What Environmental Checks Are Needed Before Building an Oil Tank Farm?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Before approving an oil tank-farm site, complete a jurisdiction-specific environmental due-diligence process covering permits, baseline conditions, pollution pathways, containment, drainage, ecology, flood risk, air emissions and community effects. The exact studies and approval thresholds depend on the country, local authority, tank capacity and contents, pipelines, transfer operations, proposed outfalls and site conditions.

Do not select a site or freeze the layout until the competent regulators and qualified environmental specialists confirm the applicable route. A sound early process maps hazards to pathways and receptors, then turns the findings into permit documents, engineering controls and operating procedures.

Start by defining the project and its regulatory route

Environmental review cannot be separated from the facility description. Prepare a clear project brief before asking an authority for a screening opinion or pre-application meeting.

Record the project assumptions

  • Country, state or province, municipality and land parcel boundary.
  • Products to be stored, their properties and maximum tank capacities.
  • Number and type of tanks, bunded areas, underground or above-ground pipework, pumps and loading points.
  • Transfer, blending, heating, processing or treatment activities, if any.
  • Construction footprint, access roads, utilities, temporary works and proposed drainage outfalls.
  • Nearby water bodies, wells, homes, public facilities, protected land and other sensitive receptors.

These details determine which planning, environmental and water authorities are involved. They also determine whether the project needs more than a planning approval—for example, an environmental installation or emissions permit, discharge authorisation, water-resource licence, flood-risk permission or land-drainage consent.

Ask the authorities for a project-specific screening decision

There is no universal tank-farm checklist or worldwide capacity threshold. In England, official guidance indicates that permits or licences may be needed for activities that could pollute air, water or land; increase flood risk; affect land drainage; abstract water; or alter the level or flow of inland water. That is a regulatory example, not a rule that automatically applies elsewhere. Confirm the competent authority, permit sequence and assessment triggers in the actual project jurisdiction.

Map baseline constraints and receptors before choosing the site

A scaled constraint plan should show the site boundary and the location of every receptor that could be affected by construction or operation. The purpose is to identify where a release could travel and who or what could be exposed.

Water and groundwater

  • Groundwater bodies, depth and inferred flow direction.
  • Rivers, streams, lakes, canals, drainage ditches, wetlands and coastal waters.
  • Public water supplies, private wells and source-protection areas.
  • Existing or proposed surface-water and foul-water outfalls.

People, land uses and community receptors

  • Homes, schools, hospitals, care facilities and public spaces.
  • Farms, food production, businesses and recreational areas.
  • Roads, railways and other locations where an incident could affect public access or emergency response.
  • Existing industrial or contaminated-land uses that may interact with the proposal.

Ecology, heritage and geology

  • Protected habitats, designated sites and priority habitats.
  • Protected or notable species and their likely habitat.
  • Wetlands, watercourses, shorelines and flood-defence structures.
  • Relevant geological or heritage features and land-use designations.

Screening distances are not universal. The relevant authority may require different search areas for air emissions, water discharges, protected sites or species. Keep the mapping evidence, data dates and assumptions so the assessment can be updated if the layout changes.

Build a source–pathway–receptor risk assessment

The central environmental check is a source–pathway–receptor assessment. For every credible hazard, identify what creates it, how it could move, what could be exposed and which control breaks the chain.

Source or hazard Potential pathway Receptor or consequence Control to evaluate
Tank, valve or pipe leak Hardstanding, soil, groundwater or surface drainage Land, wells, rivers, wetlands or drinking-water supplies Secondary containment, leak detection, isolation and inspection
Loading or transfer spill Vehicle areas, gullies and stormwater network Water quality, public drainage systems and downstream habitats Sealed surfaces, shut-off drainage and spill response
Firewater or contaminated runoff Site drainage, overland flow or outfall Surface waters, floodplain land and emergency responders Firewater retention or diversion, emergency isolation and response planning
Tank breathing, filling and venting Atmospheric dispersion Nearby people, workers, vegetation and nuisance-sensitive premises Emission estimation, suitable controls, monitoring and permit conditions
Construction disturbance Dust, sediment runoff, noise, vibration and habitat loss Neighbours, watercourses, species and protected sites Erosion and sediment controls, working methods, timing and monitoring

For each entry, document likelihood, potential consequence, existing controls, further measures and residual risk. England guidance expects applicants to identify risks and receptors, assess relevant pathways, set controls and submit the assessment with a permit application where required. Explain why any apparently irrelevant pathway or emission has been screened out.

Investigate soil, geology and groundwater

Tank farms can create long-lived land and water liabilities if a release enters permeable ground or a buried line fails unnoticed. Establish whether previous activities caused contamination and whether the proposed structures create new pathways.

Questions the investigation must answer

  • What historical uses, spills, filled ground or waste deposits are recorded?
  • How permeable are the soils and underlying geological formations?
  • Where is groundwater, which direction does it flow and how does that vary seasonally?
  • Are there wells, springs, abstractions or drinking-water sources nearby?
  • Could tanks, sumps, interceptors or buried pipelines connect a release to groundwater?

Use the regulator and qualified specialists to decide whether intrusive investigation, soil or groundwater sampling, laboratory analysis or monitoring wells are necessary. The applicable authorities may require a conceptual site model before specifying the sampling programme. No single test suite or sampling interval is valid for every tank farm.

Check air emissions and nuisance effects

Identify emissions from tank filling, storage vents, loading arms, pumps, boilers, generators and construction equipment. Consider product characteristics and operating cycles when estimating releases. Determine whether an air permit, emissions calculations, dispersion modelling, control technology or operational monitoring is required.

Also assess noise, vibration, odour, dust and lighting. A project can meet an emissions requirement yet still create unacceptable nuisance at nearby homes or other sensitive premises. Record the receptors, operating periods, proposed controls and the basis for any conclusion that a nuisance pathway is insignificant.

Design stormwater, wastewater and spill containment around the risk assessment

Drainage is both an environmental pathway and an emergency-control system. The design should show where clean rainwater goes, where potentially contaminated water goes and how operators isolate each route.

Review the physical controls

  • Secondary containment and bund integrity around tanks and transfer areas.
  • Sealed working surfaces at loading, unloading, sampling and maintenance locations.
  • Sumps, level alarms, leak detection and inspection access.
  • Drainage isolation valves that can be operated during a spill or fire.
  • Separate routes for clean roof runoff and potentially contaminated tank-area runoff where appropriate.
  • Wastewater collection, treatment, oil separation and lawful discharge arrangements.

England guidance calls for prevention of leaks and accidental releases, leak detection where needed, containment for certain underground structures and oil separators on surface-water drainage systems when oil operations could contaminate them. It does not establish one universal bund volume or engineering standard. Confirm capacities, materials, testing, inspection intervals and discharge limits against the applicable law, permit and design codes.

Plan for abnormal events

Model credible spills, tank overfill, pipe rupture, firewater generation, power loss, blocked drains and extreme rainfall. Identify who can stop transfers, close isolation valves, deploy response equipment, notify authorities and arrange recovery. Ensure emergency access remains usable when containment is occupied or weather conditions are poor.

Screen ecology, wetlands, watercourses and flood risk

Construction can affect habitats even when the finished tanks are outside a protected area. Check earthworks, piling, lighting, noise, access roads, crossings, dewatering and discharge routes as well as the tanks themselves.

Determine whether the site or works could affect protected species, designated habitats, wetlands, a main river, floodplain, shoreline or flood-defence structure. In England, work in or near a main river, floodplain or sea defence may require a flood-risk activity permit, and protected features require screening. Other jurisdictions may use separate wetlands, waterways, habitat or endangered-species approvals.

Flood review should cover both the probability of inundation and the consequences of a release during flooding. Consider tank anchorage, buoyancy, erosion, access for emergency services, loss of electrical equipment and the possibility that floodwater could carry oil beyond the site.

Determine whether a formal environmental impact assessment is required

Assessment duties depend on the facility classification, jurisdiction, capacity, location and associated works. Where required, prepare the assessment before final design decisions so alternatives and mitigation can influence the project rather than merely describe it.

Typical topics in a formal assessment

  • Construction and operational effects on air and water quality.
  • Soil, groundwater, contaminated land and drainage.
  • Fish, wildlife, protected and threatened species.
  • Wetlands, flood risk, land use and landscape.
  • Public health, safety, traffic, noise and emergency response.
  • Alternatives, mitigation, residual effects, monitoring and agency consultation.

A Pennsylvania regulation for certain waste-facility permit applications illustrates this broad scope, including air and water quality, fish and wildlife, threatened or endangered species, wetlands, land use, public health and safety, and a written mitigation plan. That example does not mean every tank farm in Pennsylvania—or any tank farm elsewhere—must follow that exact process. Obtain a formal screening opinion where the law provides one.

Do not assume a United States stormwater exemption applies

In the United States, the Clean Water Act contains a limited exemption described by the US Environmental Protection Agency for specified oil-and-gas activities where stormwater is uncontaminated by contact with listed site materials. EPA states: “This exemption applies to both construction and industrial activities associated with oil and gas exploration, production, processing or treatment operations, or transmission facilities.”

The wording does not automatically exempt every storage terminal or tank farm. Classification, contact with materials, actual discharges and the applicable state permitting programme matter. EPA also explains that the exemption does not apply to section 404 permits. Verify construction and operational stormwater coverage with the relevant federal, state and local regulators instead of relying on the word “oil” in the project description.

Compare candidate sites and layouts using the same evidence

When alternatives exist, apply one documented framework to every option. A site that appears cheaper to build may carry greater permitting, remediation or emergency-response exposure.

  • Practicality, reliability and maintainability of proposed mitigation.

This is a project decision framework, not a regulator-published scoring system. Record the evidence behind each comparison and identify which assumptions require confirmation.

Turn the checks into an approval package and management system

Before construction, assemble the documents required by the competent authorities and make sure the design, environmental controls and operating procedures agree.

  1. Obtain pre-application advice. Submit the project description, location plan, receptor map and initial source–pathway–receptor model to the relevant planning, environmental, water and flood-risk authorities.
  2. Complete baseline and specialist studies. Commission contamination, groundwater, ecology, flood, air, noise or other investigations identified during screening.
  3. Resolve the drainage and containment design. Show clean and contaminated drainage routes, isolation points, containment, detection, wastewater handling and emergency storage.
  4. Prepare permit and assessment documents. Include risk assessments, emissions information, impact assessment material where required, construction erosion and sediment controls, mitigation and monitoring commitments.
  5. Assign operating responsibilities. Define inspections, leak detection, drainage-valve checks, spill response, incident notification, waste handling, training and record keeping.
  6. Control design changes. Re-screen the permits and risk assessment if tank capacities, products, pipe routes, outfalls, receptors or operating assumptions change.

The final submission should allow a regulator to trace each significant hazard from source to receptor and see which engineered, procedural and emergency controls prevent or limit harm.

What cannot be decided without project details

Without the location and facility design, no reliable answer can identify the responsible regulator, determine whether an environmental impact assessment is mandatory, state tank-capacity or emissions thresholds, confirm wetlands or species approvals, prescribe seasonal ecological surveys, select a groundwater sampling design or predict approval times. Those questions require a project-specific screening opinion and advice from qualified local specialists.

Bottom line

An oil tank farm should pass environmental screening only after its permits, receptors, pollution pathways, ground conditions, emissions, drainage, containment, ecology, flood exposure and mitigation are documented for the actual jurisdiction and design. Treat the result as a decision gate: if a release pathway cannot be mapped, controlled and monitored—or if the required approval route is uncertain—pause site selection or construction design until the regulator and competent specialists resolve it.
