Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →There is no universal shutdown rule. A data centre’s outcome depends on the local water authority, the site’s permits and supply contracts, the severity and duration of the restriction, and the facility’s cooling and water-reuse systems. A utility may limit or refuse a connection, or impose operating conditions, while the operator reduces cooling demand, changes cooling modes, substitutes recycled water, or reuses more of its process water. Those measures can increase energy use, capital cost, maintenance and operational risk, so the response has to be designed before a drought or supply interruption occurs.
What a water restriction can mean in practice
“Water restriction” is not one technical condition. It can range from a planning authority warning that a proposed connection may not be available, to a utility reducing pressure or limiting non-essential consumption, to a permit condition that caps abstraction or discharge. The first question is therefore which authority issued the restriction, what source and use it covers, and how long it is expected to last.

For a live facility, the immediate effects may include a lower cooling-water allowance, a ban on using potable water for a process that could use another source, tighter discharge limits, or a requirement to demonstrate contingency supplies. If the available cooling system cannot reject the IT heat load under those conditions, the operator may have to reduce equipment load, move workloads to another site, or shut down affected halls. None of those outcomes is automatic: they follow from the site’s engineering margins and its legal and commercial arrangements.

In an evaporative system, heat from servers passes through one or more water loops and is ultimately rejected at a cooling tower. Evaporation removes heat, while blowdown prevents dissolved minerals from concentrating. The tower therefore needs a continuing supply of makeup water and a permitted route for the resulting wastewater. The U.S. Department of Energy’s Federal Energy Management Program (FEMP) describes this chain and the relationship between cooling-tower consumption, IT heat load and heat-removal efficiency in its guidance from 9 January 2019: Cooling Water Efficiency Opportunities for Federal Data Centers.

Dry coolers reject heat to air rather than evaporating water. Hybrid systems can choose between dry and evaporative modes. Direct liquid cooling can keep water in a closed equipment loop, but the building may still use water in heat rejection, humidification, treatment, fire protection, sanitation or other services. “Closed loop” describes a particular circuit, not necessarily the whole site.
Can a utility refuse a data-centre water connection?
In the United Kingdom, the government has explicitly said that a water company is not obliged to supply cooling water to a data centre. In a written answer published on 15 July 2026, Minister Emma Hardy stated: “Water companies do not have to supply water to cool data centres.” The same answer says a connection may be refused when sufficient resources are unavailable and points to non-potable supplies, efficiency, recycling, reuse and early coordination with the proposed supplier: UK Parliament written answer 17929.
That is a UK policy statement, not a worldwide rule. Elsewhere, the relevant water utility, environmental regulator, municipality, basin authority or permit issuer may apply different tests. A developer should obtain written confirmation of available flow, pressure, water quality, drought-stage restrictions, wastewater capacity and emergency conditions before committing to a cooling design. A letter saying that a connection is technically possible is not the same as a guarantee that the source will remain available during a severe event.

How large is the local impact?
National percentages can hide a concentrated catchment problem. The UK government’s answer of 17 September 2026 characterised data-centre use as likely to be less than 1% of national water demand, while warning that local impacts may be significant, particularly at peak demand: UK Parliament written answer 27763. “Less than 1%” is a national-demand characterization, not a guarantee that a particular river basin or treatment works has spare capacity.

An Australian Government consultation paper estimated that data centres used 5.5 gigalitres for cooling in 2025, around 0.04% of Australia’s total industrial water use. It also cautioned that concentration in one catchment or supply system can increase local effects: Getting it right: Building AI infrastructure that works for Australia. That Australian annual volume and industrial denominator cannot be compared directly with the UK national-demand percentage; they describe different countries, years and measures.
Cooling choices and their water consequences
The right comparison is the whole heat-rejection system, not the label on one component. Water source, evaporative dependence, energy, maintenance, retrofit difficulty and the actual IT heat load all matter.
| Approach | Water behaviour | Restriction response | Trade-offs and limits |
|---|---|---|---|
| Evaporative cooling tower | Uses makeup water for evaporation and blowdown; consumption rises with heat load and operating conditions. | Reduce load, tighten tower control, increase cycles of concentration where water chemistry permits, reuse treated blowdown, or substitute a non-potable source. | Usually efficient in hot conditions, but depends on source reliability, water quality and discharge capacity. |
| Dry or air-side cooling | Little or no evaporative water for heat rejection during suitable conditions. | Operate in dry mode, subject to outdoor temperature and equipment limits. | May require more fan or mechanical energy and can lose capacity in hot weather. |
| Hybrid cooling | Switches between dry and evaporative operation. | Reserve water for the hottest hours and run dry when conditions allow. | More controls and equipment; the water-saving result depends on climate and setpoints. |
| Direct liquid cooling | Can keep coolant in a closed loop at the IT equipment; the facility may still consume water at the heat-rejection plant and for other uses. | Protect the closed loop, then address the separate heat-rejection and building-water systems. | Not automatically water-free; retrofit, compatibility and maintenance requirements vary. |
Microsoft reported that its fleet’s average water usage effectiveness (WUE) fell from 2.3 litres per kilowatt-hour to 0.27 litres per kilowatt-hour in 2025, describing this as a nearly 90% improvement since the early 2000s. Those are Microsoft-reported fleet figures, not an independent sector average. Its account also says some direct-to-chip, closed-loop designs do not evaporate water for cooling during operation, while direct-air systems use water only in hotter conditions and some sites use recycled, reused or non-potable sources: Inside Microsoft’s two-decade push to cut water intensity while scaling for growth. The examples show what a design can achieve, not what every data centre will achieve.

A practical response plan for an operating facility
1. Confirm the restriction and the clock
Obtain the utility notice, permit direction or drought-stage declaration. Record the affected source, allowed uses, flow limit, quality requirement, start date, review date and escalation trigger. Ask whether the restriction applies to normal operation, testing, construction commissioning, or all three. Do not infer a shutdown date from a general public announcement.

2. Reconcile the water balance
Measure makeup, evaporation, blowdown, leakage, treatment reject and non-cooling uses separately. Compare the measured profile with the IT heat load and weather conditions. Identify the minimum flow needed for safe operation and the point at which water quality, basin temperature or treatment capacity becomes unsafe. A single monthly meter reading cannot reveal a peak-hour constraint.
3. Protect the cooling envelope
Review server inlet-temperature and humidity limits, aisle containment, fan control, pump sequencing and tower approach temperature. FEMP recommends correcting overly conservative temperature or humidity settings, improving hot- and cold-aisle airflow management, using air-side economizing where suitable and optimising tower operation. Change one control at a time, verify conditions at the rack inlet, and retain an approved rollback setting.
4. Reduce avoidable demand
IT load is the largest driver of heat that the cooling plant must reject. Consolidate lightly loaded equipment, defer non-critical batch work, raise utilisation of efficient hardware and shift workloads to a site with available capacity when contracts and latency requirements allow. These actions reduce cooling demand without pretending that filtration alone saves water.
5. Reuse or substitute water
Evaluate treated wastewater, reclaimed water, rain-derived storage and other non-potable sources with the utility and the water-treatment engineer. Singapore illustrates the importance of source choice: its Ministry of Sustainability and the Environment said in a parliamentary reply dated 26 February 2026 that “Most of the water supplied to data centres is met through the supply of NEWater instead of freshwater sources.” That statement describes Singapore’s system and does not establish that the same source is available elsewhere: Singapore Ministry of Sustainability and the Environment parliamentary reply.

6. Treat blowdown where the economics work
FEMP notes that reverse osmosis applied to cooling-tower blowdown can produce permeate suitable for reuse as tower makeup. It also warns that the arrangement adds energy demand, operating cost and maintenance, and creates a reject stream that still needs management. A side-stream filter can restore efficiency in a fouled system, but filtration by itself does not reduce facility water use unless cooling demand or operating practice changes as well.
7. Escalate in controlled stages
Set pre-agreed triggers for dry-mode operation, non-essential load reduction, workload migration, temporary storage or generator testing changes, and finally controlled shutdown of defined halls. Each trigger should name the responsible person, the verification measurement and the safe recovery sequence. A staged plan is safer than waiting until tower basins, treatment skids or water pressure are already outside their operating limits.

Reserve more than one water path
During concept design, map potable, recycled and other non-potable sources separately. Provide isolation, backflow protection, sampling points and treatment capacity for the quality actually promised by each source. A nominally redundant pipe is not useful if the alternate water fails the cooling chemistry specification or cannot be discharged legally.
Leave room for future cooling changes
Allow structural loads, plantroom space, electrical capacity and controls for hybrid or dry heat rejection, additional treatment, storage tanks and heat exchangers. The best retrofit opportunity is often lost when a building is packed around a single cooling tower arrangement. Construction documents should identify which equipment can be added without taking a live hall offline.

Coordinate water and energy models
Reducing evaporation may require more fans, compressors, pumps or treatment. Compare annual and peak electricity, water volume, carbon, maintenance and failure consequences together. A design with the lowest nominal litres per kilowatt-hour may not be the most resilient if it cannot maintain safe temperatures during the local summer peak or a grid constraint.
Make monitoring part of the works
Specify submeters for each cooling loop, makeup source, blowdown route and major non-cooling use. Integrate flow, conductivity, temperature, pressure and weather data into alarms and operating dashboards. Microsoft says its own audits use weather and operational data; that is an operator example, but it shows why a facility needs more than a single site meter to connect water use with heat load and conditions.
Common failure modes and corrective actions
| Symptom | Likely cause | Practical check |
|---|---|---|
| Water use remains high after a restriction | Cooling demand, setpoints or tower cycles were not changed; a leak or uncontrolled blowdown may also exist. | Reconcile submeters against heat load, conductivity control and make-up flow; inspect valves and level controls. |
| Non-potable source cannot be used | Quality, treatment or backflow requirements were not designed for the source. | Obtain a laboratory profile, confirm the cooling-water specification and verify treatment and discharge permits. |
| Dry mode trips during a heat wave | Outdoor conditions exceed the dry cooler’s capacity or the control sequence changes modes too late. | Run a weather-based capacity study, test automatic changeover and define a controlled load-reduction trigger. |
| Reverse-osmosis project saves less water than expected | Recovery, reject handling, fouling or maintenance downtime was overstated. | Model recovery and reject volumes with actual blowdown chemistry, then include energy, consumables and operator time. |
| Closed-loop liquid cooling is assumed to solve the site’s water problem | The heat-rejection plant, humidification, sanitation or fire systems still use water. | Draw a whole-facility water balance rather than counting only the IT coolant loop. |
What policy changes may require from new projects
Governments are moving toward expectations on efficiency, resilience and reporting, but proposals are not automatically law. The Australian September 2026 consultation discusses minimising water use, operational resilience, reporting and infrastructure costs for AI infrastructure. Its consultation questions should be treated as policy development, not as agreed minimum requirements binding every existing facility.
For a project team, the prudent approach is to document the proposed source, peak and annual demand, drought operating modes, alternate supplies, discharge route, monitoring plan and cost of each resilience measure. Submit those assumptions to the water and wastewater supplier early, as the UK government recommends, and obtain written responses before planning, procurement and construction decisions become difficult to reverse.
How to judge whether a facility can stay online
Use five tests rather than a single water-use number:
- Source: Is an authorised supply available, and can it meet the required flow and quality during the restriction?
- Cooling dependence: How much of the heat load requires evaporation, and what capacity remains in dry or hybrid modes?
- Local resilience: Can the site operate safely for the restriction’s stated duration, including a hot-weather peak and a treatment-system failure?
- Energy and cost: What additional electricity, treatment, maintenance and capital are needed to reduce freshwater use?
- Execution: Can operators implement the mode change, workload reduction or water substitution without breaching equipment warranties, permits, safety rules or service-level commitments?
If any answer is unknown, the project does not yet have a defensible drought operating plan. The remedy is better site evidence, not an assumption that a particular cooling label guarantees continuity.
The construction takeaway
Water restrictions turn a data-centre project into a combined utility, mechanical, electrical, controls and permitting problem. A connection can be refused, curtailed or made conditional; a national water share can look small while a local catchment is under stress; and a water-saving retrofit can trade litres for energy, treatment complexity or reduced peak capacity. Resilient projects secure the source early, measure the whole facility, provide more than one cooling mode or water path where justified, and rehearse staged operating changes before the restriction arrives.
