What Facilities Should a Modern Leisure Centre Include?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A modern leisure centre should provide a welcoming, accessible base for the activities its local community will actually use. In most UK projects, the core brief includes a visible reception, inclusive changing and toilets, water space, health and fitness provision, and at least one flexible activity area. Depending on demand, site and budget, the centre may add a multi-purpose sports hall, group-cycling studio, community room, café, social space and links to outdoor activity.

There is no universal room list. Sport England describes a combined leisure provision as typically bringing together a swimming pool, sports hall and health-and-fitness facilities, while its Community Leisure Hub is an illustrative concept rather than a mandatory template. The right mix must be tested against local demand, accessibility, programme, capital funding and the long-term operating model.

Start with the community, not a standard checklist

The first question is not “How many rooms can fit on the site?” It is “Which activities, users and services must this centre support, and when?” A centre serving school swimming, lane swimmers, families, clubs and older residents will need a different layout from one focused on fitness, court sports and community wellbeing.

Sport England’s guidance says there are many potential combinations of facilities depending on community needs. Its combined-centre approach commonly joins a pool, sports hall and health-and-fitness facilities, but those elements can be scaled, combined or omitted when the evidence supports another solution.

Plan the building and its operating model together. Opening hours, staffing, cleaning, lifeguarding, storage, maintenance, energy use, programme income and community access all affect whether a room is useful in practice. A facility that looks complete on a plan can underperform if it cannot be staffed, programmed or maintained within the available budget.

The core facilities most modern centres need

Welcoming entrance, reception and orientation

Put the entrance where it is easy to find from the main approach, car drop-off, cycle routes and pedestrian paths. Reception should give staff a clear view of arrivals and provide space for information, bookings, membership queries and safeguarding procedures. The route from the door to reception, changing rooms, pool, fitness areas and halls should be legible without relying on staff directions.

Use consistent signs, readable contrast, intuitive symbols and uncluttered circulation. Sport England’s accessibility guidance treats wayfinding and signage as part of an inclusive facility, not an afterthought. Where the site allows, connect the entrance to active-travel routes and outdoor spaces rather than designing the centre as an isolated car-park destination.

Accessible changing rooms and toilets

Provide changing and toilet accommodation that works for wet and dry activities, different ages, privacy needs and people who require assistance. The brief may include individual accessible changing rooms, assisted-changing provision, family facilities, lockers, showers and direct routes to the pool or sports areas.

Sport England’s Accessible and inclusive sports facilities (AISF) guidance covers external and internal areas, changing and toilets, wayfinding, emergency evacuation, consultation, and operation and management. It replaces earlier guidance on accessible sports facilities and access for disabled people. Exact dimensions, fittings and quantities must be confirmed against current standards, user consultation and the project’s local approvals; the guidance does not provide a single universal fit-out for every centre.

Water space

A pool can support several programmes at once or at different times: recreational swimming, fitness lane swimming, lessons, club training, water aerobics and children’s water play. The pool type and size should follow those uses, not an assumed competition specification.

Sport England describes a community pool as often 20 metres or less, while noting that a 25-metre pool can also be community-focused when local use rather than competition is the priority. Do not treat either length as a universal requirement. Consider lane width, depth changes, teaching areas, spectator needs, movable floors or other flexibility only where the programme and business case justify them.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Water space also requires substantial support infrastructure. Include poolside storage, accessible access into the water, first-aid provision, staff observation points, showers and changing routes, water-treatment plant, chemical storage, ventilation, plant access and maintenance zones. The pool’s operating plan should cover lifeguarding, cleaning, testing, school and club bookings, public sessions and contingency arrangements for plant outages.

Health and fitness suite

A fitness suite commonly combines cardiovascular equipment, resistance machines, free weights and functional-training space. Zone the room so that beginners, experienced users, older adults and people with disabilities can train safely without one group excluding another. Sightlines, acoustic control, floor loading, equipment circulation and access to storage matter as much as the equipment list.

Sport England’s Community Leisure Hub concept illustrates options ranging from a compact 50-station suite to more than 120 stations. Those figures describe possible concept layouts, not a standard for every project. Size the suite from local membership assumptions, peak-time demand, class programming, staffing and replacement costs. A smaller, well-programmed room can be more viable than a large room that is expensive to heat and equip.

Flexible activity rooms

Adaptable studios can host group exercise, low-impact wellbeing sessions, dance, martial arts, rehabilitation, children’s activities and community programmes. A robust floor, acoustic separation, mirrors or sprung surfaces should be specified only when the intended programme needs them. Movable storage and neutral layouts allow the same room to earn use across the day.

When demand is uncertain, an adaptable room may be a better investment than several specialist rooms with limited bookings. That decision should be tested through local consultation and an operating case, including changeover time, cleaning and storage requirements.

When a sports hall is the right addition

A multi-purpose sports hall can support badminton, basketball, netball, volleyball, indoor football, school use, club competition, community events and non-sport activities. The hall should be planned around the priority sports and their governing-body requirements rather than a generic rectangle.

Sport England reports a revised four-court hall size of 34.5 by 20 metres, replacing 33 by 18 metres. Its guidance says halls intended to deliver governing-body-compliant community participation through to club competition need to be 34.5 by 20 metres or larger. This is a guidance-specific dimension, not a blanket requirement: confirm the target level, run-off, ceiling height, lighting, floor, acoustics, line markings and equipment storage with the relevant governing bodies and design team.

Provide generous, secure storage close to the hall. Without it, goals, nets, mats and seating occupy circulation routes and reduce usable programme time. Consider acoustic separation from fitness studios and community rooms, impact-resistant finishes, glare control and a layout that permits simultaneous court use where the business case supports it.

Optional facilities that can increase community value

Group-cycling or specialist studios

A dedicated group-cycling studio can improve class scheduling and protect the flexibility of a general studio, but it adds fit-out, ventilation, cleaning and equipment-replacement costs. Include one when projected demand and the operating plan show that classes cannot be delivered effectively in a shared room.

Social space and café

A café, informal seating or a small social hub can make the centre useful before and after activities. It may support parents waiting for lessons, older users attending social programmes and visitors combining exercise with refreshments. Test the proposal against local demand, staffing, catering regulations, partnerships and opening hours. A café that cannot trade at a sustainable scale may be better replaced by flexible seating and vending.

Community room or partner space

A bookable community room can host health advice, clubs, meetings, wellbeing groups and services delivered by partner organisations. Sport England’s Community Leisure Hub concept includes social and community provision as complementary space. Decide whether rooms will be managed directly, hired to partners or shared with services such as schools and health providers; each model affects security, storage and access control.

Outdoor connections

Where the site permits, connect the centre to walking and cycling routes, parks, outdoor courts or informal activity areas. Covered cycle parking, safe pedestrian approaches, seating and visible links to outdoor space can widen participation without adding large internal floor areas. Outdoor provision should be planned with the same attention to accessibility, lighting, maintenance and safeguarding as indoor space.

How to choose between facility options

Decision axis Questions to answer What it can change
Local programme and demand Will the centre prioritise lessons, lane swimming, clubs, school use, court sports, classes, informal activity or community services? Pool configuration, hall size, studio numbers, opening hours and storage.
Inclusion and access Can children, older people, disabled users, families and people needing privacy use the building independently or with appropriate support? Changing provision, entrances, routes, equipment, signage and evacuation planning.
Capacity and flexibility How many activities must run at once, and can rooms change use without lengthy resets? Room dimensions, movable equipment, acoustics, circulation and booking capacity.
Capital and operating cost What are the construction, energy, staffing, cleaning, maintenance, replacement and lifecycle costs? Pool depth and plant, fitness-suite scale, café viability, specialist rooms and sustainability measures.
Partnerships and connections Can schools, clubs, health services, outdoor facilities or community groups share the building? Access control, storage, shared rooms, booking systems and external links.

A practical planning process

  1. Define the catchment and users. Map population needs, existing facilities, school and club demand, travel patterns, barriers to participation and likely peak periods.
  2. Set the programme before drawing rooms. Translate demand into sessions: swimming lessons, public swim, lane capacity, fitness classes, court bookings, community use and unprogrammed time.
  3. Test facility combinations. Compare a pool-led centre, a sports-hall and fitness-led centre, and more flexible shared-room options. Record what each can deliver simultaneously.
  4. Consult inclusively. Involve disabled users, carers, children and young people, older people, clubs, schools, staff and local partners. Use the AISF guidance to test external routes, internal layouts, changing, toilets, signage and evacuation.
  5. Develop the operating case. Model staffing, lifeguarding, cleaning, energy, maintenance, equipment renewal, programme income, subsidies, opening hours and downtime.
  6. Check technical and regulatory requirements. Confirm planning, building control, fire safety, health and safety, water-treatment, accessibility and governing-body requirements with qualified professionals and current local authorities.
  7. Protect future flexibility. Allow for accessible routes, plant replacement, equipment changes, additional storage and reprogramming without major structural work.

Common mistakes and how to avoid them

Copying another centre’s room list

A facility successful in one town may have different schools, clubs, transport patterns, competitors and staffing costs. Use other centres as references, not templates, and validate every major space against local sessions and peak demand.

Designing the pool around a single use

A pool reserved for one programme can sit idle at other times. Map lessons, lane swimming, family sessions, clubs and water exercise before fixing depth, length, partitions or movable equipment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Treating accessibility as a compliance check at the end

Late changes to doors, routes, changing rooms, signage or evacuation plans are expensive and can still produce a poor user experience. Apply inclusive design from the site approach through daily operation, following current AISF guidance and user consultation.

Under-sizing storage and plant access

Insufficient storage pushes equipment into public routes; inaccessible plant rooms make maintenance slower and riskier. Plan delivery, servicing, replacement and cleaning routes alongside public circulation.

Ignoring the operating budget

Large pools, high ceilings, extensive glazing and specialist studios can increase energy and maintenance costs. Compare capital choices with whole-life operating budgets, procurement strategy, sustainability objectives and realistic staffing.

What “modern” should mean in the final brief

A modern leisure centre is not defined by the maximum number of rooms or the newest equipment. It is a centre whose spaces are welcoming, inclusive, adaptable and financially operable. The strongest brief usually combines a clear reception and wayfinding, accessible changing and toilets, appropriately scaled water and fitness provision, flexible activity space, and only those specialist, social or community facilities that local evidence can support.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Sport England’s design guidance is based on good practice and experience rather than being regulation. Its design notes are being reviewed for alignment with AISF guidance issued in August 2024. Treat concept layouts and example dimensions as starting points, then verify the project against current standards, local authority requirements, governing-body rules, procurement decisions and the centre’s own operating case.
