What Electrification Changes in a Cement Plant—and What It Does Not

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Electrification changes the way a cement plant supplies and transfers heat. It can replace fuel-fired precalciners or kiln heaters with electrically heated reactors, require new power infrastructure and controls, and alter gas circulation and heat-recovery systems. It does not, by itself, stop the chemical release of carbon dioxide when limestone is converted to clinker.

The most developed near-term applications are electrically heated calcination—especially calcined clay for supplementary cementitious material—and hybrid process designs. Fully electric clinker production remains technically difficult and was not commercially available in the U.S. Department of Energy’s June 2024 draft assessment.

Start with the two different jobs inside a cement plant

“Electrifying the kiln” can mean several different things. A modern cement line has at least two heat-intensive stages:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Calcination: limestone is heated so calcium carbonate (CaCO3) becomes calcium oxide (CaO), releasing CO2 from the stone.
  • Clinkering: the calcined material is heated to about 1,500°C so minerals react and form clinker, the nodules later ground into cement.

Conventional plants normally use exhaust gases to heat a precalciner, while a rotary kiln burns natural gas, coal or another fuel for clinkering. An electrification project must therefore state whether it is replacing heat for clay, limestone calcination, clinkering, or only part of one stage. The equipment, temperature, power demand and emissions outcome differ substantially.

What physically changes when heat is electrified

A different reactor or heating chamber

Electric concepts do not simply substitute a cable for a burner. Designs discussed in the 2025 peer-reviewed review include rotary, fluidized-bed and entrainment calciners. Heating may use electrical resistance, microwave, induction or a hybrid arrangement. Each option changes how heat reaches particles, how solids move, how gases are recirculated and how refractory surfaces are protected.

For a retrofit, engineers must check residence time, particle size, moisture, feed chemistry, dust loading and the ability to discharge material without blockages. A reactor that performs well with a fine clay feed may not handle limestone meal or sticky clinker. Heat-transfer performance and gas circulation are process-design variables, not fixed properties of “electric” equipment.

Calciner replacement is generally easier than electric clinkering

The DOE’s June 2024 draft analysis describes electric precalciner replacement and retrofit concepts but rates many at low technical maturity. Calcination temperatures are lower than clinkering temperatures, making them a more accessible first target.

Clinkering is harder because the material becomes adhesive at high temperature and must remain in a controlled reaction zone near 1,500°C. The DOE reported that stationary electric vessels had often struggled with sticking and that no electric kiln technology was commercially available at the time of its assessment. It cited a 2023 pilot in which Coolbrook’s RotoDynamic heater reached 1,000°C and demonstrated a stated technical pathway to 1,600°C. That is evidence of a pilot and a technical pathway, not evidence of a commercially operating electric clinker kiln.

New power and process interfaces

Replacing combustion with electricity moves the plant’s main energy interface from fuel handling to the electrical system. A project may need:

There is no single grid-connection size or standard retrofit arrangement for every plant. The DOE notes that energy demand varies significantly among designs and is expected to change as systems scale and mature. Site voltage, available capacity, operating schedule and local electricity carbon intensity must be established through project engineering.

What electrification can reduce

Combustion emissions from the heater

If an electric heater replaces a fuel burner, the plant can avoid the burner’s on-site combustion emissions. The net climate benefit depends on the electricity supplied. Power generated mostly from low-emissions sources can produce a much larger reduction than power generated from a carbon-intensive grid. An electric system also removes fuel combustion from the heated chamber, which may simplify control of combustion gases, but it still has to manage process gases and dust.

Some fuel-handling equipment and combustion constraints

Where electricity fully replaces a fuel-fired section, the plant may need less fuel storage, conveying and burner maintenance. It may also gain tighter control over heat input because electrical output can be modulated directly. Those benefits are design-specific; they do not remove the need for fans, refractory maintenance, material handling or dust control.

What electrification does not change automatically

Limestone still releases process CO2

The chemical reaction in calcination is independent of the heat source. Heating limestone with electricity still converts calcium carbonate to calcium oxide and releases the carbon dioxide contained in the raw material. The International Energy Agency reports that process emissions account for around two-thirds of emissions in a cement kiln. It states: “Even if the kiln in which it is produced were to be electrified or fuelled with bioenergy, these emissions would persist.”

Consequently, an electric kiln is not automatically a zero-emissions kiln. Electrification can address combustion emissions, but deep reductions also require measures such as carbon capture, lower clinker content, alternative raw materials and efficiency improvements. A plant that electrifies only its heat source must still measure, manage and ultimately dispose of or capture the process CO2.

Clinker chemistry and cement performance remain

Electric heating does not remove the need to achieve the mineral reactions that give clinker its hydraulic properties. Temperature uniformity, residence time, atmosphere, feed chemistry and cooling still determine clinker quality. Cement standards, product formulations and laboratory testing remain necessary after a heating system changes.

Electrically calcined clay is a separate decarbonization route

Clay calcination should not be confused with electrifying the limestone-to-clinker line. Suitable clay can be heated to form calcined clay, which is used as a supplementary cementitious material (SCM). Replacing part of clinker with SCM lowers the quantity of limestone that must be converted to clinker; electrification changes the heat used to make the SCM.

A 2026 peer-reviewed study by Shivaee Gariz, Wu, Mikkelsen, Abildskov and Jensen developed a steady-state Aspen Plus model for electrically heated clay calcination. In its pilot-scale modeled case, kaolinite-rich clay was calcined to a target degree of 95%:

Case Specific energy demand Required hot-gas supply temperature
Without process-gas recirculation 2,238 kJ/kg of calcined clay 1,010°C
With process-gas recirculation 1,631 kJ/kg of calcined clay 917°C

These are simulated process results for the study’s pilot-scale case, not measurements from a commercial plant. The authors also applied the model to a full-scale process to examine scale effects. Actual performance will depend on clay mineralogy, moisture, particle preparation, heat recovery, reactor design and product-quality requirements.

How mature are the main electrification options?

Application Typical equipment concepts Temperature or duty Evidence status
Clay calcination Electric calciner with resistance, microwave, induction or hybrid heating Below clinkering temperature; study case required 917–1,010°C hot gas Peer-reviewed 2026 process model; commercial performance not established
Limestone calcination Rotary, fluidized-bed or entrainment calciner Calcination duty Reviewed designs and pilot or development work; many concepts remain low maturity
Clinkering Electric rotary or stationary high-temperature vessel, including hybrid concepts About 1,500°C for clinker formation Major material-handling and temperature challenges; DOE reported no commercially available electric kiln in June 2024
Hybrid plant Electric heat in one stage with conventional fuel or other heat in another Depends on the retained fuel-fired equipment Requires plant-specific integration and emissions accounting

The 2025 review summarizes laboratory, pilot and project claims, but some deployment status is reported as company information. Treat a modeled result, a pilot temperature and an announced project as different evidence categories. A pilot that reaches a temperature does not prove continuous clinker production, product quality, uptime or commercial economics.

What the IEA pathway numbers do—and do not—say

The IEA’s 2023 net-zero pathway gives directional milestones for the global cement sector. They are scenario values, not universal plant requirements or observed averages.

Metric 2022 2030 2035 2050
Clinker-to-cement ratio 0.71 0.65 0.61 0.57
Kiln thermal energy intensity (GJ/t clinker) 3.6 3.4 3.3 2.9
Electricity share of kiln thermal energy 0% 0% 0% 8%
Captured CO2 (Mt) 0 170 480 1,310

The pathway’s rising electricity share appears alongside lower clinker ratios, lower thermal intensity and large-scale CO2 capture. It therefore does not represent a claim that electrification alone delivers the pathway.

A practical framework for evaluating a plant project

1. Define the exact duty

Record whether the project targets clay calcination, limestone calcination, clinkering or a partial heat load. Specify throughput, operating hours, product grade and the temperature profile. “Electric kiln” is too broad for a feasibility decision.

2. Characterize feed and material behavior

Measure moisture, particle-size distribution, mineralogy and contaminants. For clinker, test sticking, coating and discharge behavior at relevant temperatures. For clay, verify kaolinite content and the calcination degree needed for the intended SCM performance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Map energy and emissions separately

Calculate electricity demand, retained fuel demand, process-gas flows and heat losses. Report combustion CO2 separately from limestone process CO2. Use the actual electricity carbon intensity for the site and account for how it may change over the project life.

4. Check integration limits

Assess transformer capacity, substation space, connection lead time, backup operation, fans, ducts, heat exchangers, control logic and cooling. Determine whether the existing kiln can continue operating during installation and whether the electric unit can ramp at the required rate.

5. Set an evidence gate before scaling

Require data at the relevant scale for temperature stability, residence time, product quality, availability, maintenance and dust control. Keep modeled figures, pilot results and commercial operating data in separate columns in the business case.

6. Compare the full project cost

Include electrical infrastructure, reactor and refractory changes, installation outages, grid charges, electricity price exposure, fuel savings, maintenance, carbon capture interfaces and any new material-preparation equipment. No universal capital cost, payback period or retrofit price is established by the cited sources; those figures require site engineering and current supplier quotations.

Common mistakes to avoid

  • Calling an electric heater carbon-free: electricity has an upstream emissions factor, and limestone still produces process CO2.
  • Assuming a clay-calcination result applies to clinker: clay SCM production and clinker formation have different feeds, temperatures and quality tests.
  • Using a pilot temperature as a commercial guarantee: reaching 1,000°C or demonstrating a pathway to 1,600°C does not establish sustained clinker output.
  • Ignoring plant capacity limits: the available grid connection may be inadequate even when the reactor concept works technically.
  • Comparing scenarios with plant averages: IEA milestones are pathway values, not measurements for every facility.
  • Leaving process CO2 out of the balance: a complete assessment must show what happens to the gas released by calcination and whether capture is included.

The bottom line for a cement-plant owner

Electrification changes the heat source, reactor design and plant energy interfaces. It can make calcination—including calcined-clay production—a credible development target, while fully electric clinkering still faces severe temperature, sticking, scale and availability challenges. The switch can reduce combustion emissions when supplied with sufficiently low-emissions electricity, but it does not remove limestone’s process CO2. A defensible project therefore combines an electrically suitable reactor with feed-specific testing, grid and integration engineering, lower clinker use where possible, and a plan for residual process emissions.
