The exact duties are not universal: the owner’s contract, project-delivery method, jurisdiction and professional requirements determine what the consultant is responsible for.
What an engineering consultant is responsible for
An engineering consultant is an external professional or multidisciplinary firm engaged to perform engineering and related project services. A public owner may retain one consultant for a narrow investigation, several specialists for separate packages, or a coordinating consultant for most of the project lifecycle.

Public Services and Procurement Canada describes the role broadly: “As an external architectural or engineering consultant, we may ask you to take on any number of lead or supporting roles on a project.” That wording matters. Procurement categories describe possible services, not a single national job description. The signed terms of reference, scope, fee, deliverables and authority provisions establish the actual assignment.

- Some engagements end after a feasibility study or condition assessment.
- Others cover design, tender documents and construction-phase services.
- A consultant can coordinate multiple disciplines without holding every design or approval responsibility.
- On a design-build or public-private-partnership project, design obligations may sit partly with the contractor rather than the owner’s consultant.
Where consultants fit in the infrastructure lifecycle
Consultant involvement can extend from the first business case to the owner’s acceptance of a completed asset. The following stages are common, but a contract may omit any of them.

1. Planning, options and feasibility
Early assignments help an owner decide what to build, whether it is feasible and how it should be delivered. Federal task-based service descriptions identify advice on options, technical matters, risks, schedules and financial matters, as well as feasibility studies and business cases.
Typical early deliverables include an options comparison, preliminary order-of-magnitude information, a constraints or risk register, a proposed schedule, investigation requirements and a recommendation for the next design stage. These outputs inform a decision; they do not guarantee that a project will receive funding, approval or a particular construction price.
2. Surveys, investigations and existing-asset assessment
Before designing a replacement bridge, highway feature, water system or public building, consultants may inspect the existing asset and identify rehabilitation needs. Parks Canada procurement material, for example, describes recurring needs for new or replacement assets and for inspection or rehabilitation of existing infrastructure in Alberta and British Columbia mountain parks.

The scope might include site observations, records review, surveying, geotechnical or structural investigations, condition ratings and a prioritized repair strategy. The owner should confirm which investigations are included, who supplies access and historical data, and whether specialist testing is retained separately.
3. Concept and detailed design
During design development, a lead or coordinating consultant can manage civil, structural, mechanical, electrical, environmental, geotechnical, architectural and other disciplines. Services may include design calculations, drawings, technical specifications, equipment requirements, design reviews, cost and schedule inputs, and assembly of construction-contract documents.
Coordination is often as important as producing drawings. The consultant may maintain a design schedule, resolve clashes between disciplines, track review comments, identify interfaces with utilities or adjacent contracts, and issue a coordinated package for owner approval. The contract should state who seals documents, who approves design changes and what level of independent checking is required.

4. Procurement and delivery planning
Consultants can help an owner select and implement a delivery approach. Federal procurement guidance lists phased construction, construction management, design-build and public-private partnerships among approaches that may be reviewed. A consultant may also support procurement of other consultants, coordinate separately retained specialists and analyze the project schedule.
Procurement support can include preparing or reviewing scopes of work, technical evaluation criteria, tender drawings and specifications, responses to bidder questions, addenda and technical evaluations. Commercial terms, bid security, insurance and contractual risk allocation remain matters for the owner and its legal and procurement advisers unless the consultant’s contract expressly includes them.
How responsibilities change with the delivery method
Delivery method determines who controls design, construction interfaces and changes. It is not accurate to assume that the owner’s engineering consultant performs the same work on every project.
| Delivery approach | Design responsibility | Consultant’s possible role | Key owner decision |
|---|---|---|---|
| Owner-designed tender | Owner-retained designers generally develop the tender package; the contractor builds it. | Design coordination, specifications, tender support, site services, technical responses and contract administration. | Define the consultant’s authority to interpret documents and recommend changes. |
| Phased construction | Design is released in stages while early work proceeds. | Coordinate design packages, identify incomplete information, analyze schedule interfaces and manage design changes. | Set hold points so construction does not proceed on unapproved information. |
| Construction management | Design and construction packages may be developed by different parties. | Coordinate disciplines and trade packages, review sequencing and support the owner’s construction manager. | Allocate responsibility for package gaps, trade coordination and cost reporting. |
| Design-build | The design-build contractor commonly holds substantial design responsibility. | Prepare owner’s requirements, review submissions for compliance, monitor design and act as the owner’s technical adviser. | Distinguish compliance review from taking over the contractor’s design duty. |
| Public-private partnership | Design, construction, financing and operations can be bundled under a long-term agreement. | Define performance requirements, review technical submissions, monitor compliance and support acceptance. | Specify handover, lifecycle-performance and verification obligations. |
There is no universal winner among these approaches. Compare who holds design responsibility, how specialists are coordinated, who manages construction interfaces and changes, how schedule and cost risks are allocated, and which party performs commissioning and close-out.
What consultants do during construction
Construction-stage services are usually the most visible part of the assignment, but they vary considerably. A consultant may act as the owner’s technical representative without becoming the contractor’s supervisor or assuming the contractor’s means-and-methods responsibilities.
Technical communication and site meetings
- Liaise with the contractor, owner and other consultants.
- Attend regular site meetings and record technical actions.
- Answer requests for information and clarify drawings or specifications.
- Coordinate interfaces with utilities, authorities, adjacent contracts and owner operations.
Construction review and monitoring
Depending on the scope, staff may visit the site, observe whether work appears consistent with the design and report deficiencies to the owner. Monitoring is not automatically continuous inspection, and it does not mean the consultant controls worker safety, construction means or production methods. The frequency, reporting format and limits of observation should be written into the contract.

Changes, instructions and claims information
Consultants may prepare or recommend site instructions, change notices, design revisions and technical responses. They can assess the engineering consequences of a proposed change, review quantities or supporting information and maintain a change log. Authority to direct a contractor, approve extra cost or extend time belongs to the party identified in the construction contract; a consultant should not be described as having that authority without evidence.
Contract administration and quality assurance
Some assignments include contract administration, payment-support documentation, review of tests and submittals, deficiency tracking and quality-assurance activities. A 2026 Government of Canada statement of work illustrates a project-specific combination of monitoring, administration, quality assurance and multidisciplinary coordination. That example demonstrates a possible scope, not a mandatory package for every Canadian project.
Quality assurance by a consultant is also not a guarantee that every installed component is defect-free. The contractor remains responsible for performing the work in accordance with the contract, while the owner’s and consultant’s inspection duties are limited by their defined services.
Commissioning, handover and close-out
At completion, a consultant may manage or support commissioning, verify that systems meet specified performance requirements, coordinate outstanding deficiencies and prepare recommendations for acceptance. The scope can also include final as-built drawings for the owner’s review and acceptance.
Close-out deliverables may include inspection records, test results, operation and maintenance information, warranties, training records, deficiency lists and a final design record. The owner should identify the required format, asset-management data and approval workflow before construction begins; otherwise, late document collection can delay occupancy or operational handover.
Environmental assessment: what the consultant may or may not do
Environmental assessment is a decision process for identifying and considering environmental effects before a project proceeds. Whether an assessment is required, which authority leads it and what studies are needed depend on the project, applicable law and jurisdiction.

A consultant may prepare baseline studies, impact analyses, mitigation measures, permit-support material or consultation documentation when the contract assigns those tasks. That does not mean every engineering consultant conducts a statutory assessment, and engineering design support is not the same as being the responsible approval authority.

Engineering is regulated by provincial and territorial regulators. Engineers Canada explains that licensing requirements vary by jurisdiction and states: “Engineers Canada does not grant licences to practise engineering.” A project owner must therefore check the regulator and rules applicable to the place of practice, the type of work and the organization providing services.
Requirements can include individual registration, a permit or certificate for the engineering firm, professional seals, quality-control procedures, insurance and defined supervision. Alberta’s engineering consultant guidelines illustrate how owner-specific requirements can apply to provincial highway, bridge and water-management projects, including construction contract administration.
- Confirm which engineer is authorized to practise in the project jurisdiction.
- Verify whether the consulting firm needs a permit to practise or equivalent authorization.
- State who will seal, review and approve engineering documents.
- Separate professional design responsibility from administrative or advisory work.
- Check whether cross-border staff require local registration or supervision.
These checks protect the owner and the public, but they do not turn a consultant into a statutory regulator or approval authority.

What the owner still has to do
Hiring a consultant does not transfer every project obligation. The owner normally defines the business need, secures funding, selects the procurement and delivery strategy, provides available information, makes decisions, obtains or sponsors approvals, administers the owner’s contract and accepts the completed asset. The exact allocation depends on the agreement.

Federal role guidance distinguishes external consultants from government project and contract representatives. On a municipal, provincial, Indigenous-government or private project, the titles and reporting lines may differ. Read the responsibility matrix, delegation clauses and approval limits rather than assuming a universal owner-consultant hierarchy.
How to read a consultant’s scope before hiring
- Define the outcome. State whether the assignment is a feasibility decision, a tender-ready design, construction support, rehabilitation plan or accepted asset.
- List deliverables. Identify drawings, specifications, models, reports, schedules, estimates, meeting records, site reports and close-out data.
- Set interfaces. Name the owner’s representatives, other consultants, contractor, utilities, authorities and operations staff, and assign coordination duties.
- Set authority limits. Explain who may issue instructions, approve changes, certify payments, accept work or alter the schedule.
- Define site services. Specify visit frequency, observation limits, reporting, testing review and escalation of deficiencies.
- Address approvals and licensing. Identify the applicable regulator, professional seals, permits, environmental work and owner-provided approvals.
- Plan handover. Require the file formats, as-built information, commissioning records, training and warranties needed for operation.
- Control changes. Establish how additional services, design revisions, new investigations and schedule impacts will be authorized and priced.
Common misunderstandings and how to avoid them
“The consultant is responsible for everything.”
No. Procurement descriptions are a menu of possible services. The contract controls, and a narrow inspection or design assignment may exclude procurement, construction administration or commissioning.
“Site monitoring means the consultant guarantees construction quality.”
No. Monitoring, quality assurance and contract administration have defined limits. The contractor’s obligations and the consultant’s observation duties should be kept distinct.
“The consultant guarantees the budget and schedule.”
Consultants can develop estimates, schedules, risk analyses and change information, but the reviewed service descriptions do not establish guaranteed cost, schedule, safety or approval outcomes.
“Environmental approval is part of every engineering package.”
No. Assessment requirements are jurisdiction- and project-specific. Confirm the current law and lead authority before assigning or relying on that work.
“A national engineering licence covers every province.”
No. Practice is regulated provincially and territorially. Licensing and firm requirements must be checked with the relevant regulator.
