What Drivers Should Know Before Traveling Through an Active Highway Work Zone

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

An active highway work zone is a temporary roadway with changing lanes, reduced space, workers close to traffic and little margin for a last-second decision. The safest approach is to treat every sign, pavement marking, flagger instruction and lane shift as current—even if the route looked different yesterday. Reduce speed to the work-zone limit, create more space ahead, scan continuously and expect traffic to stop without much warning.

Conditions vary by project and jurisdiction. No national article can tell you which lane is open or what speed is posted at a particular site, so the signs and traffic control at the location always take priority.

Why an active work zone requires a different driving plan

Construction, maintenance and utility work can temporarily change the road’s geometry. A familiar lane may end, shift across the centerline, narrow beside concrete barriers or run over a rough surface. A queue can form beyond a hill or curve, and a worker, flagger, pedestrian or cyclist may be operating in space that normally belongs only to vehicles.

That combination makes a work zone a poor place to rely on memory or an ordinary cruising routine. The layout is temporary, traffic control can change during the same trip, and drivers behind you may have limited sight distance. Scan well ahead, keep your eyes moving between the road, signs and mirrors, and make every maneuver from the instructions currently displayed.

What the latest national numbers show

The Federal Highway Administration’s 2026 National Work Zone Awareness Week Factsheet, published in April 2026 from National Highway Traffic Safety Administration Fatality Analysis Reporting System files, records 850 work-zone fatalities in 2024. The comparable 2023 total was 905.

2024 finding Count or share 2023 comparison
Work-zone fatalities 850 905
Fatal work-zone crashes with speeding as a factor 262 crashes, 34% 242 crashes, 29%
Fatal work-zone crashes involving a rear-end collision 169 crashes, 22% 173 crashes, 21%
Fatal work-zone crashes involving a large truck or bus 236 crashes, 31% Not stated in the fact sheet comparison
Pedestrians and pedalcyclists killed in work zones 169 people, nearly 170 Not stated in the fact sheet comparison

These are national historical counts, not an individual’s probability of crashing. FARS covers records from all 50 states, the District of Columbia and Puerto Rico. Fatality coding depends on law-enforcement reports; records can be revised, and a crash may not be counted as work-zone-related if it was not recorded that way.

Before you leave: plan for a temporary road

Check current traveler information

Before departure, look for official traveler information that identifies active work zones, lane closures, detours and expected delays on your route. This is useful for deciding when to leave or whether a different route is practical, but it does not override signs, barriers, flaggers or a signed detour once you reach the project.

Build in extra time

A schedule that works on an open highway may fail when a work zone introduces a reduced speed, a single-lane section or a queue. Leave enough time that you do not feel pressure to speed, make an abrupt lane change or use an unauthorized shoulder or turn-around. If your route has several projects, allow for each one rather than assuming a delay at only the first site.

Remove the distraction before moving

Set navigation, music and climate controls before entering the approach. Put the phone away and do not read or send messages while driving. A work zone can require a decision in a few seconds; looking down at a screen can hide a stopped queue, a flagger or a lane ending ahead.

How to read the work-zone traffic control

Signs and pavement markings

Read the advance warning signs in sequence instead of waiting until the last sign to react. Look for lane-closure warnings, shifts, reduced speed limits, narrowed lanes, opposing traffic, rough pavement and detour directions. Follow the markings that are in force at the site, even when older paint or the roadway’s original alignment suggests a different path.

Flaggers and temporary signals

A flagger’s instruction is direct traffic control. Slow and stop when directed, proceed only when instructed, and watch for the next signal or flagger after you move. Do not assume that a gap in traffic means you may continue through a stopped operation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Barriers, cones and equipment

Use the open path between the temporary channelizing devices. Equipment, materials and barrier lines can reduce sight distance and leave less recovery room. Avoid crossing a striped or closed area unless the authorized traffic control explicitly directs you there.

Driving through the zone: a practical sequence

  1. Scan far ahead. Look through the traffic for a queue, a lane shift, a stopped vehicle, workers or a person directing traffic. Continue checking mirrors so you know what vehicles are approaching from behind.
  2. Reduce speed to the posted work-zone limit. The posted value applies to the conditions at that location. If traffic is moving more slowly because of congestion or a narrow path, match the safe flow without exceeding the sign.
  3. Choose your lane from the current markings. Move only where the signs and markings allow. Complete a necessary merge calmly and early enough to follow the taper; do not force another driver to brake for a last-second move.
  4. Create a larger gap ahead. Leave enough room to see the tires of the vehicle ahead and to stop if it brakes suddenly. The appropriate gap depends on speed, visibility, surface and traffic, so increase it further when the road is narrowed or sight distance is poor.
  5. Expect an abrupt stop. Keep scanning beyond the vehicle immediately ahead. A flagger, lane closure or queue can stop traffic with little warning, and a driver behind you may also be reacting to the same change.
  6. Protect the people in the zone. Look for workers, inspectors, pedestrians and cyclists near the travel path. Give them the space provided by the traffic control and never assume that a closed-looking area is empty.
  7. Give long vehicles room. Avoid cutting in front of a truck or bus. A large vehicle may need more distance to brake and may have limited visibility around a shift or barrier.
  8. Follow the route until the control ends. Continue obeying temporary signs and markings until a sign or roadway arrangement indicates that normal conditions have resumed.

Following distance and sudden stops

Rear-end crashes were involved in 169 fatal work-zone crashes in 2024, or 22 percent of the total reported in the FHWA fact sheet. The figure is a reminder that a clear-looking lane can become a stopped lane quickly.

Do not measure your gap only by the number of car lengths; judge whether you have time and room to brake on the actual surface while keeping control. Increase the gap after a lane shift, near a queue, behind a vehicle that blocks your view, or whenever workers and equipment make the roadway harder to read. Avoid alternating between tailgating and excessive braking, because unstable speed changes can create a second hazard for the driver behind you.

Workers, pedestrians and cyclists may be close to moving traffic

Work-zone personnel may have only the space created by cones, barriers or a temporary sidewalk. Pedestrians and cyclists can also be routed through a constrained path or across a temporary crossing. In 2024, 169 pedestrians and pedalcyclists were killed in work zones, a number that includes construction, maintenance and utility workers.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Stay within the vehicle path designated for you, keep your speed controlled and watch both sides of the lane. Do not pass a worker, cyclist or pedestrian by moving into a closed or opposing lane. If the path appears blocked or confusing, slow down and follow the next sign or flagger rather than improvising.

Why trucks and buses need extra room

Large trucks or buses were involved in 236 fatal work-zone crashes in 2024, representing 31 percent of the crashes in the FHWA summary. Their length, braking distance and restricted sight lines make temporary lane shifts especially demanding.

When you are behind a large vehicle, leave enough space to see the roadway and the vehicle’s brake lights. When you are beside one, avoid lingering in a narrowing lane. When you are passing, use only a lane that remains open and legal, and do not merge immediately in front of the truck or bus as the lane tapers. The driver may need additional distance to slow for a queue or a flagger.

Detours, closures and alternate routes

At a closure, follow the signed detour rather than a route suggested solely by memory or a map’s normal-day directions. The Federal Highway Administration’s March 2025 handout Respect the Zone So We All Get Home states: “Follow signed detours or view traveler information sources that display active work zones and select alternate routes.”

When comparing a possible alternate before the trip, consider four things:

  • Hard hat clip- attaches for easy access
  • Quick dry time with reduced smearing and marking
  • Current travel time: Include likely queueing and the time needed to reach the alternate.
  • Closure and lane information: Confirm that the alternate is open and not affected by another project.
  • Reliability: A slightly longer route may be more dependable than one with a single vulnerable bridge or interchange.
  • Official status: Prefer information from the road authority or an officially signed route.

Once you are at the work zone, temporary traffic control governs. An alternate route you considered earlier does not authorize you to ignore a closed lane, bypass a barricade or leave a signed detour.

Speed limits and the law: what is national and what is local

Federal driver guidance is simple: obey the speed limit posted for the work zone. It does not set one universal work-zone speed for every highway, project or state. State and local governments can differ in speed limits, penalties, move-over provisions and enforcement practices.

The FHWA’s updated Work Zone Safety and Mobility Rule, Subpart J, and Temporary Traffic Control Devices Rule, Subpart K, were published November 1, 2024, and became effective December 2, 2024. Those rules set requirements for federal-aid projects and agencies; they are not a single nationwide ticket schedule or a replacement for the sign at your location.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a legal question—such as a penalty, a move-over requirement or whether a particular vehicle must use a different lane—identify the state or locality and consult its current official transportation or law-enforcement source. The FHWA driver handout is informational and does not itself have the force of law.

Common mistakes and the safer correction

Mistake Why it creates risk Safer correction
Driving at the normal highway speed until the taper Leaves less time to read signs, merge and stop Reduce speed to the posted work-zone limit during the advance warning
Following the vehicle ahead closely Hides a queue and removes braking room Increase the gap and look beyond the vehicle in front
Changing lanes at the last possible moment Forces nearby drivers to brake or creates a side-swipe conflict Use the current markings and complete the required move in a controlled way
Assuming cones mean no people are present Workers or vulnerable road users may be just beyond the visible edge Scan both sides and stay within the designated path
Cutting in front of a truck or bus Leaves the larger vehicle too little stopping distance Keep a larger gap and merge only when there is sufficient room
Using a phone while the road is narrowed Diverts attention when conditions can change quickly Put the phone away and set controls before entering the zone
Ignoring a signed detour because a familiar route looks shorter Can lead to barricades, wrong-way movements or sudden reversals Follow the official detour and current traveler information

A simple mental checklist

  • See: Scan for the next sign, taper, queue, worker and large vehicle.
  • Slow: Match the posted work-zone speed and the safe flow of traffic.
  • Space: Preserve a larger stopping gap and avoid cutting in front of trucks or buses.
  • Follow: Obey markings, flaggers, signals and signed detours.
  • Focus: Put away the phone, allow extra time and expect the layout to change.

FHWA’s 2019 campaign captured the mindset in the line “Drive like you work here.” It is a campaign message, not a separate legal rule, but it describes the attention and care an active work zone demands from every road user.
