Embodied carbon is the greenhouse-gas emissions associated with extracting, manufacturing, transporting, installing, maintaining, replacing and disposing of construction materials and products. The exact total depends on the life-cycle boundary: many U.S. product declarations report only cradle-to-gate stages A1–A3, while a whole-life assessment can include construction, use and end-of-life stages.

The most dependable way to reduce it is to follow a hierarchy: avoid unnecessary construction and material demand, compare functionally equivalent products using comparable environmental product declarations (EPDs), specify lower-global-warming-potential (GWP) materials that still meet performance requirements, and design for long service life, adaptation and recovery.

What embodied carbon means in a construction project

Embodied carbon is another term for embodied greenhouse-gas emissions. It describes emissions released before, during and sometimes after a material is used in a building or civil-infrastructure project. The sources include raw-material extraction, processing, manufacturing, transport, installation, maintenance, replacement and end-of-life treatment.

It is different from the energy-related emissions produced while a building is operating, although both can be evaluated in a whole-life carbon assessment. A product-level number is meaningful only when you know what life-cycle stages, quantity and function it represents.

Life-cycle stages and boundaries

For many U.S. construction-material EPDs, the declared scope is cradle to gate:

Module What it covers How to use the result
A1 Extraction and upstream production of raw materials Shows impacts before materials reach the manufacturing plant.
A2 Transport of inputs to the manufacturing plant Includes the logistics needed to supply the plant.
A3 Manufacturing at the plant Includes factory energy and process emissions.
Later stages Transport to site, construction, use, maintenance, replacement and end of life, when included by the assessment Must be identified explicitly; they are not automatically part of an A1–A3 result.

EPA describes life-cycle stages spanning extraction and production, transport and construction, use and maintenance, and end of life. A product EPD that reports A1–A3 is therefore not a whole-building footprint. State the boundary whenever you present a number. EPA’s C-MORE overview and the Low Embodied Carbon Materials guide explain these distinctions.

Why embodied carbon matters

Construction materials can create substantial emissions before a project opens. The U.S. Environmental Protection Agency’s 2024 materials guidance says embodied carbon in materials such as asphalt mixture, concrete, glass and steel accounts for at least 11% of infrastructure-sector greenhouse-gas emissions. That figure applies to the infrastructure sector, not to all building emissions. The same guidance estimates that roughly 32% of U.S. construction-related embodied-carbon emissions come from government-funded projects. Those figures help explain why public procurement and project specifications can influence material manufacturing.

Embodied emissions are also “locked in” early. Once a tonne of cement, steel or glass has been produced, its process emissions have already occurred; avoiding unnecessary quantities or choosing a lower-GWP equivalent can prevent them before construction begins. The EPA summarizes this principle plainly: Source reduction reduces life-cycle material use, energy use and waste generation. EPA’s construction and demolition materials guidance describes source reduction as preventing waste before it is generated.

What an EPD tells you—and what it does not

An environmental product declaration is a verified document that reports quantified environmental impacts for a defined product, declared unit and life-cycle scope. EPDs make product data more transparent, but they are not a universal pass/fail label. A low GWP value is not automatically better if the competing products perform different functions, are measured in different units or use different product-category rules (PCRs).

Check these fields before comparing two products

  1. Function and performance: Confirm that both products can satisfy the same structural, fire, durability, acoustic, thermal or paving requirement.
  2. Declared or functional unit: Compare like quantities, such as the same mass, area, volume or service provided. Convert the EPD result to the amount required in your design.
  3. Life-cycle modules: Align A1–A3, transport, construction, use and end-of-life modules. Do not compare an A1–A3 value with a whole-life value as if they were equivalent.
  4. PCR: Check that the declarations follow compatible product-category rules and the same PCR version where possible. EPA’s Version 1-2024 PCR criteria explain requirements for product rules supporting low-embodied-carbon materials.
  5. Verification and validity: Record the EPD program, independent verification status, publication date, validity period and declared manufacturing sites.
  6. Geography: Manufacturing energy mixes, fuels and transport distances vary by region. Use regional data when the difference could affect the decision.
  7. GWP and thresholds: Compare the reported global-warming-potential indicator with a threshold that is specific to the product category and procurement program. Do not apply one concrete, steel, glass or asphalt threshold to every product.
  8. Service life and replacements: A product that lasts longer or needs fewer replacements can have a lower whole-life impact even when its initial A1–A3 value is not the lowest.

Use the EPA EPD presentation and Low Embodied Carbon Materials guidance when setting data and procurement requirements. EPDs disclose impacts; they do not by themselves establish a universal “good” number.

A practical reduction workflow

1. Define the baseline and assessment boundary

Write a short carbon-accounting brief before selecting products. Identify whether you are assessing one product, a building, or the entire project; list the life-cycle modules; state the declared or functional unit; and document the baseline design, quantities and assumed service life. Keep product-level and building-level results separate. A baseline lets the team calculate a project-specific change instead of claiming a generic percentage reduction.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a building study, include the quantities of concrete, reinforcement, structural steel, masonry, glass, insulation, finishes, paving and other major materials. Record transport assumptions, replacement cycles and end-of-life scenarios when those stages are in scope. If the only available EPDs cover A1–A3, label the result as cradle to gate.

2. Avoid or reduce material demand first

The largest reduction is often the material that is not made. Before substituting products, ask whether the existing structure can be retained, adapted or renovated. For new work, the design team can reduce demand by:

  • Right-sizing floor area, spans, loads and structural members rather than adding capacity “just in case.”
  • Using efficient structural grids, framing systems and foundation designs.
  • Eliminating unnecessary layers, finishes, façade complexity and decorative material.
  • Coordinating dimensions to standard sizes to reduce cutting and off-cuts.
  • Ordering to verified quantities and using purchasing agreements that limit surplus, damaged goods and excess packaging.
  • Planning adaptable rooms and services so future changes do not require wholesale demolition.

EPA’s source-reduction guidance identifies preservation, optimized building size, adaptability, alternative framing, reduced finishes and purchasing controls as ways to prevent waste before it is generated.

3. Compare functionally equivalent products

Request current EPDs from each candidate supplier during design, not after the specification is fixed. Create a comparison sheet with the fields listed above, then convert every result to the quantity used in the project. For example, compare the GWP of the concrete volume needed to achieve the specified strength and durability, not the GWP of equal masses of two mixes that have different performance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ask the design and engineering team to reject a product substitution that saves reported GWP but fails code, fire, structural, moisture, corrosion, acoustic or durability requirements. Also check availability, lead time, cost and regional production: a lower-impact product that cannot be delivered on schedule may create rework or emergency procurement.

4. Specify lower-GWP materials without sacrificing performance

Once the baseline and equivalent options are clear, write procurement requirements that reward verified lower impact. A specification can require a current, independently verified EPD; identify the PCR and modules; set a product-category GWP threshold; and require documentation of the manufacturing location. Include submittal review procedures so the contractor cannot replace a compliant product with one outside the declared scope.

Thresholds must be current and category-specific. EPA is developing product-level GWP thresholds for materials including asphalt, concrete, glass and steel, while also working on data for salvaged and reused products. Check the applicable program and regional threshold for your project rather than copying a number from another material or jurisdiction. The EPA program update dated March 6, 2026 describes ongoing technical work and announced plans; it does not make every future threshold effective today.

5. Extend service life and plan for recovery

Durability is a carbon strategy because premature replacement repeats manufacturing and transport. Select assemblies that can be inspected, repaired and maintained. Document product locations, finishes and connection details in an asset or building information record so future teams know what can be repaired or removed.

Design for adaptation and disassembly by using standard modular components, accessible and visible connections, and mechanical fasteners where appropriate. Separate materials that would otherwise be bonded into a composite that cannot be recovered. Provide safe access for maintenance and a planned sequence for future removal. EPA states: Designing a building to support adaptation, disassembly and reuse can reduce waste and extend its useful life, providing economic and environmental benefits for builders, owners, and occupants, and the communities. EPA’s reuse and disassembly guidance covers these practices.

Applying the hierarchy during construction

Protect materials that are already manufactured

Good site management prevents avoidable embodied emissions. Keep products dry and secure, sequence deliveries to minimize damage, protect edges and finishes, and coordinate trades so installed work is not demolished and rebuilt. Track off-cuts and unopened materials before ordering more. Returnable packaging and supplier take-back agreements can prevent waste, but they should be written into purchase terms before delivery.

Separate, document and recover materials

When demolition or renovation is unavoidable, survey the building before work begins. Identify reusable doors, fixtures, structural members, paving units, bricks, raised-floor components and other products; record quantities and condition; and find a receiving project or storage location. Deconstruction—careful dismantling rather than indiscriminate demolition—can preserve components for direct reuse. Reuse reduces the need for new production, but transport, cleaning, testing and storage still require planning.

Balance transport and local availability

Manufacturing location and delivery distance affect results, especially when candidate EPDs have similar factory GWP. Ask for the actual plant serving the project and the transport assumptions in the declaration. Do not assume that a product marketed as local has a lower total impact without checking its manufacturing process, quantity and service life.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When reused materials are appropriate

Recovered products can avoid new extraction and manufacturing, but reuse is not automatic. Before specifying a salvaged component, verify:

  • Condition, dimensions, remaining service life and required testing.
  • Structural capacity, fire rating, moisture resistance, toxicity and other code requirements.
  • Whether hazardous substances such as asbestos, polychlorinated biphenyls (PCBs) or lead are present and must be managed by qualified professionals.
  • Availability in the required quantity and timing, including a reliable source if replacement pieces are needed.
  • Cleaning, repair, certification, storage and transport impacts.
  • Connection details and compatibility with the new assembly.

EPA’s reuse guidance and construction and demolition management guidance emphasize that reuse saves resources and energy by reducing new production, while suitability and safe handling determine whether a particular component should be reused.

Common comparison and accounting mistakes

  • Mixing boundaries: An A1–A3 product value is presented as a whole-life building footprint. Fix it by naming the modules in every table, drawing and specification.
  • Comparing unequal functions: Equal mass or volume does not mean equal structural capacity, insulation value, durability or coverage. Convert to the required function.
  • Using expired or unverifiable EPDs: Check publication, validity, PCR and verification status during submittal review.
  • Applying one threshold everywhere: Use the current threshold for the material category, region and funding program.
  • Optimizing products before quantities: A small GWP improvement on an unnecessary material can be outweighed by eliminating that material or retaining an existing structure.
  • Ignoring replacements: Include maintenance and replacement assumptions when comparing products with different expected lives.
  • Assuming recycling equals reuse: Recycling may recover feedstock, while direct reuse avoids manufacturing a replacement; evaluate the actual pathway, processing and transport.

Project checklist

  1. Approve a written baseline, declared unit, life-cycle boundary and quantity takeoff.
  2. Test retention, renovation and right-sizing options before new construction.
  3. Request comparable, current and verified EPDs for major materials.
  4. Record PCR, modules, geography, service-life assumptions and GWP values.
  5. Set product-category thresholds that preserve code, safety, durability, schedule and cost requirements.
  6. Include EPD and substitution review in procurement and submittal procedures.
  7. Protect delivered materials, control surplus and separate recoverable components on site.
  8. Document assemblies, connections and material locations for future maintenance and disassembly.
  9. Assess salvaged products for condition, performance, hazards, supply and transport before reuse.
  10. Report reductions against the defined baseline, with the same units and life-cycle scope.

Tools and current EPA work

EPA’s C-MORE page links to Carbon Leadership Forum tools for embodied-carbon measurement and describes a manufacturer EPD map connected to EC3, which can help users find product declarations and bring them into whole-building models. These are assessment resources; the project team still has to verify product function, scope, geography and current data.

EPA’s C-MORE program page, updated March 6, 2026, describes efforts to improve EPD quality and transparency, establish product-level GWP thresholds and address salvaged and reused products. Because the work includes ongoing technical development and future intentions, verify the applicable threshold, program rule and effective date before placing them in a contract.
