What Drives Data Center Construction Costs? A Practical Breakdown

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Data-center construction cost is set first by delivered power and the infrastructure required to obtain it, then by rack density, cooling, site conditions, labor, equipment lead times, permitting, reliability, building form and the estimate’s scope boundary. A shell-and-core price cannot be compared with an all-in artificial-intelligence (AI) campus budget that includes tenant technology.

Fix the estimate boundary before discussing price

“Cost per megawatt” is meaningful only when everyone is pricing the same scope. A complete estimate should identify the currency, price year, geography, delivered IT load, facility type, cooling method, redundancy target, commissioning standard, schedule and whether the figure includes land, utility work, shell and core, tenant distribution, racks, networking, storage, servers, GPUs, financing or operating expenses.

Separate the major scopes

  • Powered site: land, grading, drainage, roads, water, fiber, environmental work and utility extensions.
  • Power infrastructure: utility studies, interconnection, substations, switchyards, transformers, switchgear, transmission or pipeline extensions, on-site generation and backup power.
  • Shell and core: the building structure, envelope and base mechanical and electrical systems.
  • Tenant fit-out: electrical distribution to rows, cooling distribution, racks, cabling, networking, storage and controls.
  • Active IT: servers, GPUs and other computing equipment. These items can be a separate budget larger than the building itself.

Published figures usually cover only some of these layers. A low number may describe a building ready for a tenant, while a higher number may include a fully equipped AI installation. State the boundary on the first page of an estimate and repeat it on every comparison.

What published benchmarks actually measure

Source and year Reported amount Scope and qualification
Jones Lang LaSalle (JLL), 2025 benchmark published in 2026 $10.7 million per MW Global average for a single-tenant, 50 MW, air-cooled shell-and-core facility; land acquisition and active IT equipment are excluded.
JLL forecast for 2026 $11.3 million per MW Forecast global shell-and-core benchmark for the same type of comparison; it is not an all-in campus price.
Cushman & Wakefield, 2026 $17.6 million per MW North American average all-in greenfield development cost, excluding chips and GPUs.
JLL, 2026 Up to $25 million per MW Potential AI technology fit-out cost; this is a tenant technology budget separate from shell and core.
Cushman & Wakefield, 2026 year-to-date $584,000 per MW North American powered-land average; 35% above its five-year average and 51% above the prior year.
Cushman & Wakefield, 2026 21% of total greenfield cost Average share attributed to power infrastructure in its North American greenfield measure.

For scale, multiplying JLL’s $10.7 million shell-and-core benchmark by 50 MW gives a $535 million arithmetic example, still excluding land and active IT. Applying the $17.6 million North American greenfield average to 50 MW gives $880 million before chips and GPUs. Those calculations illustrate why two apparently credible bids can differ by hundreds of millions: they may not price the same package.

Power and grid access are usually the first cost gate

What the power package includes

A project must pay for more than the electricity rate. The capital package can include utility feasibility and interconnection studies, substations, switchyards, transformers, medium- and low-voltage switchgear, transmission or pipeline extensions, on-site generation, fuel systems, UPS equipment, batteries and emergency generation. Civil works for these systems, protection and control, testing and utility-owner requirements belong in the estimate as well.

Power infrastructure averaged 21% of total North American greenfield development cost in Cushman & Wakefield’s 2026 analysis. The percentage is an average, not a rule: a difficult interconnection or a remote site can push the share much higher.

Why available megawatts can matter more than cheap land

Grid capacity and the date on which it can be delivered determine whether a site is viable. JLL describes speed to power as the primary site-selection criterion, followed by community support, latency and proximity to customers. McKinsey projects data centers could consume 1,400 TWh, or 4% of global power demand, by 2030. That demand makes queue position, transmission upgrades and utility confidence central schedule and cost variables.

Land that appears inexpensive can become uneconomic if a new substation, line extension or generation plant is required. Conversely, a more expensive parcel with confirmed capacity may reduce carrying costs and protect the operating date. Ask the utility for a written scope, cost responsibility, milestone schedule and conditions for energization rather than treating a nearby transmission line as guaranteed capacity.

Cooling and rack density change both construction and fit-out

Why AI loads cost more

AI and high-performance-computing racks produce far more heat per rack than conventional enterprise loads. The resulting electrical density increases busway, distribution, structural loading, controls and commissioning requirements. It also changes the mechanical plant: a design sized for air cooling may not have the floor loading, piping routes, water treatment or heat-rejection capacity needed for liquid systems.

Choose the cooling technology deliberately

  • Air cooling with containment: familiar equipment and maintenance practices, but limited by the heat that air can carry at high rack densities.
  • Rear-door heat exchangers: remove heat at the rack and can extend air-cooled rooms, while adding water circuits, doors, controls and maintenance interfaces.
  • Direct-to-chip liquid cooling: carries heat from cold plates to a distribution unit; it requires leak detection, coolant management, heat exchangers and compatible servers.
  • Immersion cooling: places equipment in dielectric fluid and can support very high density, but changes tanks, service procedures, fluid handling and replacement logistics.

JLL reports a 10% construction premium for liquid-cooled facilities. The premium is a construction estimate, not a universal lifetime-cost result. Water availability, retrofit difficulty, maintenance capability and future rack mix can make one liquid approach preferable to another.

Land and site development are more than acreage

Use powered land as the comparison unit

Developers often evaluate land by the megawatts that can actually be energized, not by hectares or acres alone. Cushman & Wakefield reported a North American 2026 year-to-date powered-land average of $584,000 per MW, 35% above its five-year average and 51% above the prior year. The figure describes land associated with power capacity; it is not a universal price for raw acreage.

Price the civil package explicitly

Site development can include surveys, demolition, rock excavation, grading, storm-water detention, drainage, flood mitigation, roads, security, water and sewer, fiber routes, environmental remediation and utility corridors. Soil conditions and contamination can move costs before the building contractor mobilizes. A site with limited water may require treatment, storage or dry heat rejection; a remote site may need private roads or a longer fiber route.

Labor availability affects price and the date power arrives

Data-center projects compete for electricians, pipefitters, sheet-metal workers, controls technicians, welders, commissioning specialists and supervisors. Cushman & Wakefield recorded average mechanical, electrical and plumbing wage growth of 5% a year from 2021 through 2024, while shortages continued in major construction clusters.

Labor costs that are easy to miss

  • Recruiting, per diem, travel and accommodation for crews brought from another market.
  • Overtime and shift premiums needed to recover a delayed schedule.
  • Safety, quality assurance, testing and documentation staff.
  • Rework caused by coordination errors between structural, mechanical and electrical trades.
  • Commissioning agents and specialist vendors who must remain through integrated systems testing.

Labor capacity should therefore be checked during site selection, not after design. A contractor with a low base bid but no credible staffing plan can create a more expensive project through delay and rework.

Long-lead equipment and supply chains create escalation risk

Equipment on the critical path

Transformers, generators, switchgear, UPS systems, chillers, cooling towers and controls may require factory slots long before construction starts. JLL reported an average U.S. equipment lead time of 42 weeks in 2026, 83% above 2019 levels. In 2025, 57% of projects experienced delays of at least three months.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How to protect the estimate

  • Release approved equipment packages early and identify approved alternates.
  • Carry escalation allowances tied to quoted validity periods and delivery milestones.
  • Check factory capacity, testing slots, shipping routes and spare-parts commitments.
  • Coordinate protection, controls and communications protocols before substitutions are accepted.
  • Model the carrying cost of a delayed energization date, including labor remobilization and temporary facilities.

Tariffs and export controls can change equipment pricing or availability after design freeze. A contingency should be visible rather than hidden in a generic percentage, with an owner assigned to each exposed package.

Permitting and schedule risk become financial costs

Approvals that can control the critical path

Zoning, environmental review, building permits, utility approvals and air permits for on-site generation can each impose studies, redesign, public hearings or mitigation. Community conditions may affect noise, water use, traffic, backup-fuel storage and construction hours. Federal policy that defines covered data-center components now spans many energy, networking and storage items, illustrating how much enabling infrastructure can sit outside the building envelope.

Convert time into dollars

A permit delay leaves land, design teams, equipment deposits and financing commitments outstanding while revenue is postponed. Put approval dates, utility milestones, procurement releases and commissioning windows on one integrated schedule. Price general conditions, insurance, security and escalation for the full exposure period, not only for the originally planned construction duration.

Building form, redundancy and phasing set the capital profile

Form and structural choices

JLL reports that multistory facilities in the Americas add 20% to its benchmark. Additional structure, vertical distribution, lifting, fire protection and coordination can outweigh the land savings. A single-story campus may cost more in site work and utility runs but simplify maintenance and expansion.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Reliability and commissioning

Redundant electrical and mechanical paths, spare capacity, diverse utility feeds, backup generation and maintainability increase capital cost. Commissioning verifies that systems operate together under normal, failure and maintenance conditions; its labor, temporary loads, specialist testing and schedule allowance belong in the estimate.

Phasing and modularity

Building in phases can match capital to customer demand, but each phase needs temporary works, tie-in planning and a safe operating boundary. McKinsey reports that 40% to 60% of individual parts can use prefabricated or modular solutions in some designs, with some industry designs reaching 80% to 85%. Moving assembly off-site can reduce field labor and weather exposure, while adding transport, lifting, factory inspection and interface-management costs.

Keep tenant IT fit-out separate from the building

Shell and core may stop at a conditioned, energized room. Tenant work can then add row-level distribution, busway, racks, network fabrics, storage, monitoring, software and servers. AI deployments add high-value GPUs and liquid-cooling distribution. JLL places AI technology fit-out at up to $25 million per MW, separate from shell and core; a 50 MW arithmetic illustration would reach $1.25 billion before considering chips, software or operating costs. “Up to” is a ceiling reported for that fit-out category, not a standard allowance.

Every bid should show separate line items for site, utility power, shell and core, cooling distribution, tenant electrical work and active IT. That structure lets an owner defer or resize computing equipment without hiding the change inside a building number.

A practical method for building the estimate

  1. Write the basis of estimate. Record location, currency, price date, IT MW, gross floor area, rack-density bands, cooling method, redundancy objective, commissioning level and target energization date.
  2. Confirm the power path. Obtain utility study results, interconnection scope, substation and switchyard requirements, generation or storage needs, responsibility split and a dated energization sequence.
  3. Validate the site. Complete surveys, geotechnical work, flood and environmental reviews, water and fiber studies, and a civil quantity takeoff.
  4. Freeze the thermal concept. Select air, rear-door, direct-to-chip or immersion cooling by rack zone; document water, heat rejection, leak detection, maintenance and retrofit assumptions.
  5. Develop the building and redundancy scheme. Compare single-story and multistory options, structural loads, fire protection, electrical topology, mechanical topology, spare capacity and maintainability.
  6. Plan procurement. Identify long-lead packages, factory slots, approved alternates, escalation exposure, testing requirements and delivery buffers.
  7. Price labor and schedule. Confirm local trade availability, shift assumptions, travel, overtime, safety, commissioning, permit durations and carrying costs.
  8. Separate technology budgets. Show shell/core, tenant fit-out and active IT as distinct totals, then state which total is used for any per-MW comparison.
  9. Run sensitivities. Test delayed power, a higher rack-density mix, liquid-cooling adoption, a multistory option, equipment escalation and a phased expansion. Report the cost and date effect of each change.

How to compare competing proposals

Use the same checklist for every site and contractor. If one answer differs, keep the difference visible instead of averaging it away.

Comparison item Question to ask Why it changes cost
Scope and price date Does the figure include land, utility work, shell/core, tenant fit-out, chips, GPUs, financing or operating costs, and what currency year applies? Different boundaries can make unlike projects appear comparable.
Delivered power How many MW are usable, when are they energized, and who pays for interconnection upgrades? Capacity and time to power can outweigh land price.
Density and cooling What rack-density bands and cooling technologies are included? High-density and liquid systems alter mechanical, electrical, water and retrofit work.
Reliability Which redundant paths, spare capacity and commissioning tests are required? Uptime objectives add equipment, controls and testing.
Site conditions What civil, environmental, water, fiber and utility-extension assumptions are priced? Ground and infrastructure conditions vary sharply by parcel.
Labor plan Which trades are local, and what travel, overtime and staffing buffers are included? Scarcity can raise wages and extend the schedule.
Procurement What are the lead times, quote-validity periods, alternates and escalation allowances? Long-lead equipment can control both price and completion.
Permits and community Which approvals, mitigation commitments and public conditions remain? Approval risk creates redesign and carrying costs.
Phasing and expansion What temporary works and tie-ins support later phases? Modularity can reduce field work but adds interfaces and logistics.

Common estimating mistakes and corrections

  • Comparing shell/core with all-in AI cost: publish a scope matrix and separate tenant technology.
  • Using acreage instead of powered land: verify deliverable MW, interconnection cost and energization date.
  • Assuming a generic cooling allowance: tie each rack-density zone to a specific thermal system and water strategy.
  • Ignoring procurement until construction: reserve factory capacity and price delivery buffers for transformers, switchgear, generation and cooling plant.
  • Applying one contingency percentage: assign separate allowances to site, power, labor, escalation, permitting and schedule exposures.
  • Leaving commissioning out: include integrated systems testing, specialist labor, temporary loads, documentation and retesting.
  • Assuming a low bid has capacity: require a named staffing plan, subcontractor commitments and evidence of relevant trade availability.

What a decision-ready cost report should show

The final report should present a base estimate, explicit exclusions, assumptions, quantities, schedule-linked cash flow and a risk register. Show at least three totals: powered site and utility works; shell and core; and tenant fit-out with active IT separated again. Add a per-MW figure only after stating which total it represents.

Include a dated procurement schedule for long-lead equipment, a utility responsibility matrix, a cooling and density schedule, a permit tracker and a commissioning plan. The owner can then see whether a cheaper option saves capital, sacrifices capacity, delays power or simply omits scope.

The practical conclusion

There is no universal data-center construction price per megawatt. The defensible number is the result of a defined boundary multiplied by the project’s actual power path, density, site, labor market, equipment plan, approvals, reliability target and phasing strategy. Treat speed to power and skilled-trade capacity as financial variables, not background assumptions, and keep tenant technology separate from the building estimate. That approach makes benchmarks useful without mistaking them for a promise about any particular site.
