Before buying an infrastructure contractor, verify that its backlog is executable and funded, its contracts leave it with manageable cost and schedule risk, and its cash, bonding and insurance capacity can support the work. Then test those findings against customer concentration, public-budget timing and the company’s record of completing projects at the margins it originally forecast.
Start with the business the stock actually represents
An infrastructure contractor does not sell a shelf of finished products. It converts bids and contract awards into work, bills customers as milestones are reached, pays labor and suppliers before collecting much of the revenue, and absorbs the consequences when costs or schedules move against it. A reported order book can therefore grow while cash flow, margins or balance-sheet capacity deteriorate.

Your first task is to connect four parts of the filing: the backlog definition, the contract terms, the cash-flow statement and the risk factors. Read them together rather than treating backlog or earnings growth as a stand-alone investment case. The objective is to determine whether the company can complete its committed work profitably and finance the next project without excessive dilution, borrowing or dependence on a favorable claim settlement.

1. Test backlog quality, not just backlog size
Find the issuer’s definition
“Backlog” is not a standardized accounting measure. One contractor may count only signed contracts; another may include awarded work awaiting final execution, options, task orders under a master service agreement, or estimates of work that has not yet been funded. Some companies also discuss a broader “book-to-bill” or opportunity pipeline that is not backlog at all.

Locate the exact definition in the latest Form 10-K or annual report and record:
- Whether the customer has formally executed the contract.
- Whether an appropriation, grant or other funding has been approved.
- Whether the amount is a firm commitment, an option, a task order or management’s estimate.
- Whether claims, change orders and disputed amounts are included.
- How cancellations, scope reductions and project delays are removed.
- How long the company expects projects to remain in backlog before revenue is recognized.
Sterling Infrastructure’s filing illustrates the importance of this reading. It says apparent low bids are excluded until the customer formally executes the contract, and describes backlog as expected future revenue from contract commitments. It also says its backlog projects are typically completed over six to 36 months. Those are Sterling’s rules and project profile, not an industry definition or a universal completion period.
Separate committed work from conditional work
Build a schedule that divides the order book into executed and unexecuted awards, funded and unfunded work, and firm task orders versus options or work that a customer may cancel. A large framework agreement can look impressive but produce little revenue if the customer has no obligation to issue assignments. Granite’s 2025 annual report, for example, discusses master service agreements under which customers have no obligation to assign a specific amount of work and contracts that can be cancelled on short notice.
Ask whether announced projects are subject to environmental approvals, right-of-way acquisition, financing, permits, design completion or legislative appropriations. Each condition increases the distance between an announcement and collectible revenue.
Measure conversion over several reporting periods
Compare beginning backlog with revenue recognized, new awards, cancellations and ending backlog for at least three to five reporting periods. The useful question is not “How big is backlog?” but “How reliably does this company turn backlog into revenue, margin and cash?” Examine:
- Backlog-to-revenue ratio and the time required to convert it.
- New awards relative to revenue consumed.
- Projects pushed into later periods or removed from backlog.
- Gross-margin changes as older work is completed.
- Operating cash flow during periods when backlog rises.
- Contract assets and receivables created by work recognized before billing or collection.
Sterling reported backlog of $3.01 billion at December 31, 2025, compared with $1.69 billion at December 31, 2024. That is a company-specific reported figure, not an industry benchmark and not evidence by itself that future earnings or cash will rise. A rising backlog paired with weak cash conversion, growing claims or falling project margins deserves closer investigation.
| Backlog question | What to verify in the filing | Why it matters |
|---|---|---|
| Is it signed? | Execution status and treatment of apparent low bids | Unsigned awards may never become enforceable revenue |
| Is it funded? | Appropriation, grant, customer financing and release conditions | Budget delays can defer starts or reduce scope |
| Is it assignable? | Minimum customer commitment under master agreements and task-order rules | A framework can contain little guaranteed work |
| Is it profitable? | Expected margin, cost-to-complete revisions, claims and change orders | Revenue growth can conceal project losses |
| Is it collectible? | Billing terms, retention, contract assets, receivable aging and disputes | Recognized revenue does not necessarily mean cash received |
2. Understand who bears contract risk
Contract pricing determines how a surprise in labor, materials, design or schedule affects the contractor’s margin. Read the contract-mix disclosure and identify which risks can be passed through to the customer and which remain with the company.

Fixed-price exposure
Sterling describes fixed-unit-price, lump-sum and cost-reimbursable arrangements and says it typically assumes greater risk under lump-sum contracts. Labor-hour variation and material-cost terms can alter profitability even when the contract price is fixed. For each major segment, determine the percentage of revenue exposed to prices that cannot be adjusted and whether escalation clauses cover fuel, steel, cement, wages or other significant inputs.
A contractor may quote a low price to win work and expect recovery through a change order or claim. That can be legitimate, but it makes reported margin dependent on customer agreement and the timing of negotiations. Separate profit earned under the original contract from amounts recorded because management expects a claim or change order to be accepted.
Claims, change orders and estimates
Read the revenue-recognition and estimating policies, then compare original estimates with final project results. Look for changes in estimated cost to complete, unapproved change orders, pending claims, disputed invoices and reversals of previously recognized revenue. A favorable quarter may reflect one large project reaching completion or a claim being settled rather than a repeatable improvement in bidding discipline.
Granite’s 2025 annual report identifies delayed awards and work releases, project cancellations, costs incurred before payment, liquidated damages for late completion, design-build exposure and working capital tied up while claims are unresolved. These disclosures point to practical questions: How much cash is trapped in a disputed project? How long have claims remained open? Are late-completion penalties insured or contractually limited? Does management disclose the range of possible outcomes?
Subcontractor and supply-chain dependence
Identify work performed by subcontractors and the company’s exposure if a subcontractor fails, becomes insolvent or delivers late. Check retainage, back-to-back indemnities, warranty obligations and the availability of replacement capacity. Then examine labor agreements, wage escalation, material lead times and supplier concentration. A contractor can have a signed, funded project and still lose money if its subcontractor or key supplier cannot perform at the assumed price.
3. Follow earnings into cash and the balance sheet
Compare net income with operating cash flow
Start with a multi-year comparison of net income, operating cash flow and free cash flow after capital spending. Persistent earnings growth with weak or negative operating cash flow is not proof of misconduct, but it requires an explanation. Construction companies often pay labor and suppliers before billing or collecting from customers, so growth can consume cash even when accounting profit is positive.
Trace the changes in:
- Accounts receivable and the aging of overdue balances.
- Contract assets, including unbilled work and amounts recognized ahead of billing.
- Contract liabilities or customer advances.
- Retention receivable and the expected release date.
- Accounts payable, accrued payroll and subcontractor balances.
- Inventory, equipment and capital expenditure.
- Debt, lease obligations, interest expense and upcoming maturities.
- Availability under revolving credit facilities and covenant headroom.
A rise in receivables or contract assets alongside weak cash flow may indicate that project activity has not yet converted into cash. It is a signal to investigate billing terms, customer disputes and collection history; it is not, on its own, proof that revenue is overstated.

Use a cash forecast, but test its reliability
The U.S. Department of Defense acquisition rules provide a useful diligence framework even though they are government purchasing rules rather than a stock-picking formula. DFARS Part 232, section 232.072-3, states: “A contractor must be able to sustain a sufficient cash flow to perform the contract.” The section identifies balance sheets, income statements, cash forecasts, financing availability, pending claims, contingent liabilities, receivable validity, payable aging, and liquidity and leverage ratios as information that may be considered. It also says a cash forecast has limited power by itself and that reliability can be assessed by comparing a series of prior forecasts with actual cash flows.

Compare prior quarterly or annual cash-flow forecasts with the actual result, identify the assumptions that changed, and ask whether the same assumptions are embedded in the current plan. A forecast that repeatedly depends on rapid collections, claim settlements or a new credit facility is less resilient than one supported by ordinary billing and customer payments.
Check liquidity under a downside case
Construct a simple stress case using the company’s own disclosed exposure: a project starts late, a major receivable is collected one or two quarters later, material costs rise, and a claim remains unresolved. Then compare expected cash needs with cash on hand, undrawn revolver capacity, operating inflows and debt maturities. Pay attention to springing covenants, borrowing-base limits and restrictions on additional debt.
Capital expenditure can also compete with project funding. Equipment-heavy contractors may need to purchase or lease vehicles, machinery and technology before revenue is earned. Distinguish maintenance spending needed to sustain the business from expansion spending tied to a new opportunity.
4. Treat bonding and insurance as operating capacity
Surety bonds are not merely administrative paperwork. A bid bond may be required before a contract is awarded; performance and payment bonds protect the owner and suppliers during execution; maintenance bonds can extend beyond completion. The surety’s willingness to support the contractor limits how much work it can bid and perform.

Read the bond program and collateral terms
Record the aggregate surety program, unused capacity, collateral requirements, indemnity obligations and any pledged assets. Determine whether the parent, subsidiaries or shareholders must indemnify the surety. Check whether a deterioration in working capital, debt or project performance could reduce the program at renewal.
Sterling reports that bid bonds in its transportation business generally equal 5% to 10% of the bid amount. It says performance and payment bonds may be up to 100% of construction costs, while maintenance bonds are generally 1% for one to two years. These percentages describe Sterling’s disclosed practice; requirements vary by contract, jurisdiction and contractor.

Relate bonded backlog to working capital
Do not compare backlog with revenue capacity without considering the portion already bonded. A company may report attractive opportunities but lack the surety capacity, collateral or working capital to pursue them. Look for language that ties bonding capacity to capitalization, working capital, borrowing capacity, contract size, past performance, management and overall market capacity. Rising bond premiums, additional collateral requests or a reduced program can constrain growth before demand weakens.
Include insurance availability
Review workers’ compensation, general liability, professional liability, builder’s risk, pollution and cyber coverage where relevant. Ask whether premiums, deductibles or exclusions have changed and whether a major incident could exceed policy limits. Insurance may be required by a contract, so reduced availability can prevent bidding as well as increase cost.

Identify who ultimately pays
For public infrastructure contractors, revenue depends on federal, state and local budgets, agency procurement schedules, grants and appropriations. Read segment and geographic disclosures to determine how much work depends on a particular funding source or transportation agency. Sterling says its transportation business is highly dependent on the timing and amount of government-funded work and warns that shutdowns or reduced funding can affect the business.
Map the largest customers and projects by percentage of revenue, backlog and receivables. Concentration can be hidden when several agencies depend on the same federal program or when multiple contracts relate to one megaproject. A customer that is financially strong may still delay payment when its appropriation, design approval or construction phase changes.
Distinguish a master agreement from an award
Read the minimum-purchase language, termination rights and task-order process in master service agreements. If the customer has no obligation to assign a specific amount of work, count the agreement as a channel for future awards rather than committed revenue. Granite’s disclosure that some master agreements can be cancelled on short notice demonstrates why the headline contract value can overstate visibility.
Check geographic and political concentration
List the states, countries and agencies that account for meaningful work. Weather, labor rules, permitting, local competition and election-driven budget changes can affect regions differently. A contractor concentrated in one program or jurisdiction may show excellent backlog while remaining exposed to one legislative or administrative decision.

6. Read risk factors against what has already happened
Risk-factor sections are most useful when matched to evidence in recent results. For each disclosed risk, look for a corresponding line in margins, cash flow, backlog, impairments, claims, incidents or schedule changes.

Labor, materials and weather
Construction Partners’ 2025 annual report lists estimating risk, bonding, competition, public funding, debt, acquisitions, weather, labor availability and cost, supply chains, inflation, litigation, insurance and cybersecurity. Sterling discusses weather-driven schedule variation, raw-material price and availability, safety and labor rules, and environmental obligations. Compare those disclosures with overtime, wage rates, subcontractor costs, fuel or material escalation, lost days and environmental reserves.
Safety, compliance and litigation
Review recordable incidents, fatalities, regulatory notices, environmental remediation, debarment risk and open litigation. A safety event can create direct cost, delay a project, raise insurance premiums and damage the ability to win public work. Determine whether reserves cover known claims and whether management describes a plausible range of outcomes.
Acquisitions and cybersecurity
If growth depends on acquisitions, examine purchase-price allocation, earn-outs, integration costs and whether acquired backlog carries different contract terms. For cybersecurity, look for disclosed incidents, customer notification obligations, system downtime and insurance coverage. Digital disruption can affect estimating, payroll, billing and project controls even when physical construction continues.

1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems7. Compare contractors on consistent axes
When reviewing several companies, use the same questions and periods. A single backlog or earnings-growth number can reward a contractor for taking more risk rather than creating more value.
| Axis | Evidence to collect | Interpretation |
|---|---|---|
| Backlog quality | Executed versus unsigned work, funded status, conversion, cancellations and timing | Measures visibility and how much of the order book is genuinely committed |
| Contract economics | Fixed-price share, escalation protection, project margins, claims and change orders | Shows who bears cost and schedule surprises |
| Cash resilience | Operating cash flow versus earnings, receivables, contract assets, liquidity and maturities | Shows whether growth can be financed without stress |
| Capacity | Surety program, collateral, indemnities, insurance, equipment and labor | Defines how much work the company can bid and perform |
| Demand mix | Public/private share, agency and geographic concentration, master agreements | Reveals dependence on budgets, customers or regions |
| Execution record | Loss projects, claims, delays, safety, compliance and forecast accuracy | Tests whether management’s estimates have proved reliable |
No universal threshold for a “safe” backlog, leverage ratio or cash-conversion rate is established by the available filings. Compare each company with its own history, peers with similar contract mixes and the funding conditions in its markets. A ratio that is normal for a rapidly growing, equipment-intensive contractor may be unsuitable for a low-capital, cost-reimbursable business.
8. A filing-based review workflow
- Collect the newest documents. Start with the latest annual report, quarterly filing, earnings release, debt agreement disclosures and surety or insurance discussion. Facts such as backlog, bond capacity and funding mix change, so do not rely on an old annual report.
- Write down the definitions. Copy the company’s backlog, revenue-recognition, contract-asset and free-cash-flow definitions into your notes. Mark any non-GAAP measure and its reconciliation.
- Build a backlog bridge. Reconcile beginning backlog, new awards, revenue recognized, cancellations, scope changes and ending backlog. Label every item as executed, funded, optional or estimated.
- Map contract risk. Estimate the mix of fixed-price, unit-price, cost-reimbursable and design-build work. For each major project, note escalation clauses, schedule obligations, claims and change orders.
- Reconcile profit to cash. Compare net income with operating cash flow and explain changes in receivables, contract assets, retention, payables and customer advances.
- Stress liquidity. List cash, undrawn credit, covenant limits, debt maturities, leases and expected capital spending. Test a delayed collection and a project-cost overrun using disclosed amounts where possible.
- Check bonding and insurance. Record program limits, bonds already outstanding, collateral, indemnity and renewal conditions. Ask whether the stated backlog would consume available capacity.
- Map customers and funding. Identify the largest agencies, private customers, projects, programs and geographies. Separate master agreements from binding task orders and identify appropriation or grant dependencies.
- Audit the risk factors. For every major risk, find a recent operating or financial indicator. Escalate risks that appear in both the filing and the results.
- Compare peers on the same dates. Use consistent definitions and periods, and mark “not stated” where a company does not disclose a comparable value rather than filling the gap with an estimate.
9. Warning signs that deserve a deeper explanation
- Backlog rises sharply while operating cash flow falls or contract assets and receivables expand.
- New awards depend on unsigned, unfunded or cancellable work that is presented alongside committed backlog.
- Margins improve mainly because a claim, change order or one large project is recognized.
- Cost-to-complete estimates are revised repeatedly, especially late in a project.
- Customers delay awards, release work in smaller increments or invoke termination rights.
- Sureties require more collateral, reduce the program or limit new bids.
- Debt maturities or covenant tests arrive before expected project collections.
- Insurance premiums, deductibles or exclusions rise after claims or safety events.
- Management’s cash forecasts repeatedly exceed actual cash generation.
- One customer, agency, project or public program dominates revenue and backlog.
None of these signals is an automatic sell decision. Each can have an ordinary explanation, such as a deliberate growth investment, a seasonal billing pattern or a temporary government shutdown. The investment question is whether management identifies the cause, quantifies the exposure and has enough liquidity and contract protection to absorb it.
What this checklist can and cannot tell you
This process evaluates execution and financial resilience; it does not produce a valuation or a buy recommendation. The filings are issuer disclosures and do not independently validate management’s forecasts. Contract practices, bond percentages, funding mixes and project durations differ by company and geography. Treat the Sterling, Granite and Construction Partners examples as illustrations of disclosures to look for, not as industry-wide norms.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →A contractor with a smaller but signed, funded backlog, disciplined estimates and dependable cash conversion may be more resilient than one reporting a much larger pipeline of optional or claim-dependent work. Conversely, a temporary cash outflow may be sensible when it finances profitable, well-protected projects and the balance sheet can withstand the collection cycle. Your conclusion should rest on the quality and financing of future work, not on backlog size alone.
