Project teams often announce this event as “topping out” or “topping off.” It is a major structural milestone, but it is not the same as a finished building, substantial completion, a certificate of occupancy, or permission for residents to move in.
After the frame reaches full height, crews may still need to enclose the tower, install and commission building systems, finish apartments and common areas, complete inspections, resolve punch-list work, and obtain occupancy approval. The exact meaning for a particular tower comes from its contract, approved schedule, developer’s milestone language, and local authority records.

What the milestone means in practical terms
The structure has reached its planned height
On most high-rise projects, vertical construction refers to the work that physically raises the building: foundations transition into columns, shear walls, cores, slabs, and other structural elements above grade. When that phase is called complete, the frame has generally reached the elevation shown in the project design or schedule.
“Topping out” and “topping off” are common labels for the same event. A current project description for Cipriani Residences Miami explains topping off as the concrete structure reaching its final height. A developer release for The Arthur in Boise describes topping off as completion of vertical construction. Those examples show common industry usage, not a definition that automatically controls every contract.

It is a construction milestone, not a legal status
There is no single universal code definition that makes the phrase identical on every project. One owner may use it when the roof slab is poured; another may use it when the structural frame, parapets, or rooftop elements shown in its schedule are complete. Some schedules distinguish the core and shell from later structural or exterior work.
For a dispute, payment application, delay claim, or purchase agreement, the controlling wording is the project’s contract and schedule. A press release or social-media announcement can describe the celebration without defining the contractual measurement.
How it differs from other completion milestones
These labels describe different points in the project. They should not be treated as interchangeable simply because they appear in the same news story or schedule.
| Milestone | What it generally indicates | What it does not establish by itself |
|---|---|---|
| Vertical construction complete / topping out | The above-ground structural frame has reached its planned final height, or the project has marked the vertical structural phase complete. | Finished façade, weather-tight interiors, operating mechanical and electrical systems, completed units, final inspections, or permission to occupy. |
| Construction complete or substantial completion | A broader contractual or project milestone indicating that defined scope is sufficiently complete for the owner’s intended use, often subject to a punch list. | That every authority-required condition has been cleared. The contract’s definition and jurisdictional approvals still control. |
| Occupancy inspection | An authority or building-official inspection checking whether the relevant work meets requirements for use. | That all units, amenities, landscaping, or off-site improvements are complete unless the approval covers them. |
| Certificate of occupancy or equivalent authorization | Formal approval to occupy a building, portion of it, or a specified use, subject to local rules. | That every portion of the development is ready, or that a future phase has been approved. |
| Opening or move-in | The owner’s operational launch or residents’ permitted possession date. | A guaranteed date inferred solely from the frame reaching full height. |
What work can remain after the frame tops out?
A tower can look complete from a distance while substantial work is still underway. A current high-rise project page identifies the following activities after topping out; the exact scope and sequence vary by building.

- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
Enclosure and façade
Exterior walls, curtain wall, windows, masonry, waterproofing, roof assemblies, balconies, and façade fire-stopping may still be incomplete. Until these systems are installed and tested, floors can remain exposed to weather and interior work may not proceed at full speed.
Mechanical, electrical, plumbing, and life-safety systems
Crews may still be installing or commissioning air-handling equipment, domestic-water and drainage systems, electrical distribution, generators, elevators, fire alarms, sprinklers, smoke control, security, and communications. Installation is not the same as commissioning: equipment must be energized, balanced, tested, integrated, and documented.
Interior fit-out
Apartment partitions, drywall, doors, cabinetry, flooring, appliances, bathrooms, kitchens, corridors, lobbies, amenity rooms, and back-of-house spaces can all remain unfinished. A structurally complete floor may still be unsuitable for workers, let alone residents, because finishes and life-safety systems are incomplete.

Site and external works
Driveways, sidewalks, utilities, loading areas, landscaping, storm-water facilities, and public-realm improvements may be scheduled after the tower structure. Local rules may allow partial occupancy while external work continues, or may require specified site conditions before approval.
Why “vertical construction complete” matters
It marks a major risk and sequencing change
Reaching full height confirms that the project has passed a highly visible structural phase. The work focus usually shifts from repeating floor construction to enclosure, systems, interiors, testing, and closeout. That can change trade coordination, crane and hoist use, logistics, and the owner’s reporting metrics.
It gives lenders, investors, and buyers a progress signal
The milestone can support a progress report or a draw request when the contract allows payment for verified structural work. It can also reassure stakeholders that the tower is physically rising. It does not, however, prove that the remaining budget, schedule, or approvals are secure.
It helps explain project schedules
Public timelines often place vertical construction before “construction complete,” occupancy inspection, punch-list resolution, and opening. A Douglas County schedule accessed in October 2026 lists those activities separately. The City of Kenner’s published timeline likewise distinguishes vertical construction, construction complete, occupancy complete, and move-in. Such schedules demonstrate sequencing, not a universal duration between milestones.

How to interpret the milestone on a specific project
- Read the exact milestone description. Look for the schedule activity name, predecessor and successor activities, and any notes defining whether the roof, parapets, rooftop equipment supports, or other elements are included.
- Check the contract hierarchy. Determine whether the owner’s agreement, general conditions, specifications, or an approved baseline schedule controls the term. A marketing announcement should not override those documents.
- Confirm what “complete” was measured against. Ask whether the statement covers the structural frame only, the entire shell, or a particular building phase. Mixed-use towers may have separate residential, hotel, retail, and parking structures.
- Review evidence of remaining work. Request the current look-ahead schedule, enclosure status, systems-commissioning plan, interior turnover plan, and outstanding inspection list.
- Verify authority records. Ask the relevant building department about required inspections, phased approvals, temporary certificates, or a final certificate of occupancy. Do not rely on a topping-out photograph as proof of authorization to occupy.
- Separate completion from delivery. For a purchase or lease, use the contract’s possession, substantial-completion, notice, and occupancy clauses. A structural milestone alone does not set a handover date.
A typical sequence after topping out
Projects overlap trades, so the order below is illustrative rather than a mandatory program.
- Complete and secure the upper structure. Finish remaining structural elements included in the topping-out definition and protect openings.
- Install enclosure. Progress façades, windows, roofs, waterproofing, and fire-stopping so floors become weather-tight.
- Build out systems and interiors. Install risers, distribution, equipment, partitions, finishes, fixtures, and common-area work.
- Test and commission. Balance HVAC, test generators and alarms, inspect elevators, verify smoke-control sequences, flush and test plumbing, and record results.
- Complete authority inspections. Schedule required inspections, correct deficiencies, and submit certificates and closeout documents.
- Perform substantial-completion and punch-list reviews. The owner and design team identify incomplete or defective work, assign responsibility, and track closure.
- Obtain occupancy authorization. Secure the certificate or equivalent approval for the relevant building or phase.
- Open or hand over. Complete staff training, resident or tenant orientations, final cleaning, keys, and operational turnover as required by the project.
What the milestone does not tell you
- How long remains. No fixed number of weeks or months can be inferred without the project schedule, production rates, inspection plan, and unresolved work.
- Whether the building is weather-tight. Full structural height does not prove that the façade or roof is complete.
- Whether units are habitable. Individual apartments may lack finishes, utilities, life-safety sign-off, or an approved occupancy path.
- Whether the budget is under control. The milestone records physical progress, not cost performance or claims.
- Whether the opening date is guaranteed. Enclosure delays, equipment lead times, commissioning failures, inspection corrections, and utility connections can affect later dates.
- Whether every phase is included. A tower, podium, parking garage, retail shell, and public improvements may have separate completion requirements.
Common misunderstandings
“Topped out” means the building is finished
It normally means the structure has reached its final height. Finishes, systems, inspections, and approvals can still represent a large portion of the work.
Residents can move in immediately
Move-in generally requires occupancy authorization and a unit or area that meets the project’s delivery standard. Those conditions are later than the structural milestone.
A public announcement is a legal certification
Announcements are useful progress updates, but they may use celebratory language and omit contract exclusions. The schedule and authority records are more reliable for a precise determination.

Every high-rise uses the term identically
Terminology varies by owner, contractor, jurisdiction, and phase. Ask what the project team included before comparing milestones across towers.
Questions to ask the developer, contractor, or building department
- What exact work was included in the “vertical construction complete” activity?
- Does the milestone include the roof, parapets, rooftop structures, and façade, or only the primary frame?
- Which enclosure, mechanical, electrical, elevator, and interior activities remain?
- What inspections are complete, what deficiencies are open, and who must close them?
- Will occupancy be issued for the entire building or in phases?
- What definition of substantial completion applies under the contract?
- What conditions must be met before residents, tenants, or the public can enter?
- Where can the current approved schedule and occupancy status be verified?
How to report the status accurately
Use wording that matches the evidence: “The project reports that its structural frame has topped out,” or “The schedule marks vertical construction complete, with enclosure, fit-out, inspections, and occupancy work remaining.” Avoid saying “the building is complete,” “ready for move-in,” or “approved for occupancy” unless the relevant completion and approval records support those statements.
For a particular high-rise, treat the phrase as a progress marker whose scope must be checked against project documents. The structural frame may be at full height while the building remains in active construction and unavailable for occupancy.
