Mass timber construction is not governed by one universal rule. In the United States, the starting point is the locally adopted building and fire code, often based on the 2024 International Building Code (IBC) and 2024 International Fire Code (IFC). The project’s jurisdiction, adopted edition, amendments, occupancy, construction type, height, structural design and fire-protection strategy determine the enforceable requirements. Insurers apply a separate underwriting process that can examine fire, water damage, durability, repairability and business-interruption exposure beyond minimum code compliance.
For a real project, the owner, architect, structural and fire-protection engineers, contractor, authority having jurisdiction (AHJ) and insurance broker should establish the applicable code text and written insurance conditions before design is finalized. The model-code provisions described here are a technical baseline, not a substitute for the law adopted at the project location.

Start with the jurisdiction, adopted edition and project facts
The first compliance question is not “Is mass timber allowed?” It is “Which code has this jurisdiction adopted, with what amendments, for this building?” The 2024 IBC is an ICC model code. It becomes enforceable only when a state, province, territory, municipality or other authority adopts it, sometimes with substantial amendments. A jurisdiction may still use an earlier edition or a locally modified text.

- Identify the legal jurisdiction and the AHJ responsible for plan review and inspections.
- Record the adopted IBC and IFC editions and every local amendment that affects Type IV construction, fire protection or construction operations.
- Classify occupancy, height, area, number of stories and mixed-occupancy conditions before selecting a Type IV subtype.
- Define which elements are mass timber, which are noncombustible, and which will receive protection or encapsulation.
- Establish the construction schedule, temporary fire-protection sequence and insurance period from demolition through completion and occupancy.
A code consultant can prepare a written applicability matrix, but the AHJ’s interpretation and approval control the permit. Do not treat a manufacturer’s system description or a generic “mass-timber compliant” claim as a legal determination.
How the 2024 IBC treats mass timber
Type IV is a family of construction types
The 2024 IBC places mass-timber provisions in Type IV construction. Type IV uses mass-timber or noncombustible building elements with required fire-resistance ratings. The rating may be supplied by the mass timber, by noncombustible protection, or by a combination, subject to the applicable code section and referenced test or calculation methods. A project therefore cannot be approved merely because it uses a product commonly called mass timber.
Type IV-A, IV-B and IV-C have different protection and detailing requirements. The applicable subtype depends on the building’s height, element, assembly and design conditions. The table below identifies the decisions that must be documented; it does not replace the adopted code tables.

| Code decision | What must be established | Why it matters |
|---|---|---|
| Type IV subtype | Whether the design qualifies as Type IV-A, IV-B, IV-C or another permitted classification in the adopted edition | Subtype changes required protection, allowable exposure and detailing. |
| Building height and stories | Height, story count and any height increases or reductions allowed by the adopted code | Protection, shaft, enclosure and construction-phase provisions are tied to height and stories. |
| Structural elements | Columns, beams, floors, roofs, load-bearing walls and connections, including penetrations | Each element and assembly must achieve the required fire-resistance rating by an approved method. |
| Protection layer | Which rating is supplied by timber, gypsum or another noncombustible protection system, or both | Protection thickness, continuity, attachment and damage resistance affect the approved rating. |
| Referenced products | For cross-laminated timber where referenced, conformity with ANSI/APA PRG 320 | Material conformity is one part of the code pathway; it does not by itself approve the whole assembly. |
Fire-resistance ratings apply to assemblies, not a marketing label
Fire-resistance ratings are assigned to building elements and assemblies using the methods and criteria referenced by the adopted IBC. The design team must coordinate structural fire design with protection layers, joints, connections, penetrations, service openings and inspection requirements. A rated floor or wall can be compromised by an unapproved penetration, discontinuous protection or a connection detail that was not included in the tested or calculated assembly.

Construction documents should identify the rating required for every relevant element, the calculation or test basis, the protection material and thickness, installation details, inspection hold points and any permitted repair procedure. Keep the structural engineer, fire-protection engineer, architect and specialty subcontractors working from the same assembly schedule.
Exterior walls, concealed spaces and enclosures
The Type IV provisions address more than the exposed face of a timber beam. They include exterior-wall protection, concealed spaces and the materials or protection used for shaft and elevator-hoistway enclosures and exit enclosures. The exact treatment depends on the Type IV subtype, building height and assembly condition.
Do not reduce the code to “all mass timber must be fully encapsulated.” Some code pathways prescribe protection in particular locations while allowing specified timber exposure in others. Conversely, an exposed surface that appears acceptable in one subtype or height category may not be permitted in another. Review the adopted chapter and the complete wall, floor, shaft and exit details together.

ICC’s 2024 IFC committee-hearing material includes Section 3312 provisions for certain Type IV-A, IV-B and IV-C buildings designed above six stories. The provisions address standpipes, an approved water supply and sequencing for installing required noncombustible protection and exterior-wall coverings. Because the cited document is code-development material rather than proof of every jurisdiction’s enacted text, the contractor and design team must verify the final adopted IFC language and local amendments with the fire official.
Build a written site fire-safety plan
The plan should be prepared before combustible structural work begins and updated as the sequence changes. Coordinate it with the owner, general contractor, fire-protection professionals, emergency responders and AHJ. At minimum, document:
- Access routes, fire-department connections, staging areas and unobstructed emergency access.
- When temporary or permanent standpipes, hose valves, water supplies, alarms and sprinklers will be installed, tested and placed in service.
- Daily housekeeping, removal of sawdust and packaging, hot-work permits, smoking controls and ignition-source management.
- Storage limits and separation for timber, insulation, fuels, cylinders, chemicals and waste.
- Protection of installed timber from weather, water intrusion, impact and unauthorized alteration.
- Night, weekend and shutdown procedures, including patrols, monitoring and emergency contacts.
- Fire-watch duties, evacuation procedures, incident reporting and coordination with the local fire department.
Sequence the work so required protection and exterior-wall coverings are installed as early as the adopted code and approved plans require. A schedule that leaves large areas of timber exposed after other trades have moved on can create an insurance and permitting problem even if the final design is code-compliant.

Canadian projects must therefore verify the full 2025 code, the province or territory’s adoption date and any local amendments. Requirements may differ between jurisdictions, and an adopted provincial or territorial code—not the federal publication date alone—determines what the AHJ can enforce. The same practical discipline applies: classify the building, document the protection strategy, plan the construction sequence and obtain written acceptance of temporary safeguards.

Building codes primarily establish minimum life-safety and construction requirements. Insurance underwriting asks a broader financial question: how severe could a loss be, how likely is it, how quickly can the building be repaired and how much business interruption could follow? An insurer may require controls that exceed the minimum code, and code compliance does not guarantee coverage, a particular deductible or a favorable premium.
| Underwriting concern | Questions an insurer or broker may ask | Evidence to prepare |
|---|---|---|
| Fire and smoke loss | How are timber elements protected, detected and separated? What happens during construction? | Rated assembly schedule, fire strategy, sprinkler and alarm design, fire-safety plan and inspection records. |
| Water damage | How will leaks, freeze events, sprinkler discharge and weather exposure be detected and contained? | Temporary weatherproofing, leak detection, shutoff procedures, drying response and post-loss protocols. |
| Durability | Can moisture, ultraviolet exposure, biological decay or repeated wetting affect performance? | Moisture-management details, delivery and storage procedures, surveys and maintenance plan. |
| Repairability | Can damaged members be inspected, dried, removed or replaced without prolonged shutdown? | Access details, replacement methodology, spare-material strategy and repair responsibilities. |
| Business interruption | How long could a fire or water event stop operations, and are alternate premises available? | Critical-path schedule, recovery plan, dependencies, values at risk and requested limits. |
| Construction controls | Who controls hot work, security, fire watch, housekeeping and changing site conditions? | Contractor qualifications, permits, inspection logs, security plan and responsibility matrix. |
The UK Government’s 2025 timber-in-construction roadmap describes property damage, water damage, durability, repairability and time to restore business function as insurer and warranty-provider concerns. That is policy context, not a U.S. insurance mandate. Swiss Re commentary similarly argues for differentiated assessment of timber projects and discusses engineered fire protection, escape routes, load-bearing stability, separation between buildings and lightning protection. Its author, Franco Ciamberlano, wrote: “Even though I’m not yet ready to issue a carte blanche to all timber constructions, I do think the insurance industry needs to adopt a more differentiated stance regarding the use of wood in construction.” This is an insurer-industry opinion, not a code rule, quantified safety conclusion or coverage promise.
Obtain written insurance terms early
Before construction starts, the owner and broker should ask prospective insurers for written requirements covering the construction period and the completed occupancy. Confirm the policy form, limits, deductibles, exclusions, valuation basis, sublimits, water-damage conditions, hot-work rules, inspection rights, security requirements, builder’s-risk terms, delay or business-interruption coverage and any conditions that must be maintained after occupancy.

Ask whether the insurer requires specific fire-engineering documentation, independent inspections, moisture monitoring, temporary protection, a minimum separation distance or notification before design changes. A broker’s verbal assurance is not a substitute for the issued policy and endorsements. No universal mass-timber premium, mandatory insurance form or guaranteed market availability is established by the model codes or the sources cited here.
How to compare two mass-timber design pathways
When evaluating exposed timber, greater encapsulation, a different Type IV subtype or an alternate structural system, compare the same decision points for both proposals:
| Comparison axis | Documentation to place side by side |
|---|---|
| Jurisdiction | Adopted building and fire-code editions, amendments and AHJ interpretations. |
| Classification | Type IV subtype, occupancy, height, story count, area and mixed-use conditions. |
| Fire resistance | Required rating for each element and the proposed split between timber and protection layers. |
| Compartmentation | Exterior walls, concealed spaces, shafts, elevator hoistways, exit enclosures and penetrations. |
| Construction sequence | Standpipes, water supply, temporary protection, weather management, fire watch and inspection milestones. |
| Insurance | Property, water, durability, repairability, security and business-interruption requirements in writing. |
There is no evidence-based universal ranking of these pathways. The better choice is the one that can be approved in the actual jurisdiction, built and inspected as designed, protected during construction and insured on acceptable written terms.
A practical approval workflow
- Set the code basis. Obtain the jurisdiction’s adopted editions, amendments and effective dates from the AHJ.
- Classify the building. Confirm occupancy, height, stories, area, construction type and Type IV subtype.
- Map every assembly. List columns, beams, walls, floors, roofs, connections, penetrations, exterior walls and enclosures with required ratings.
- Select the rating method. Document tests, calculations, protection layers, installation tolerances and inspection criteria.
- Coordinate disciplines. Reconcile architectural, structural, fire-protection, mechanical and electrical penetrations before permit submission.
- Prepare construction safeguards. Sequence standpipes, water supply, alarms, sprinklers, protection and exterior coverings; obtain fire-official review.
- Engage insurance markets. Give brokers the drawings, fire strategy, schedule, values, site controls and recovery plan, and request written conditions.
- Control field changes. Require approval for substitutions, exposed areas, penetrations, protection damage and sequence changes.
- Inspect and document. Retain delivery records, product certifications, moisture readings, fire-watch logs, protection inspections and authority approvals.
- Close out deliberately. Provide as-built assemblies, maintenance instructions, testing records, emergency plans and insurer-required certificates before occupancy.
Common failure modes and corrective actions
- Using the 2024 IBC as if it were automatically law. Corrective action: verify local adoption and amendments with the AHJ.
- Treating all mass timber as one category. Corrective action: identify the Type IV subtype, height and element-specific provisions.
- Counting only the timber member’s rating. Corrective action: review protection layers, connections, penetrations, exterior walls, concealed spaces and enclosures as complete assemblies.
- Leaving construction fire planning until the final inspection. Corrective action: approve the site fire-safety plan and sequence temporary systems before combustible work begins.
- Assuming code approval guarantees insurance. Corrective action: obtain insurer requirements and endorsements in writing during design.
- Ignoring water and durability exposure. Corrective action: specify weather protection, moisture monitoring, leak response, drying and repair procedures.
- Relying on a code-development document without checking enactment. Corrective action: confirm the final adopted IFC or Canadian code text and local amendments.
What to keep in the project record
A defensible file should contain the adopted-code matrix, AHJ correspondence, approved plans, fire-resistance calculations or test reports, product certifications, Type IV classification analysis, fire-protection and egress plans, construction-phase fire-safety plan, standpipe and water-supply records, inspection reports, moisture and weather logs, change orders, insurer requirements, policy endorsements and closeout documents. These records help demonstrate compliance and give an insurer or future repair team the information needed to evaluate a loss.
The 2024 International Building Code is a useful reference for understanding the U.S. model-code framework, but purchasing or consulting that edition does not establish the law for a particular site. Always pair it with the jurisdiction’s adopted text and the written direction of the AHJ.
