental studies, permits, financing, legal services, insurance and developer fees;
  • Whether utilities, off-site infrastructure, transport, open space and community facilities are included;
  • Separate hard-cost contingency, soft-cost contingency, operating reserve and lease-up reserve lines; and
  • Known exclusions, abnormal-site allowances and remediation assumptions.

That disclosure prevents a narrow subtotal from being mistaken for the amount taxpayers, lenders or housing agencies ultimately need to deliver and operate the homes.

Bottom line for interpreting a public-sector housing cost

There is no single legal or accounting definition of “public-sector housing construction costs” across jurisdictions. Use the term precisely: identify the hard-work subtotal, then show the additional land, professional, regulatory, financing, reserve, developer and infrastructure layers that produce total development cost. The MOHCD 78 Haight evaluation demonstrates how those layers can be separated in one 63-unit San Francisco project, while RIBA’s England model demonstrates why geography and methodology must accompany regional per-home estimates.
